29 persons were killed and another 243 injured in two suicide attacks and one grenade attack on a Shia procession marking Hazrat Ali’s martyrdom in Lahore on September 1, reports Daily Times. Lashkar-e-Jhangvi (LeJ) Al-alami claimed responsibility for the three attacks that occurred minutes apart in Bhaati Gate locality of Lahore. The mourning procession was in its last stages and was about to end at Karbala Gamay Shah near Data Darbar, when the terrorists stuck. A terrorist, standing on a nearby rooftop, threw a hand grenade on the crowd. The explosion killed one person and injured dozens others. A suicide bomber, who succeeded in penetrating to the middle of the crowd, then exploded himself at Bhatti Gate Chowk, about 100 yards from the site of the grenade attack. Meanwhile, Lahore Commissioner of Police Khusro Pervez acknowledged before the media that Police negligence was one of the main reasons behind the explosions and the subsequent violence. Intelligence officials requesting anonymity said that about a week earlier, intelligence agencies had forwarded reports to the Lahore Police that warned that terrorists could disturb the law and order situation.

The Ambassador to the United States (US) Hussain Haqqani on September 1 warned that terrorist will exploit the aftermath of devastating floods unless the international community moves quickly to help Pakistan, reports Daily Times. “The rest of the world has to move fast and make sure that the floods do not result in a situation that can be exploited by extremists and terrorist,” said Haqqani, adding “the international community had been slow to recognise the scale of the devastation, attributing the tepid global response to the relatively low death toll. International leaders must recognise that the flood was a “major disaster” that affected over 20 millions people in Pakistan.” He said the flood strained Pakistan’s capacity to deal with terrorists. “The Government is trying to clamp down on militant outfits, that had an initial advantage because they were physically present in the areas affected by the floods,” the ambassador said. “The fact of the matter is that the story in the floods of Pakistan is the human suffering. Political consequences, if any, are just a secondary story,” said Haqqani.

Two militants were killed in an encounter in Sakhara area while a convoy of Security Forces (SFs) was attacked in Pashmal area of Swat District in Khyber Pakhtunkhwa on September 1, reports Dawn. Sources said that SFs stopped two suspected persons at Bachi Kandao check post for body search but they opened firing on the officials and tried to escape. The officials, manning the check post, fired back and killed both the militants on the spot. Arms were also recovered from the possession of the slain militants. A female teacher was killed and two of her colleagues wounded when masked militants opened fire in an ambush in Bajaur Agency of Federally Administered Tribal Areas (FATA) on September 2, reports Dawn. The victims, all women, were targeted as they returned home from their school in Khar, the main town of Bajaur District, officials said. “Five to six militants who were hiding their faces ambushed them. One female teacher died on the spot. Bajaur was once a stronghold of the Taliban who are opposed to the education of girls and have destroyed hundreds of schools in recent years.

In addition to “designating” the militant outfit, following which the Treasury may freeze any assets of the organisation and effectively ban all US entities from trading with it, the Treasury has also applied sanctions on Hakimullah Mehsud, the TTP commander, and Wali Ur Rehman, another TTP leader. The sanctions are a part of the U.S.' multi pronged approach to disrupt and dismantle TTP in Pakistan and provide the Department of Justice with a “critical tool” to prosecute those who provide it with material support. In addition, the Department of Justice announced a USD 5-million reward for any information leading to the arrest of Mehsud or Rehman.

The United States (US) on September 1 added the Tehreek-e-Taliban Pakistan (TTP) to its international terrorism blacklist, targeting the outfit and its leaders with financial and travel sanctions, reports Dawn. “The group threatens US National Security,” Secretary of State Hillary Rodham Clinton said in a notice published in the Federal Register. She designated the outfit a “foreign terrorist organisation” under US law. In addition, Clinton named the outfit and its top leaders, Hakimullah Mehsud and Waliur Rehman, “specially designated global terrorists”, a classification that imposes additional state and treasury department sanctions. “Each has committed, or poses a significant risk of committing acts of terrorism that threaten the security of US nationals or the national security, foreign policy, or economy of the United States,” she said in the notice. The move will freeze the outfit’s assets in US, makes it illegal for Americans to fund or support them and bars them from entering the US. Meanwhile, the US prosecutors have also charged Hakimullah for the plot that killed seven Central Intelligence Agency (CIA) employees at an American base in Afghanistan in December 2009, said the USJustice Department.

Two security guards, Abdul Salam and Gul Zaman, and a domestic employee, Takri Muhammad Usman, were killed on the spot, while two of the injured succumbed to their injuries later. The blast occurred moments after Mir Asim Kurd, the Pakistan Muslim League-Quaid’s (PML-Q) parliamentary leader in the Balochistan Assembly, left for his office, located in the Civil Secretariat. According to eyewitnesses, the blast occurred after the main gate of the house was opened to allow a water tanker to enter the compound. The blast completely destroyed a vehicle parked inside the house as well as caused considerable damage to the house. So far, no group has claimed responsibility for the attack.

In the first attack, which began at about 4.30 am (PST) in the morning and continued for half an hour, 10 missiles hit a residential compound owned by Badshah Khan in Dandi Darpakhel area of Miramshah. Badshah Khan, the sources said, had links with the Haqqani network. The main compound was destroyed and 14 foreigners were killed. Sources said militants used heavy weapons and hurled hand grenades at the house. Ismail Khan, 25-year-old son, and Nawabzada Jan, 18-year-old nephew, of Malak Buner Khan were killed in the attack. The Security Forces (SFs) cordoned off the area soon after the attack and started search operation. They killed two of the fleeing militants. SFs continued search operation on September 16 and arrested more than 12 suspected persons.

The residents of Doog Darra and surrounding areas have angrily reacted to abduction of their seven villagers from Chitral by TTP on August 29 and subsequent killing of three of them on September 9, asking the Government to take action against militants or allow the local lashkar to attack them. The jirga members said that militants had been hiding in Nuristan province of Afghanistan near Chitral but frequently crossing into Chitral for purchasing ration. Criticising police and other law enforcement agencies for inaction, they said that militants had been moving unchallenged in Darosh, Arando and other areas of Chitral. They asked the Government to arrest the fugitive militants or allow the lashkar to take action against them. Earlier, the Dir lashkar fought with militants for three months and inflicted heavy losses on them. They were forced to flee the area. The fugitive militants are vengeful because the local lashkar did not allow them to gain a foothold in Doog Darra.

Prior to this decision, the CID was not bound to investigate and prosecute any suspect arrested by it. It was the responsibility of the investigation wing of the Karachi Police to submit a charge-sheet against the suspects, who were arrested by the CID, in court and help the Government lawyer in prosecution. The first incident took place on the main Peshawar-Landi Kotal road in Zakhakhel area of Landi Kotal where two oil tankers caught fire when an explosive device believed to have been placed in one of the vehicles went off. The tanker driver and his helper died of burns. A passer-by was also killed. Later, seven oil tankers and three other vehicles were destroyed in two successive blasts near the Torkham border. A house located near the site of the blasts was partially damaged. Abdullah Aizam Brigade, an al Qaeda and Tehreek-e-Taliban Pakistan (TTP) affiliated outfit, claimed responsibility for the attacks. President Barack Obama has sent his National Security Adviser Gen (retd) James Jones and CIA chief Leon Panetta to express his concerns to Islamabad, the book entitled 'Obama's War' said. Obama, via his officials, also slammed Pakistan President Asif Ali Zardari for not adequately interrogating Lashkar-e-Toiba (LeT) ‘commander’ Zakiur Rehman Lakhvi in 26/11 Mumbai attacks case and said "he continues to direct LeT operations from his detention center." But the US officials returned with nothing after powerful Army Chief General Ashfaq Parvez Kayani refused to adhere to any of the four demands made by them. Kayani had other concerns -- India, the book says. "The President wants everyone in Pakistan to understand if such an attack connected to a Pakistani group is successful there are some things even he would not be able to stop. The tourism sector in Khyber Pakhtunkhwa province was badly affected by terrorism as it suffered losses of USD 400 million while the damage caused by recent floods still needed to be assessed, said Khyber Pakhtunkhwa Provincial Minister for Tourism, Culture and Sports Syed Aqil Shah on September 27, reports Dawn. He was addressing a function at Nishtar Hall in Peshawar held in connection with World Tourism Day. “When I became minister, the first thing I did was to send a letter to the Federal Government to claim compensation for the losses, which this province suffered as a frontline state in war on terror during the last eight years,” Shah said. Since Federal Government earned 70 per cent of revenue from the tourism sector in this province, they also needed to pay 50 million dollars loss per year. The Federal Government had not responded yet, he said.

Intelligence agencies have disrupted an al Qaeda-linked plot to launch terror attacks in Britain, France and Germany, Times of India quoting Britain's Sky News television sources reported on September 28. Militants based in Pakistan planned simultaneous strikes in London and major cities in France and Germany, the report said, adding the plan was advanced but the attacks were not imminent. Spy agencies had for some time been tracking the militants who were planning the attack. The attacks would have been similar to commando-style raids carried out in Mumbai in 2008, intelligence sources were cited as telling the broadcaster. The plot in Europe was uncovered after intelligence-sharing between London, France, Germany and the United States. The report of the foiled plot came on the same day the Eiffel Tower in Paris was evacuated following a bomb threat for the second time in a month and amid official warnings in France of an imminent terrorist attack. When investigators discovered the plan, the US military began helping its European allies track down the organisers in Pakistan, which explains the increase in drone attacks in the country in recent weeks.

They are being trained to use firearms and explosives in order to carry out shooting sprees in the UK, intelligence sources had been cited as saying in the daily paper. “We believe there are 15 to 20 Britons in the camps,” an intelligence source in Islamabad told the newspaper, on condition of anonymity. Meanwhile, a Pakistani intelligence official said that eight Germans and two British brothers are at the heart of an al Qaeda-linked terror plot against European cities, but the plan is still in its early stages, with the suspects calling acquaintances in Europe to plan logistics. One of the Britons died in a recent CIA missile strike, he added. Pakistan, Britain and Germany are tracking the suspects and intercepting their phone calls, the official said. He underlined the persistent efforts of the group to raise its profile beyond Pakistan. “Al Qaeda is a global organisation with branches spread all over the world, whether it is Arab countries, Europe, America or the subcontinent. Many organisations are attached to it. We totally agree with their ideology and their agenda,” he said. “We will expand this war during the next 10 years,” he added. Waliur Rehman, a close associate of Hakimullah Mehsud, told the interviewer that Osama Bin Laden was alive and continuing to direct operations. During the interview, he claimed there were “at least” 2,500 fighters in South Waziristan tying down the Pakistani Army, and about 18,000 TTP fighters across the whole country. The interview was conducted in North Waziristan by a Pakistani reporter working for a foreign journalist.

Drivers Asal Khan, Arib Khan, Abdul Rahman and Nisar said that they were carrying fuel and other goods from Karachi to Kandahar. The tankers contained between 40,000 and 60,000 litres of diesel. According to a report prepared by an intelligence agency, the Government officers might be the prime targets of the attacks, who did not agree with their ideology or are considered anti-Islam. The report said that the students prepared for the suicide attacks are identified as Maryam Fatima, daughter of Ghulam Muhammad, a resident of Sadiqabad, Ayesha Naseer, daughter of Naseer Ahmad, a resident of Jafarabad and Seema Tabassum, daughter of Manzoor Ahmad, a resident of Baseer Colony, Model Town, Bahawalpur. The report further added that these students, aged from 14 to 16, had been given complete training of suicide bombing. An intelligence agency confirming the report advised the Senior Police Officials to adopt foolproof security arrangements to protect the people and keep a close surveillance on the suicide attackers.
