Rejecting the demand for a cease-fire by left-wing extremist, Naxalite organisation the People’s War Group (PWG) for talks, the government on April 3 said that these issues could only be decided when the discussions begin. The State Home Minister T Devender Goud, while speaking to the media in Nizamabad said that the PWG should begin a dialogue instead of putting forward fresh conditions for talks with the government. He said both sides should have mutual trust before talks commenced. "We have to believe each other and begin a dialogue,'' he said, stating that mistrust would only harm the peace process. He added that "there is scope for solving the burning issue of Naxalism.''

Speaking to the media in Ongole on April 5, State Home Minister T Devender Goud said that the government was yet to make up its mind on the conditions laid down for talks by left-wing extremist, Naxalite group the People’s War Group (PWG). Reiterating the government’s commitment to begin the process of peace talks, the Minister said, "The former chief secretary S R Sankaran and Press Academy chairman Potturi Venkateswara Rao came to me with the PWG proposals, I told them that the government would respond at the earliest…. They said that the Naxal demanded that the government stop encounters, combing operations and harassment of innocents. In my opinion, we should not waste time on setting conditions and counter conditions. Let us begin a dialogue first."

The Union Home Secretary also expressed serious concern over the emergence of a new trend on the Bihar-Nepal border, where the Maoist Communist Centre (MCC) and the People’s War Group (PWG) Naxalites had joined hands with Maoist insurgents in Nepal to carry out killings both in Nepal and Bihar. He said India is fully alive to the Maoist problem in Nepal and a close vigil was being kept on the porous Indo-Nepal border to frustrate any attempt of the Maoists in infiltrate into the country. He said, "Indo-Nepal border is porous border…We are vigilant and would not allow the Maoist rebels to sneak into India for shelter or creating disturbances". He said Special Security Bureau (SSB) personnel had been deployed along the Indo-Nepal borders for better policing. Besides, there had been ministerial and official-level talks between India and Nepal from time to time, he said.

According to media reports, a 13-year old girl, who was lured by left-wing extremists, Naxalites of the People’s War Group (PWG) in May 2001, escaped and surrendered before Koyyur police in Nizamabad district on April 7. Reports said that Naxalites had taken away the girl when she was working in the fields in Vallemkunta village under the Koyyur police station limits, promising ‘freedom’ from slavery. Police sources said that the girl was forced to join the Naxalite-fold as Local Guerrilla Squad member and later she was deputed in the Jana Natya Mandali, cultural wing of the Naxalites, where she sang ‘revolutionary’ songs in the villages. She reportedly told the police that after escaping from some encounters she was terrorised and decided to surrender.

Official sources said that the district police chief K C Meena led a force of 300 personnel including police, combat force commandos and the Rapid Action Force (RAF), into the dense forest of Salboni where Naxalites are active. However, most the Naxalites managed to escape taking advantage of the thick forest.

Founder of left-wing extremist, Naxalite group the People’s War Group (PWG) Kondapalli Seetharamaiah died in his grand daughter’s house at Vijaywada on April 12. His family sources said that Seetharamaihah had not been keeping good health for the last three months. He had been suffering from Parkinsons disease and heart problem. Born in a middle-class farmer's family, he was attracted to the Communist movement early in life. He became the secretary of Krishna district unit of the united Communist Party, which played a crucial role in Telangana Armed Struggle. Inspired by the Naxalite movement in West Bengal he joined the Communist Party of India, Marxist-Leninist (CPI-ML) and became member of the State Committee of the Party. In 1980, he founded the PWG. He led the PWG for several years when it spread its influence in Andhra Pradesh and some neighbour States. Following differences with the leadership he left the PWG and returned to his native village where police arrested him in 1992. After his release he had been staying with his grand-daughter in Vijaywada

The State government has reiterated its appeal to the left-wing extremist, Naxalite group the People’s War Group (PWG) to come to the negotiation without any further delay. Speaking to the media in Hyderabad on April 12, State Home Minister T Devender Goud said the Naxalites set three conditions—a stop to fake encounters, police harrassment of Naxalites supporters and their families, and combing operations in the Naxalite-affected areas—to create a peaceful atmosphere before the talks to begin. The Minister said the government’s response to this was that all these issues were covered under the definition of ‘peaceful talks’. He said just as the Naxalites expected the government to show restraint, the government too wanted the People’s War to reciprocate. The Home Minister said there were certain apprehensions in the mind of both the Naxalites and the government, which cannot be sorted out through indirect talks. Once the talks were initiated, differences could be sorted across the table. Earlier, the Home Minister reviewed the issue with the district police chiefs and directed them to ensure that rehabilitation of surrendered Naxalites was given greater impetus. He also asked them to review the list of surrendered Naxalites and remove them from the crime list in accordance with the guidelines issued by the government.

The commander of Kalimela Area Committee, in a press release, said that the contractors were not giving due wages to the labourers of Kalimela, Motu, Podia and MV-79 areas. Besides, they also resort to engaging labourers of other areas at a lower wage. These exploitative measures would not be tolerated, the release warned. It instructed the contractors to pay Rs 56 per day to the labourers and maintained that the payment be made every fortnight without fail.

Reports said the encounter took place when a patrol party spotted a PWG squad holding a meeting and asked them to surrender. But the Naxalites opened fire and the police returned it. However, no casualties were reported in the encounter which lasted for nearly 20 minutes. The police recovered some arms and ammunition from the encounter site.

"The government is committed to maintain law and order in the state and there is no place for violence in civil society," he said. The Chief Minister announced that the surrendered Naxalites would get a cash reward of Rs 1 lakh (squad members), Rs 2 lakh (squad commanders/district committee members — DCM) and Rs 3 lakh (district committee secretary — DCS) based on their rank. Besides the cash rewards, Naidu also announced that they would be provided with Rs 3 lakh-worth funds or material for rehabilitation, a house site, and a house under Indira Awas Yojana scheme. The Chief Minister said he was awaiting a response from the People’s War Group (PWG) on talks to solve the problem of left-wing extremism. He said the government would abide by the decision taken at an all party meeting in March 2002 to hold talks with the PWG, but there could be no pre-conditions for talks. However, the government would not allow them to continue violence, he said. The Chief Minister added that left-wing extremists had no faith in parliamentary democracy and they believed in Mao's dictum that power flows through the barrel of the gun. He pointed out that 2,445 civilians and 482 policemen had been killed in Naxal violence in the State. The Maoists had also killed political activists, including 102 members of his Telugu Desam Party, 74 of the Congress party, 28 of the Bharatiya Janata Party and 30 Communists. He said 4,925 Naxals had surrendered since 1993, resulting in a significant decline in the number of violent incidents. From 1,500 incidents of violence in 1997, the number has come down to 940.
