Five Improvised Explosive Devices (IEDs) fitted with arrows were seized during a search operation by Security Force (SF) personnel after Communist Party of India-Maoist (CPI-Maoist) fired at the under-construction Bharnia Police camp in West Singhbhum District of Jharkhand on April 4, reports latestly.com. The B company of 157th battalion of Central Reserve Police Force (CRPF), who are stationed at the place, retaliated by hurling para bombs on April 3 night and none of its personnel was either injured or killed, a Police release said, adding SF personnel drawn from the District Armed Police (DAP), CRPF and Bomb Disposal Squad (BDS) of Jharkhand Jaguar (JJ) carried out the massive search operation in the Naxal [Left Wing Extremism, LWE]-affected areas and recovered three live arrow bombs and two used arrow bombs, besides some empty cartridges from the spot. All the three live explosives were defused by the BDS, the Police added.

An ‘area commander’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Surajnath Kherwar, surrendered in Lohardaga District of Jharkhand on April 6, reports ibc24.in. Superintendent of Police (SP) Priyanka Meena said that this has been a big success under the inter-District anti-Naxal [Left Wing Extremism, LWE] campaign 'Double Bull'. Apart from Pesharar Police Station, a total of eight cases are registered against Surajnath in Serengdag, Bishunpur and Chandwa Police Stations.

Five Naxalites [Left Wing Extremists, LWE], including the ‘sub-zonal commander’ of the Jharkhand Prastuti Committee (JPC)-a splinter group of the Communist Party of India-Maoist (CPI-Maoist), have been arrested in a joint action of Hazaribagh Police and Central Reserve Police Force (CRPF) 22 Battalion in Hazaribagh District of Jharkhand on April 8, reports prabhatkhabar.com. A huge quantity of rifles and bullets have been recovered from the arrested cadres. Superintendent of Police (SP), Manoj Ratan Chauthie gave this information to the journalists. Among the Naxalites arrested in joint action of District Police and CRPF, JPC ‘sub zonal commander’ Harendra Ganjhu alias Netaji alias Lallanji of Deoria village of Chatra Sadar Police Station area, Ishwar Dayal Mahato, ‘area commander’ of Kuthan village of Keredari Police Station area, Bhagirath Mahato, Baleshwar Ram of Manatu village and Ramkumar Mahato of Hafua village. Police have seized one rifle of .303 bore, two rifles of .315, Desi Katta, 10 live cartridges of .303 bore, 20 live cartridges of .315 bore, liquid gelatin 7.5 kilograms, two detonators, 50 banned Naxalite organization JPC form, receipt A black colored Scorpio has been seized from the Naxalites. The arrested Naxalites were involved in the firing incident in a coal company located in Keredari Police Station area on March 24. Following information that several ‘area commanders’, including the ‘sub-zonal commander’ of JPC militant organization in Keredari Manatu Lajidag Forest area, are planning to organize a big incident by gathering at one place, Hazaribagh Police and CRPF personnel had launched the operation to arrest the LWEs. SP, Chauthie said that the recovered rifle appears to have been looted from the Police and is being verified. At the same time, the militants arrested from the seized Scorpio vehicle used to collect the ‘levy’ (extortion money).

The Communist Party of India-Maoist (CPI-Maoist) threat remains among the top concerns affecting the newly-created Alluri Sitharama Raju District, headquartered at Paderu, reports The Times of India on April 9. All 11 Left Wing Extremism (LWE)-affected Mandals of the erstwhile Visakhapatnam District were carved out and merged with the LWE-affected regions of united East Godavari District, including Rampachodavaram and Chinturu, to form Alluri Sitharama Raju District. Superintendent of Police (SP), Alluri Sitharama Raju District, Satish Kumar, said most Mandals in the District are on the list of LWE-affected areas. “Though the movement of extremists has weakened, our top priority is to neutralise Maoists in the newly-formed district,” he added. One of the major challenges before the district administration is to see that there is no fresh rebuilding of the outfit. Police claim that there has been no new recruitment to the outfit. The district is one of the largest in the State, but nearly 40 per cent of its area lacks road connectivity.

A scribe, identified as Sanjay Tiwari, of MNS company involved in construction of roads, was injured during an assault carried out by People's Liberation Front of India (PLFI), ‘zonal commander’ Laka Pahan and his associates, in Bandgaon Block (administrative division) in West Singhbhum District of Jharkhand on April 12, reports prabhatkhabar.com. Some of the employees of the MNS company were also assaulted in the Naxal [Left Wing Extremism, LWE] attack which was carried out for failing to meet the ‘Levy’ (extortion money) demand. After this, a case of assault has been registered against Laka Pahan and his six associates at Bandgaon Police Station. Police has launched a search operation against Pahan; however, the Police is yet to arrest Pahan and his associates. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

Acting jointly, Rohtas and Aurangabad Police arrested a Communist Party of India-Maoist (CPI-Maoist) cadre identified as Vijay Arya alias Dilip alias Amar alias Yashpal ji alias Prabhat alias Raman ji alias Shravan ji, who has been absconding for the last four years, along with along with his aide, Umesh Chaudhary, near Samhuta under Rohtas Police Station in Rohtas District of Bihar on April 13, reports hindi.news18.com. Vijay is a resident of Koch Police Station limits in Gaya District and has been involved in Naxalite [Left Wing Extremist, LWE] incidents in various areas of Gaya, Jehanabad, Aurangabad, Kaimur and Rohtas districts. Vijay for the last several days was engaged in expanding its organization in the hilly area of Rohtas, especially in the expansion of Son-Ganga Vindhyachal Committee of CPI-Maoist. The announcement from the Maoists has put the Security Forces (SFs) on the alert mode in Bastar. The 62-year-old Nirmala, who served as an active member of the Dandakaranya Special Zonal Committee (DKSZC) for 42 years, died while battling for her life on April 9 in a prison in Maharashtra. Maoist ‘spokesperson’ Mangali said in a press note that Nirmala was fallen sick in 2018 and got arrested by Police while she was getting treatment in a hospital in Hyderabad of Telangana in 2019. The CPI-Maoist has issued three press releases in the week since, accusing SFs in Telangana and Chhattisgarh of resorting to “aerial attack on tribal villages”. A recent statement by Maoist ‘spokesperson’ Abhay says, “The central committee of CPI(Maoists) condemns the blitz carried out at Pamed guerrilla base area of south Bastar by Chhattisgarh police and security forces supported by Indian Army and Air Force officials on April 15 1am, targeting PLGA [People's Liberation Guerrilla Army] and local tribe.” Bastar, Inspector General of Police (IGP) Sundarraj P., rejected the allegations, calling it “Maoist propaganda to malign police’s image and to scare people”. “We deny the allegations levelled by CPI(Maoist) cadres against the security forces with regard to use of drones to strike their hideouts. An illegal arms factory, a major source of weapons for the Naxals, was recently busted by the Special Task Force (STF) and Central Forces in Nawada, Additional Director General (ADG), STF-operation, Bihar Police, Sushil Mansingh Khopde said, adding that it was a major success and similar operations by the STF have helped in bringing down the number of left-wing extremists to not more than 80. “Now, our security forces are moving towards making 10 most troubled administrative blocks or villages in three districts — Gaya, Lakhisarai, and Jamui — free from left-wing insurgency,” the ADG said. Besides, five special forward bases are also being set up in troubled areas, including the hills near Sherghati and Chhakarbandha forests, in these districts, he added. “Security forces had arrested six persons for allegedly running an illegal arms factory in Nawada district last month. Custodial interrogation of the accused revealed that Maoists of the area were in constant touch with them for the procurement of weapons. We also busted two other illegal arms factories, that were major sources of arms supply to the Naxals,” said the ADG. However, there are certain areas in the State where overground workers (OGW) of Maoists are still active, and in some cases, they provide logistical support to the ultras, Khopde said. “OGWs of Naxals are still active in Bagaha, Munger, Arwal, Nawada, Kaimur, and Jehanabad districts. The violence perpetrated by the Naxals [Left Wing Extremism, LWEs] has been reduced by 41 per cent and deaths by 54 per cent in the country in 2020 as compared to 2013 and the arc of such incidents has been considerably restricted with just 30 Districts accounting 88 per cent of all Communist Party of India-Maoist (CPI-Maoist) violence, reports The Times of India on April 26. According to the annual report of the Ministry of Home Affairs (MHA) for 2020-21, the Naxal violence was reported from 226 Police Stations in 53 Districts spread across nine States in 2020 as compared to 328 Police Stations in 76 Districts spread over 10 States in 2013. “The last six years have seen a significant decline in Left Wing Extremism (LWE) violence as well as the geographical spread of the LWE. The declining trend which started in 2011 continues in 2020 as well. “There has been an overall 41 per cent reduction in violent incidents (1,136 to 665) and 54 per cent reduction (397 to 183) in LWE related deaths in 2020 as compared to 2013,” the MHA annual report said. In comparison to 2019, the 2020 also saw the same level of violence with marginal decline (670 to 665) in incidents of violence and the resultant deaths by 9 per cent (202 to 183). The casualties to Security Forces (SFs) declined by 17 per cent (52 to 43). At the same time, the developmental outreach by the central Government has seen an increasingly large number of LWE cadres shunning the path of violence and returning to the mainstream. In 2020, Chhattisgarh with 315 incidents and 111 deaths remains the worst affected State, followed by Jharkhand (199 incidents and 39 deaths), Odisha (50 incidents and 9 deaths), Maharashtra (30 incidents and 8 deaths) and Bihar (26 incidents and 8 deaths). The overall improvement in the LWE scenario can be attributed to greater presence and increased capacity of the SFs across the LWE affected States, better operational strategy and better monitoring of development schemes in affected areas, the report said. The MHA said the geographical spread of LWE violence has also been shrinking considerably and the arc of violence has been considerably restricted with just 30 Districts accounting 88 per cent of the LWE violence. The CPI-Maoist continues to be the most potent among the various LWE outfits in the country and accounted for more than 86 per cent of total LWE violent incidents and 96 per cent of resultant deaths. Amidst increasing reverses, the CPI-Maoist has also been making efforts to expand to new areas along the inter-State borders without any significant success, the report added.

According to information received from Deputy Inspector General of Police (DIG), Naxal Operations, as many as 57 Naxalites have surrendered in the month of March. A total of 37 Naxalites has also been arrested and four Naxalites have been killed in different encounters in March. Besides, during the anti-Naxal operation, the Police has recovered five weapons and seized and defused 20 Improvised Explosive Devices (IEDs) in Dantewada, Bijapur and Sukma Districts.
