An encounter broke out between Security Forces (SFs) and cadres belonging to Dinesh Gope's armed squad of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), in the forests of Sidma-Temna hill area under Gudri Police Station limits in West Singhbhum District of Jharkhand on February 3 morning, reports ibc24.in. Superintendent of Police (SP) Ajay Linda said along with West Singhbhum and Khunti District Forces, the 194th Battalion of the Central Reserve Police Force (CRPF) based in Khunti had jointly launched a search operation, and as soon as the Police team reached near Sidma hill, the banned PLFI cadres started firing, the SFs also gave a befitting reply after which the Naxalites [Left Wing Extremists, LWEs] fled towards the hill in the forest. Later, a search operation was carried out during which the Police team recovered bags, PLFI pamphlets, receipts and other daily use material from the encounter site.

Three cadres of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested in a raid conducted by Security Forces (SFs) in Konbirkela in Khunti District of Jharkhand on February 7, reports bhaskar.com. The arrested cadres have been identified as Jeevan Surin alias Lagnu alias Bonka, Anil Manjhi and Anmol Gudiya, and during interrogation, it has been revealed that all these cadres were monitoring the operation being conducted by the Police and Central Reserve Police Force (CRPF) against the Naxalites [Left Wing Extremists, LWEs]. One bike, 11 mobile phones, organization card and donation receipt, rifle sealing and hot belt have been recovered from their possession. Investigation has also revealed that all of them were involved in the encounter between SFs and Naxalites in Gudri area on February 3.

An encounter took place between the Police and the Naxalites [Left Wing Extremists, LWEs] of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), in the Mangardaha Forest under Chhiddohar Police Station limits in Latehar District of Jharkhand on February 9, reports prabhatkhabar.com. In the nearly 40-minute encounter that started at 4 pm [IST] on February 9, 298 rounds of bullets were fired from both the sides. During this, the Naxalites were successful in running away after seeing the Police being overwhelmed. Although no Naxalites were arrested in this encounter, but the goods and items of the Naxalites, which includes sleeping bags, Naxalite cloth, shoes, socks, blankets, bags, plastic, gamchha etc. have been recovered from the encounter site. It was said that along with Pappu ji, Suraj ji, Lovelace Ganjhu, Ganesh ji of the Naxalite organization JJMP, his entire team was involved in the exchange of fire.

However, taking advantage of the dense forest the Maoists fled. During the campaign, the Police contacted the people of the village and said that the Naxalites [Left Wing Extremists, LWEs] carry out the incident by using the villagers for their selfish ends, and the villagers should not be trapped in the clutches of such LWEs.

Maharashtra Urban Development Minister Eknath Shinde received a letter on February 11 allegedly sent by Communist Party of India-Maoist (CPI-Maoist), threatening to avenge the killing of their cadres in the State's Gadchiroli District, reports indiatvnews.com. The letter was sent to the residence of Shinde, who is also the guardian minister of Thane and Gadchiroli, following which his security was heightened, a district official said. The minister later said development was the only way to tackle the Naxal [Left Wing Extremism, LWE] menace in Gadchiroli. In November 13, 2021, 26 Naxals, including top Maoist leader Milind Baburao Teltumbde aka Deepak Teltumbde aka Sahyadri aka Jeeva, a ‘central committee’ member and ‘secretary’ of the CPI-Maoist ‘Maharashtra State Committee’, carrying a reward of INR five million on his head, were gunned down in an encounter with Police in Gadchiroli District. According to the official, a complaint received by the Thane Police in connection with the threatening letter has been handed over to the crime branch for an investigation.

Two troopers of the Commando Battalion for Resolute Action (CoBRA) Battalion were injured in an Improvised Explosive Device (IED) explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) cadres during a combing operation in Bulbul Forest in Lohardaga District of Jharkhand on February 11, reports tv9hindi.com. An encounter took place between the squad of Ravindra Ganjhu, the ‘regional commander’ of CPI-Maoist, carrying reward of 1.5 million, and the SFs on February 10. During the combing operation, an IED kept hidden in the forest exploded as soon as the soldiers kept their feet, in which both the CoBRA troopers identified as Dilip Kumar (29) and Narayan Das (38) were injured. Later on, the Maoists fled after seeing the Security Forces (SFs) overwhelmed. During the search operation, a huge quantity of detonators, medicines, Naxalite [Left Wing Extremist, LWE] pamphlets, and other items have been found from the camp and later on the camp was also destroyed.

The National Investigation Agency (NIA) on February 12 carried out searches at multiple locations in Odisha, Bihar, Jharkhand and Andhra Pradesh in connection with a Communist Party of India-Maoist (CPI-Maoist) terror funding case, reports Odisha TV. The NIA, in coordination with Bihar Special Task Force (STF) and Central Reserve Police Force (CRPF), conducted searches at 26 locations of the accused and suspects in the districts of Jehanabad (8), Patna rural (2), Arwal (1), Nalanda (1), Gaya (8), Nawada (1) and Aurangabad (2) in Bihar, Koderma (1) district in Jharkhand, Bhubaneshwar (1) in Odisha and Nellore (1) in Andhra Pradesh. The case pertains to a network of terror financing being operated by CPI-Maoist cadres and Over Ground Workers (OGW)s in the Magadh region of Bihar, the official of the premier investigation agency said. In furtherance of their sinister motive, attempts are being made to raise funds for procurement of arms and ammunitions and recruitment of new cadres in liaison with incarcerated Naxals [Left Wing Extremists, LWEs] and OGWs in order to revive and strengthen Naxal activities in this region, the official said. During the searches, three country-made pistols, one .315 bore rifle, 59 live rounds, several digital devices, Naxal literature, incriminating documents and four kilograms of suspected narcotics have been seized, the NIA official said.

Acting on a specific tip that Podiyam was in his Bhatbeda village, a District Reserve Guard (DRG) team was sent there and his house was encircled. He tried to flee but was arrested after a short chase, Superintendent of Police (SP), Girija Shankar Jaiswal said. Podiyam, who was a ‘militia commander’ in Bhatbeda for 10 years, is close to self-styled Orchha ‘commander’ Deepal Pallo, had joined the Naxalite [Left Wing Extremist, LWE] ‘Bal Sangham’ in 2006, was involved in attacks on Security Forces (SFs) in Bijapur and Narayanpur Districts.

The Enforcement Directorate (ED) has attached agriculture land worth INR 2.97 million under the provisions of the Prevention of Money Laundering Act, 2002 (PMLA), belonging to one Communist Party of India-Maoist (CPI-Maoist) supporter in a Naxal [Left Wing Extremism, LWE] funding case in Chhattisgarh, reports Telangana Today on February 18. The attached agricultural land is situated at Rajnandgaon District which is in the name of Ashvini Varma and his younger brother Tamesh Verma. ED initiated Investigation under PMLA on the basis of First Information Report (FIR) registered by Chhattisgarh Police and Final Report dated October 30, 2018 under section 13, 21, 38 and 39 of the Unlawful Activities Prevention Act (UAPA), 1967, against Ashvini Varma and others in the matter of assisting the banned Naxal organization. The investigation conducted under PMLA revealed that Ashvini Varma had received the money in the form of demonetized currency from the Maoists and gave this money to different persons and local farmers against purchase of grains and agricultural products. Jharkhand Police and Central Reserve Police Force (CRPF) personnel recovered a huge cache of arms and ammunition, in an ongoing operation against cadres of the Communist Party of India-Maoist (CPI-Maoist) in forest under Latehar Police Station in Latehar District of Jharkhand on February 18, reports latestly.com. According to Jharkhand Police, the recovered materials include INSAS [Indian Small Arms System] assault rifles, pistol, 1590 cartridges, 19 magazines, one hand grenade, 13 Improvised Explosive Devices (IEDs), cortex wires, 187 detonators, 13 batteries, and other materials. Yesterday was the 11th day of continuous operation against top Naxal [Left Wing Extremist, LWE] and ‘regional commander’ of CPI-Maoist Ravinder Ganjhu, his subordinates and cadres. A Communist Party of India-Maoist (CPI-Maoist) cadre accused in a number of violent incidents was killed in an encounter with Police in a forest near Burgum village under Aranpur Police Station limits in Dantewada District of Chhattisgarh on the intervening night of February 19 and 20, reports The Hindu. The encounter took place in a forest near Burgum village under Aranpur police station limits when a team of the District Reserve Guard was out on an anti-Naxal operation, and after the face-off ended, the body of a Maoist was recovered, Superintendent of Police (SP), Siddharth Tiwari said, adding that the deceased, identified as Arjun alias Lakhma Sodi (34), was carrying a reward of INR 500,000 on his head. Sodi was active as the ‘militia commander in-charge’ of Malanger area committee of Maoists, and was involved in 13 incidents of violence, including of murder, attempt to murder and abduction. A pistol, a five kilograms tiffin bomb, Naxal [Left Wing Extremism, LWE] uniform, electric wires, wire cutter, Naxal literature and some camping materials were also recovered from the encounter spot.

Gadchiroli Police arrested four Naxal [Left Wing Extremism, LWE] sympathisers who were allegedly instrumental in supplying explosive material to the Communist Party of India-Maoist (CPI-Maoist) cadres operating in the area from Bhangarampetha Village in Gadchiroli District of Maharashtra on February 19, reports Free Press Journal. Police seized huge quantity of cordex wires which are used in Barrel Grenade Launcher (BGL) shells, country-made grenades bombs and Improvised Explosive Devices (IEDs) from the accused persons. Madhya Pradesh is formulating a policy for relief, rehabilitation, and surrender of Left-Wing Extremists (LWEs) that includes a provision for one-year parole for jailed Communist Party of India-Maoist (CPI-Maoist) cadres, who provide information for wiping out rebels from a particular region, reports Hindustan Times on February 23. The policy has been drafted amid an increase in Maoist activity, especially in Mandla, Dindori, and Balaghat bordering Maharashtra and Chhattisgarh. The parole provision is not in Maoist surrender policies of LWE-hit States such as Chhattisgarh, Odisha, Jharkhand, and Maharashtra. A home department officer, who did not wish to be named, said the draft of the policy will soon be presented before the Cabinet for approval. “A first of its kind provision will give chance to convicted Maoist to get parole of one year by sharing information regarding top Maoist leaders, their movement, their diversification plans, sources of finance and arms that can help the forces to eliminate rebels from a particular area,” reads the copy of the draft. The State Government has powers to grant parole to convicts and a home secretary-led committee decides such applications. The policy says the district and state-level committees will be formed to decide whether a Maoist is eligible for surrender or not. “The surrendered Maoists will get ₹5 lakh [INR 500,000] or money equivalent to reward on their arrest, whichever is higher, and also ₹6,000 [INR 6,000] monthly for 36 months for professional training to restart their lives. Unmarried Maoists will get ₹25,000 [INR 25,000] for weddings. They will get health insurance under Ayushman Bharat Scheme, a house under Pradhan Mantri Awas Scheme, and a ration under food security scheme,” the draft policy says.

Amid the shrinking footprints of Maoists in Chhattisgarh, the Central Reserve Police Force (CRPF) to set up more Forward Operating Bases (FOBs) in the State soon to increase its operational dominance in the so-called 'Red Corridor' region, reports odishatv.in February 24. According to CRPF officials, the force has 34 operative FOBs in the Left Wing Extremism (LWE) regions while it was decided to add up 25 more by the end of 2022. "So far, 11 bases have been set up and the rest will be added up by the end of this year," an official said. The Ministry of Home Affairs (MHA), in March 2021, had tasked the CRPF to set up six FOBs each on Bheji-Chintagufa axis, Kistaram-Chintalnar axis, Basaguda-Pamed axis, Basaguda-Jagargunda axis, and the Usoor-Pamed axis. As per the force officials, the four FOBs - Elarmadugu, Kollaiguda, Karigundam, and Potakpalli - on the Bheji-Chintagufa axis have been set up while Minapa, Elmagunda and Mukram Nala on the Kistaram-Chintalnar axis, Tarrem and Mokur on Basaguda-Pamed axis, and Dharmavaram and Galgam on Usoor-Pamed axis have been established. The CRPF officials said that the pending FOB at Silger on Basaguda-Pamed axis, T-Junction, Kunded, Bedre on Basaguda-Jagargunda axis and Nabmi on Usoor-Pamed axis will be taken up this year. The FOBs will be better fortified while the security forces will be equipped with the latest weapons, bullet and land mine proof vehicles and better medical facilities.

Based on a tip-off about hidden arms, the Police launched an anti-Maoist operation in Gram Jamtola Forest on February 23, Police said, adding that a pressure cooker bomb, a detonator, four gelatin sticks, six sprinter steel pieces, 45 gm gun powder and other Naxal [Left Wing Extremism, LWE]-related articles were among the recoveries. The recovered explosives included 175 kilograms of ammonium nitrate and several empty containers. Police have recovered explosives on the behest of two Communist Party of India-Maoist (CPI-Maoist) cadres, Dashrath and Markus, the ‘regional commander’ of the CPI-Maoist, taken on remand. During interrogation, the Maoists told the Police team that they had hidden ammonium nitrate and empty containers to prepare a huge amount of explosions to damage the Security Forces (SFs) in the Putar forest. Later on, the recovered explosives were destroyed safely in the forest by the Bomb Disposal Squad (BDS) team of the SFs.
