Zeliangrong Students' Union Manipur (ZSUM) called an indefinite blockade along National Highway (NH)-37, from January 1 midnight, reports Times of India. ZSUM called the blockade in protest against the alleged ‘fake encounter’ of a Zeliangrong United Front (ZUF) militant by Assam rifles (AR) troppers.ZSUM demanded that the government punish the guilty personnel under the Zeliangrong customary laws and removal of AR from the Noney area. AR in a statement said that on January 1 morning, around four ZUF militants opened fire at the forces and an encounter ensued, killing one cadre. The troops seized a .22 pistol with four bullets and 14 fired cases of AK-47 from the site. The slain cadre joined Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in 2006 and obtained training at Buning Camp, it said, adding that he deserted the outfit in 2011 and joined the ZUF and was operating under ‘captain’ Abung of ZUF.

The Central and the State Government should be looking for a “Naga solution” in totality rather than an “Isak-Muivah faction of Nationalist Socialist Council of Nagaland (NSCN-IM) solution”, said Wangtin Naga, ‘Minister for Information and Publicity’ of the Khaplang faction of NSCN (NSCN-Khaplang) on January 7. Wangtin termed the Nagaland People’s Front-led Joint Legislators Forum (JLF) a sham that is simply supporting the NSCN-IM’s negotiation with the Central Government. Wangtin said, “My format of talks is inclusive talks, otherwise it will be factional talks. Let these I-M [NSCN-IM] talks get over, then Naga talks will start.”

All Manipur United Clubs Organisation (AMUCO) president K.T Rahman on January 9, after attending a meeting with State Chief Minister, said that the State Government is gearing up to wipe out all the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) camps present in the State, reports Sangai Express. This follows the incident of alleged molestation of Manipuri actress Momoko by NSCN-IM militant leader, ‘Lieutenant Colonel’ Livingstone in Chandel District on December 18, 2012. Earlier, Imphal valley based film artist association, Film Forum Manipur (FFM) and All Manipur State Shumang Leela Council (AMSSLC), submitted a representation to CM demanding the arrest of Livingstone on December 31, 2012. The representation also warned that agitation would resume if the state Government failed to meet the demands within January 7, 2013.

He further said that the Manipur Government does not recognize the peace camps which were opened in Manipur. However, he is not explaining as to why the Government has not closed down these camps which are not recognized by the State Government. But the fact is that these peace camps have been opened by the Union Home Ministry and a State Home Minister cannot touch these even with a barge pole.

The top Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership, Isak Chisi Swu and Thuingaleng Muivah, scheduled to leave for Delhi on January 12, had cancelled their visit and decided to ‘extend their Christmas vacation in Camp Hebron (Dimapur District) indefinitely citing piling ‘home work’, reports The Sangai Express. The Central Government is consulting with the Chief Ministers of Arunachal Pradesh, Assam and Manipur on the proposals put up by the NSCN-IM after more than 60 rounds of talks with Delhi since the ceasefire pact was signed in 1997.

Prime Minister (PM) Manmohan Singh assured a Manipuri Delegation of various political parties that all unauthorised camps of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in the State would be demolished. PM also assured action against NSCN-IM militant, Livingstone Anal, for physically assaulting film actress Momoko in full public view on December 18, 2012, at Chandel District. Further, the team urged an amendment to Article 3 of the Constitution so as to ensure the security of the territorial integrity of Manipur. PM assured that the territory of the State would not be compromised at any cost. Union Home Minister Sushil Kumar Shinde also conveyed to the delegates that the Assam Rifles Director General (DG), Lieutenant General Ranbir Singh has been instructed to crack down on all unauthorised camps of the NSCN-IM located in the State.

The Kuki State Demand Committee (KSDC), on January 21, has in a press statement said that it would burn the India flag on 26th January 2013 “as a mark of severance of ties between the Kuki nation and the Indian state which had fail to recognize the Kuki political right even after 65 years of Indian Independent and 65 years of Kuki tolerance“, reports Kanglaonline on January 21. The KSDC made it clear that the political dialogue that they hope will come with the assurance from the Government of India had fail to materialize as the Government was bent on its appeasing policy of the Nagas by granting a Pan Naga Council to Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) prior to the assembly elections of Nagaland. It has further stated that when the KSDC representative went to Delhi on the 14 of January, the Government was evasive to them. “As such, the KSDC has decided to launch a “QUIT KUKI LAND“ movement from the 24th of January 2013 from 5.00 pm which will result in a no celebration of the republic day of India or any subsequent celebration connected with the Indian state in the Kuki area,” the statement said.

The Kuki National Organisation (KNO) has firmly opposed oil exploration in Churachandpur and parts of Tamenglong Districts of Manipur, claiming that they are the ancestral land of the Kuki people, reports Kanglaonline. In a memorandum submitted to the Prime Minister of India on January 22, KNO, one of the two umbrella organisations of the Kuki militant outfits claimed that Churachandpur and parts of Tamenglong Districts are the integral part of Kuki ancestral lands. “Kuki National Organisation firmly resolves to oppose the current process of oil exploration in these regions,” it said. Naga militant groups- National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), NSCN- Khole-Kitovi (NSCN-KK) and Federal Government of Nagaland (FGN) have decided to stay away from the election to Nagaland State Assembly, according to a report of January 29. According to United Naga Council (UNC) president L Adani, the ‘Naga Concordant’ formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland. Even though Naga People’s Front (NPF) is an ardent supporter of the Indo-Naga peace process, there is no necessity to support NPF in the Nagaland State Assembly election, Adani said. NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. For UNC too, there is no question of involving itself in the Nagaland Legislative Assembly election either directly or indirectly, Adani added.

Nagaland Post reports that National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), on January 31, said that collection of Hebron camp land details by the Assam Rifles (AR) was against the norms of Cease Fire Ground Rules (CFGR). In a statement, NSCN-IM, ‘Ministry of Information and Publicity’ (MIP) said that the organization was “shocked” to receive a letter signed by one “Major, Adjutant for Commandant, 29 Assam Rifles (AR) and attested by one Captain Adjutant 29 Assam Rifles that stated that one AR unit has been entrusted with the task of collecting the “land details of Hebron designated camp during the initial settlement of the 1999.” MIP said the letter further authorized one Shankar Singh of 29 AR to collect the data/sketches of the camp. MIP also said that it has received a letter from the National Investigation Agency (NIA) from its Guwahati office and stated that NIA does not come under the purview of the Ceasefire Monitoring Cell and therefore it could not entertain such directive. NSCN-IM further alleged that 31 AR under Colonel Vikram Singh had ordered destruction/dismantling of the Hevito Battalion, Naga Army, New Chungtia on the pretext that the camp was totally illegal as it was against the CFGR and it poses threat to the local population, Mariani-Mokokchung highway and conduct of the assembly election. MIP asserted that this battalion has been in existent for more than 15 years and asked how it has become a threat after all these years.
