Maharashtra Home Minister R R Patil on July 3 said changes in the Naxal (Left Wing Extremist) surrender policy in the State, in order to ensure progressive and peaceful life of the surrendered Naxals, reports DNA. Patil was speaking at a felicitation programme of surrendered Naxals at the Gadchiroli District Police headquarters. Patil admitted that there are some discrepancies in the present naxal surrender policy and the new policy framework will help the surrendered naxals. As many as 15 surrendered ultras were felicitated at the programme and were also given sewing machines, ration cards and cheques for their rehabilitation. "If the misguided naxals show their faith in democracy and come forward to surrender, government will stand by them and will not act revengefully. But if they pick up arms, then we too are ready," he said. Police department is making efforts to ensure that the surrendered naxals lead a self-reliant life and people should also accept them in the mainstream society, he added.

A Central Reserve Police Officer (CRPF) officer, HK Jha, was killed on July 4 (today) during an anti-Naxal [Left-Wing Extremism (LWE)] operation in Giridih District, reports outlookindia.com. The incident occurred when a joint squad of CRPF and State Police was out for an operation in Lakheri area of the District. Initially the officer was injured but later succumbed to his injuries, said a senior Police official. During the operation, two LWEs have been arrested with some arms and ammunition and a search operation has been launched in the area.

A Peoples Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), ‘area commander’ identified as Shanker Gope (22), was arrested by a joint team of Central Reserve Police Force (CRPF) and District Police from Balo under Murhu Police Station area of Khunti District on July 5, reports The Telegraph. He was arrested following a crackdown on PLFI in Khunti District after learning that the Left-Wing Extremism (LWE) outfit had ordered closure of over 400 primary and middle schools. A rifle and four rounds of ammunition were recovered from him.Earlier, on July 4, five PLFI cadres, identified as Raju Mahto, Ramesh Mahto, Dhananjay Binjhia, Lakha Munda and Maskalan Nag, all in the age group of 20-25, were also arrested from Balo under Murhu Police Station area of Khunti District, reports The Telegraph.

State Governments will have to send photographs to the Union Ministry of Home Affairs (UMHA) by the end of this month (July,2014) as proof that they have executed projects aimed at countering Naxalism-Left-Wing Extremism (LWE), reports The Economic Times on July 9. Officials say only then the States will be able to claim further funds under the Centre's INR 5 Billion Special Infrastructure Scheme (SIS). Under the Integrated Action Plan (IAP) States have to upload photographs of the completed projects on a portal managed by the Planning Commission.

Two Naxals-[Left-Wing Extremists (LWEs)] identified as Radhe Shyam Soy and Sukhdeo Tirkey have been arrested while travelling on a motorcycle in Goirabeda forest area under Manoharpur Police Station limits of West Singhbhum District on July 9, reports The Business Standard. Superintendent of Police (SP) NK Singh said the duo tried to flee on seeing the security personnel leaving behind the two-wheeler but were caught after a chase. Security personnel recovered INR 1.92 lakh cash and mobile phone from them. The duo told the Police during interrogation that the money was collected from a contractor as levy and they were heading to a place to hand it over to a Naxal leader.

Replying to a question in Parliament about foreign funding to Naxal-[Left-Wing Extremist (LWE)] groups in India, Minister of State for Home Affairs Kiren Rijiju on July 15 said that some cadres of the Communist Party of India-Maoist (CPI-Maoist) received training from the Communist Party of Philippines in 2005 and 2011, reports The Financial Express. He further said there was no specific intelligence input to indicate that Naxals were getting external or foreign assistance. “However, the CPI (Maoists) party has close links with foreign Maoist organisations in the Philippines and Turkey. The outfit is also a member of the Coordination Committee of Maoist Parties and organisations of South Aisa.... ...the so-called People’s war being waged by CPI (Maoists) against the Indian state has also drawn support from several fringe Maoist organisations located in Germany, France, Holland, Turkey and Italy", the Minister said. He added that the recovery of arms and ammunition of foreign origin from LWEs in different encounters is an indication of the fact that they are procuring weapons from different sources. The Minister also informed the House that the situation is being closely monitored and if the situation demands, the help of the Ministry of External Affairs will be taken for raising the matter with the country concerned.

Chief Minister Naveen Patnaik while replying to a question of Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Dilip Ray in Odisha Legislative Assembly, on July 21, said Communist Party of India-Maoist (CPI-Maoist) cadres have killed 435 persons, including 210 Security Force (SFs) and 235 civilians in the last 14 years while the security personnel have eliminated 139 Maoists during the same time, reports The New Indian Express. The Chief Minister further said 119 civilians and 218 security personnel were also injured in Maoist violence. He said Maoist activities of different magnitude were witnessed in 19 Districts of the State. Stating that 1916 Naxalites-[Left-Wing Extremists (LWEs)] have been arrested, he said 355 LWEs have surrendered. The Maoists have also looted 1907 guns and about 1,72,656 bullets during the period, he added. Replying to a question from Prafulla Samal, MLA, Biju Janata Dal (BJD), he said 25 Maoists were killed and 112 including four ‘area committee members’ were arrested by the Police between April 1, 2013 to March 31, 2014. During this period, 86 Maoists and their supporters including a ‘divisional committee member’ and five ‘area committee members’ have surrendered. About 190 Maoists and 88 supporters have surrendered by June 2014 after the State Government announced its surrender and rehabilitation scheme in 2008 Naveen said replying to a question from Naba Kishore Das of the Congress Party. He said 116 of the surrendered Maoists have been rehabilitated.

The Minister said, “As per available reports, the estimated armed cadre strength of the Left Wing Extremist groups is around 8,500. However, their support base is in larger number.” He further said the LWEs are using sophisticated weapons like Light Machine Gun (LMG), AK-47 etc. for attacks on Security Forces (SFs) and notwithstanding some setbacks in the recent times, the Communist Party of India-Maoist (CPI-Maoist) retains its core armed strength and the capacity to launch spectacular attacks.
