The Security Forces on April 1 shot dead six top Lashkar-e-Toiba (LeT) militants, including five Pakistanis and a local, after an exchange of fire at Khabra forests near village Raa Bagla in the Taryath area of Rajouri District, reports Daily Excelsior. The slain local militant was identified as Mohammad Aslam alias Qasim, a resident of Thanol, Mahore in the Reasi District. Aslam had been deputed by the LeT outfit to receive the infiltrators and take them safely to Mahore. Recoveries made from the scene of encounter include six AK-47 rifles with 27 magazines and 787 rounds, four UBGL grenades, two HE grenades, 25 Chinese grenades, two satellite telephones with one card, two mobile telephones with two Pak SIM cards, INR 2.30 lakh cash in Indian currency in the denomination of 1000, four compass, three Global Positioning Systems (GPS), one MP3 player, four maps of routes, five I Com wireless sets, drugs, water bottles, 92 batteries and a number of Pakistan made eatables. With this killing, two major groups of militants, who had infiltrated into Indian Territory from Pallanwalla and Nowshera sectors during past fortnight, have almost been neutralised. “A couple of more militants could be there but most of them have been eliminated. Majority of the ultras were dreaded commanders of LeT outfit hailing from Pakistan,” official sources said. The militant groups were reportedly heading towards Gulabgarh and Mahore areas of Reasi District from where they were to be allotted to other areas. Sources said prior to killings, the militant in the night of March 31 went to the house of a Village Defence Committee (VDC) member Raj Kumar at Raa Bagla and asked for food. As the VDC member refused, the militants resorted to firing. The VDC members fired back forcing the militants to flee.

Four more Pakistani militants of the Lashkar-e-Toiba (LeT) and an Army trooper were killed in another encounter with Army and Police at Sadda Darkeri forests in the Kalakote area of Rajouri District during day long gun battle on April 2, reports Daily Excelsior. During continued search operations in Kalakote and Dharamshal areas of Rajouri District, troops intercepted the militants at Sadda Darkeri forests and an exchange of fire ensued in which the four militants and the army trooper were killed. The slain militants were identified as Abu Mavia, Abu Zakir alias Chacha, Abu Hafiz and Abu Rana, all code names. All of them were Pakistani militants of the LeT outfit in the age group of 20 to 25 years. Recoveries made from the site of encounter include four AK rifles with 10 magazines and 250 rounds, two pistols, two Under Barrel Grenade Launchers (UBGLs), three satellite telephones, three Global Positioning Systems (GPS), 12 hand grenades, three I Com wireless sets, two matrix sheets, four maps and some eatables.

Militants blew up about three metres of railway track in Pulwama District, an official said on April 2 (today). "Around 10pm last evening (Thursday) [April 1], militants carried out an IED blast blowing off two to three metres of the rail track at Gulbugh village near Kakapora town of Pulwama District," a senior police officer said. "Restoration work started on Friday morning and rail traffic would resume soon," he said. This is the first time that militants have attempted to disrupt rail traffic in the valley. The rail services connect south Kashmir with north Kashmir.

Police said, while two hideouts were neutralised in the Sangla forest and Chamb Dhok area of Surankote tehsil (revenue unit) in Poonch, another was neutralised in Tata area of Ramban's Banihal tehsil. The recoveries include six kilograms of Improvised Explosive Devices (IEDs), two IED circuits, a Chinese pistol along with 16 rounds, a pistol magazine, four AK rifle magazines and 220 rounds, four Chinese grenades, three rockets and a binocular, Police said.

Army on April 4 foiled another infiltration bid by the militants in the Keran sector of Kupwara District, killing two militants, reports Daily Excelsior. "In the wee hours of Sunday [April 4], our troops observed suspicious movement near the Line of Control [LoC] in Keran sector. The heavily armed militants were challenged by the troops, leading to exchange of fire between the two sides," Defence Spokesman Lieutenant Colonel J. S. Brar said, adding, two militants were killed in the gun battle. The identity of the slain militants is yet to be ascertained. Two AK rifles, six magazines, 96 rounds, three grenades, an ICOM radio set and a wire cutter were recovered from the encounter site. The militants had crossed the Line of Control and were approaching fencing erected along the cease-fire line when the troops noticed their movement. "The militants could not get past the fencing and were shot dead on the other side of the fence," the sources said.

Kashmir Times reports that after receiving inputs about increased infiltration by militants, Police has activated its posts near the border and plugged possible routes through which the militants could cross over into Jammu and Kashmir. "We have activated our Border Police Posts (BPPs), plugged hinterland infiltration routes flowing into our land from across the Line of Control (LoC) to track down the militants and eliminate them in case they infiltrate", an unnamed Police officer said. Not only this, our BPPs and Police Stations along Indo-Pak border have also been instructed to gather actionable intelligence over infiltration and movement of militants for surgical strikes, he added. Troops have also been put on the alert following reports that over 400 are staged along the LoC looking for a chance to infiltrate into the State.

Police on April 5 arrested the Hizb-ul-Mujahideen (HM) militant who was injured in a failed attempt on the life of a Congress party leader in the Pulwama District in the night of April 4, reports Daily Excelsior. Arshad Ahmad, who was injured in the shootout with the Personal Security Officers (PSO) of Congress District President Abdul Gani Dar, was found by Police in critical condition in a lane some distance away from the Dar's house in the Rohama area of Rajpora in Pulwama, official sources said.As reported earlier, three militants knocked at the door of Dar at around 8.30pm. Dar's PSOs did not open the door and sought to know the identity of the visitors. The refusal of the PSOs to open the door infuriated the militants, who threatened the cops of dire consequences, as they wanted to "talk to the Congress leader". "There are reports to indicate that the infrastructure for training terrorist elements across the border continues to remain intact," the 2009-10 annual report of the Home Ministry said. It said the Government was firmly committed to thwarting the challenge posed by terrorists and violence sponsored from across the border. "The available information reveals that the infiltration that consistently decreased since 2005 has reversed in 2009 and increased substantially when compared to 2008," the report said. A militant, identified as Javaid Ahmad Chesti alias Nanna Chesti, was arrested by Police near Islamia College in the Gojwara area of the Srinagar city in the evening of April 5, reports Daily Excelsior. Police also recovered a pistol and some explosives from his possession, Police sources said on April 6. According to sources, Chesti was a member of now-defunct Students Liberation Front (SLF) in the early days of militancy in Kashmir. He was arrested and after his release several years ago, he had given up arms to lead to normal life. However, he told the Police, that he was wooed back to militancy recently as efforts were on to revive the Al Umar Mujahideen militant group in the city by recruiting fresh youth into militancy and to recycle those who had given up arms earlier. Al Umar Mujahideen, an outfit which was believed to be the armed wing of Awami Action Committee headed by Mirwaiz Umer Farooq, is headed by Mushtaq Ahmad Zargar alias Latram. The chief ‘commander’ of the outfit was arrested by Security Forces in mid-1990s and released, along with Jaish-e-Mohammad (JeM) chief Maulana Azhar Masood and British militant Omar Sheikh, in exchange of the hijacked Indian Airlines plane from Kathmandu to Kabul (IC-814) in December 1999. The militant outfit had lost most of its cadres during counter-insurgency operations during the decade of 90’s and was considered almost defunct. The outfit kept itself alive by claiming responsibility for some grenade attacks in the old city areas in the early years of past decade.

Police said the SIM cards of four private telecom operators — Airtel, Aircel, Idea and Tata Indicom — were recovered from two “active Over Ground workers (OGWs)” on April 6 in Kupwara. The detained OGWs had procured SIMs in the Pulwama District and were travelling to Kupwara in a Sumo when a Police team intercepted them. The Police also recovered five mobile phone sets from them. “The two active OGWs identified as Owais Ahmed Wani and Owais Bashir are from South Kashmir’s Pulwama District. They had procured SIMs of four telecom companies in Pulwama and had to hand them over to militants in Kupwara. But we got an input and arrested them at Sogam,” Superintendent of Police (Kupwara) Mohammad Yousuf Mir told Indian Express. “We also arrested the driver of the Sumo for questioning,” he added. This is the first time that Police have come across SIM cards being smuggled by suspected militants from South Kashmir to North Kashmir. The Home Ministry had in November 2009 banned prepaid connections in the State in view of security concerns. However, the ban was lifted on January 21, 2010 after a “foolproof” plan was finalised by the Ministry to ensure proper verification for prepaid cell phone subscribers.

An Army trooper was killed and another injured in a gun battle with militants holed up in the forest area of Handwara in the Kupwara District on April 8, reports Daily Excelsior. Acting on a tip off about presence of militants, Security Forces (SFs) launched a search operation in the forests of Kramhour-Rajwar in Handwara. During the operation the troops came under heavy firing from the militants in which two soldiers were injured. One of the injured soldiers later succumbed to injuries. Three to four militants of the Lashkar-e-Toiba (LeT), including the most wanted ‘commander’ of the outfit, Abdullah Uni, are believed to be holed up in the forest area. The militants were already operating in the hinterland of the Valley and were not infiltrators. However, intelligence sources said Uni, a Pakistani national, might have been on his way back to Pakistan occupied Kashmir (PoK). Uni is the top ranked LeT ‘commander’ in North Kashmir and has managed to escape the dragnet of SFs at least five times in the last five to six months. He is considered to be the brain behind all the major attacks on SFs and Police informers in Sopore and adjoining areas over the past couple of years.

However, two of them were trapped by Police and Security Force (SF) personnel at Chabe Chak Nursery along Ujh River under the jurisdiction of Rajbagh Police Station, about eight kilometres from Jammu-Pathankot national highway, in the Kathua District in the evening of April 19. The militants opened firing on Police personnel before taking shelter inside the Nursery, about 400 meters away from the populated area of village Chabe Chak. Retaliation by Police left one of the militants injured. While only two militants have been spotted so far, Police didn’t rule out the possibility of some more militants having succeeded in infiltrating into this side but maintained that at no other place movement of the intruders has been observed. “We have surrounded entire Chabe Chak Nursery, spread in 400 kanals of land, along Ujh River. Besides, entire village, where the militants were hiding, and surrounding areas leading to Jammu-Pathankote national highway have been sealed. People have been advised to observe extreme restraint while venturing out of their houses with confirmed presence of two militants,” said Senior Superintendent of Police (Kathua) Gareeb Dass. Official sources said there was a strong possibility that the militants had intruded into this side from forward village of Simbal Skole in the Bamial sector of Gurdaspur District of Punjab where Pakistan troops resorted to heavy firing at 10.20pm in the night of April 18 and damaged border fencing in 400 meters of area by firing rockets. Another possibility was that the militants had infiltrated through Tinda Post in Paharpur area of Hiranagar sector but there was no visible evidence of intrusions as the fencing was in tact, sources said. Militants in Jammu and Kashmir are recruiting more and more women, a secret Police document accessed by Daily News & Analysis has shown. “Each village has a substantial number of women Over Ground Workers (OWGs) who are being used to deliver money, weapons or information to terrorists,” the report says. Recruiting women has its advantages, according to the report, which says, “Getting women convicted under preventive detention is a distant dream. For example, one woman was caught transferring terrorist money and grenades but was let off on bail after Sopore witnessed law and order problems.” Society, too, doesn’t look kindly on women being held for terrorist activities. Also, the militants have started using upgraded technology. They are using voice overlapped internet protocol (VOIP) and encrypted messages. “Terrorists have switched to different methods of communication, including VOIP calls, which are difficult to track,” the six-page document reveals, adding, “All messages sent and received are matrix-based and take a lot of time to decipher. By the time they are decoded, their importance is lost.” The report further said that in the past six months, more than 20 Security Force (SF) personnel and 15 militants were killed in Sopore in various militancy-related incidents. The high casualty among SFs is attributed to a new strategy developed by the Lashkar-e-Toiba (LeT) chief Uni, who has been able to bring together several outfits. In 2010, Sopore has seen more than eight militant attacks on Policemen and security installations. Most of them have been carried out by a module comprising LeT, Harkat-ul-Mujahideen (HuM) and HM, all headed by Uni. Pakistani national Uni had replaced Furqan, LeT’s Kashmir chief, who returned to his home country a few years ago. The Jammu and Kashmir Police on April 21 arrested Mohammad Ahsan Antoo, the head of the little-known body called Human Rights Forum, hours before he was to organise a conference to be tele-addressed by the Lashkar-e-Toiba (LeT) founder Hafiz Muhammad Saeed, Jaish-e-Muhammad (JeM) chief Masood Azhar and HM chief Syed Salahuddin, according to Indian Express. Besides Antoo, the Police also arrested four other separatist leaders including Javid Mir, Mukhtar Ahmad Sofi, Sheikh Zahoor Ahmad and Haji Farooq Ahmad Wani. They were heading towards the local hotel, where the meet was to be held, when the Police took them into custody. “We had reports that they are going to play a taped message of Hafiz Mohammad Syed. Then Jaish’s Masood Azhar and Hizb-ul-Mujahideen chief Syed Salahuddin were also going to address this gathering through phone. The SFs carried out the operation around the mountainous forest in Gandoh, about 180 kilometres north-east of Jammu, in the night of April 23 following information about presence of a group of militants there. "One militant was killed last [April 23] night while the other early Saturday [April 24] morning," Doda Senior Superintendent of Police (SSP) Prabhat Singh said. "Tanvir Ahmad, one of the killed militants, was the ‘area commander’ of Hizbul while the other Zubair Ahmad was his close associate. The Security Forces recovered both the bodies today [April 24] morning," the SSP added. The duo was close associates of Shah Din alias Shabir Shah, a ‘divisional commander’ of HM for Doda District, adds Daily Excelsior.
