A self-styled zonal commander of the Revolutionary Communist Centre (RCC), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist) was arrested on October 1 in Bihar’s Gaya district, reports The Hindu. Superintendent of Police R Malar Viji said that the naxalite (left-wing extremist), Rajendra Mahto was arrested following tip off of his presence at Bhusanda village under Gaya Mufassil police station. No firearm was found in his possession. Mahto was wanted in connection with eight cases related to extremist violence, including one of a bomb attack on a bus on GT Road near Gaya in 2006.

On October 6, a brief exchange of fire took place between a group of Naxalites (left-wing extremists) and police near Gondia, police sources told Zee News. The encounter started early morning when a group of 20 Naxalites opened fire on a police search party. The exchange of fire lasted for about half an hour after which the extremists managed to escape into the nearby forests. No injury on either side was reported. A 303 rifle, one live bullet and Naxal literature among other things were recovered from the encounter site.

The Supreme Court-appointed National Human Rights Commission (NHRC) investigation into Salwa Judum (anti-Maoist civilian vigilante programme) in Chhattisgarh has justified the movement as a "spontaneous revolt of the tribals against years of atrocities and harassment suffered by them at the hands of Naxalites (left-wing extremists)", reports Economic Times. The NHRC report, submitted to the apex court also dismisses most of the allegations of human rights abuses made by the petitioners in the apex court, including widely reported use of minors by Salwa Judum. The report blames the Naxalites for human rights abuses and sees action by Salwa Judum activists from the prism of necessary retaliation. The report further says that 15 years after Jan Jagran Abhiyan, an earlier attempt to deal with Naxalites, "local tribals once again mustered courage to stand up to the Naxalites, which only goes to show their sense of desperation."

The Union Government has launched a special scheme for districts of eight states most-affected by left-wing extremism to construct hostels to promote education among tribals and contain dropout rates, reports PTI. The scheme initiated by the Ministry of Tribal Affairs offers 100 per cent financial assistance to the Maoist-affected States/Union Territories from the Union Government for the purpose of benefiting students belonging to Scheduled Tribes (STs) and also primitive tribal groups. The scheme has so far been made available to a total of 33 districts listed as "Maoist-affected" by the Ministry of Home Affairs (MHA) in the states of Chhattisgarh, Jharkhand, Orissa, Bihar, Maharashtra, Andhra Pradesh, Madhya Pradesh and Uttar Pradesh, sources within the Ministry of Tribal Affairs said.

R K Vij, inspector-general (administration), said, "We had no option left but to crack the whip on 13 policemen who defied the government transfer order and refused to join duty in Bastar region, despite repeated reminders." On October 14, the Union Ministry of Home Affairs (MHA) held a high-level meeting for implementation of first phase of the INR Five billion special scheme that aims to enhance critical infrastructure for security forces in States affected by Naxalism (left-wing insurgency). The meeting, chaired by Special Secretary in the Home Ministry Vinay Kumar and attended by top police and civil officials of eight worst Naxal-hit States, discussed on strategies to implement the scheme aiming to enhance security personnel's mobility and security of camping grounds besides building helipads at strategic locations. A senior MHA official said, "For the current fiscal, INR One billion have been earmarked, while INR Four billion would be spent in the remaining period of the 11th Plan". The scheme will be implemented in 13 districts of eight states.

On October 16, the Crime Branch of Orissa Police confirmed that the Communist Party of India-Maoist (CPI-Maoist) had killed Vishwa Hindu Parishad (VHP) leader Lakshmanananda Saraswati in the Kandhamal district on August 23 by involving some local armed groups, reports The Hindu. According to the report, the decision to eliminate the VHP leader was taken by the Central Committee of the CPI-Maoist about seven months ago, and a group of about six hardcore extremists killed the VHP leader at the Jalespata ashram (hermitage) in Kandhamal. The extremists who committed the crime were armed with automatic weapons, including AK-47 rifles, Police sources said. The local youths also took part in the crime and stood guard around the ashram when the Maoists executed their plan. The youths belonged to about four different groups from nearby villages. Three youths belonging to the local groups have been arrested so far. On October 16, they were produced before a court at Baliguda in Kandhamal. The court remanded them to judicial custody.

Superintendent of Police (SP) Mallar Vizhi said that the encounter took place after a combined team of SAP, Special Task Force (STF), Central Reserve Police Force (CRPF), the district Police and the Bihar Military Police (BMP) raided a hideout of the Communist Party of India-Maoist (CPI-Maoist) on information of a meeting of the sub-zonal committee of the outfit. Terrorism and left-wing extremism affected States such as Gujarat, Karnataka, Delhi, Jammu and Kashmir, Jharkhand, Chhattisgarh and Bihar have vacant posts ranging from 4,400 to 13,000 in the grade of Constables, Sub-Inspectors (SIs) and Deputy Superintendents of Police (DSPs). On an average 24.15 per cent posts of DSPs, 20.76 per cent posts of SIs and 10.87 per cent posts of constables are lying vacant across the country. The MHA says in Gujarat, which witnessed a series of bomb blasts recently, has a total sanctioned strength of 43,554 police personnel. But out of this, 8,549 posts, including 7,418 posts of constables, are lying vacant. Karnataka, another state which witnessed terror attacks has a sanctioned strength of 59,442 personnel in its police force. But 9,429 posts, including of 8,235 constables and 72 DSPs, are lying vacant here.

On October 22, Minister of State for Shipping, Road Transport and Highways, K.H. Muniyappa in a written reply in the Lok Sabha (lower house of parliament) said that 21 sections of National Highways (NH) covering a total length of 1320.53 kilometres have been identified in consultation with Ministry of Home Affairs (MHA) and concerned State Public Works Departments (PWDs) in Naxalite (left-wing extremism) affected areas in the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand and Uttar Pradesh to provide rapid access to para-military forces. For upgradation of the identified stretches, the tentative cost of INR 15.55 billion has been estimated. Presently, the development and the maintenance of National Highways are being done under Annual Plan from General Budgetary Support. Concerted efforts are being made to include and take up upgradation works of these NHs in the successive Annual Plans in a phased manner subject to availability of funds, the Minister informed.

Police sources said that a gun and 30 cartridges were recovered from his possession. A native of Bhabhua district in Bihar, Uraon had been absconding since 2002 after the murder of DFO Sanaj Singh in Rohtash. Uraon carried a cash reward of over INR 100,000 on his head.

The extremists were holding a meeting inside the house of a civilian at Jampani village under Theteidang police station along the Orissa-Jharkhand border. Two of their colleagues, however, managed to escape. The arrested extremists include Bisu Bhagat and Lugei Soreng. Police sources said that the Jharkhand Badshah is a breakaway faction of the Maoist Communist Centre (MCC) and is mainly involved with extortion and looting. Its members were involved in a spate of crimes like the murder of the son of businessman Basu Jaiswal, looting of his brother’s shop, attack on a missionary and others.
