Bihar Inspector General of Police (Operation) Neelmani, while speaking to the media in Patna, on January 6, said the forces had launched a special drive in the districts of Palamu, Rohatas, Garwah, Lohardaga and Kaimur of Bihar and Jharkhand and Chandauli, Mirzapur and Sonebhadra of Uttar Pradesh. He said the force, which received special training at Hyderabad to deal with the Naxalites, achieved its first success in Rohatas district on January 4 when it destroyed a bunker and a training camp of the Naxalites and killed two of the Maoist Communist Centre (MCC). Police also recovered some arms, ammunition and several incriminating documents. Neelmani said a special drive had also been launched to bring the Naxalites to the mainstream. Those who would surrender would be provided with Rs 10,000 immediately, besides a house and Rs two lakh assistance for rehabilitation.

A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

The Bihar government has launched ‘Operation Crackdown’ against the proscribed Maoist Communist Centre (MCC) in north Bihar, resulting in a number of activists surrendering to the authorities, Deputy Inspector General (DIG) of Police (Tirhut range) S K Bhardwaj said on February 10. Several hardcore naxalites belonging to the outfit have been arrested in the five north Bihar districts of Muzaffarpur, Sitamarhi, Sheohar, Vaishali and parts of Motihari district, where the operation has been launched, he said. A list of 300 hardcore MCC activists has been prepared and a special task force is conducting raids to apprehend them, Bhardwaj indicated.

The Union Home Secretary also expressed serious concern over the emergence of a new trend on the Bihar-Nepal border, where the Maoist Communist Centre (MCC) and the People’s War Group (PWG) Naxalites had joined hands with Maoist insurgents in Nepal to carry out killings both in Nepal and Bihar. He said India is fully alive to the Maoist problem in Nepal and a close vigil was being kept on the porous Indo-Nepal border to frustrate any attempt of the Maoists in infiltrate into the country. He said, "Indo-Nepal border is porous border…We are vigilant and would not allow the Maoist rebels to sneak into India for shelter or creating disturbances". He said Special Security Bureau (SSB) personnel had been deployed along the Indo-Nepal borders for better policing. According to media reports, Bihar government has engaged a Special Task Force (STF) squad in Bagaha, adjacent to the Indo-Nepal border in West Champaran district, to intensify combing operation against Maoist insurgents from Nepal. Speaking to the media in Patna on June 22, Inspector General of Police (Operation), Neelmani said this move followed intelligence reports that Maoists had sneaked into forest areas in West Champaran district and the left-wing extremists, Naxalites of the Maoist Communist Centre (MCC) were providing shelter to them. The surrender followed a police crackdown as well as the implementation of a new policy that promises to rehabilitate - and not prosecute - those who give up arms, he said. 53 of them who surrendered in Motihari and Darbhanga districts belonged to the Maoist Communist Centre (MCC). Rest eight, who surrendered in Kaimur district, were members of the People's War Group (PWG). Speaking to the media in Patna, State police chief R R Prasad said the police team was returning to Tilauthu police station from Chandanpur village when it was ambushed. He said, since the area was not marked as extremist prone the police team did not take any precautions, and were unaware of the presence of the MCC’s ‘red squad’. The 10-man squad of the MCC led by ‘area commander’ Niralaji, present in Lohradih village, laid an ambush. Prasad said the Naxalites fired over 80 rounds from Self-Loading Rifles (SLRs). He added that the Special Task Force (STF) had been sent to raid suspected MCC hideouts.

Four other persons accompanying Singh were also detained. Official sources said Singh is the main accused in several criminal cases, including approximately 20 cases of massacres perpetrated by the Ranvir Sena in central Bihar. Speaking to the media in Patna, a senior police official said the State government might consider booking Singh under the Prevention of Terrorism Act (POTA). He said, " We have arrested Singh and detained four others present with him", and added that, during preliminary investigations, those arrested admitted they were in the know of the massacres perpetrated by the Ranvir Sena.

Speaking to the media in Patna, on September 2, Additional Director General of Police (Patna Zone) Ashish Ranjan said, of the 23 cases, seven were lodged with Sahar police station, six with Sandesh police station, and one each with Udwantnagar, Charpokhari, Ara and Sikarhatta police stations in Bhojpur district. Five other cases agaginst Sigh related to major massacres in Laxmanpur Bathe, Shankerbigha, Narayanpur, Khagaribigha in Jehanabad and Mianpur in Aurangabad districts.

According to media reports, the Union Home Ministry has decided to provide 12 companies of additional paramilitary forces to Bihar to counter growing challenges posed by Left-wing extremists––Naxalites––in the State. Quoting State Director General of Police R R Prasad, who is on a two-day visit to Gaya, media reports added that the State police made the request for additional forces earlier.
