There was an exchange of fire between left-wing extremists, Naxalites of the People’s War Group (PWG) and the police for about two hours on February 2 near the Bairapuram tank under the Lingala police station limits, Mahbubnagar district. Casualties have been reported. Police suspect that some Naxalites are injured as they have found blood marks at the encounter site. The police have launched a combing operation to arrest the Naxalites.

The district police chief said that the arrests were made after interrogating a Naxalite arrested in January 2002. He said the arrested Naxalites were members of ‘village defence squads’ formed by the PWG in the region.

An assessment report on ‘red terror’ prepared by the State police said that left-wing extremism, Naxalism has grown in Bihar in the past two years especially since the creation of the State of Jharkhand. The report refers to the growing threat consequent to the merger of the People’s War Group (PWG) and the Communist Party of India, Marxist-Leninist, CPI-ML (Party Unity). It says, "the People’s War in Bihar is more systematic, calculative and expansionist of all the Naxalite outfits. This organisation is well versed in explosive techniques and generally targets police personnel ruthlessly". The report has also pointed out to the demoralisation that set in the Bihar police after the PWG entered the State and has stressed on the need to sensitise the police force to the security aspects. Besides, the report expresses concern over the increasing cases of landmine blasts, deaths of police personnel and loss of police weaponry. The report also notes that both the PWG and the Maoist Communist Centre (MCC) have been growing at the cost of mainstream moderate Left parties, like Communist Party of India Marxist-Leninist CPI(ML), the Communist Party of India (CPI) and the Communist Party of India, Marxist CPI-M, among others. It sees a dangerous trend of more violent organisations "eating into" the bases of the moderate Left, predicting a more "bloody battle in the future".

The police suspect that the Naxals used detonators to blast the building. According to a preliminary reports, the loss is estimated to be approximately Rs 10 lakh.

According to official sources, governments of Bihar and Uttar Pradesh have decided to launch a joint police operation in Rohtas and Kaimur hills to thwart any plan of the two proscribed left-wing extremist, Naxalite outfits, the People’s War Group (PWG) and the Maoist Communist Centre (MCC) to make their headquarters in the terrain of Kaimur hills. The operation would be assisted by the Central Reserve Police Force (CRPF). Police sources indicated that one battalion of the Bihar Military Police (BMP), two battalions of the CRPF and four squads of the Special Task Force (STF) would be used for the task. The Jharkhand and UP police, too, would back the operation from their respective border areas to prevent the Naxalites’ escape to hide in the two States.

Speaking in Gangavaram on February 6, Andhra Pradesh Home Minister T Devender Goud said that the government welcomed any initiative by any agency for talks with left-wing extremist, Naxalite outfit the People’s War Group (PWG), with the hope that such a step would ensure peace, a prerequisite for speedy development. "We have an open mind", he said. The Minister assured that an all-party meeting will be convened to discuss the Naxal problem after Chief Minister N Chandrababu Naidu’s return from his foreign tour. They said that the modalities and other aspects for talks would be discussed at the meeting. Each and every point would be discussed at length before taking a final decision. He added that the government had already opened doors for discussions with Naxals and they were also showing interests for the same.

The Andhra Pradesh government on February 12 decided to hold talks with left-wing extremist, Naxalite organisation, the People’s War Group (PWG), to find a lasting solution to the law and order problem in the State. Official sources said the government would work out the modalities of negotiations in the next 10 days. In an all-party meeting held in Hyderabad, leaders of various political parties unanimously asked the government to initiate talks with the proscribed PWG. Speaking to the media, Home Minister T Devender Goud said that the government had decided to talk to the PWG and the modalities concerning who should talk to whom and the involvement of a third party would be finalised at another round of meeting with leaders of various political parties after ten days. Terming the government’s decision as an important step, Goud said that a common agenda would be prepared before the leaders of the political parties. "It is not an easy decision. The political parties have discussed the pros and cons of the issue and came to this important conclusion", he said. The Minister said that the government was taking the political initiative and hoped that all the obstacles would be crossed in finding a solution to the problem.

The Minister was on his way to Kalimela when Naxalites, who had planted landmines under a culvert in Telrai village, triggered the blast. The Minister’s car had just crossed the culvert. Official sources said that the Naxaites also opened fire at the Minister’s vehicle but it had already gone out of range. Figuring in the hit list of the PWG, Dhali has been provided with ‘Z’ category security cover. Earlier, in December 2001, the Naxalites had blown up the Minister’s house in Malkangiri.

According to media reports, the Governor reportedly said the government should be undeterred by the initial failure and setbacks. He also reportedly asked the government to develop backward areas and advised the administration to be careful while dealing with the Naxalites. Reports said that Naxalites, armed with pistols and sharp weapons, attacked three booths at Kalapani, Naharada and Bambada villages under Jamda block in Mayurbhanj district. They forcibly stamped some ballot papers and took away some more, forcing polling to be suspended. When the presiding officer at Kalapani booth resisted the Naxalites, he was assaulted and injured. The Naxalites also visited two booths at Digha and Mahisakud villages under the same block and threatened the villagers with dire consequences if they voted. The villagers did not turn up at the booths subsequently.
