On May 7, left-wing extremist Naxalite group, the People’s War Group (PWG), declared a unilateral, one-month cease-fire beginning May 10 in Andhra Pradesh. PWG State Committee Secretary Akkiraju Haragopal alias Ramakrishna, in a statement in Hyderabad said his organisation would not resort to any kind of violence during the cease-fire period. "There would not be any attacks on police, politicians or others during this period", he said. The statement said the PWG took this decision following Chief Minister N Chandrababu Naidu’s recent accusation that the PWG was not sincere about holding talks with the government. "We had announced a two-month cease-fire earlier but the government betrayed our confidence and killed 12 of our comrades in an alleged encounter at Tupakulagudem in Warangal district", the statement said. It further added, if the government was ready for talks, it would send a group of mediators to fix the agenda for the dialogue. Ramakrishna, however, demanded that the Naxalite leaders participating in the proposed talks with the government be provided free passage to attend the meeting.

The three-day economic blockade of Jharkhand sponsored by left-wing extremists, Naxalite groups the Communist Centre (MCC) and the People's War Group (PWG) jointly, passed off peacefully on the last day on May 8. However, media reports said the threat of violence affected the State's coal trade during the blockade. Reports said the coal town of Hazaribagh wore a deserted look and Khelari seemed like it was under curfew. Traffic was thin on the roads, while shutters of shops, banks, Life Insurance Corporation offices and petrol pumps were down. Schools too remained closed. Reports added that the mines of the Central Coalfields Ltd at Piparwara, which produce and supply over 50,000 tonnes every day, were also deserted as its entire 2,000-strong workforce, comprising workers, supervisors and managers, preferred to stay home.

BJP MLA from Keredari, Loknath Mahato and over a dozen forest department officials were abducted from near his constituency in Hazaribagh district by the MCC on May 17 and 'tried' in a kangaroo court on the issue. The MCC activists questioned the justification for their banning organisation under POTA and claimed that they were not a terrorist organisation but have been fighting social and political evils.

According to media reports on May 28, the resentment of people over the activities of left-wing extremists, Naxalites, supposedly belonging to the People’s War Group (PWG), is on the rise in Bastar. Incidents of defiance and resistance by villagers testify that, reports claimed. For instance, incidents were reported of villagers resisting Naxalites from looting grain stocks from government-run Fair Price Shops getting beaten up. Police officers are of the opinion that such actions of Naxalities, devoid of any principle or ideology, create aversion among the people towards Naxalites, who in their eyes even loot the shops meant for the poor. Another incident which turned the people’s ire against the Naxalites was the killing of a contractor who was laying a road to connect inaccessible villages, and their resistance to installation of hand-pumps and setting up of minor irrigation projects.
