At least 11 people, including Additional District and Sessions Judge Rafaqat Awan, a woman lawyer, and a Policeman, were killed and 25 others were injured when militants attacked the courthouse complex in Islamabad on March 3, reports Daily Times. According to details, the militants sprayed bullets at everyone, hurled hand grenades and later exploded their suicide vests. Tehreek-e-Taliban Pakistan (TTP) ‘spokesman’ Shahidullah Shahid while distancing itself from the attack said, “We have already declared a ceasefire and we strictly adhere to our deal with the Government. Our colleagues in the organisation also cannot violate this agreement”. He further suggested that some mujahideen groups or agencies could be involved in the terrorist activity. Meanwhile, ‘spokesman’ of Ahrar-ul-Hind (AH), a splinter group of TTP, Asad Mansoor claiming responsibility for the attack alleged that judicial system in the country was ‘un-Islamic’ and that they would continue their ‘struggle’ till enforcement of Sharia’h law. He further said, "We we are an independent group and have no links with TTP. We were a part of TTP earlier but now we operate independently,” adds The News.

According to a statement issued by the Inter Services Public Relations (ISPR), one Tehreek-e-Taliban (TTP) militant, identified as Sargana Rasool Khan, was arrested in an information-based operation (IBO) carried out by Security Forces (SFs) near Sarai Naurang in Bannu District on March 6, reported Dawn. The ISPR statement added that Rasool Khan was involved in terrorist activities across the Province and the Federally Administered Tribal Areas (FATA). The SFs also recovered three fake passports, 100 Computerised National Identity Cards (CNICs) and a cache of arms from his possession.

Balochistan Home Minister Sarfaraz Bugti while addressing a press conference at Frontier Corps Madadgar Centre at Khoila Pathak on March 6 said that Security Forces (SF) foiled a bid to sabotage the Pakistan Day celebrations and arrested three suspects, recovering a huge cache of arms from their custody from Hazar Ganji area of Provincial capital Quetta and from Chaman area of Qilla Abdullah District, reports Daily Times. The Balochistan Home Minister said that following a tip-off the forces launched a search operation in the said areas and recovered the arms and explosive material. “We arrested three militants from Chaman, possibly having links with Tehreek-e-Taliban Pakistan (TTP), and some from Hazar Ganji area of the provincial capital, having links with the banned religious and nationalist organisations,” he said. Bugti said militants are working for other countries and involved in the killing of innocent people. He said they were planning to execute an attack on March 23, 2015, but the SFs arrested them after successful operations. Many militants, he claimed, have moved to the tribal areas of Balochistan, especially the Pashtun belt after the operation Zarb-e-Azab against militants’ hideouts in North Waziristan, adding that however there would not be any place for them to hide.

Two TTP militants were killed in a Police encounter in the area behind the new Sabzimandi off the Superhighway in Sohrab Goth locality of Gadap Town on March 7, reports Dawn. Malir SSP Rao Anwar identified one of the deceased TTP militants as Shahzad Ali. He had been arrested in Charsadda District of Khyber Pakhtunkhwa in murder and other cases and sent to the Dera Ismail Khan prison from where he had escaped along with 174 other inmates during July 30, 2013 jail break. The Police claimed to have recovered two pistols from their possession.

Three Tehreek-e-Taliban Pakistan (TTP) militants were shot dead and one Policeman was injured in retaliatory firing in Manghopir area of Gadap Town in Karachi, the provincial capital of Sindh on March 8, reported Dawn. According to details, Police party on its routine patrol on Ijtimahgah road near Medina restaurant came under attack by suspected militants. Assistant Sub-Inspector (ASI) Imran got wounded in the attack, said Manghopir Police Station Station House Officer (SHO) Ghulam Hussain Korai. The police returned fire and killed three militants, while their three accomplices escaped. The Police claimed to have seized a Kalashnikov and two pistols from their possession.

According to authorities, the Islamic State (also known as Daesh or Islamic State of Iraq and Syria -ISIS/IS), has significant presence in Pakistan through a website managed by terrorist group Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune on March 10 (today). Amid confusion and a struggle to remove a legal lacuna to deal with cyber crime-related issues, relevant authorities have been reluctant to block the terrorist groups’ propaganda website — which, according to security analysts, is being used as a launching pad for expansion into Pakistan by the Islamic State and al Qaeda. At present, a cyber crime wing in the Federal Investigation Agency (FIA) and a vigilance cell in the Pakistan Telecommunication Authority (PTA) exclusively deal with such violations. However, officials in these wings are not ready to block the website, citing judicial and administrative hurdles. The website contains verses from the Holy Quran, jihadi songs, statements in support of sectarianism and propaganda material against the Security Forces. It also has pictures of slain TTP 'chief' Hakimullah Mehsud and 'incumbent chief' Mullah Fazlullah. Referring to the controversy, a senior official in the PTA, Abdul Samad, said that a Non-Governmental Organisation (NGO) Bolo Bhi, which works for to protect rights of internet users, took the authority to the Islamabad High Court, which restrained the Inter-Ministerial Committee from functioning. The Committee decides if a website should be accessed or blocked in Pakistan. Bolo Bhi’s counsel Babar Sattar argued that the workings of the Committee had been non-transparent and dubious. He maintained that policy is not a law through which websites had been blocked. State Minister for Information Technology Anusha Rehman said that the cyber crimes bill 2015 (Prevention of Electronic Crimes Bill) is being thoroughly reviewed in order to make it consistent with the National Action Plan (NAP). This is so that it can cater to the growing needs of the drastically changing and challenging scenario in the wake of an increase in terrorism in the cyber space, said Rehman.

Four Tehreek-e-Taliban Pakistan (TTP) militants, including 'chief' and deputy chief', were killed and three Security Forces (SFs) were injured during an encounter conducted by Police and Rangers in Sector 10 of Surjani Town in Gadap Town of provincial capital Karachi on March 9, reported Dawn. The injured included two Rangers personnel and one Police constable, identified as Usman. Police claimed to have seized a suicide jacket, two grenades and four pistols from their possession. West Karachi Senior Superintendent of Police (SSP) Azfar Mahesar said, “We had received secret information that the militants were planning to attack five important places and persons, including blowing up the Manghopir police station.” According to officials, Tariq Khan alias Chota Abid, said to be the 'chief' of the TTP's Khan Sajna group in Karachi, was killed along with his 'deputy chief' Rehmanuddin alias Lala, Amjad Khan and Sardar Rab Khan.

Files recovered from slain al Qaeda leader Osama bin Laden’s compound in Abbotabad (Khyber Pakhtunkhwa, KP) reveal that the Prime Minister’s brother, Punjab Chief Minister Shahbaz Sharif, sought to strike a peace deal with the Tehreek-e-Taliban Pakistan (TTP) through al Qaeda, reported The Express Tribune quoting The Long War Journal. The files were revealed in terror convict Abid Naseer’s trial by a Brooklyn jury on March 4, 2015. One of the files is a letter written by Atiyah Abd al-Rahman (Mahmud), who was then the 'general manager' of al Qaeda, to Osama bin Laden (identified as Sheikh Abu Abdallah) in July 2010. The letter reveals a complicated nexus involving al Qaeda, Tehreek-e- Taliban Pakistan (TTP), Punjab Chief Minister Shahbaz Sharif, and the Inter-Services Intelligence (ISI). According to one letter from Rahman, one of bin Laden’s top deputies, dated July 2010, Bin Laden was informed that Shahbaz Sharif wanted to cut a deal with the TTP, whose leadership was close to Bin Laden. The Government “was ready to reestablish normal relations as long as [the Pakistani Taliban] do not conduct operations in Punjab.” Attacks elsewhere in Pakistan were apparently acceptable under the terms of the alleged proposal. Rahman’s letter stated that Punjab Chief Minister Shahbaz Sharif initiated negotiations with the militant group. In the letter, Rahman informed TTP commanders Hakeemullah Mehsud and Qari Husayn that Shahbaz Sharif “sent them a message indicating they [the government] wanted to negotiate with them, and they were ready to reestablish normal relations as long as they do no conduct operations in Punjab.” Rahman clarified that the deal was limited to the “governmental jurisdiction” of Punjab and did not include Islamabad. “The government said they were ready to pay any price…and so on,” the letter states.

She argued that weak and unpopular Governments also create feelings that encourage terrorism. She noted that over the past 13 years violent extremist movements had diffused and proliferated, despite continued efforts to eliminate them. “Increasingly, they have sprung from within conflicts worldwide. And they have exploited grievances and divided societies in order to further their own aims,” said Ms Sewall. “Weak, illegitimate, and repressive governments inadvertently created opportunities for terrorists to capitalise on popular resentment.” She argues that in a repressive setup, extremists “make common cause” with local insurgents, the discontented and criminal networks, and operate in poorly governed territory. In the Pakistan-Afghanistan region, TTP has long exploited local grievances in the tribal belt in order to sustain itself, she said.

One of the most wanted terrorists, Matiur Rehman, was involved in the attacks on former President General (retired) Pervez Musharraf, former Prime Minister Shaukat Aziz and suicide bombing on Sheraton Hotel, Karachi. He carried PKR 10 million head money. Mansoor alias Choota Ibrahim Hasan and Qari Ehsanul Haq alias Shahid were also involved in the suicide attack on Pervez Musharraf on December 25, 2003, in Rawalpindi District of Punjab. PKR 5 million reward had been announced for their arrest. The head money on Ikramullah, who was associated with Baitullah Mehsood group and involved in the suicide attack that killed former Prime Minister Benazir Bhutto in Rawalpindi is PKR 2 million. The Lashkar-i-Islam (LI) led by Mangal Bagh has merged itself into the Tehreek-i-Taliban Pakistan (TTP) under a reorganisation planned by militants, Dawn reports on March 13. According to a statement issued by Jamaat-ul-Ahrar (JuA) ‘spokesman’ Ehsanullah Ehsan on March 12, the reorganised TTP would consist of members of his group, LI and the remaining of the TTP. The head of the new set-up was yet to be named, he added. The TTP disintegrated last year after a group led by Omar Khalid Khurasani based in Mohmand Agency revolted against Mullah Fazlullah and formed his own faction with the name of JuA. Ehsanullah Ehsan congratulated what he called “Mujahideen of Pakistan” on the unification of militant groups. He said the decision was taken at a meeting attended by Mullah Fazlullah, Omar Khalid Khurasani and Mangal Bagh. Ehsan said an organising committee had been formed to constitute a central supreme Shura (Council) and an organising body. Militants announced the unification at a time when Security Forces (SFs) are making significant gains against them in military operations in North Waziristan and Khyber Agency which were once considered their strong bastions.
