The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

Bihar Government sent 428 Police Personnel, from constables to DSPs, to different Central Police organisations for specialised training in jungle warfare, weapon tactics and counter insurgency and commando operations, reports Times of India. While some of them have returned trained, most of them are still being trained. "After all of them return, the Bihar Police would have a good strength of commandos and we can think of forming our own ATS [Anti Terrorist Squad]," said ADG (headquarters) U.S. Dutt. In fact, the Union Ministry of Home Affairs (MHA) has advised all the States to form an ATS to take on terrorists or even Communist Party of India –Maoist (CPI-Maoists) as and when required. The State has currently 700 officers and personals deputed in the Special Task Force (STF), an elite battalion of the Bihar Police which has specialised in anti-Maoists operations as well as overpowering hardcore criminals operating in different Districts.

"At present, there is a team of Police officials at the Police headquarters to monitor operations against Naxalites but a special cell is necessary due to the increasing pressure from the Centre to effectively deal with the Naxal menace. The special operations group of the Special Task Force (STF) arrested a top Maoist and member of the Communist Party of India-Maoist (CPI-Maoist) zonal committee Subodh Singh alias Anandji alias Divendu Kumar Singh from a house in the Kankerbagh area of Patna late in the night of January 15. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

The Central Government has set up combined Special Operation Groups (SOGs) of State Police Forces and Central Reserve Police Force (CRPF) in Left Wing Extremism-affected States, which will coordinate among themselves for joint operations, reports Times of India on March 4. The SOGs will commence operations in seven most LWE infested States -- Jharkhand, Bihar, Chhattisgarh, West Bengal, Orissa, Maharashtra and Andhra Pradesh. Altogether 160 civilians and 77 Police personnel were killed in 338 Naxal (left wing extremist) strikes during the past four years in Bihar, the State Government informed the Assembly on March 8, reports The Hindu. Replying to a query, Minister in charge of Home Affairs Brijendra Prasad Yadav said out of the 40 Districts in the State, 33 are Naxal-affected and a total of 160 civilians and 77 Policemen were killed in 338 Maoist attacks during the past four years. While 49 civilians and eight Policemen were killed in 63 Naxal attacks in 2006, 39 people and 23 Policemen were killed in 73 attacks by the Naxals in 2007, the Minister told the House. The Naxals stepped up their activities and killed 43 civilians and 21 Policemen in 79 attacks during 2008 and in 2009 the insurgents killed 29 people and 25 Police personnel in 123 attacks. Giving details of the Naxal-hit Districts, he said of the 38 Maoist-hit Districts, 20 fall under ‘A' category (worst affected). These include Gaya, Aurangabad, Rohtas, Jamui, Munger, Kaimur, Bhojpur, Nawada, Jehanabad, Arwal, Motihari, Patna, Sitamarhi, Bagaha, Bettiah, Banka, Sheohar, Lakhisarai, Vaishali and Begusarai. 'At least 160 civilians were killed in Maoist violence between 2006-09. It is less than one-fourth compared to that of previous years,' a Police official told IANS. The figures are from the latest State Crime Record Bureau report released on March 15. According to official sources, 668 civilians were killed in Maoist violence between 2001 and 2004. Bihar Police chief Neelmani said decline in civilian casualties was one of the several parameters to show that the Maoist violence in the State is on the decline. Police arrested 1,881 rebels, including 350 hardcore Maoists, in 2006-09. In 2001-04, Police arrested 1,160 left wing rebels. Similarly, Police seized 62,841 kilograms explosives from the Maoists between 2006-09 as compared to 94 kilograms in 2001-04. Police also seized 560 firearms from Maoists between 2006-09 compared to 496 in 2001-04.

The Government of Bihar has cleared a INR 92.4 crore Police modernisation plan for the current fiscal. “The proposal is being sent to the Ministry of Home Affairs (MHA) for its formal approval,” State Director General of Police (DGP) Neelmani said. The plan envisaged an expenditure of INR 30 crore on every Police Station located in Maoist-infested Districts of the State. The money would be spent on fortification of the Police Stations, construction of buildings and other infrastructure. The meeting also cleared the decks for purchase of over 1,000 bullet-proof jackets. “The tender for the supply of bullet proof jackets will be advertised soon,” the DGP said, adding that a sum of INR 29 crore was pending with the Government for the purpose. Neelmani said the Government has also decided to recruit 952 wireless operators. Wireless sets and vehicles have been provided to all the Police Stations in adequate number. "Instructions have been issued to all the SPs [Superintendent of Polices] to ensure control rooms were functional round the clock in the Districts," he added.

He said such an approach would only lead to “wider alienation” of such elements “making heroes out of the leaders of the extremist organisations and leading to only symptomatic treatment, leaving the underlying disease to reappear in a more virulent form.” He pressed for an integrated approach to deal with the problem. “It cannot be disputed that intensive all-round development is the final solution for the left-wing extremism problem,” Nitish Kumar said. Addressing the meeting of Maoist-affected States convened by Prime Minister Manmohan Singh in New Delhi, Kumar attacked the Central Government, saying it was not providing adequate support to his State for tackling Naxalism (Left Wing Extremism). Times of India adds that Nitish Kumar further said, "To augment this [Bihar’s attempt to keep the situation under check despite handicaps], we have raised a Special Auxiliary Police by employing ex-servicemen. The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

Of the 400 Police Stations identified by the Centre as sensitive in the affected states, 100 are in Bihar. "The Centre will provide one-time assistance of Rs 2 crore to develop infrastructure in each of these police stations," Neelmani said and added a process is underway to include 39 more Police Stations of Bihar in the list of sensitive Police Stations. The DGP said the Centre has included five more extremist-hit Districts of Bihar in the list of Districts to be covered by Union Home Ministry's security-related expenditure (SRE) scheme. Under the scheme, all the security-related expenses are reimbursed by the Centre. The scheme earlier covered the State's 15 Districts, and the newly-included Districts are Lakhisarai, Banka, Sheohar, Vaishali and Begusarai. Neelmani said a counter-insurgency training centre has become functional at Bodh Gaya while two others at Dehri and Dumraon are likely to start functioning from next month. Hundred personnel of Bihar Military Police and another 100 of District armed Police would be trained at each of these centres in each batch. They would be trained in fighting Maoists by Armymen, including Colonel-rank officials, Neelmani said.

The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Speed restrictions have also been put on the locomotives.

But he sent the CRPF team with another 43 BMP personnel for an ambush inside the highly inaccessible valley between two hill ranges. Arrested Maoist Baro Koda, suspected of killing Civil Jamadar Lucas Tete, revealed the Police during interrogation that Maoists had decided to replicate Jehanabad jailbreak by raiding Jamui jail to free their cadres. A Police Official said Baro Koda disclosed that lack of sophisticated arms and ammunition like mortars, hand grenades and rocket launchers delayed the plan by three days that led to a surprise six-hour gunfight in Lakhisarai District August 29, in which seven Policemen were killed and 10 injured. Koda told Police that about 150 heavily armed Maoists and hundreds of men from the People's Liberation Guerrilla Army (PLGA) assembled in forest area in Lakhisarai and were ready for the attack on Jamui jail.

Times of India reports that the Bihar Police Headquarters (HQ) has drawn up a comprehensive strategy to strengthen its hitherto depleted Police force in the next five years. The focus of the Bihar State Police HQ is to augment Police personnel in Police Stations in Communist Party of India-Maoist (CPI-Maoist)-affected Districts along the 735-kilometres long Indo-Nepal border and river Police Stations. Additional Police personnel will be recruited for patrolling the National and State Highways crossing through the State. Moreover, three new companies will be created in each battalion of Bihar Military Police (BMP) for controlling riots, Maoist activities and protecting vital installations in the State. Giving exhaustive statistics regarding the expansion of the Police Force in the State, State Director General of Police (DGP) Neelmani said as per the State Government’s thrust on recruiting additional Police Forces to put Bihar on a par with the National average, 10,000 Policemen are to be recruited, including 1,000 inspectors each year for the next five years. This recruitment process, in a time-bound manner, will increase the current strength of 85,167 Policemen. The State Police HQ has already sent the proposal for the recruitment of additional forces to the State Government. Neelmani on December 23 said that the State Police HQ has sought a sanction for augmenting Police personnel for the existing 372 Police Stations in the 16 Maoist-hit Districts, for the 52 Police Stations along Indo-Nepal border, besides 148 urban Police Stations and 274 rural or mufassil (rural) Police Stations across the State, Neelmani said. The DGP said even the 227 outposts in rural areas and the 371 town out-posts were to get Additional Police personnel. Aspects like traffic policing, monitoring tourist inflow, National and State Highway policing are to receive additional attention in the next five years.

Bihar Police are planning to introduce pre-fabricated underground bunkers in the State to intensify its counter-offensive against the Communist Party of India-Maoist (CPI-Maoist). "The Jharkhand Police is also planning such bunkers. We will introduce bullet-proof bunkers to counter the Maoists as well as to protect our own Policemen," Bihar Director General of police (DGP) Neelmani said on December 24. The DGP added that apart from having the adequate number of Special Task Force (STF), State Armed Police (SAP), home guards and other troopers positioned in the Maoist-affected regions, these bullet-proof underground bunkers will be pre-fabricated huts which can be piled onto trucks and moved as and when the need arises. Bihar, incidentally, has 16 Maoist-affected Districts including Patna. The other Maoist-hit Districts are Nalanda, Nawada, Gaya, Jehanabad, Arwal, Aurangabad, Rohtas, Kaimur, Bhojpur, Sitamarhi, East Champaran, West Champaran, Munger, Jamui and Bhagalpur.
