Further, one People’s Revolutionary Party of Kangleipak (PREPAK) cadre, Pukhrambam Tomba Meitei, was arrested from Okram Chuthek in the same district on October 6. Five extortion notes addressed to the Imphal East Jeep Association and signed by ‘finance coordinator’ L. Sunil of the PREPAK were also recovered from the incident site.

Two persons were killed and four others, including a woman, were wounded when the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants attacked them at Naginimira village in the Sivasagar district along Assam-Nagaland border on October 5-night, according to Indian Express. The slain civilians were a brick kiln owner and one of his labourers. The wife and two children of the slain brick kiln owner were among the four civilians wounded in the attack.

One National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant, identified as ‘lance corporal’ Ivolu Sema, was killed and two others, Athem Tangkhul and Shimrang Tangkhul, of the same faction were wounded in an internecine clash between around 30 NSCN–IM cadres and a combined group of 50 cadres from the National Socialist Council of Nagaland-Khaplang (NSCN–K) and the Naga National Council (NNC) at Phek town on October 8, reports Nagaland Post. Athem and Shimrang were later arrested. One M 21 rifle with live ammunition, one weapon, a .303 with a hand made HA bomb and one live grenade were recovered from their possession. At least five high explosives were reportedly used during the clash. Over a dozen buildings and furniture and vehicles worth over INR five lakhs were damaged in the incident.

During the peace talks held in New Delhi on October 10, the Union Government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN–IM) are reported to have decided to work in close coordination to find out an "amicable, peaceful and honourable" solution to bring peace to Nagaland, reports Press Trust of India. While the Union Government was represented by Union Ministers Oscar Fernandes, Prithiraj Chavan, S. Regupathy and interlocutor K. Padmanabhaiah, eight leaders including their general secretary, Thuingaleng Muivah, represented the NSCN–IM. "The discussions were held in a cordial atmosphere. Both sides exchanged their views very frankly. The substantive issues also figured in the talks," a spokesperson for the NSCN-IM said.

Nagalandpost reports that the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) by virtue of its cordial relation with the Black Widow (BW) group, has chosen Haflong in the North Cachar Hills district has became a safe haven for extorting money. Sources revealed that the organization has targeted an amount of INR 100 cores to be extorted from the hill district with the active cooperation of the BW group. Sources added that with a view to collect this money, a group of 12 sharp shooters of the outfit had already left for Haflong from Hebron camp in Dimapur. The group is expected to work in close collaboration with ‘Major’ Chimroy Foam, the Haflong based NSCN-IM leader and another Wilfredo, the ‘area commander’ of Mahaur.

Shillong Times quoting Meghalaya police source reports that there was movement of militants belonging to the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), United Liberation Front of Asom (ULFA) and the Liberation of Achik Elite Force (LAEF) in the entire Balpakram National Park of South Garo Hills district. A search operation was reportedly carried out by the security force (SF) personnel. "It is sheer impossible to cover every area of the park but we are doing our best by focusing on specific areas," an unnamed police officer engaged in the search operation said. Militants belonging to various outfits had earlier used the park for setting up training camps and also as a safe sanctuary against SF personnel, because of remoteness of the area and absence of large-scale human habitation along the park. With the annual coal export to start at Nangalbibra in October, militants are suspected to be indulging in extortion drives.

Shillong Times quoting Meghalaya Police source reports that the Nagaland-based National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the Liberation of Achik Elite Force (LAEF) have joined hands to extort money from the coal traders in the South Garo Hills district. On October 17, B.K. Dey Sawian, the Director General of Police, disclosed that the NSCN-IM has set up a camp in the Balpakram National Park in South Garo Hills with the help of the LAEF to extort money from coal traders in the district. The report added that after the rainy season, coal export to Bangladesh would resume in November in the Nangalbibra area of South Garo Hills, where criminal activities, including extortion and abductions for ransom, occur on a regular basis. While commenting on the recent counter-insurgency operations in the entire Balpakram National Park, Sawian said, "We, however, could not make much progress as the area where the NSCN (I-M) has set up the camp is inaccessible." Balpakaram area was earlier used by many militant outfits for training and taking shelter. Following the killing of Peter Marak, 'commander-in-chief’ of the LAEF, his younger brother Darong Marak has reportedly been trying to strengthen the outfit with the help of the NSCN-IM. Sawian mentioned that the State Home Department has asked for intervention of the Union Ministry of Home Affairs in the NSCN-IM’s activities.

The raids were conducted following the arrest of one Black Widow cadre, Daku Singh alias Athan Hatila, near Umrangshu in the North Cachar Hills district on October 17-night. The victims were identified as Mohan Singh, S. K. Tiwari and Lowang and civilian contractor Mukesh Srivastava. Defence sources said that the militants targeted the AR commanding officer and three vehicles moving from Kunsa to Panchu by exploding a powerful Improvise Explosive Device. Sources added that the NSCN-IM has carried out the ambush in retaliation to the operation Orchid, launched by the AR in the district to flush out the group.
