On April 3, six cadres of the Tritiya Prastuti Committee (TPC), a breakaway group of the Communist Party of India-Maoist (CPI-Maoist), including ‘area commander’ Surendra Ganju, were arrested in the Ramgarh district, reports The Hindu. A special police team led by Superintendent of Police Amol Homkar, intercepted a car carrying the extremists near Topa area. Two locally-made revolvers, cartridges, two knives and an unspecified number of cellular phones were recovered from their possession.

The Chhattisgarh Government has reportedly told the Supreme Court that the left-wing extremist problem has reached alarming proportions in the State and it is not possible to end the Salwa Judum, a people’s resistance movement to counter the Maoists. Economic Times quoting from an affidavit filed by the State Government in the apex court reported, "They (Naxals) destroyed 55 primary school buildings, eight panchayat bhawans (buildings of village level self-government institutions), nine ashram bhawans (buildings of religious institutions), nine hostels, eight anganwadi centres, 18 other buildings in the last three years. There were also cases of destruction of electric towers resulting in blackouts in many parts of the Naxal-affected regions". The affidavit said that the people of Chhattisgarh, due to the fear of the Maoists, were living in the camps. "The state cannot stifle any people’s initiative to resist a patently illegal organisation and its activities", the affidavit said.

On April 15, the Union Government in a statement in the Supreme Court strongly opposed the disbanding of the anti-Maoist Salwa Judum movement in Chhattisgarh. The Additional Solicitor-General Gopal Subramanium told the apex court, “To assume that the Salwa Judum was an army of people with weapons and asking for it to be disbanded will be no more than asking for these people to be pushed out to be killed (by the Naxalites).” "Salwa Judum, activists of which are designated as special police officers, is consciously funded by the Centre to save the tribals, who were displaced from the jungles by Naxalites, and protect people from being killed by Naxalites", Subramaniam added. He further said, “Situation is of considerable concern both to the Centre and state. Policemen are not ready to step into the forests. Though 17,000 posts are sanctioned for anti-naxal force, the state government is finding it very difficult to fill them. That is why the self-defence force was organised to save people from becoming sitting ducks for the Naxals.” He, however, said that the Government has no objection to the National Human Rights Commission examining individual human rights violation cases by the Salwa Judum activists.

On April 19, the Andhra Pradesh Police arrested two cadres of the Telangana Jagarana Sena (TJS) from Sircilla in the Karimnagar district, reports New Indian Express. The TJS is an outfit created by some former left-wing extremists. Two 0.9 mm pistols and 24 rounds of ammunition were recovered from the arrested extremists, identified as Vemula Ramesh a.k.a. Sagar and Chepyala Raju, both natives of Konraopet mandal (administrative division) in the Sircilla division. Superintendent of Police, Y. Gangadhar, claimed that with these arrests the TJS has been neutralised in the Karimnagar district.

On April 21, Union Home Minister Shivraj Patil said that the Union Government is planning to raise 200-300 battalions of central para-military forces (CPMFs) to enhance internal security in the next five to seven years. Speaking in the Lok Sabha (lower house of Parliament) during a day-long discussion on the Demands for Grants of the Home Ministry, Patil said that the problem of left-wing extremism has been blown out of proportion as the problem is confined only to about one per cent of the country's area. He further said that a moderate approach, which includes persuasion as well as use of force as and when required, is the right way to tackle Maoist violence in the country. "Some members here said that an iron will is required to deal with Naxalism. Some said we lack will power. On the other hand, one of the members said that bullets would not solve this problem and we need to create the right atmosphere to tackle Naxalism. A middle path is, thus, required," he said.

The Union Government, in its status paper on Naxalite (left-wing extremism) activities, said that Naxalite violence and casualties in their attacks registered a rise in 2007 compared to the previous year. The status paper, released on April 23, however, said that the problem was mainly restricted to four States — Chhattisgarh, Jharkhand, Bihar and Orissa — which together accounted for over 80 percent of the cases. A total of 696 fatalities were reported in 1,565 incidents in 2007. In the previous year, 678 deaths had occurred in 1,509 cases of left-wing extremism related violence. The Paper further said that the number of police stations affected by left-wing extremism in 2007 fell to 361 compared to 395 in the previous year.

The Hindu reports that the lone woman member of the Communist Party of India-Maoist (CPI-Maoist) Central Committee, 54-year old Anuradha Ghandy, also known as Narmada and Rama, died of cerebral malaria on April 12, a release by the outfit’s Central Committee spokesman Azad said. Anuradha had joined the Naxalites (left-wing extremists) in the early 1970s and was the founding member of the Communist Party of India-Marxist-Leninist (CPI-ML) in Maharashtra. She also served as a member of the Vidarbha regional committee and the Maharashtra State Committee and was elected to the Central Committee of the CPI-Maoist in January 2007.

Admitting that the rise of Naxalism was a "political movement with a strong base among poor peasantry and adivasis," a high-powered Government committee has ascribed its growth to people’s discontent and complete failure of the system and asked for immediate winding up of the anti-Maoist Salwa Judum campaign, according to Times of India. The report, prepared by a panel set up by the Planning Commission, said that measures like Salwa Judum "delegitimizes politics, dehumanizes people, degenerates those engaged in their security and above all, represents abdication of the state itself." While criticising the crude violence practised by the Maoists, the committee asked the Government to first deal with the problem of landlessness, ensure livelihood and have an effective land acquisition, rehabilitation and resettlement policy. It also asked the Government to hold peace talks with the Maoists. Stating that "dissent or expression of dissatisfaction is a positive feature of democracy", the committee said, "What is surprising is not the fact of unrest, but the failure of the state to draw right conclusions from it." The committee recommended that all debt liabilities of the weaker sections be liquidated where the debtor has paid an amount equivalent to the original principal and where intended benefit for which the loan was taken has not accrued to the borrowers. The committee recommended that the tribal sub-plan be brought under the Fifth Schedule of the Constitution and forest produce be provided protection of minimum support price. The committee, set up by the Planning Commission in 2006, is headed by D. Bandopadhyay, a retired Indian Administrative Service officer who played a key role in dealing with the Naxalites in West Bengal in the 1970s. Among the members are Prakash Singh, former Uttar Pradesh Director General of Police; Ajit Doval, former director of the Intelligence Bureau; B. D. Sharma, a retired bureaucrat; Sukhdeo Thorat, University Grants Commission chairman and K. Balagopal, human rights lawyer. The committee submitted its report earlier this month.
