Communist Party of India-Maoist (CPI-Maoist) cadres killed Partho Mishra (30), a driver, at Kenbanki village in the Karkel area of Khunti District on December 1, reports The Telegraph. Khunti Superintendent of Police M. Tamilvanan said preliminary investigations suggested the killing was a result of rivalry between Left Wing Extremist (LWE) organisations. “To Maoists, the driver of the passenger vehicle was a supporter of People’s Liberation Front of India (PLFI), a breakaway faction of CPI-Maoist. Therefore, they hijacked the vehicle and killed him,” Tamilvanan said.

The Union Ministry of Home Affairs (MHA) has moved the Union Cabinet for deploying Rashtriya Rifles (RR) units and inducting additional helicopters for logistics in Naxal [Left-Wing Extremist]-affected areas of the country particularly Chhattisgarh, Jharkhand and Maharashtra, reports Hindustan Times. "RR personnel will not take part in the operations but their mere presence and activity will be a confidence-building measure. Their work ethos and training will act as a force multiplier for central paramilitary forces (CPMFs) involved in anti-Naxalite duties in areas like Abujhmad forests in southern Chhattisgarh," said an unnamed senior official. The Army, however, is at slight variance with the home ministry proposal as it does not want to disturb the RR counter-insurgency grid in Jammu and Kashmir (J&K). Instead, it is suggesting to the Government that as the total sanction for RR battalions is 100 and only 63 have been raised and deployed in J&K, additional battalions up to 37 in number could be raised for Naxal areas as and when required.

The two-day country-wide shut-down called by Maoists evoked mixed response on the first day on December 4 in the State amid disruption of vehicular movement and closure of shops in some places, reports Zee News. Road traffic was affected in several areas of Naxal [Left Wing Extremism (LWE)]-infested Districts like Malkangiri, Rayagada, Gajapati, Sundargarh and Kandhamal during the bandh (shutdown strike) called by the Maoists in protest against the killing of their top leader Mallojula Koteswara Rao alias Kishanji. Shops and business establishments remained closed in Kalimela, Motu, Padia and Chitrakonda areas of Malkangiri District, the Police said. In Sundergarh District, shops and markets were shut in areas bordering Jharkhand and remote places. No untoward incident was reported from any place of the State and the bandh has remained peaceful so far, the Police said.

Nearly 260 schools have been destroyed in Naxal [Left Wing Extremism (LWE)] violence in Communist Party of India-Maoist (CPI-Maoist)-affected States in the last five years, a Ministry of Home Affairs (MHA) report said, reports IBN Live. In another report on violence faced by educational institutions globally, UNESCO has cited various examples of Naxal violence including destruction of 11 schools in Jharkhand and nine schools in Bihar between January and July 2009. The MHA, in its report, said the highest number of schools hit by Naxal violence was in Chhattisgarh, followed by Jharkhand. While the figure in Chhattisgarh was 131, it was 63 in Jharkhand. 46 schools were destroyed by the Maoists in Bihar between 2006 and November, 2011. In 2009, a total of 71 schools were attacked by the Naxals in six Maoist-hit States -- Chhattisgarh, Jharkhand, Bihar, Odisha, Maharashtra and Andhra Pradesh. Altogether 59 schools were destroyed by the Naxals in 2006, 43 in 2007, 25 in 2008, 39 in 2010 and 21 in 2011 (till November), it said. In its worldwide report - Education under Attack, 2010, UNESCO said that in the whole of 2009, at least 50 schools were attacked in Jharkhand and Bihar as part of Naxals violence. Maoists also torched the house of a para-teacher in Chowka, Jharkhand, and beat him up, it said. In April 2009, a boy in Mandar, Jharkhand, was reported to have been tortured for refusing to join the Naxalites' children's brigade. In Bihar, four schools were blown up, the UNESCO said.

Over 500 people including 124 Security Force (SF) personnel were killed in 1,476 attacks carried out by Naxals [Left-Wing Extremists] in various States affected by Left Wing Extremism till November this year, reports Outlook India. According to latest Ministry of Home Affairs (MHA) data, out of the total of 513 deaths, the highest of 182 were in Chhattisgarh, followed by 137 in Jharkhand, 50 in Maharashtra, 49 each in Bihar and Odisha, and 40 in West Bengal among others. It said that Naxals carried out 1,476 attacks targeting various government and private installations, killing 389 civilians and 124 SF personnel. Law enforcement agencies have arrested 1,728 Naxals, recovered 546 arms and 344 Maoists surrendered during the eleven months. There were 219 incidents in which Left wing extremists targeted industries, railways, telephone exchange towers, power plants, mines, panchayat bhawans (buildings of village level local self-government institutions) and school building among others. Of these, basic transport infrastructure like roads in Naxal areas bore the brunt with 119 strikes, followed by 31 attacks on telephone towers, 23 on railways properties, 21 school buildings and 12 on economic installations including uranium mines and pipe lines.

The MHA, in response to another Parliament question, listed Committee for the Release of Political Prisoners (CRPP), Revolutionary Democratic Front (RDF), People's Democratic Front of India (PDFI) and Democratic Students Union (DSU) as some of the front organizations of the CPI-Maoist that are active in Delhi. Minister of State for Home Affairs Jitendra Singh, in his written response, also said: "The CPI (Maoist) operates in Delhi through the Delhi City Committee of the outfit. Besides the CPI (Maoist), several other left wing extremist groups - including CPML-New Democracy as well as CPML-Liberation - are active in Delhi". Although Singh admitted that no inputs are available to indicate that 'Sleeper Cells' of Naxalites are functional in Delhi, he said activities of the Delhi City Committee and these front organizations of CPI-Maoist were being closely monitored. The Ministry also informed the Rajya Sabha that the CPI-Maoist has developed "close fraternal ties with certain north-east insurgent groups like the Manipur-based RPF/PLA as part of their 'Strategic United Front' (SUF) against the Indian State. "They are constantly making efforts to incorporate more insurgent groups in the SUF. Government has alerted the states concerned of the north-east in this regard. It is also monitoring the situation closely", said Singh.

The move – that also counts dealing in counterfeit currency as a terror act - is part of the first set of changes to the anti-terror law – Unlawful Activities (Prevention) Act (UAPA) – that was last amended after the 26/11 Mumbai terror attack. In its new form, the Government has also decided to raise the duration of the ban on terrorist groups from two years to five years.

Sources said that the Maoists set ablaze the vehicles to obstruct the road works taken up under the Left Wing Extremism Affected Districts Development Scheme. The Maoist had warned the contractor earlier not to take up work on the road that connects Bhadrachalam with Venkatapur and Bhoopalapatnam in Chhattisgarh. According to sources, around 60 Maoists, 20 of them armed, from the neighbouring state entered the district, poured kerosene over the vehicles, and set them ablaze.

Dismissing allegations that the Government had miserably failed to tackle the Left-wing extremists, the Chief Minister said the militant activities of the CPI-Maoist have been contained to a great extent. ‘’There has been no organised Maoist attack on security forces during the last one year. Important roads have been secured for effective deployment of forces and operations by police and security forces,’’ he said in his reply to the discussion on the supplementary demand of grants for the Home and the General Administration departments. The Chief Minister said his Government was formulating a revised surrender and rehabilitation policy by making the package more attractive to encourage Maoist cadres to give up arms. Stating that the strength of Special Operation Group (SOG) has been substantially enhanced, the Chief Minister said inter-State coordination meetings are being held with neighbouring Andhra Pradesh, Chhattisgarh and Jharkhand for better coordinated operation against the Maoists. The minister made the suggestion in a letter to Prime Minister Manmohan Singh after touring Left-wing extremism-affected Districts in the country. According to Ramesh, the government's efforts to counter Left-wing extremism with developmental work have been largely ineffective because of "operational" shortcomings such as a 'one-size fits all' approach to affected Districts, absence of critical infrastructure, and inadequate banking and postal facilities. "I think the time has come for a higher level political forum for quick problem solving and more effective co-ordination," the minister said in his letter.

Union Home Minister P Chidambaram said that night train services in the Left Wing Extremism (LWE)-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section. "Efforts are underway to resume night services on this section too," he said. Railway authorities had rescheduled the timing of nearly a dozen trains, including Gyneshwari Express, Mumbai-Howrah Mail, Samar Satta Express and Delhi-Puri Purushottam Express, and avoid plying them during night in the Naxal-hit areas.

Year 2011, witnessed a historic low in the level of violence in disturbed areas like Jammu and Kashmir, the North Eastern States and areas affected by the Naxal [Left Wing Extremism (LWE)] violence, said P Chidambaram, Union Home Minister, on December 31 at a press conference, reports The Hindu Buissnessline. In areas affected by Naxalism, 447 civilians and 142 security personnel were killed this year against 718 and 285, respectively, in 2010. In Jammu and Kashmir, 31 civilians and 33 security personnel lost their lives this year against 47 and 69, respectively, in 2010. Chidambaram said that the Integrated Action Plan, for the Naxal-infested areas was a major innovation of the Centre. The plan had an outlay of Rs 1,500 crore in 2010-11 and Rs 1,800 crore in 2011-12. However, he was also quick to point that in Naxal hit districts like Gadchiroli in Maharashtra, not enough development has been done by the State Government, “I had reviewed the Gadchiroli situation last month and I'm not happy with the development there,” he said.
