The Bihar Government has ruled out any kind of truce with the Naxalites and said it would set up a special cell to deal with the problem. "The blast [January 5] targeting the policemen has forced us to rethink how to tackle the Naxalite menace. The present atmosphere is not conducive for holding talks with the Naxalites," Chief Secretary K A H Subramanian told news reporters in Patna. However, following the Munger blast that killed the Superintendent of Police and six others on January 5, the State police has reportedly launched an intensive combing operation and recovered 10 landmines from the blast site. The police also said the Naxalites have taken away two SLRs, one carbine, two pistols, two revolvers and several rounds of ammunition after the blast.

In a written reply on March 9 in the Rajya Sabha (Upper House of Parliament), the Union Minister of State for Home, Shriprakash Jaiswal, stated that eight left-wing extremist (also known as Naxalite) affected States are to be provided 60 to 75 per cent Central funding under the revised scheme for modernisation of State Police Forces. Four States - Andhra Pradesh, Bihar, Chhattisgarh and Jharkhand - will be provided 75 per cent and Maharashtra, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal will be given 60 per cent. Jaiswal also said that the Backward Districts Initiative component of the Rashtriya Sam Vikas Yojana covers 55 Naxalite-affected districts in nine States.

At the conclusion of the Commander’s conference on April 7 in New Delhi, Army Chief, Gen. J. J. Singh, reportedly stated that the army is likely to extend support to the police and paramilitary forces in countering left-wing extremist (also called Naxalite) violence. "The issue has been discussed at the army commanders’ conference. We have analysed the state of extremism in the Naxalite corridor from Andhra Pradesh to Bihar to forest areas along the Nepal border. We are in touch with the Ministry of Home Affairs," the Army Chief said. Media reports also added that the Chhattisgarh Government has invited the Army to help set up a school to train the State’s paramilitary forces in low-intensity conflict and specifically, ways to deal with Naxalite violence. "One of our best Brigadiers is being sent as commandant to this school", the Army chief added.

Deputy Election Commissioner Anand Kumar said polling in the 12 districts, including Patna, Kaimur, Rohtas, Aurangabad, Bhojpur, Buxar, Gaya, Arwal, Jehanabad, Nawada, Jamui and Banka, was peaceful and added that in Gaya, Election Commission parties were not sent to four polling stations as it was apprehended that "our parties would be attacked by the naxals."

On November 14, cadres of the Communist Party of India-Maoist (CPI-Maoist) reportedly killed nine of the Ranvir Sena, a private militia of upper caste land owners, hostages they had abducted from the Jehanabad district jail on November 13. District magistrate Rana Avadhesh, said three bodies, thought to be of abducted Ranvir Sena cadres, were recovered from the rail tracks near the jail. Five others were reported to have been killed in the adjoining Gaya district. The body of Visweshwar Rai, a prominent Sena member, was found in a Jehanabad village. The district magistrate further said that six of the prisoners who had escaped have been arrested.

District Magistrate Rana Avadhesh said eight RS activists were arrested and ten rifles and over 100 rounds of ammunition seized from them on November 25-night at Sendwa village under Parasbigha police station limits. He said Police raided the village on receiving information that some activists of the Sena, which has threatened to avenge the killing and abduction of its cadre during the November 13 attack by the CPI-Maoist in Jehanabad, had assembled at the village and opened fire to terrorise the people.

The announcement came at a press conference on December 14 at a village in Bihar along the India-Nepal border by the outfit’s 'central committee' spokesman Azad and member Praveen. Also, sounding a warning against Multinational Companies (MNCs) that have signed Memoranda of Understanding with the Jharkhand, Orissa, Chhattisgarh, Madhya Pradesh, Andhra Pradesh and Maharashtra Governments, the spokesman said their outfit would act strongly against them. "MNCs are eyeing to plunder the rich mineral resource of the state. Local people have the right over jal, jungle, zamin (water, forest, land) and we will go to any extent to stop its loot by these companies," Azad said, adding the "war" would now be taken to a "higher stage." Commenting on the Liberation Tigers of Tamil Eelam (LTTE) of Sri Lanka, the spokesman said the outfit has not maintained any link, but the Tigers had initially imparted training to its cadre. On the Nepalese Maoists, however, he said "We help each other in all ways."

The Bihar Government has prepared an "approach paper" outlining its two-pronged strategy which lays emphasis on giving a fresh impetus to development while continuing with the armed offensive to combat the growing Naxalite (left-wing extremist/Maoist) problem in the State, according to Press Trust of India. The paper, prepared by the State's home department which will form the basis of a comprehensive action plan, envisages launching of "social justice-oriented" development schemes to "saturate" Naxalite-hit areas with development. To begin with, extensive development programmes will be undertaken in the Patna, Jehanabad and Arwal districts, said Home Secretary, H. C. Sirohi. "The aim of these programmes will be to bring justice to the deprived sections whose feeling of hurt and that of being discriminated against make them vulnerable to the allure of Naxalite organisations. Our priority also includes creating an atmosphere of security with the help of central para-military forces and the state police," Sirohi added.
