Communist Party of India-Maoist (CPI-Maoist) cadres killed 14 Central Reserve Police Force (CRPF) personnel, including two officers, and seriously injured another 13 troopers in an ambush near Kasalpara village in Sukma District on December 1, reports The Hindu. “The deceased personnel include Deputy Commandant D.S. Verma and Assistant Commandant Rajesh Kapuria of the CRPF,” R.K. Vij, Additional Director-General of Police (ADG), Naxal-[Left Wing Extremism (LWE)] Operations, Chhattisgarh. A joint team of more than 200 personnel had left for an area domination and combing exercise on November 30. “They were ambushed on the way back to the base camp,” said D. Upadhay, Deputy Inspector-General (DIG), CRPF, Dantewada range. Rescue operations were launched immediately, but officials said the search parties had not returned to the base camp. “Most likely, our jawans will have to spend the night in the forest. Fortunately firing has stopped now,” added Upadhay. Meanwhile, Sukma Superintendent of Police (SP) D. Shrwan said he had not been able to establish contact with the parties. “We are working out a plan to send reinforcements,” he added. There were reports of six Maoists being killed in the encounter, but officials refused to confirm this.

Central Reserve Police Force (CRPF) is mulling an increase in the number of officers in its strike teams conducting anti-Naxal [Left Wing Extremism (LWE)] operations as facts emerged in the recent encounter in Chhattisgarh that as soon as the two commanders were shot dead, Maoists pinned down the trapped troops and killed a dozen others, reports The New Indian Express on December 4. Sources privy to the development said more officers in the ranks of ACs, DCs and Second-in-Command would be placed in some chosen strike units which operate in the worst Naxal affected areas of states like Chhattisgarh, Jharkhand and Odisha. "The elite anti-Naxal CoBRA [Commando Battalion for Resolute Action] commandos unit of the CRPF has a similar arrangement and it is being actively planned to implement this system in other regular units of the force too," they added.

The Centre is reportedly studying the feasibility of providing air support to Security Forces (SFs) battling the Left-Wing Extremists (LWEs), reports The Asian Age on December 4. According to a Senior Police Officer in Raipur, the Union Minister of Home Affairs (UMH) Rajnath Singh, who was in Raipur on December 2 to take stock of the situation in the wake of December 1 Communist Party of India-Maoist (CPI-Maoist) ambush on Security Forces (SFs) in Sukma District killing 14 troopers, ordered the Intelligence Bureau (IB) to prepare an action plan in this regard and submit the report to him within 15 days. Minister Singh discussed the issue with the Intelligence Bureau (IB) chief Asif Ibrahim and asked him to submit a blue print on the proposal within 15 days.

The Union Government has set up a committee under advisor to the Union Home Ministry on Left-Wing Extremism (LWE) K Vijay Kumar to review standard operating procedures (SOP) and counter-Naxal (LWE) strategy in the wake of killing of 14 Central Reserve Police Force (CRPF) personnel in a ambush by Communist Party of India-Maoist (CPI-Maoist) at Sukma, Chhattisgarh, reports The Times of India on December 4. The committee, which will dissect December 1 attack as well as CRPF's response to assess any lapses and draw lessons, has been asked to submit its report in two weeks. The report is expected to offer suggestions on finetuning of SOPs, how to better use inputs on Naxal hideouts and movements and minimize casualties to the security forces. Officials of the home ministry, Intelligence Bureau, CRPF and state governments are likely to be part of the committee.

R.K.Vij, the Additional Director General (ADG) of Police, Anti-Naxal-[(Left-Wing Extremism)-operations said "Two Maoists were killed and printing and training material was seized from the spot. We have recovered the dead bodies of deceased Maoists." Further, Bastar Inspector General of Police (IG) S.R.P. Kalluri said "One SLR (Self Loading Rifle) and one country made rifle was also recovered from the spot of the encounter. Two former Naxals [Left Wing Extremists (LWEs)], identified as Sirimane Nagaraj and Noor Zulfikar, who joined the mainstream on December 8, were presented before a court in Koppa in Chikkamagaluru District on December 9, reports The Hindu. Nagaraj, who was facing a case related to unlawful assembly, was granted bail, while Zulfikar, who had cases against him at the Jayapura and Sringeri Police Stations, was remanded in judicial custody till December 23. Later, the Police took Zulfikar to prison at N.R. Pura. Nagaraj and Zulfikar, who earlier identified with the Communist Party of India-Maoist (CPI-Maoist), joined the mainstream after giving up the arms struggle.

The Naxals-[Left-Wing Extremists (LWEs)] are reportedly extorting a “levy” of about INR 1.4 billion annually from a variety of sources, the Central Government informed the Rajya Sabha (Upper House of Indian Parliament) on December 10, reports The Indian Express. “The Left Wing Extremists groups are reported to extort ‘levy’ from industrialists, businessmen, contractors particularly Tendu patta contractors, transporters, government servants and various illegal mining mafia groups in the LWE affected states. Though an exact quantification is not possible, a study conducted by the Institute of Defence Studies and Analysis, Delhi has assessed that the CPI (Maoist) party has been collecting not less than Rs 140 crore annually from a variety of sources,” Minister of State for Home Haribhai Parathibhai Chaudhary told the Rajya Sabha in a written reply. He further said “In order to instil a sense of fear in their areas of dominance, the Maoists also kill civilians after branding them as police informers. Out of 5,024 civilians killed by the Maoists since 2004-2014 (upto November 30, 2014), the overwhelming majority are tribals. The Maoists have in reality killed thousands of innocent Adivasis, whose cause they profess to espouse.”

The intelligence agencies have got credible evidence that Naxals-[Left-Wing Extremists (LWEs)] are planning to attack Prime Minister (PM) Narendra Modi during his visit to Communist Party of India-Maoist (CPI-Maoists)-infested States, reports The Deccan Chronicle on December 15. Sources said the agencies saw video footage recovered from the laptops of LWE cadres arrested in the past few weeks of a number of rallies addressed by PM Modi in the run-up to the Lok Sabha (Lower House of Indian Parliament) polls and the ongoing polls in Jharkhand. Most of the footage is from Chhattisgarh and Jharkhand rallies. These are now being scrutinised by officials from the Intelligence Bureau (IB) and National Investigation Agency (NIA). “Prime facie it appears that Naxals were scrutinising the security deployment pattern at the PM’s rallies. There is strong suspicion that this was being done primarily with the aim of targeting the PM’s rallies and perhaps PM was the potential target” said a senior intelligence official.

In reply to a question in Lok Sabha, minister of state for home Kiren Rijiju said CPI-Maoist, responsible for Left-wing extremism spread across 12 states, has "close links with Maoist organizations in the Philippines and Turkey, etc". Apart from being a member of the conglomerate Coordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA), the LWE groups have participated in conferences and seminars in Belgium and Germany. "The so-called 'people's war' being waged by the CPI (Maoist) against the Indian state has also drawn support from several Maoist fringe organizations located in Germany, France, Holland, Turkey, Italy, etc," Rijiju said. While pointing out that the recovery of foreign-made arms and ammunition from the Left-wing extremists in different encounters and operations indicated that they were procuring weapons from various sources, the minister said the possibility of CPI-Maoist front outfits clandestinely receiving foreign funds could not be ruled out.

Newly appointed Central Reserve Police Force (CRPF) Director General (DG) Prakash Mishra on December 22 said his top priority would be to ensure 'zero casualty' in the largest para-military force, reports Zee News. "We will prepare appropriate strategies to minimise casualties in the force through changes in the deployment pattern, better intelligence gathering and more effective coordination with states' police forces," Mishra told two Odia television channels immediately after taking over as the new CRPF DG. Stating that he would use the experience gathered in tacking the Left-Wing Extremists (LWE) in Odisha while working as the Director General of the State Police, Mishra said he would make sure that successful tackling of the Maoist menace in other parts of the country would also be part of his strategy. Replying to a question on the Odisha Government's demand of more helicopters and central force to tackle the LWE menace in the State, he said there was no problem in this regard. "The state government has to make proper demand in this regard. As such Odisha government has choppers for the purpose of operation. When major operation takes place, the central agency will arrange additional chopper if required. The CRPF do not decide where to send force. It is up to the central government," he added.

A massive turnout of 78 % was recorded in the second and final phase of civic body polls for 103 urban bodies, in Chhattisgarh on December 31, reports The Times of India. The polling remained by and large peaceful. The second phase polling surpasses the 73% turnout in the first phase of civic polls. The combined turnout of about 75% is a record of sorts for the state and perhaps the highest ever witnessed in the civic elections. Polling was held between 7 AM and 3 PM in insurgency-hit Dantewada and Sukma while remaining areas witnessed voting from 8 AM to 5 PM, said State Election Commissioner, PC Dalei. According to State election commission office, highest turnout recorded in Dhamtari district (88 %) followed by Surguja (86%) and Raigarh (85%) while naxal-affected Dantewada witnessed lowest turnout of 60%. Some other Districts also recorded good voters' turnout - Bilaspur (75%), Raipur (75%), Rajnandgaon (81) and Durg (83%). A 73.06 % voting was registered in the first phase of polling on December 29 for 51 urban bodies. Counting will take place on January 4, 2015.
