The banned Tehrik-e-Taliban Pakistan (TTP) distributed pamphlets at Landikotal in the Khyber Agency on March 3, threatening the Khyber Khassadar Force (KKF) to vacate all the checkpoints along the Pakistan-Afghanistan Highway, The News reported. The TTP distributed the leaflets for the second time in the current week wherein the KKF was asked to abolish all checkpoints from Jamrud to Landikotal, sources said. The pamphlets said that it was the final warning to them (KKF) to leave the checkpoints or they would face serious consequences. Militants attacked a checkpoint in the Jaba area of Jamrud sub-division last week and kidnapped three KKF personnel, two of whom were later killed while the third one is still missing.

Sources said that around 15 militants were killed and three were arrested during clashes that erupted on March 7 when Taliban surrounded the house of pro-government tribal elder Malik Noorzada in a bid to kidnap him. Locals said the attack was an apparent reaction to a visit by the Mohmand Agency’s Political Agent and the Mohmand Rifles Commandant to Noorzada’s house on March 2. The Tehreek-e-Taliban Pakistan (TTP) Mohmand Agency chief Umer Khalid confirmed the attack on SFs and said that several soldiers were still in the custody of Taliban and put forward three conditions for talks with the troops - exchange of prisoners, end of military check-posts in the agency and compensation for the demolished houses of the Taliban leaders and the tribesmen who supported them.

The Taliban on March 8 agreed to remove all check-posts across the Swat District following the successful completion of talks between the NWFP Government, the banned Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) and Tehreek-e-Taliban Pakistan, Daily Times reported. The first phase of the talks concluded successfully in provincial capital Peshawar with the three parties agreeing to continue talks, a private TV channel reported. Sources said that following the release of 12 imprisoned Taliban militants, the parties concerned had achieved consensus on all matters. On the same day, Security Forces (SFs) removed all check-posts from Takhtaband Road in Mingora and opened it to traffic. TNSM spokesman Ameer Izzat said both the SFs and the Taliban had removed their check-posts following the successful dialogue.

The Mamoond tribe and the authorities have signed a 28-point agreement to bring the law and order situation under control in Bajaur Agency, Daily Times reported. The agreement was signed at a jirga (council of elders) – aimed at re-establishing the writ of the Government in the agency – in agency headquarters Khar on March 9, with around 900 tribesmen, elders and clerics in attendance. Addressing the jirga, the head of the Mamoond Peace Commission, Malik Abdul Aziz, said his tribe would continue to co-operate with the Government to restore peace in the area. He said tribesmen had decided to take stern action against anti-social elements and uphold the supremacy of law. Mamond, the largest and most strategically placed tribe in Bajaur, has promised to surrender key figures of the Tehreek-e-Taliban Pakistan in Bajaur, lay down arms, disband militant groups and stop militant training camps, Dawn reported. The entire TTP leadership in Bajaur comes from Mamond tribe and its leader Faqir Mohammed, who was deputy to Baitullah Mehsud, survived drone attacks in the past.

The Swat-based Tehreek-e-Taliban Pakistan (TTP) on March 12 demanded that the Police and paramilitary forces should resume their duties wearing plain clothes and not their uniforms. Sources in the TNSM told Daily Times that the Taliban’s demand came after the appointment of Qazis to hear cases in accordance with Sharia (Islamic law) in Swat District. The sources said the Taliban had asked TNSM chief Sufi Muhammad to forward their demand to the Government.

Police claimed to have arrested a would-be suicide bomber along with his relatives during a raid in the Turangzai village of Charsadda District on March 16-night, The News reported. Addressing a press conference on March 17, the District Police Officer (DPO) Muhammad Riaz said the Police raided a house in Turangzai and arrested a would-be suicide bomber, identified as Qari Shahid Ali, his father Kifayat, brother Imran and sister Iffat Begum, who is a lady Police constable, and a minor. He said Police also seized a suicide vest, a Kalashnikov rifle, a computer set, CDs and literatures from their possession. The DPO said the suicide bomber confessed to have links with the banned Tehrik-e-Taliban Pakistan (TTP) headed by Baitullah Mehsud. He also said the would-be suicide bomber and one Kamran were allegedly involved in plotting the earlier suicide bombings in which the Pakistan People's Party (Sherpao faction) chief Aftab Sherpao and Awami National Party chief Asfandyar Wali Khan were targets. "The bomber was planning to target NWFP Chief Minister Ameer Haider Hoti’s father and former federal minister Azam Khan Hoti, and Imtiaz Shagai, the recently-elected PPP MPA from Mardan’s PF-30 constituency," the DPO added. He said the bomber was a teacher in Maulana Zubair’s seminary and was an active member of the TTP in the area.

The Darra Adamkhel-based Taliban militants, affiliated with the Baitullah Mehsud-led banned Tehrik-e-Taliban Pakistan (TTP), on March 19 agreed to a cease-fire in Darra Adamkhel and Frontier Region Kohat till March 30, according to The News. Sources said the elders of five major tribes of Darra Adamkhel, led by Noor Zaman Afridi, held a meeting with the militants’ chief, Tariq Afridi, in the Orakzai Agency in FATA and asked him to help restore peace in the region. Talking to a private FM radio channel in Darra Adamkhel, TTP Darra Adamkhel chief Tariq Afridi pledged to co-operate with the Government in maintaining peace in the area. “We assure the government and the people that even a single shot will not be fired in Darra, Kohat and Peshawar,” he said.

The Security Forces (SFs) have set free 15 more Taliban prisoners, including the brother of banned Tehrik-e-Taliban Pakistan (TTP) Swat chapter spokesman Muslim Khan, after the NWFP Government’s peace accord with Maulana Sufi Mohammad, the chief of outlawed Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM), The News reported. Sources said the Taliban had handed a list of 220 prisoners to the Government after the peace accord. However, 15 militants were released on March 20, bringing the tally of the freed militants to 28 after the peace accord. The released militants included Noorul Huda, Ayub, Dilaram, Inayat, Fazle Ilahi, Anwar Hussain, Muzaffar, Rehmat, Munir Khan, Gul Zada, Saddam Hussain, Muhammad Yaqub, Arsala Khan, Sher Bahadur, Umar Khan and Zahir Shah. Noorul Huda is the brother of TTP Swat spokesman Muslim Khan.

The Tehreek-e-Taliban Pakistan (TTP) on March 22 ordered all non-governmental organisations (NGOs) to immediately leave Swat, according to Daily Times. In an interview with IRIN, the TTP spokesman Muslim Khan said, “They come and tell us how to make lavatories in mosques and houses. I’m sure we can do it ourselves. There is no need for foreigners to tell us this... NGO is another name for ‘vulgarity and obscenity’.” He also said NGOs hired women who worked with men, in the field and in offices. “That is totally unIslamic and unacceptable,” he declared. When asked why the TTP was against the polio vaccination, Khan said, “The TTP is against polio vaccination because it causes infertility.” “I’m 45 and have never had one drop of the vaccine and I am still alive,” he said, adding that another reason the TTP was against polio vaccination was that the campaign was run by NGOs and the vaccine was imported.

Sources close to the militants in the area told The News by telephone that the two vehicles had just left the Makeen bazaar to drop the men at their homes in Malik Shahi village of the SWA when they came under attack from the CIA-operated drone. Makeen town is on the border with Razmak sub-division of the North Waziristan Agency. The area is in control of tribal militants affiliated with Baitullah Mehsud, chief of the banned Tehrik-e-Taliban Pakistan (TTP).

A few days ago, a pamphlet was circulated in Tank and parts of South Waziristan in which Baitullah Mehsud had accused the Government of supporting his rival Haji Turkistan and militant commander Zainuddin Mehsud with a view to weaken him. He said despite a ban on display of arms in Jandola and Tank, the Government had issued permits to Turkistan and Zainuddin to carry lethal rams of prohibited bore. The Malakand chapter of the outlawed Tehrik-e-Taliban Pakistan (TTP) banned the movement and shopping by women in the main bazaars of Dargai and Batkhela on March 29. Sources said shopkeepers in the markets had received threatening letters from the TTP, warning them to stop women from visiting their shops. “Those who don’t comply with the TTP directives should be prepared to face the consequences,” the letters warned. In addition, women who were going out alone without male family members had also been warned. Some of the shopkeepers in the Super Market, Bara Market, Sitara Market, Abaseen Market, Waqar Market, Waqas Market and other shopping markets have already notified the womenfolk not to visit their shops without their male family members. The letters also warned CD and music shop owners to stop their business immediately, adding that they were spreading obscenity among the youth of the area. Sources said the TTP also warned the medical superintendent of the headquarters hospital in Batkhela to appoint male and lady medical technicians in the emergency and ultrasound wards forthwith, which had been a longstanding demand of patients.

The Tehreek-e-Taliban Pakistan chief Baitullah Mehsud on March 31 claimed responsibility for a series of recent terrorist attacks, including the March 30 assault on a police training centre in Lahore, The News reported. He also threatened to show his power to the world when his people would attack the US capital as a reaction to frequent drone attacks in the tribal areas and the reward on his head. “By the grace of Allah Almighty, I am claiming responsibility for the attack on the police training school in Lahore with eagerness, honour and love and will continue similar strikes across the country, if the US drones were not stopped from killing innocent people in the tribal areas,” Baitullah Mehsud said in his telephonic conversation with reporters. Baitullah also claimed responsibility for two other suicide attacks, including one on a military convoy near Bannu in the NWFP on March 30 and another on the Police intelligence office in Islamabad on March 23. Baitullah said his men were out to target Government installations against its failure to protect tribesmen against non-stop drone attacks. About the recent reward of $5 million for his head by the US State Department, he said he loved to be martyred, but threatened his men would soon attack Americans in their own country, not in Afghanistan. He said his men would soon teach a lesson to the Americans in Washington and the White House. An Associated Press report added that Baitullah said his group was planning a terrorist attack on the White House that would “amaze” the world. “Soon we will launch an attack in Washington that will amaze everyone in the world,” said Mehsud. In his latest comments in an interview with local Dewa Radio, a copy of which was obtained by the AP, Mehsud identified the White House as one of the targets In Washington.
