"They were issued arms licence to instill confidence and enable them to defend themselves in the event of being attacked by Maoists," District Magistrate (DM) Anupam Kumar said. SP Manu Maharaj told the tribal people against the misuse of the guns else the licences will be cancelled. More than 500 tribal people left their villages in Rohtas, Nauhatta and Chenari blocks and took shelter at a base camp at Chenari after a series of attacks in July last year in Kaimur forest range. Now they have returned to their villages so arms licence were issued after thorough assessment of the threats from Maoists, the sources said.

The Central Reserve Police Force (CRPF) and the Bihar Police personnel on March 13 seized a haul of arms and ammunition from a Communist Party of India-Maoist (CPI-Maoist) hideout in Kumbhi forest of Gaya District, reports IBN Live. Acting on a tip off, a joint team of the CRPF troopers and local Police raided the hideout and seized three country-made bombs, four drum-bombs, 17 cartridges and a haul of explosives, Senior Superintendent of Police (SSP), Vinay Kumar, said. Speaking to reporters after the government decided to bring 22 more Districts under the ambit of worth Backward Regions Grant Fund (BRGF) and expanded the coverage of Integrated Action Plan (IAP) from 78 Districts to 82 Districts on June 14 but kept out Sukma District of Chhattisgarh, Rural Development Minister Jairam Ramesh said, "Naxal situation in Sukma is worst than any other districts in the country. Worst-hit districts like Sukma should be urgently brought under the IAP or the BRGF category," reports Business Standard. The Minister said he had written to Planning Commission Deputy Chairman to include Sukma District in the IAP category and he would "certainly pressurise" the panel to include the Maoist affected newly carved out districts in the IAP or BRGF category. The Pioneer adds that the four new Districts which have been included in the IAP list are Sitamarhi and West Champaran from Bihar and Chhindwara and Singrauli, both from Madhya Pradesh.

The Sitamarhi District administration on June 17 prevailed upon Union Rural Development minister Jairam Ramesh and persuaded him not to venture into Naxal-dominated areas, reports The Times of India. The minister wanted to visit a village for verification of rural development work there. Led by the Superintendent of Police (SP), the District administration asked the minister not to go to Giddha gram panchayat (village level local self-government institution) under Runnisaidpur block, 35km from the District headquarters. "We have received reports that landmines have been laid by Maoists on a 3-km stretch of kutcha road leading to the panchayat," the SP told Ramesh as the minister was about to get into his car around 10am. Jairam told The Times of India, "This is my first experience when administration has refused to permit me to visit such an area. Once in Malkangiri, my chopper could not land due to lack of arrangement for refuelling there while in Saranda, landmines had exploded barely two km away from a place I had visited." He said following the repeated pleas of the SP, he had to cancel his programme. Ramesh expressed concern over the shortage of Police force and the low number of Police Stations in Bihar. In Sitamarhi, he said, for the 3.5 million people across 17 blocks, there are only 18 Police Stations, which are also ill-equipped. "This number should be doubled," he said, adding that "whether it is terrorism or Naxalism, the police have to fight the menace just as it was achieved by Punjab Police". Jairam also met chief minister Nitish Kumar in Patna before leaving for New Delhi.

in a change of strategy, the CPI-Maoist has decided to call off violence against armed outfits, including their splinter groups, for three months, reports The Times of India. The Maoists have invited leaders of other groups to come together on one platform and fight against the unified command of the Centre and the State Governments carrying out Operation Green Hunt. Bihar Jharkhand North Chhattisgarh Special Area Committee (BJNCSAC) spokesman Gopal in a statement issued on June 24 said the decision of unilateral ceasefire was taken to invite the other armed groups working in individual capacity for the common people to work from a unified and stronger front. "We can set aside our personal differences in ideology for the betterment of common people and when the government is harassing villagers and trying to suppress their movement for neo-democracy, all the groups must understand the need of the hour and join hands," the release reads. The appeal has been issued in the name of the People Liberation Front of India (PLFI), Jharkhand Liberation Tigers (JLT), Jharkhand Janmukti Parishad (JJMP), Tritiya Prastuti Committee (TPC), Shashtra People's Morcha (SPM) and any other such armed group working for people's cause. The release says, "If these groups are working for the common people, they must come on one platform and accept the offer for ceasefire because the government has intensified the imperialist attack to gain control over jungles, villages and natural resources to hand it over to the corporate houses. If these groups do not understand the urgency of unifying our resources to fight the common enemy, their stance would be exposed," the release reads. Appealing to their own ranks and files to observe restrain, Gopal has asked the Peoples’ Liberation Guerrilla Army (PLGA) cadres to abide by the diktat and refrain from attacking any member of the armed groups. "Our PLGA members must be vigilant and retaliate in case there is an attack but they have to avoid confrontation with the other groups during the period of cease fire," the release reads.

The Union Government has sanctioned 2,389 projects under the Integrated Action Plan (IAP) for construction of 9,070 kilometres of road at an estimated cost of INR 33.87 billion in rural Bihar to mitigate the impact of Communist Party of India-Maoist (CPI-Maoist) insurgency, reports post.jagran.com. Rural Works Minister Bhim Singh said that rural road projects with a specific objective to build infrastructure in Naxal [Left Wing Extremism (LWE)]-affected Districts had been sanctioned in phased manner over the past two years ever since the IAP was launched in 2010-11. Nine Districts - Aurangabad, Gaya, Jehanabad, Arwal, Jamui, Nawada, Rohtas, Munger and Kaimur - would be covered by the IAP's rural road projects scheme, Singh said. He said that Rohtas District had been sanctioned 1,990 kilometres of road under the scheme, the longest among the States, followed by Gaya 1,550 kilometres. Giving the break-up, the Minister said that Aurangabad District had been sanctioned 1,312 kilometres of road, Kaimur District 1,235 kilometres, Arwal 168 kilometres and Munger 268 kilometres. Singh said of the total sanctioned road length of 9,070 kilometres, 4,499 kilometres had already been built by the Central and State agencies. The Minister appreciated the inclusion of West Champaran and Sitamarhi Districts under the IAP to take the number of Districts to 11 and urged the Centre to bring Sheohar and Lakhisarai Districts too under the scheme.

He claimed that "Operation Biswas", a Police drive against Maoists mainly in Rohtas and Kaimur Districts, bordering Jharkhand and Uttar Pradesh, had effectively ended the 'levy raj' of the Maoists, who could no longer get easy money by targeting road contractors, businessmen or traders. Maharaj said that some days ago, Police recovered arms and ammunition along with equipment used for poaching from Maoists arrested in Ulho and Gotahar villages. He said Police had arrested Indu Paswan, kingpin of the Maoist poachers on Aug 7. Police also recovered a leopard skin and two sets of deer horns from Paswan. Four arrested Maoists informed the Police that tiger and leopard skins were sold illegally in the market at a price ranging between INR 250,000 and INR 500,000. Deer hide fetched INR 50,000 to INR 100,000. A set of horns sold for INR 20,000 to INR 30,000.
