The banned Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) – which had promised to ensure peace in Swat District in return for the establishment of Sharia (Islamic courts) – on May 3 rejected the Darul Qaza appellate court set up by the NWFP Government, Daily Times reported. Ameer Izzat Khan, the chief spokesman for TNSM chief Maulana Sufi Muhammad, said the Government had acted unilaterally in establishing the Darul Qaza and had violated the peace agreement. He said it had been decided in a May 1 meeting between the provincial Government and TNSM in Timergara that the former would first announce an end to the operations in Malakand following which the Taliban would declare a cease-fire.

The Swat peace deal stands dissolved and the militants present in Swat, Matta, Kabal and Sangla as well as their commanders have asked for permission to fight everywhere, sources told The News on May 3. “Our peace agreement with the NWFP government practically stands dissolved,” confirmed Muslim Khan, a spokesman for the Swat chapter of the banned Tehrik-e-Taliban Pakistan (TTP). Security Forces (SFs) are attacking us and our fighters are also retaliating, he said. The TTP Swat spokesman vowed that their fighters would now attack SFs and Government figures everywhere. He alleged the rulers were obeying every directive of US President Barack Obama. He said if the Awami National Party (ANP) supports the Taliban, they will not harm them. But if they supported the Government, they too will become a target, warned Muslim Khan. He also said their main target will be SFs and the rulers of Pakistan and they will also act in other cities of Pakistan but will not target the general public. To a question, the TTP spokesman ruled out the involvement of India and Afghanistan and said no outside elements were involved in the Swat unrest. When asked about the dissolution of the Swat peace agreement, ANP spokesperson Senator Zahid Khan said they had signed the accord with the TNSM chief Maulana Sufi Muhammad and not with the Swat Taliban. He said the Taliban had been violating the accord time and again. However, the TNSM spokesman Ameer Izzat Khan said he did not know about the scrapping of the agreement but if the operation continued in the region, the situation would return to the one that prevailed before the pact. He claimed the general public in Swat was now opposed to the Government.

The banned Tehrik-e-Taliban Pakistan (TTP) has allegedly warned doctors of the public sector hospitals in Peshawar, the NWFP capital, to stop wearing shirts and trousers or face suicide bombing. A senior doctor at the Lady Reading Hospital told The News they had received a letter from the TTP, asking doctors and all other medical staff to immediately stop wearing shirts and trousers or suicide bombers would target them at their institutions. Two other senior doctors at the Hayatabad Medical Complex and the Khyber Teaching Hospital also confirmed receiving similar threats from the TTP. They said chief executives of all the three hospitals directed their staff members, particularly doctors, to stop wearing shirts and trousers so that they could be saved from suicide bombers. The NWFP Secretary for Health, Dr Sohail Altaf, confirmed the threatening letters that were received by the hospital executives from unknown people. He said he too had received a copy of the letter, adding that he did not believe the Taliban would have sent the letter.

At least 11 people were killed and 13 others injured on May 11 in a suicide attack on a camp of the Frontier Constabulary (FC) in the Spina Thana area of Darra Adamkhel, The News reported. The banned Tehrik-e-Taliban Pakistan (TTP), Darra Adamkhel chapter, claimed responsibility for the attack, saying more suicide attacks would be carried out if the military operation was not stopped in Swat and other parts of the country. Authorities confirmed the killing of nine people, including an FC soldier and a child. Apart from the Frontier Constabulary, the Frontier Corps is also stationed at the camp to jointly curb militancy in the area. Those injured included an FC soldier and five members of a family. 12 shops, a car, a coach and two trailers were also destroyed in the blast. Eyewitnesses said a white double-cabin pick-up narrowly missed the FC camp and went off at the entrance of the military establishment. They said the explosives-laden vehicle was being driven by a young man. Police said around 200 kilograms of explosive material was laden in the car. Spina Thana is located between Matani village of Peshawar and the gun-manufacturing town of Darra Adamkhel.

Yahya Mustafa Kamran alias Hijrat, an Afghan national and Taliban commander based in the Jamrud sub-division of Khyber Agency, was killed along with four other militants in an encounter with the Security Force (SF) personnel near Peshawar, capital of NWFP, about three days ago, The News reported. He had been arrested three months ago by Pakistani security agencies for leading a series of attacks on NATO supplies. He was associated with the Baitullah Mehsud-led Tehrik-e-Taliban Pakistan and was one of his loyal commanders. Parliamentarians belonging to the FATA on May 14 rejected the Tehrik-e-Taliban Pakistan (TTP) ultimatum to step down as legislators within three days, The News reported. These legislators contended that they would pay no heed to such warnings and continue serving people of their respective constituencies. “We are elected representatives of people, who have voted us to the legislative bodies so that we could serve them and contribute to the nation-building. Such threats have no value,” said Sajid Hussain Toori, who hails from Parachinar in the Kurram Agency. Toori is part of a 10-member independent group of legislators, headed by Munir Khan Orakzai. Abbas Afridi, who is a Senator from FATA, also rejected the ultimatum. Another Senator Haji Khan Afridi, who is from Khyber Agency, said that on such warnings or demands, he would never resign.

The Taliban in Mohmand Agency on May 18 announced they had killed two soldiers of the paramilitary Frontier Corps (FC), who were in their custody, and threatened to execute the remaining four if the Government failed to meet their demand for an exchange of prisoners. Ikramullah, a spokesman for the banned Tehrik-e-Taliban Pakistan (TTP), Mohmand Agency chapter, told The News by phone from an undisclosed location that Sepoy Imran was executed on May 17 while Sepoy Zari Badshah was killed on May 18. He said the bodies of the two men were left on Qandaharo Road in Mohmand Agency. The spokesman said the two FC men were executed to avenge the murder of five Taliban prisoners, including commanders Yahya Hijrat and Maulana Arabistan, by Police in the limits of the Yakatoot Police station in Peshawar, the NWFP capital, on May 8. “We are still holding four more FC soldiers. We would execute one soldier every day if the government did not agree to our offer of the exchange of prisoners,” the Taliban spokesman warned.

According to an official document BBC Urdu claimed it had received, those who have entered Pakistan are planning to train ‘like-minded people’ and target key Government officials, including President Asif Ali Zardari, the chief ministers of the four provinces and intelligence agencies’ officers and commanders. The group could also target embassies of non-Muslim and pro-US Muslim countries in Islamabad. The intelligence report also said that Al Qaeda commanders met in Afghanistan’s Paktia province on May 3 and decided they would continue supporting the Tehreek-e-Taliban Pakistan.
