Separatist elements were fuelling violence in Jammu and Kashmir by provoking the youth with a large number of school-goers found involved in stone pelting incidents in the Kashmir Valley, the Rajya Sabha (Upper House of Parliament) was told on December 1, PTI reported. "There are reports to suggest that the unrest in Kashmir valley is being provoked by some separatists elements. Among the stone pelters are also students, as per report of State Government," Minister of State for Home Affairs Ajay Maken told the Upper House. A total of 410 students have been arrested for stone pelting incidents in the Valley, he said quoting a State Government report. Maken also said the Centre has announced an 8-point plan which included the immediate release of all students and youth detained or arrested for stone pelting or similar violations of law and withdrawal of the charges against them. Several other measures have also been taken by the Government for the benefit of youth which includes training programmes to enhance skills, opening of technical institutes and employment in the service sector. "Besides, a new National Youth Corps and Skill Development Programme covering 16000 youth, is in the process of implementation. An expert group has also been set up to formulate a job plan for the youth of the State involving both the public and the private sector," the Minister added.

Stating that activities of the militants of different outfits have been contained up to large extent, the General Officer Commanding (GOC, 16 corps), Lieutenant General Rameshwar Roy on December 1 said that normalcy was fast restoring even in those areas of the Jammu region which were earlier considered as hot-bed of the terrorists, reported Daily Excelsior. "With the coordinated efforts of all the security agencies we have succeeded in neutralizing militants across the region up to large extent by smashing their network", he said, adding "it is due to mounting pressure of the security forces that terrorists are easily falling prey to the bullets". Referring to the twin remote Districts of Doda and Kishtwar, he said that Police has succeeded in restoring peace and normalcy in those areas of the region, which were early, considered as breeding ground for the terrorists.

Pakistan Army twice violating the cease-fire resorted to heavy firing on Indian positions on the Line of Control (LoC) in Balnoi area of Krishna Ghati sector in Poonch District in the afternoon of December 2 in an apparent attempt to push militants into this side taking advantage of adverse weather conditions and dense forests, reported Daly Excelsior. Indian side retaliated to neutralize the militants and ensured that they didn’t manage to intrude into this side. Official sources said a big group of militants hiding in Mandol forests of Pakistan occupied Kashmir (PoK) opposite Balnoi area of Krishna Ghati sector were launched from the forests to cross into Indian territory. Pakistan Army started small arms firing at 2pm from their forward posts around Mandolforests on the LoC targeting Indian posts of Chaja, Man, Kranti, Kirpan and Ghoda. The small arms firing continued for about half an hour. At 3.30pm, Pakistani troops started heavy arms firing using mortar and rocket shells besides the Universal Machine Gun (UMG) with a view to divert the attention of Army from the infiltration route of the militants. The heavy firing from Pakistan side continued till 5.30pm. No casualties were reported on the Indian side. The case-fire had come into force between India and Pakistan in November 2003.

Militants carried out several rocket attacks on Government installations, including the residence of Superintendent of Police (SP) in Sopore town of Baramulla District in the intervening night of December 5-6, reports Daily Excelsior. Militants fired some grenades from Rocket Projectile Guns (RPGs) towards Town Hall Complex in Sopore, an unnamed Police spokesman said on December 6. He said the militants followed the firing of rockets with gunfire, which was retaliated by the Security Forces (SFs) posted on duty around the area. The complex houses Battalion Headquarters of Central Reserve Police Force’s 179th Battalion, besides the office-cum-residence of SP Altaf Ahmad Khan and BSNL Exchange. The exchange of firing between the two sides lasted few minutes but the militants managed to escape from the incident site. "There was, however, no loss of life," the spokesman said.

Police arrested a head of HM’s recruitment cell, identified as Fateh Mohammad alias Chacha son of Ghulam Mohammad Akhoon, a resident of Pinjrari in Dachchan, from village Pinjrari in Dachchan area of Kishtwar District. With his arrest, the entire recruitment wing of the HM in Kishtwar has reportedly been neutralised. Police said Chacha was instrumental in recruitment of local youth of different areas into militancy. The SFs had been looking for Chacha after a couple of Over Ground Workers (OGWs) of militants arrested by Police in Kishtwar earlier had disclosed involvement of Chacha in recruitment of local youth into the militancy. Police formally arrested three associates of Pakistani militant and HM ‘divisional commander’ Mohammad Abdullah Chechi alias Abdullah Inqullabi and registered a case against them at Budhal Police Station in Rajouri District. The arrestees identified as Mohammad Junaid, Mohammad Arif and Tahir had been detained for questioning on November 26. Rajouri police detained them on November 26. As reported earlier, Delhi Police arrested Inqullabi on November 14 at Deer Park near IIT in South Delhi. He was handed over to Rajouri Police by the Chief Metropolitan Magistrate (New Delhi) on November 29 on completion of 14 days remand as a court in Rajouri had issued a production warrant against him. The Rajouri Sessions court had on December 2 handed over the custody of Inqullabi to Rajouri Police for custodial interrogation. Inqullabi is in police custody till December 6.

The Central Government has sought withdrawal of 60 companies (nearly 6000 personnel) of Central Para Military Forces (CPMFs) from Jammu and Kashmir following improvement in the situation in the State, reports Daily Excelsior. The Ministry of Home Affairs (MHA) is reported to have asked the State Government to utilize Jammu and Kashmir Police in the area from where the CPMFs are withdrawn. Sources said if 40-60 companies of CPMFs are withdrawn, Police would strengthen the Village Defence Committees (VDCs) in Jammu region while in Kashmir Police force would be mobilized further. Reportedly, few months back, the Centre had withdrawn few companies of CPMF from the State including Jammu region. In lieu, only four companies of Punjab Police were provided, which were being used by the Police authorities to protect the houses of VIPs or act as escort personnel. Meanwhile, sources said that the MHA need these many companies of CPMFs for deployment in Naxal [Left wing Extremism]-hit States like Bihar, Chhattisgarh, Jharkhand, Orissa, West Bengal, etc.

An Army Captain and a Pakistani militant affiliated with Lashkar-e-Toiba (LeT) were killed in a 20-hour-long gun battle in Sopore town of Baramulla District, reported Daily Excelsior. The gunfight erupted in the town on Srinagar-Kupwara highway in the evening of December 7 when a joint search party of Police and Rashtriya Rifles (21st Battalion) laid a siege around a house following specific information about presence of two suspected LeT militants. An Army Captain was injured in the initial encounter. The Captain succumbed to injuries in the morning of December 8. The Captain was identified as Upmanyu Singh, according to Times of India. "The operation was halted for the night to avoid collateral damages and resumed this morning," a Police spokesman said on December 8, adds Daily Excelsior. Official sources said the operation ended at around 3pm after the house, where the militants were believed hiding, caught fire during the exchange of fire and was gutted. Dead body of a militant, later identified as Abdullah Ubaid, a Pakistani national owing allegiance with LeT, was recovered from the debris of the house. Some arms and ammunition were also recovered from his possession. However, the other militant, identified as Abeedullah, also a suspected Pakistani, had reportedly managed his escape, apparently last night under the cover of darkness. Earlier in the day, when the Security Forces resumed the operation to flush out the militants, groups of protester took to streets and indulged in stone-pelting on Police and Paramilitary Forces at several places to divert their attention. "Miscreants early morning surfaced in Chan Khan, main town and Bus Stand areas of Sopore, and resorted to stone pelting on Police and security forces deployments," the spokesman said.

The Union Government has sent some of the recommendations of the three-member group of interlocutors on Jammu and Kashmir to the State for necessary action, reports Daily Excelsior. "Action has been initiated on the recommendations. Some recommendations have been sent to the State Government for necessary action. Some are under implementation," the Ministry of Home Affairs (MHA) said in a statement on December 7. In its report submitted to the Union Government, the group recommended expediting cases of under trials, permitting peaceful protests, releasing militants and protestors against whom there are no serious charges among others. The group also recommended training of Security Forces, identifying jobs for young men and women in Central and State Government offices, announcing scholarships for Kashmiri students, enhancing monetary assistance to widows and orphans, efforts to trace missing persons and increasing monthly allowances to Kashmiri Pandits, the Ministry said. Official sources said that interlocutors’ recommendations has so far resulted in demilitarisation steps, release of 66 youths and withdrawal of 22 cases of Public Safety Act. The report was based on interlocutors’ visits to the State from October 23 from 28 and November 9 to 14. During their stay in the State, the interlocutors had visited Baramulla, Uri, Anantnag, Ganderbal, Bandipora, Leh and Kargil Districts and met political and community leaders, minority representatives including several groups of Kashmiri Pandits as well as refugees from Pakistan occupied Kashmir (PoK), it said. The group visited Kashmiri Pandit camps at Muthi to ascertain their views on the Kashmirissue. They also visited detenues in the Central Jail in Srinagar and met leaders of student protestors, the Ministry said. The recommendations made in the report of their second visit are under active consideration of the Government. Meanwhile, the three interlocutors, who will conduct their third visit to the State from December 17 to 23, will submit the "broad contours" to the Government early 2011 for a political settlement to the conflict. During its third visit, the group will go to several District headquarters like Jammu, Rajouri, Poonch, Doda and Srinagar. The group, comprising eminent journalist Dileep Padgaonkar, academician Radha Kumar and former Central Information Commissioner M. M. Ansari was appointed on October 13.

The APHC-Mirwaiz (APHC-M) chairman Mirwaiz Umar Farooq said before talking about the contours of the solution to the Kashmir issue, the focus should be on the contours of the engagement on it. "The engagement has to be with the majority sentiment in Kashmir. New Delhi will have to engage with the discourse on right to self-determination and ‘Azadi’ in Kashmir," he said. He said any lasting solution to the Kashmir issue can emerge only if all the stakeholders — India, Pakistan and Kashmiris — engage in a meaningful dialogue. All three interlocutors on Jammu and Kashmir headed by Dileep Padgaonkar, the Chief Interlocutor, are paying an exclusive four days visit to Jammu region from December 17 and would like to utilize most part of their time in visiting the Districts other than Jammu to acquaint themselves with the situation prevailing there. Union Home Minister P Chidambaram while addressing a meeting of the Parliamentary Consultative Committee (PCC) attached to his Ministry on the subject "Matters relating to Jammu and Kashmir" on December 9 said that the first and second reports of the group of interlocutors for Jammu and Kashmir dealt with confidence-building measures and added that he had now asked the group to focus on finding the contours of a political solution, reported Daily Excelsior. "Contours of a political solution to the Kashmir problem are likely to emerge in the next few months," an official statement quoted him as saying. He asserted that the "Kashmir issue is a political issue for which a political solution must be found." He, however, said that peace and good governance are pre-requisites for reaching a political solution. Replying to the PCC member’s suggestion of amending the Armed Forces Special Powers Act (AFSPA) and speedy rehabilitation of Kashmiri migrants, the Home Minister stated that a proposal to amend the Act is under consideration. Chidambaram said violence being witnessed in the State was of two types and a different approach must be adopted to deal with each. "The violence perpetrated by militants and infiltrators must be dealt with in a strong and resolute manner. On the other hand, the violence witnessed during protests by residents of the State requires deft and sensitive handling," he said. The Minister pointed out that after the Government announced an 8-point plan for the State recently, the situation there has improved considerably. "This process must be strengthened. Space must be allowed for peaceful protests. Governance and delivery on the ground must improve," he said and added that visible presence of Security Forces must be reduced. The Home Minister said efforts must be made to win the minds and hearts of the people of the State. Chidambaram also said that two Special Task Forces - one for Jammu and the other for Ladakh - have been constituted to examine developmental needs of these regions. The Prime Minister’s Office has constituted an Expert Group under the chairmanship of C. Rangarajan to formulate a job plan for the State. "It is expected that the reports of all these groups will be received by next month so that their recommendations can be considered by the Government and factored into 2011 Budget. “The Centre has released Special Plan Assistance of Rs [INR] 100 crore to the State Government for improving infrastructure in schools and colleges," he said and informed members about steps taken for rehabilitation of Kashmiri migrants. He also informed that 5,56,370 tourists visited Jammu and Kashmir in 2010 up to December 6 which shows an increase of about 25 per cent over the number during the corresponding period in 2009. The 2010 Amarnath Yatra (religious pilgrimage) was one of the most peaceful yatras ever conducted and 4, 58,000 pilgrims took part in it.

Nine grenades, 35 kilograms of explosives, a pistol with a magazine and 11 rounds, four combat uniforms and two improvised explosive devices ( IEDs) fitted in a pressure cooker were recovered from them, the Deputy Inspector General of Police (DIG, South Kashmir) Shafqat A. Watali said. "These (modules) were instigating, motivating and funding youths to indulge in stone-pelting. There is a clear link between militant groups and the recent law and order situation in the Valley," Watali said. The modules were also involved in a string of grenade attacks in South Kashmir, he added, saying, "Most of the militants are associated with the Lashkar-e-Toiba [LeT] but also have links with Hizb-ul-Mujahideen [HM]."

Due to mounting pressure from the Security Forces (SFs) involved in the anti-terrorist operations in Jammu and Kashmir (J&K) and strict vigil along the borders by troops, the militants are on the run to bordering Himachal Pradesh and other areas of the northern region, said General Officer Commanding (GOC, 16 Corps) Lieutenant General J. P. Nehra. He said that SFs continue to exert pressure on the militants operating in parts of Doda-Kishtwar and other parts in south of Pir Panjal. Following tremendous pressure exert by the troops, the militants are looking for safe passages and dens. And for this reason they have chosen to cross over to Himachal Pradesh through J&K-Himachal border as was evident from the recent arrests of militants by the security agencies. Responding to a question regarding spurt in the movement of terrorists from Doda and Kishtwar Districts in J&K to Himachal Pradesh, the GOC said it was not new phenomenon, as the terrorists used to cross over to that side earlier also. Police on December 20 recovered a consignment of arms and ammunition from a hideout of the militants at Nag Nullah in the Marmat area of Doda District on the disclosures of arrested Hizb-ul-Mujahideen (HM) ‘divisional commander’ Javaid Qureshi, reports Daily Excelsior. Recoveries including a Self Loading Rifle (SLR) and a large quantity of ammunition besides some other items had been hidden in tree trunk at Nag Nullah from where they were recovered at the behest of Qureshi. Deputy Inspector General of Police (Doda-Ramban range) M. K. Sinha said the militants had looted the SLR after killing a Special Police Officer Baldev Singh at Seri Top near Bulandpur Post under the jurisdiction of Assar Police Station on August 5, 2007. Earlier, three hideouts of the outfit were destroyed by Army and Police in Marmat area on December 17 and a large quantity of arms, ammunition and explosives were recovered from there. However, two HM militants had also removed some of the arms consignment of Qureshi from other hideouts after his arrest. Qureshi and his associate Tanveer Ahmed, during their questioning by Police after being shifted to Doda from Dehradun, were reported to have disclosed a number of hideouts of HM in Marmat and surrounding hills of Doda and Udhampur Districts. Sustained interrogation of Javaid Qureshi and Tanveer Ahmed, who were arrested in Dehradun (Uttaranchal) on December 10, was on and some more clues were expected of them, Police said.

He admitted that due to heavy snow on the mountain peaks of Pir Panjal, the terrorists were concentrating on the low lying and plain areas of Jammu for making intrusion attempts but said that in view of fencing, placement of security apparatus besides vigil by troops along border, the infiltration chances were very bleak. The terrorists training infrastructure was intact there but it was not possible to give exact number of terrorists training camps operating on that side. But he maintained that there were enough number of trained militants intending to cross over to this side. In response to yet another query regarding number of terrorists operating on the Indian side of the LoC, General Nehra said it will not be possible to give exact number but as per rough estimate and the inputs received from various agencies, their number could be around 450 to 500. He said many foreign terrorists have been eliminated by the security agencies and their leadership wiped out but still they are in good number here. He said that though the militants lack local support today, yet some people were still working for them and trying to force local innocent youth to get exploited and lured for money and other offers to join militant ranks. A group of six militants of Lashkar-e-Toiba (LeT) tried to infiltrate into Indian territory from the Line of Control (LoC) from Karma Wali Gali in Peer Badesar area of Keri sector in Jammu in the morning of December 21 but were intercepted by the troops between LoC and fencing leading to killing of one infiltrator so far while a search was on for the others, reported Daily Excelsior. Official sources said that militants, equipped with a major consignment of arms and ammunition, tried to infiltrate at about 2am (IST) taking advantage of adverse weather conditions. However, the troops observed movement of the militants and intercepted them between the LoC and the fencing. Troops opened firing to neutralize the militants. Exchange of firing between the two sides continued till late morning. Body of one of the slain militant was recovered from the site of gun battle along with one AK-56 rifle, one radio set, four Chinese grenades, 300 ammunition rounds, one Motorola mobile handset, fresh cooked food from Pakistan, medicines kit etc. Identity of slain militant has not been established but he was believed to be a Pakistani. Two main HM ‘commanders’ in Gandoh — Imtiyaz Hussain and Tauseef Bhai were killed in November. The Harkat-ul-Jihad-al-Islami (HuJI) has also been wiped out in Gandoh. Gamma was an active militant since 1998 and was involved in a series of killings besides other subversive activities. Further, the arrested HM militant, Ghulam Nabi Sheikh alias Javaid Qureshi, has confessed his direct links with outfit’s supremo and United Jehad Council (UJC) ‘chief’ Syed Salahuddin, who is presently operating from Pakistan occupied Kashmir (PoK). Qureshi also admitted to killing of 51 civilians and injuries to 73 persons during his 17-year long operations in Doda District. Police said the money was being raised locally by All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani's followers. Most of the money came from fruit mandi (market) and saw mills, the Police said. APHC-G cadres who collected the money have been identified as Ghulam Mohammad Tantray of Behrampora, Ghulam Hassan Mir alias Chotta Geelani of Duroo, Mohammad Rustum of Amargarh, Sopore, Gani Guroo of Chankhan, Ashraf Malik, a Government employee in Education department of Batpor and Bashir Ahmad Tali, a resident of Chankhan, Sopore and an employee of Food & Supplies department. Tantray and Rustum have been detained and Malik is currently in custody. The rest are absconding.

Sajjad Ahmed Khan alias Shamas, a resident of Firdousabad in the Batmaloo area of Srinagar District, operating in Thanna Mandi area of Rajouri District, engineered stone pelting in several parts of Srinagar especially Batmaloo by mobilizing youth to join the brigade of stone pelters after making them handsome payments through hawala (illegal money transfer) operators of Rajouri District. Interception of the mobile telephone number of Shamas—8803638050—exposed his activities and links with the militants in the Valley, leading to formidable evidence with Police about the connivance of militant-stone pelters. The interception of mobile telephone number of Shamas led to arrest of a number of militants and stone pelters, with whom he spoke on their mobile numbers issuing them directions for subjecting paramilitary and Police personnel to stone pelting. Sources said several other militants and stone pelters were also identified and some of them arrested after being called by Shamas from his Thanna Mandi hideout. Shamas was reported to have sent a series of consignments of hawala money for the militants and stone pelters from Rajouri through Over Ground Workers of the LeT outfit.

Jaswal on December 30 said that Armed Forces Special Powers Act (AFSPA) was must for effective performance of the forces in the Jammu and Kashmir State, reported Daily Excelsior. Jaswal strongly advocated the continuation of the AFSPA in the terrorism-hit Jammu and Kashmir State. "The AFSPA is must for the effective performance of the Armed Forces in the areas which are disturbed or facing terrorism. … This Act was must for effective functioning of the troops in such areas", the outgoing Northern Army Commander maintained. Commenting on the cease-fire violations along the Line of Control (LoC) in Jammu and Kashmir, the GOC-in-C said that it was linked with the infiltration. He pointed out that a considerable increase in the number of such incidents has been witnessed IN 2010. "Last year, the number of cease-ire violation incidents were just 28 while the number has go to 43 this year. He disclosed that there were certain areas where such incidents took place with specific purpose and troops have responded appropriately", General Jaswal added. In response to another question on the infiltration, he said that all along the LoC, nearly 92 successful infiltration bids were reported in 2010 while the number in 2009 was 110.

"Normal visa rules will apply to the spouses and children of the militants, who return from Pakistan occupied Kashmir (PoK) or Pakistan after giving up the gun culture, to lead a normal life back home under the guidelines prepared by the State and approved by the Union Home Ministry in the just framed Rehabilitation Policy’’, official sources said. TA jawans of 163rd battalion Mohammad Sharief, a resident of Arnas and Khaleel Ahmed, who hailed from Nehra area of Ramban, were out on a patrol duty at Kheori Kund in Bhatpora area of Bhimdassa in Ramban district when they were reported to have been abducted by the militants. Two pistols of the TA trooper were taken away by the militants, belonging to Abu Moosa faction of Lashkar-e-Toiba (LeT) outfit. The frustrated militants executed the killings after elimination and arrest of their number of cadre in different parts of Jammu region especially-Doda, Kishtwar and Ramban Districts.
