Director General of Police GS Rath said, “With anti-Naxal operations suspended in West Bengal, Maoists are taking refuge in the neighbouring State, as a result low quality arrests figures have come up compared to other quarters.” According to the third quarterly crime figures released by Jharkhand Police for the period from July, 2011 to September 2011, five ‘sub-zonal commander’-rank and three ‘area commander’-rank Maoists have been arrested.

The Pioneer reports that a year after the launch of a much-touted joint operations against the Maoists, intelligence reports paint a grim picture about the real state of affairs. It shows Maoist plan to “intensify and consolidate” its violent movement by taking newer areas in its stride. The Security Forces (SF’s), according to an intelligence report, have not been able to achieve “enough attrition” in the Maoist ranks even as the ultras are looking at the Northeast insurgent groups to get support in terms of arms supplies. As many as 95 Districts have registered incidents of Maoist violence of which 80 per cent incidents are from 24 Districts in six States. Jharkhand remained the worst affected State followed by Chhattisgarh, Bihar and Odisha. However, a significant fall was observed in Naxal violence in West Bengal but new areas in Odisha, Chhattisgarh and Assam showed incipient ultra-Left extremism.

Hindustan Times reports on November 10 that the Mamata Banerjee Government has given the green signal for operations against the Communist Party of India-Maoist (CPI-Maoist) in Jungle Mahal. The chief minister's office (CMO) issued the order to for an all-out assault. Senior officers have been told to target senior leaders and the chief minister has sought immediate results, said an official. The assault would be based on the Andhra model of anti-Naxal operations and would be held in collaboration with the Jharkhand Police. "We are under pressure to show results," said a senior police officer of West Midnapore. "We have specific instructions to flush out Maoists from our borders and catch senior Maoist leaders like Akash, Bikash, Jayanto. We are also tracking Koteshwar Rao alias Kishenji, who recently used to frequent Bengal." Police sources said an Indian Police Service (IPS) officer would be posted at each sensitive police station in the Maoist belt. The CMO has allocated land for permanent bases of central forces in Jungle Mahal and requested for the recall of the CoBRA commandos sent to Jharkhand after the anti-Maoist operations were stalled in West Bengal. The process of recruiting fresh IPS officers in the Maoist-hit West Midnapore, Bankura and Purulia has started.

The Hindu reports that District Police Stations in Chhattisgarh may soon maintain a database of the fingerprints of every cook, waiter and helper in every hotel, restaurant and road-side dhaba (eateries) across the State. “The fingerprints shall be stored at the District level and shall aid the Police,” said Ram Niwas, Chhattisgarh Police's Additional Director-General (Naxal Operations), adding that the prints would not be recorded as biometric information, but as ink-impressions on paper.

The Hindustan Times reports that continuing the Ministry of Home Affairs’ (MHA’s) close monitoring of the naxal (Left-Wing Extremism) situation, Union Home Minister P Chidambaram will visit Maharashtra and Chhattisgarh next week for an on-the-spot review and press for better coordination among Security Forces( SF’s). In addition, concerned over unplanned action against the Communist Party of India-Maoist (CPI-Maoist), the MHA has asked the affected States to chalk out detailed programme for offensive against the Maoists as well as for development. Home Minister, P Chidambaram during his recent visit to Odisha and Jharkhand has conveyed to the two State Governments that without foolproof planning of Police action and development programmes, the menace could not be tackled successfully, official sources said. The budget allocation under Security Related Expenditure scheme has been increased to Rs 337 crore in 2011-12 as against only Rs 80 crore in 2008-09.

Pointing out that lack of proper enforcement of Panchayat (Extension to the Scheduled Areas) Act contributed to the rise of Communist Party of India Maoist (CPI-Maoist) menace in Chhattisgarh and other places, Rural Development Minister Jairam Ramesh on November 12 suggested a three-fold strategy to deal with it. The three-fold strategy is: to reassure the locals that Government is there to address their problems, to have organised political parties in Naxal-affected areas and to deploy enough para-military forces. Ramesh said it was necessary to build good roads in such areas but private contractors are reluctant to take up work there and so a proposal is that the State Government itself should build roads with the help of forest department and the Police. The idea would be tried out in Bijapur District of Chhattisgarh, he added.

The Union Government has given approval to a plan for creating an exclusive intelligence wing in the Central Reserve Police Force (CRPF) for aiding the forces' operations in the Naxal (left-wing extremism) affected states of the country, The Indian Express reported. The exclusive wing will have close to 500 personnel who will be under the overall command of the Additional Director General (Operations) at the forces' headquarters in the national capital. However, the Government turned down the proposal for the creation of an exclusive intelligence wing in the CRPF for its troops deployed in operations in Jammu and Kashmir and the North East.

DNA India reports that the Union Home Minister who was on a tour of Chhattisgarh to review the Maoist situation there called the Communist Party of India-Maoist (CPI-Maoist) the "biggest violators of human rights". The Union Home Minister, P Chidambaram on November 15 said that anti-Maoist operations in Chhattisgarh seemed to be losing momentum though incidents of Maoist violence have come down. "Even though the Naxal-related incidents have gone down, it can be said it is because the security forces are not engaging in operations against them in the manner they should," he told reporters in Raipur after a review of anti-Maoist operations in the State with top officials. Maintaining that the Centre was extending all help to States afflicted by the menace, he said 135 companies of paramilitary forces were currently deployed in the State, while the Raman Singh Government had recruited 54,000 additional Police force personnel. The backlog, he said, will be filled by the end of 2012. Further, Chidambaram said it was "condemnable" if big business houses were funding the CPI-Maoist, adds The Times of India.

In a move to beef up Security arrangements in the Naxal [Left-Wing Extremism]-infested areas in Vidarbha, the Centre has agreed to bear the expenses of a helicopter to be deployed for surveillance and rescue operation, reports The Times of India. A decision to this effect was taken a high level meeting in Mumbai on November 15. The meeting was chaired by Union Home Minister P Chidambaram. The state government already has hired one helicopter for rescue operations in Naxal areas. "The union government will bear the cost incurred for the second helicopter," the official added. Meanwhile, P Chidambaram asked the Gadchiroli Police to step up area domination to curb Naxal violence against civilians, reports Indian Express. Sources said that at a review meeting with officials from Naxal-affected Gadchiroli and Gondia in Mumbai, Chidambaram expressed concern about the increasing number of civilian casualties of Naxal violence in Gadchiroli and observed that it showed who is dominating the area. He exhorted the Police officials to increase vigilance and area domination to prevent Naxals from targeting civilians. Over 35 people, suspected to be police informers, have been killed by Naxals in Gadchiroli so far this year. On July 5, a bench of Justices B Sudershan Reddy, since retired, and S S Nijjar had clamped a complete ban on central funding, which accounted for a major chunk of the budget for anti-naxalite and anti-insurgency operations in many states on a petition filed by Nandini Sundar alleging illegal recruitment of tribal youth as SPOs in Chhattisgarh and large-scale illegalities committed by them. On an application moved by the Ministry Of Home Affairs (MHA), a bench of Justices Altamas Kabir and S S Nijjar clarified that the July 5 judgment would operate only in Chhattisgarh. During the arguments on Nandini Sundar's petition, the Raman Singh government had clarified that SPOs, whose salary budget is borne mainly by the central government (80%), were not peculiar to Chhattisgarh. If there were 6,500 SPOs in Chhattisgarh, their number in Jharkhand was 6,400, Bihar 6,353, Orissa 4,480, Andhra Pradesh 2,130 and Maharashtra 1,500, it had said.

The Union Minister of State for Home, Jitendra Singh, said the Left Wing Extremist groups, particularly the CPI – Maoists resort to extortion through coercive means from a variety of sources including contractors, businessmen, industries etc. “In Chhattisgarh, allegations of payment of money by an industrial house, namely Essar, to the CPI-Maoists through a facilitator, in response to their extortion demands have come to notice in the current year,” he said in a written reply.

According to a press release of the Ministry of Home Affairs (MHA), the incidents of Communist party of India-Maoist (CPI-Maoist) violence have declined in all Left Wing Extremism (LWE) affected States in 2011 till Nov 14, except in Bihar and Maharashtra, as compared to corresponding period of 2010, Union Minister of State for Home Affairs, Jitendra Singh told the Rajya Sabha on November 23. As against 1925 Maoist incidents in 2010, there were 1468 in 2011 till November 14 and as against 207 deaths from blasts triggered by the Maoists in 2010, the toll is 49 in 2011 till the same period, Singh said in a written reply to a question. The Minister said that the Maoists have formed a number of front organizations which espouse various causes including alleged human-right violations. Such organisations are very active in urban and semi-urban areas of many States. No inputs are available to suggest direct links between CPI (Maoist) and Muslim fundamentalist elements, he said.
