E-pao reports that United Naga Council (UNC), the organisation of Nagas in Manipur, called a 48-hour bandh (forced shutdown) beginning from September 2 midnight on national highways against passing of the Protection of Manipur People Bill 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill and the Manipur Shops and Establishments (Second Amendment) Bill. The bandh is also in protest against the passing of a resolution by the Assembly against breaking up of Manipur by a final agreement with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM).

Sümi Baghi Hoho (Sumi general public meeting), during its emergency meeting on September 3 passed a resolution which agreed to revoke the abrogation of ties with Isak-Muivah faction of NSCN (NSCN-IM), reports Nagaland Post. As per the joint communiqué signed earlier by Sumi Hoho president Toniho Yepthomi and NSCN-IM ‘kilo kilonser’ Rh. Raising, it was stated that a team of NSCN delegates led by Rh. Raising and Sumi frontal organizations led by Toniho Yepthomi met on August 24 at Hotel Saramati and seriously deliberated on the issue of strained ties between the two sides following the December 21, 2013 Aghuito incident where NSCN-IM militants molested two Sumi Women.

Nagaland & Assam Governor PB Acharya stated that 4000 NSCN-IM militants would be absorbed into Security Forces (SFs) under the recent ‘frame work agreement’ signed between GoI and NSCN-IM, reports Nagaland Post on September 9. He stated that since the members of the group (NSCN I-M) have long been cut off from the civil society and living with arms, the government has decided to absorb some 4,000 of them into the security forces in a big way.” He also said that after signing of the agreement, NSCN (I-M) has now merged with the civil society. He stated that , “All that the NSCN (I-M) leadership wants is that the Nagas, wherever they reside, should enjoy equal status with other communities of the state where they are living.” The Governor also stated that when most of the breakaway groups of NSCN have accepted to join the civil society and shun the path of violence, it is not long before NSCN-K will also join the peace process. Achraya said while the NSCN has given up the demand for a sovereign Nagaland, their concern for the welfare of Nagas in other states will be looked into and the proposals made by the Union Government have been accepted by the Naga leaders. The Governor appealed to all armed groups operating in Assam and other parts of North East to shun the path of violence and to be the part of process of development of the region, reports Nagaland Post.

Several Naga Political Groups (NPGs) held a deliberation on September 8 on the Accord signed on August 3,2015 between the Government of India (GoI) and Isak-Muivah faction of NSCN (NSCN-IM) after which, they resolved to convey the message to the Government of India, that “the Naga people do not accept the Accord signed without their consent”, reports Nagaland Post. This was contained in a joint statement signed by ‘chairman’ Khitovi Zhimomi, Khole Konyak and ‘general secretary’ Z. Royim Yimchunger of Khole-Khitovi faction of NSCN (NSCN-KK), ‘acting president’ of Naga National Council (NNC) and ‘general secretary’ Vizosielhou Nagi NC; Kiumukam Yimchungru ‘president’ NNC-Non Accordist (NNC-NA) and Hangping Zeliang, general secretary NNC/NA; Thupushuyi S. Keyho ‘vice president’ NNC and P. Puthai Lam, kilo Kilonser, ‘federal government of Nagaland’ (FGN). The signatories stated that Naga people “expected the much-hyped Delhi Accord of 3rd August, 2015, between the GoI and NSCN (I-M), to set a positive tone for a more rational political discussion on a wide Naga spectrum, for a final political solution, acceptable to all Nagas”, reports Nagaland Post. However, they said, after a month, the Accord turned out to be “a stage-managed activity, under the carpet, with gross inconsistencies” which was destroying its very purpose. The signatories took cognizance of the “current negative political propaganda doing the rounds in Nagaland” after signing of the accord, wherein, they have, in the interest of the future Naga generations endorse the following: being fully aware about the stark differences in the interpretation of ‘sovereignty and integration’ issues between the GoI and NSCN (I-M); sensed the demise of reason and spirit of questioning in Nagaland; urging Naga tribes and common people against “ the perils of committing our land and future to the embryonic Delhi Accord.” Further, they maintained, that in the event Government of India (GoI) expressed its desire to” officially invite any of the signatories for finding “an acceptable political settlement to the Indo-Naga issue” they would, despite their ideological differences, “consult our people and extend unconditional support to one another”, reports Nagaland Post on September 9.

Government of India’s (GoI) Joint Intelligence Committee Chairman and Chief interlocutor for Naga Peace Talks, R. N. Ravi categorically stated that there is nothing in the framework agreement signed between the Government of India and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) about boundaries, reports The Sangai Express on September 11. He stated, “Since the framework agreement does not contain any specific details, we have not been able to reach out to the people. And now I am here to meet the civil society organisations”. He also said that due to insistence of NSCN-IM ‘general secretary’ Thuingaleng Muivah’s insistence on ‘shared sovereignty’ the problem was yet to be resolved. He further added, “We have changed the format of engagement (with NSCN-IM). We changed the format in the sense that we realised that it is a comprehensive issue. Comprehensive issue needs to be resolved in a comprehensive way. That’s why we are trying to reach out to all the people”. On being enquired about a time frame of reaching a final solution, the interlocutor maintained that it was difficult to give a time frame.

A source who is a part of the negotiating team holding talks with all the factions of NSCN, except Khaplang faction of NSC (NSCN-K) stated that ““The major problem emerging again for us is that Khole-Kitovi are now demanding a separate solution for only the Nagas of Nagaland. So, the point to be noted is that whether India will be able to give a different solution for the Nagas of different region or not, will have to be seen”.

The GPRN/NSCN has refuted the news reports that the group had withdrawn its support to the peace accord and on the resignation of its president ‘General’ (Retd) Khole Konyak, reports Nagaland Post on September 18. In a press release, GPRN/NSCN MIP secretary Moa Walling stated that the GPRN/NSCN had in no point of time/occasion declared its support or not to support the peace accord signed between Government of India (GoI) and NSCN-IM. Since GPRN/NSCN had nothing to do with any accord or agreement, Walling said: “We acknowledge and appreciate the accord or deal between them if it is something good for them. And therefore we don’t have problem neither oppose for what they are doing.”On the report of its president tendering his resignation, Walling said that General’ (Retd) Khole Konyak never tendered his resignation nor the Government had any such issues.

The Poumai Naga Union (PNU) has revoked its civil non-co-operation movement against NSCN-IM following the lifting of ‘ban’ on PNU by NSCN-IM with effect from August 28, 2015 during its 2nd General Assembly on August 27 and 28 held at Tungjoy village in Senapati District, reports The Morung Express on September 18. The civil non co-operation movement against the NSCN-IM was declared by PNU during its special assembly on March 6, 2015 held at Koide village as the result of NSCN-IM issued ‘ban’ order on PNU related to Thiwa village issue. However, the PNU stated that the union will not compromise with the Thiwa village issue which was extensively deliberated in the assembly and forward the matter to the court of the Naga people’s Organization (NPO) to settle the matter through customary law of the Nagas as per the appealed made by NPO.

According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

Operation was launched based on specific information regarding presence of the armed cadre indulging in extortion or arms peddling activities in Purana Bazar area, said Public Relations Officer (PRO), Inspector General of Assam Rifles-North (IGAR-N), in a statement.
