At least 17 Policemen were injured during stone pelting in curfew bound Anantnag District on September 1, reports Daily Exelsior. A Police spokesman said a troop’s carrier of Armed Police was pelted with stones by some miscreants at Thak Boni locality of Nai Basti in Anantnag town. The driver lost control of the steering in view of the stone pelting, resulting in the mishap. Curfew continued to remain for the third day on September 1 Anantnag District in south Kashmir following inputs that separatists might try to incite protests in the town following the killing of a youth in Police firing on August 30. Maisuma locality of the Sri Nagar was tensed as residents of the area took to streets early in the morning on September 1 against the firing incident on August 30 in which five persons were injured. Elsewhere, law and order situation in the Valley remained peaceful as no untoward incident was reported from any part.

An elderly man injured during clashes between Security Forces (SFs) and stone pelters near SDA Colony in the Bemina area of Srinagar city succumbed on September 9, reported Daily Excelsior. While Police said Ghulam Ahmad Guroo was hit by a brick hurled by miscreants, the residents of his native Khujibagh area at Sumbal in Bandipora District said he had been hit by a tear smoke shell. Separately, a youth was shot dead by Army in 'mistaken identity' in the Kudora forest area of Bandipora District. Manzoor Ahmad Pathar was shot dead by the troops while he was moving from a dhok in forest area towards his residence in Kudora. A Defence spokesman said the troops challenged the person after noticing some suspicious movement during an ambush at around 2.30a.m. "The man ran away, prompting the jawans to open fire," he added. Normal life in Ganderbal District town remained paralysed as a mob started pelting stones at SFs to protest their alleged high handedness while dealing with similar protests on September 8 in which one protester was injured. Four more separatist leaders, including People’s League chairman Shabir Shah and Kashmir Bar Association (KBA) president Mian Abdul Qayoom, were detained under Public Safety Act (PSA) and lodged in Kot Bhalwal prison in Jammu on September 9. The others detainees were Qazi Yasir Ahmed, Mirwaiz of North Kashmir and Mohammad Akbar Lone, a leader of the All Party Hurriyat Conference- Geelani (APHC-G). In addition, 11 more habitual stone pelters from three Kashmir Valley Districts of Srinagar, Budgam and Anantnag were detained under PSA and shifted to Jammu. Meanwhile, authorities lifted curfew from all parts of Kashmir Valley on September 9, restoring normal life in the Valley. Curfew was lifted from the Srinagar, Anantnag and Bijbehara towns. The lifting of curfew saw markets across Kashmir valley, except for Ganderbal, coming to life. Meanwhile, Government said a video clip, purportedly showing some Kashmiri youths being stripped and paraded naked by uniformed personnel through an agricultural field in Sopore (Baramulla District), had not been "authenticated" and agencies had been asked to investigate the matter, reported Times of India. "No one has been able to authenticate the video so far," Union Home Minister P. Chidambaram told reporters while replying to a question on the three-minute video clip uploaded on two prominent social networking sites – You Tube and Face Book. The minister said he had asked security agencies to find out whether anybody featuring in the video had spoken out, adding, "Until it is authenticated and the persons identified, I think it would be unsafe to rely on such a video."

The All Party Hurriyat Conference-Mirwaiz (APHC-M) chairman Mirwaiz Umar Farooq on September 10 said that bilateralism has failed to resolve Kashmir issue and only way to settle the dispute was to implement the United Nations resolutions or hold a dialogue involving India, Pakistan and leadership of Jammu and Kashmir, reported Daily Excelsior. "Bilateral dialogue cannot resolve Kashmir issue. There are only two ways of resolving the issue i.e, either to implement the UN resolutions or hold talks between all the three parties to the dispute," Mirwaiz said in his Friday sermon at Jamia Masjid in Srinagar. He said Kashmir issue cannot be resolved by "Eid or economic packages". "We want Government of India to accept that people of Kashmir, as it existed on August 14, 1947, are the basic party to the dispute and its people will decide future of the State," he said. He elaborated that all five regions - three under Indian control and two under Pakistani control - need to be unified and views of people from all the regions need to be considered for a final settlement of the issue.

The SFs also recovered a large quantity of arms, ammunition and some incriminating document from the site of encounter. The encountered occurred when the SFs launched a massive search operation in the area following receipt of specific information about presence of five Hizb-ul-Mujahideen (HM) militants. Identity of the deceased militants could not be ascertained immediately as the search operation in the area was still going on when last reports came in. A large quantity of war like stores including eight AK rifles, hand grenades, radio sets, sophisticated satellite communication equipment, maps and coding algorithms were recovered from the possession of the militants killed. So far, 13 militants and two Army troopers have been killed in the operation. The operation began on September 6 when the troops guarding the LoC intercepted a large group of militants attempting to sneak from across the border. While four more militants were killed on the first day of the operation, seven more militants were eliminated two days later on September 8. Although initially Army denied that it had suffered any casualty in the operation, sources on September 16 admitted that two troopers were also killed on the first day of the gun battle. Army has shot dead 30 militants in Kashmir Valley since the beginning of September, sources said, adding, "This includes 15 terrorists killed on the Line of Control and 15 in the hinterland."

As reported earlier, a militant was killed in the same area on September 22. The slain militants belonged to the Hizb-ul-Mujahideen (HM) outfit and were identified as Azad Ahmad and Tauseef Ahmad alias Seepa. One trooper was also injured in the gun battle. While the house, where the militants were hiding, got damaged in the exchange of firing between the two sides, the SFs recovered some arms and ammunition from the incident site. This was stated by the Police in response to reports in a section of media that clashes has left 2000 people injured. A Police spokesman said the 504 civilians suffered injuries when Security Forces were engaged in controlling scores of law and order situations. Of them, 156 were injured in Srinagar alone. In Kulgam District, four sustained injuries. At the same time, “in the hundreds of violent incidents of stone-pelting and arson resorted to by miscreants, 2660 Police personnel suffered injuries, both grievous and other.” Again, Srinagar District topped with injuries to Policemen (640). It was followed by Baramulla (503) and Handwara (42). Similarly, 1351 CRPF personnel suffered serious and other injuries. “Besides, one Policeman lost his life in mob violence. One SHO Pattan Fayaz Ahmed was injured when militants fired at a mob,” the spokesman said. During this period, 78 pieces of built-up property, comprising 44 offices of various departments, 29 Police Stations, and five Police Posts were set ablaze. “Mobs set on fire and damaged 31 Government vehicles, including 22 Police vehicles. "It has come to the notice of the intelligence agencies through various inputs received that terrorists belonging to the LeT are likely to intermingle with the protesters," a brief report of the Army said on September 24. According to inputs received, the LeT operatives have sought permission from their handlers across the border to lob grenades or explode Improvised Explosive Devices (IEDs) during demonstrations to trigger large scale casualties and incite protesters to resort to violence, it said. Such attacks are most likely to be carried out in close proximity to camps and posts of Security Forces so as to ensure that they face the brunt of the violence and are forced to retaliate. "This is likely to set in motion a chain of events leading to high rate of casualties," the report said. The report said that highly trained women terrorists, who are experts in handling of explosives, are likely to be at the forefront of this new strategy aimed at upping the ante by exponentially increasing the intensity of violence and consequently the number of casualties. The local operatives and Over Ground Workers (OGWs) have also been instructed to motivate the economically weaker sections of the populace including women to join the protests, it said.

Unveiling a package of measures approved by the Cabinet Committee of Security (CCS) at its meeting in New Delhi in a bid to deal with the civil unrest in the Kashmir Valley, Home Minister P Chidambaram said the State Government will be advised to review the notification of areas as "Disturbed Areas". In a bid to reach out to the masses, the Centre also advised the State Government to release students and youth who have been arrested or detained for stone pelting and similar violations of law during the Valley unrest, and withdraw all charges against them. The State Government has also been advised to review cases of all Public Safety Act (PSA) detenues and withdraw detention orders in appropriate cases. "Government will appoint a Group of Interlocutors under the Chairmanship of an eminent person to begin the process of sustained dialogue with political parties, groups, students, civil society," Chidambaram added. The CCS decided to advice the State Government to immediately convene a meeting of the Unified Command and review the deployment of the Security Forces in Kashmir Valley, especially at Srinagar, with particular reference to descale bunkers and check points in the summer capital and other towns, the Home Minister said. Chidambaram said Government will grant ex-gratia of INR five lakh to the family of each of those killed in civil disturbances in Kashmir since June 11. On the issue of releasing people detained during the unrest, Chidambaram made it clear that there were only 245 people arrested or detained by the State Government out of whom 84 were in judicial custody, 110 in Police custody and 51 detained under the PSA. As part of the eight-point initiative, Chidambaram said two Special Task Forces--one each for Jammu region and Ladakh region--will be appointed to examine the developmental needs of the two regions, with particular reference to deficiencies in infrastructure and make suitable recommendations. Though, the ruling National Conference-Congress alliance along with the main opposition People's Democratic Party (PDP) welcomed the initiative, the All Party Hurriyat Conference-Geelani (APHC-G) rejected Centre's eight-point formula to de-escalate the current turmoil in Kashmir terming it as an "eye wash" even as other separatist outfits maintained a studied silence.

"We respect every leader and the party associated with the on-going movement in Kashmir. But, we request the leaders not to issue statements which can lead to chaos and confusion among the people," several JKLF leaders said in a statement. "There is a perception among some people, in particular among sections of civil society that CRPF is firing on unruly mobs in Jammu and Kashmir at the first instance without using alternate methods. All non-lethal methods are used to disperse the mobs and firing is resorted to only when there is an imminent danger to life and property," CRPF Special Director General (DG) N. K. Tripathy said. The CRPF personnel along with the State Police were increasingly using non-lethal methods of crowd control in the Valley, he said adding, "It is presumed in some sections that CRPF uses force at the first sight of mobs. Some people have even criticised the force for going berserk. This is far from truth." "The situation in Jammu and Kashmir in recent months has been very disturbed and the law and order situation is in turmoil. Riotous mobs pelt stones on Security Force personnel on regular basis. Schools across Kashmir Valley reopened on September 27 after remaining shut for 100 days due to civil disturbances, according to Daily Excelsior. Attendance was, however, thin in the wake of All Party Hurriyat Conference–Geelani (APHC-G) leader Syed Ali Shah Geelani’s call to parents not to send their wards to schools and colleges. Security Force (SF) personnel ensured that students and teachers had a smooth passage through areas where there were curfew and other restrictions. In order to ensure the smooth functioning of schools, the State Government had pressed a fleet of State Road Transport Corporation buses into service. More than 170 buses were deployed on 11 city routes for facilitating the movement of students and school staff. Despite tight security deployment around the schools, the school buses of some private schools became the target of the protestors, who smashed window panes of many vehicles at Rawalpora, Rangreth, Nowgam and also allegedly harassed the school staff at Nowshehra, Nowhatta and some other areas. Sources said the firing from Pakistan side, which had started at 8.20pm in the night of September 28 after an initial brief spell at 10.30am, continued till 7am on September 29. As many as 40 rockets, 80 mortars and over 6000 rounds of Light Machine Gun (LMG) were fired by Pakistan army during about 11 hours of uninterrupted firing at forward Indian posts of Kirpan, Teep Naveli, Nangi Tekri and Kranti between Krishna Ghati and Jhalas sectors. A Hizb-ul-Mujahideen (HM) militant, identified as Taj Mohammad, 26, on September 29 surrendered before the troops in the Thanna Mandi area of Rajouri District along with arms and explosive devices. At the time of surrender, Taj handed over one AK-47 rifle with one magazine and 30 rounds, one hand grenade, 22 detonators, one Identity card, PKR 500 and one matrix sheet. In August, the LeT militant Rafiya Maulvi, a ‘district commander’ and his associate Mohammad Asif had surrendered before the troops in Doda.

In addition, a Police spokesman said, "Curfew was relaxed in south, west and east zones of Srinagar city from 8.00 am to 10.00 am, but the relaxation was later extended till further orders." Meanwhile, All Party Hurriyat Conference-Geelani (APHC-G) Chairman Syed Ahmad Shah Geelani’s decision to exempt the day from strikes and protests saw a massive 26 per cent more students attend schools as many private educational institutions opened, two days after the Government announced its plans to restart learning process in the Valley even during curfew days. While only 41 per cent of the students had attended classes across Kashmir Valley on September 28, the figure on September 29 stood at 67 per cent.

On September 29, a group of three to four Lashkar-e-Toiba (LeT) militants ambushed an Army patrol at Islampura between Dera Ki Gali (DKG) and Thanna Mandi in Rajouri District in which an Army soldier was injured, reported Daily Excelsior. In the resultant encounter, all three militants were shot dead by Army and Police. Sources said a group of about half a dozen militants was still active in Dera Ki Gali and Thanna Mandi areas but they continued to change positions to avoid falling into trap of the Security Force (SFs) personnel.

The SFs carried out a joint search operation in Bichar forest area of Chatru after information that the Hizb-ul-Mujahideen (HM) militants had dumped a major consignment of explosives and arms in a natural cave to carry out blasts and other subversive activities in the district. Recoveries included 25 kilograms of RDX, two pistols (one Chinese and another Pakistani), two 12 bore rifles, two wireless sets, five grenades, one grenade of Under Barrel Grenade Launcher (UBGL), 14 gelatine sticks, 288 AK-47 rounds and a large quantity of ration items.

The State Government on September 29 decided to release all the youth arrested for stone-pelting during the last four months, remove 16 Security Forces' bunkers from Srinagar city, constituted two committees to review the disturbed areas in the Valley and Jammu provinces under the Armed Forces Special Powers Act (AFSPA) and review the cases of those persons detained under Public Safety Act (PSA), reported Daily Excelsior. The biggest reconciliatory move from the State Government came in the form of decision to immediately release over 50 youth, including 31 students, who were arrested on the charges of stone-pelting since June 11. Also, the mobile telephone services will be restored in Baramulla and Sopore towns immediately. The mobile services in these areas were suspended in July when the agitation began to intensify with violent protests becoming a daily routine.
