Chairman of the Hurriyat Conference (G), Syed Ali Shah Geelani, made a fervent appeal to the people to remain peaceful during their agitation and not burn public property saying additional deployment of troops from Delhi would not deter the people from achieving their “cherished goal.” Geelani said the basic objective of the ongoing agitation was “complete withdrawal of [security] forces” from Jammu and Kashmir as the “people have been denied their basic right to live as per their choice.” However, he made it clear that violence was not part of the agitation. He referred to those burning Government property as “subversive elements.” Geelani, was released on August 3, re-arrested the next day and then released again. He also disclosed that the ruling National Conference (NC) offered him political space for the “cause” he was espousing.

A serious attempt is being made by the militants sitting in Pakistan with the help of Pakistan’s Army and spy agencies to revive militancy in Punjab using former militants and border smugglers and International Border (IB) of Jammu for smuggling of arms, explosives and hawala money. Some important revelations have been made by two border smugglers and courier of militants, arrested by Police and Counter Intelligence (CI) in Jammu, during their sustained interrogation at the Joint Interrogation Centre (JIC) pertaining to revival of militancy in Punjab, official sources said. Sources said Satnam Singh alias Tainy son of Prabhu Dayal, a resident of Kapoorpur in RS Pura and Parvesh son of Bihari Lal, a resident of Avtal in RS Pura were reported to have disclosed during their questioning by Police and CI that the militants of Khalistan Zindabad Force (KZF) with active connivance of Pakistan Army, Rangers and Inter Services Intelligence (ISI) used to throw consignments of arms, explosives, ammunition and hawala money from across the border to this side at a fixed point near the border fencing. Making identical statements in both Houses of Parliament, Union Home Minister P. Chidambaram urged the people of Kashmir to heed the voices of reason and desist from violent protests. “I have a special appeal to parents: your children's safety and welfare is our paramount consideration — as it must be yours — and I would urge you to ensure that they do not join the violent protests. Mindless violence and destruction of public property will not lead to any solution. On the contrary, they will result in loss of lives and injuries to the protesters, an outcome that is entirely avoidable and should be avoided at all costs,'' he said. “… Once peace and order are restored, I am confident that we can explore the possibility of reactivating the political process that holds the key to the solutions,'' Chidambaram added. Daily Excelsior quoted him as saying that he had hoped that the dialogue would "open a window of opportunity" to activate the political process in order to find solutions but it was interrupted on December 4, 2009 when an attempt was made on the life of Fazl-ul Haq Qureshi, a leader who favoured dialogue. Contending that there was "reliable intelligence" that some armed militants had mingled with the crowds and fired at the SF personnel, he said, the SFs were compelled to open fire in self defence or to protect public property.

The Government on August 4 said that a total of 36 civilians were killed and 1,266 Security Force personnel injured in different violent incidents in the Valley in the last three months, Times of India reports. "Between June 11 and August 2, 36 civilian deaths were reported. Total 1,266 were injured among Security Forces," Union Minister of State for Home Affairs Ajay Maken informed the Rajya Sabha (Upper House of Parliament). "During June and July, 872 stone-pelting incidents were reported in the Valley," he said in a written reply to a question. Maken said there have been a "series of protests since June 11 and the Security Forces were targeted by protestors by a volley of stone-pelting incidents and this led to clashes and casualties of civilians and injuries to Security Forces and civilians." Casualties were followed by more protests leading to a vicious cycle of events and more clashes, the mobs engaged in arson and destruction of public property and the Police had to resort to curfew and restrictions in the Valley, he said. Replying to another question, the minister said there was no death on the side of Security Forces and 220 civilians were injured in violence between June and July.

Pakistan would continue extending diplomatic and moral support to the people of held Kashmir until their legitimate aspirations are realised, he added further.

On August 10, in a televised speech on Jammu and Kashmir, the Prime Minister Manmohan Singh said that the only way forward in Jammu and Kashmir is along the path of dialogue and reconciliation, reported Times of India. “I urge the people of Jammu and Kashmir to give peace a chance. There is a lot of hard work that needs to be done to rebuild the State and its institutions. We must promote economic activity and create opportunities for employment. We must build physical and human resource infrastructure,” he stated. “But I recognize that the key to the problem is a political solution that addresses the alienation and emotional needs of the people. This can only be achieved through a sustained internal and external dialogue. We are ready for this. We are willing to discuss all issues within the bounds of our democratic processes and framework,” he stressed, adding, “But this process can gather momentum and yield results only if there is a prolonged peace.”

The chairman of the Hurriyat Conference (G) Mirwaiz Umar Farooq called for withdrawal of the troops and release of political prisoners as a pre-condition for talks with New Delhi, The Hindu reports. Mirwaiz reiterated his four-point demand to make the atmosphere conducive for any political engagement. "The withdrawal of Indian troops should start immediately; the Armed Forces Special Powers Act and the Disturbed Area Act should be repealed; bunkers and camps should be removed from cities and towns; and all political prisoners, including the recently arrested youths, should be released… Only after these demands are met, can the three parties — India, Pakistan and the Kashmiris — move forward to resolve the Kashmir issue." Asserting that the ongoing agitation was not to demand any economic package, the Mirwaiz rejected Prime Minister Manmohan Singh's appeal for talks to restore peace in the Kashmir Valley and said, "The protests would continue until the Kashmir issue was resolved."

Addressing the nation on the occasion of 64th Independence Day on August 15, Prime Minister Manmohan Singh said that he wanted to resolve issues through dialogue, be it with Pakistan, Kashmiri separatists, Northeast groups or Naxalites [Left Wing Extremists], The Hindu reported. “India's democracy has the generosity and flexibility to be able to address the concerns of any area or group in the country,” he pointed out. The Prime Minister made it clear that India wanted peace and harmony with neighbours but emphasized that progress in dialogue with Islamabad would not go far if Pakistan continued to allow its territory to be used for acts of terrorism against India. On Kashmir, he reiterated, “Kashmir is an integral part of India. Within this framework, we are ready to move forward in any talks which would increase the partnership of the common man in governance and their welfare.”

[A suspended policeman hurled shoe at him during the Independence Day function]. Reiterating his call for an end to the vicious cycle of turmoil in Kashmir, the Chief Minister said dialogue was the only way to resolve issues as violence has changed nothing in the Valley over past 20 years. "However, for the first time in 20 years, the Centre has admitted that accession of Jammu and Kashmir was under unique circumstances and needs a unique political solution. The solution can only come through talks and every section of the society has to put its opinion on the table," Omar said adding the dialogue must go on at both internal and external fronts.

Prime Minister (PM) Manmohan Singh on August 26 called for revisiting standard operating procedures and crowd control measures to deal with public agitations with “non-lethal, yet effective and more focussed measures” in Jammu and Kashmir, reported The Hindu. “Despite the curtailment of militant activities in Jammu and Kashmir, the public order dimension in the State has become a cause for serious concern,” he added. The Prime Minister asked Union Home Minister P. Chidambaram to establish a high-power task force to come out with a set of recommendations over the next two to three months on non-lethal crowd control measures. “We cannot have an approach of ‘one size fits all.' For instance, I understand that instead of a single standard sequence for the use of force, other countries have put in place procedures that vary according to the specific needs in different situations,” the PM said.

Union Minister and National Conference leader Farooq Abdullah asserting that the people of Jammu and Kashmir, including Pakistani occupied Kashmir (PoK), want to be with India, said those who wanted azadi (freedom) were unaware of the consequences of this demand. Intervening in a debate in the Lok Sabha (Lower House of Parliament) on the situation in Jammu and Kashmir, he said the State would share the fate of Afghanistan, where the diktat of the Taliban runs now, if it became independent. “Most Kashmiris want to find a solution to the problems within India. We want to find a solution to the problem within India and not in Pakistan, China or in America,'' he stressed, adding, “We want the Jammu and Kashmir of Hari Singh that had acceded to India and included the PoK, some parts of which are now with China. It seemed that India had given up on these areas.”
