Daily Excelsior reports that Police arrested an operative of the Lashkar-e-Toiba (LeT) outfit in Srinagar on January 1 and recovered INR 200,000 hawala money from his possession. Srinagar Police arrested a LeT operative has been identified as Parvaiz Akbar Lone, resident of Kanlibagh in Baramulla District. Police freezed two of his accounts which were being used for funding militant activities, a Police spokesman said. Parvaiz had so far passed on more than INR 2 million to self styled LeT commanders Abdullah Uni and Chota Salahuddin and was also in contact with top LeT operatives. Initial investigations done by the Police revealed that some of the money was used to organize stone pelting incidents in Sopore, the spokesman said, adding that investigation had also revealed the names of few more persons, who were funding militants, and more arrests are expected in this regard.

A group of eight to 10 militants tried to sneak-in into Indian Territory from Ramgarh sector in Samba District late in the night of January 3, reports Daily Excelsior. In the first infiltration attempt of 2010 on the International Border (IB), the militants tried to sneak-in taking advantage of dense fog in forward area of Narayanpur falling between Dug and Jerda villages in Ramgarh sector at 10.30 pm (IST). The intrusion bid, which came just two days after a flag meeting between Border security Force (BSF) and Pakistani Rangers in Samba sector, was foiled by the Security Forces. In the retaliatory fire of the BSF two militants were injured. The BSF didn’t suffer any casualties in the firing.

The State Government has abandoned the plan to set up an elite anti-terrorism unit in the State, five months after the formation of the squad was announced, a Police official said on January 3, according to Times of India. The Anti-Terrorist Squad (ATS) has been disbanded even before it was formally launched, the official said. "The ATS never came into existence formally and whatever existence it had on paper too has been dismantled," the Police officer told IANS. The decision to form the ATS of the Jammu and Kashmir Police was taken in a cabinet meeting July 14, 2009. As the Special Operation Group (SOG) of the State Police normally conducts anti-terror operations, including intelligence gathering, “it was felt that there was no need for having a parallel set-up to SOG," the official said.

Militants carried out an aborted fidayeen (suicide) attack on a Central Reserve Police Force (CRPF) camp at Lal Chowk in Srinagar, killing a Policeman and injuring nine persons, including a CRPF trooper, reports Daily Excelsior. Heavily armed militants, believed to be two in number, lobbed a grenade towards the bunker of CRPF (132nd battalion) outside the remnants of Palladium Cinema in Lal Chowk at around 2.15pm (IST) and tried to enter the makeshift complex of the Security Forces (SFs), Police officials said. They said attempt of the militants was thwarted as the SF personnel opened firing, forcing the militants to take refuge in Punjab hotel across the road. As the militants took positions inside the hotel, Police and other SFs cordoned off the area to prevent the militants from escaping from the incident. The militants hurled two more grenades towards the SFs and the two sides exchanged intermittent firing till the filing of last report. The SFs adopted a 'go slow' strategy in the initial stages as thousands of civilians were trapped in their offices or homes located in the vicinity of the hostilities, a senior Police officer said.

Pakistan Army is reported to have set a vast portion of grass on fire on its side opposite Balakote sector in Mendhar tehsil (reenue unit) of Poonch District in the night of January 6 with a view to divert attention of SFs on this side. The fire spread into Indian territory in the morning of January 7 leading to a series of mine explosions on both sides of the Line of Control (LoC). Official sources said there was no immediate threat to civilian population on Indian side as the fire was still across fencing but added that it was spreading very fast as there was a huge growth of ‘sarkanda’ and grass on either side of the LoC. There were specific inputs that fire, which spread from Pakistan Army’s posts of Kandli and Khara opposite Balakote sector, was a deliberate act of the Pakistan Army to keep LoC active for some days as there was no way to control the flames.

The 22-hour long operation against two militants holed up in a hotel at Lal Chowk in Srinagar ended on January 7 as both the militants of Lashkar-e-Toiba (LeT) were killed, taking the death toll in the first major militancy related incident of the year to four, reports Daily Excelsior. One Policeman was killed in the initial attack on January 6 while a civilian injured in the firing succumbed to injuries early in the morning of January 7. At least 12 persons including three Central Reserve Police Force (CRPF) personnel and a photo-journalist of a Valley-based English newspaper were also injured in the operation spread over two days, official sources said. "The encounter is over. Two terrorists of Lashkar-e-Toiba including a Pakistani have been killed," Jammu and Kashmir Director General of Police Kuldeep Khoda said. While one Pakistani terrorist was identified by security agencies through wireless intercepts as Qari, the other one was named as Usman from Sopore. The radical pro-Pakistan militant outfit Jamiat-ul-Mujahideen (JuM) had claimed responsibility for the attack but the Security Forces (SFs) said this was clearly the handiwork of Pakistan-based LeT.

The body of Bilal Ahmad Chaploo, a resident of Gulabad in Arampora was found in an orchard in the same village, falling under the jurisdiction of Sopore Police Station. A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

A Police spokesman said that both the militants were part of the break away group of the Hizb-ul-Mujahideen (HM) outfit which had joined the LeT in 2009 and had been instrumental in strengthening of the LeT. They had developed a strong base in Srinagar and South Kashmir, the spokesman said. The slain militants were identified as Irfan Mushtaq alias Command (call sign 17), a ‘deputy divisional commander’ of HM and a resident of Lar in Gulabgarh and Ibrar alias Abu Ubaida (call sign 04), a resident of Thanola. An Army Subedar and a Special Police Officer (SPO) were injured in the operation while two civilians, who had been taken hostage by the militants, were safely rescued. Official sources said the SFs launched a joint search operation at Thanola following an information that two HM militants had taken shelter in village Kangri, about 10 kilometres from Arnas, at 1 pm (IST). On observing movement of the SFs, the militants took shelter in a village Mosque. When Army and Police personnel asked the militants to come out and surrender, the militants lobbed two grenades towards the SFs. The SFs didn’t retaliate to maintain sanctity of the holy religious place. Finding themselves trapped, the militants took two civilians from the mosque as hostage and fled towards upper reaches of Kangri. The SFs chased and engaged them in an encounter. After the hostages were rescued, both militants were shot dead by the SFs in the gun-battle, Inspector General of Police Jammu Ashok Gupta said. Recoveries made from the possession of slain militants included one new type of foldable rifle of AK series with 60 rounds, one AK-47 rifle with 41 rounds, one mobile telephone, a UBGL and a Chinese grenade, one I Com radio set, one solar charger and INR 50,000 in cash.

There was a heavy cross-border firing from the Pakistan side on Sabzain Forward Defence Location along the Line of Control (LoC) in Poonch District, a senior Army official said. Indian troops retaliated resulting in exchange of fire for half-an-hour during which Sepoy Shurvir Singh was killed. This was the fifth infiltration bid in a week. There were also reports of firing of two rockets on the forward post in the same area. Earlier, militants triggered a blast to cut into the border fencing in Akhnoor sector of Jammu in the wee hours but BSF troops foiled their attempt after a fierce gunfight.

Antony announced that para-military Central Reserve Police Force (CRPF) will takeover security of Jammu-Srinagar National Highway from the Army from January 15, reports Daily Excelsior. Antony said an instruction to this effect has been passed on by the Union Ministry of Home Affairs (MHA) on the request of Ministry of Defence. Antony also said that a request had also been sent to the MHA to issue instruction to discontinue the use of combat uniform by all Central Police Organisations and State Police. He said the hard work put in by security agencies and the people had brought down the level of violence considerably in the State though attempts at infiltration had increased. He added that the year 2010 might be a crucial one as forces inimical to stability and peace in Jammu and Kashmir would make all out efforts to neutralise the gains of past two years. "The incidents in the first week of January in the Valley are indicative of the shape of things to come," the Minister said. Further, Antony asked for ‘intensive operations’ against militants and stepping up of vigilance on the Line of Control to ensure that development process in Jammu and Kashmir does not fall prey to militant activities. The Army informed the Minister about the ongoing operations against militants. They referred to the encounter in a village in Pulwama District in which one militant was killed. Reports said another militant who was besieged had actually managed to escape. Reports from Jammu suggested that a senior Army officer in the unified headquarters meeting told the Defence Minister that “Pakistan is up to something big” and “we need to know what it is”.

One of the groups succeeded in cutting a part of fencing on Pakistan side but the intrusion bids were foiled at both places by the Border Security Force (BSF). In both attempts, the number of infiltrators was between five to seven. This was third incident of infiltration on the IB where the militants have succeeded in cutting fencing during past fortnight. The intruders had also managed to cut the fencing at Kanachak and Chinore (Gajansoo) sectors. According to intelligence reports, a large number of militants were camping close to Pakistan Army and Rangers’ posts across IB and Line of Control (LoC) in Jammu region awaiting an opportunity to infiltrate. In some cases, the militants were reported to have been lodged in forward posts of Pakistan Army and BSF.

A gun battle between two militants and Security Forces in the Sopore town of Baramulla District which erupted in the evening of January 30 ended in the morning of January 31 (today), prompting the Police to launch a search for militants who could have died during the encounter, according to Times of India. "We are searching the bodies of the militants," Superintendent of Police Sopore Altaf Ahmad Khan told PTI. Police said troops in the evening of January 30 had surrounded a house in Sopore following a tip-off on the presence of militants. The gun battle erupted when Police was fired upon by the two militants who had taken shelter in a house at Khanday Filling Station near Sopore bus stand. "The militants started indiscriminate automatic gunfire at the surrounding security men. The house has been completely marked off to ensure the militants are unable to escape under the cover of darkness in the area," a senior Police officer said.

The other recoveries include 10 kilograms of Improvised Explosive Device (IED), nine IED fuses, one anti-tank mine, four detonators and 20 meters of corded wire one green shell, seven Chinese grenades, 12 other grenades, 23 UBGL shells, 18 AK magazines, 570 AK rounds, one 12-bore rifle, 103 pika rounds, two binoculars and three radio sets.
