Union Home Minister (UHM) Rajnath Singh told Lok Sabha (Lower House of Parliament) on March 17, in New Delhi that Naxal [Left Wing Extremism (LWE)]-affected Districts has seen a decline from 106 to 68, reports DNA India. He said as of now 35 Districts are the most affected, spread across seven states like Andhra Pradesh, Bihar, Chhattisgarh, Telangana and Maharashtra. In a reply to a question, he stated, "Their number is decreasing and will decrease further,”. He also noted that the Centre shares forces and intelligence with the states besides the financial assistance in dealing with the problem. Elaborating, he said in 35 Districts, 358 new bank branches, 752 ATMs and 1789 Post Offices have been opened over the last two years.

Inspector General (IG), Bihar sector of Central Reserve Police Force (CRPF), M S Bhatia, while addressing a press conference in Patna District on May 19, said that the CRPF is working on a plan to create a strong intelligence network in the state to carry out antiCommunist Party of IndiaMaoist (CPIMaoist) strikes, reports The Times of India. IG, Bhatia also added that two more battalions are required in Bihar to tackle CPIMaoist menace. "The issue was raised at the May 8 meeting between Union Home Minister Rajnath Singh and chief ministers of Maoisthit states in New Delhi," he said, adding five regular and two CoBRA (Commando Battalion for Resolute Action) battalions are already deployed in the state to fight the Maoists. The IG told that the long pending plan for positioning of a chopper either in Patna or Gaya for antiMaoist operations was discussed with the state Government officials at a meeting held in Patna last month (April 2017). At present, four choppers are stationed in Ranchi District of Jharkhand for antiMaoist operations in Bihar.

The Enforcement Directorate (ED) has initiated the process to attach properties of two top Communist Party of India-Maoist (CPI-Maoist) leaders following a letter received from Bihar Police in this regard, reports The Times of India. Sources said the ED has initiated action against Pradyuman Sharma and Sandeep Yadav, who are most wanted in Bihar and Jharkhand. Sandeep carries INR 500,000 reward on his head in Bihar and INR 2.5 million in Jharkhand. The Bihar Government has announced INR 50,000 on Pradyuman while he carries a reward of INR 500,000 in Jharkhand. Inspector General (IG) (operation) Kundan Krishnan said four more Maoist leaders are on the list of those whose property details have been collected to be sent to the ED for attachment very soon while work was on against several other leaders. “Most of these properties were in the name of their relatives. This proves that the Maoists are not revolutionaries but like other criminals who lead a lavish life with money extorted from businessmen and villagers,” Krishnan said.

Residents of four villages in Jamui District have taken shelter on the premises of Barhat Police Station on July 16, fearing threat to their lives from the Communist Party of India-Maoist (CPI-Maoist) cadres, reports The Telegraph. The Station House Officer (SHO) of Barhat Police Station Amit Kumar told reporters that Police is trying to instill confidence among the villagers to go back to their respective houses. The SHO added that CPI-Maoist cadres have lost their domain in the region. That is why they carried out the incident on July 14, 2017 killing three members of family suspecting them to be ‘police informers’. Sources in the Police headquarters said requisition for the deployment of 12 additional companies of the Central Reserve Police Force (CRPF) in Bihar have been made to Union Ministry of Home Affairs (UMHA). At present, 29 companies of the central force are engaged in anti-Naxal [Left Wing Extremists (LWE)] operations in the state.

Coming down heavily on Naxals [Left-Wing Extremism (LWEs)] across the country, the Union Ministry of Home Affairs (UMHA) has issued directives to all the Paramilitary Forces and Security establishments to be more "vigilant" and go "combative" while dealing with Naxals, reports DNA India on July 24. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. In West Bengal, 11 surrendered, in Telangana and Bihar 2 each, in Odisha 27 and Maharashtra 7.According to the ministry report, Chhattisgarh and Jharkhand together accounted for 68.5 per cent of the violent incidents and 69 per cent of deaths. The Central Reserve Police Force (CRPF), on July 26, claimed that area controlled by Communist Party of India-Maoist (CPI-Maoist) has "shrunk in three states in last two and a half years", reports DNA. Rajiv Rai Bhatnagar, the CRPF Director General (DG), however, admitted that South Bastar remains to be an area of problem. He said, "There is substantial decline in areas controlled by Naxals in Bihar, Jharkhand, and West Bengal. Disturbance in these areas are very less. Our major concern is in South Bastar of Chhattisgarh." He said that after the attack, in which 25 men of the CRPF died in April in Sukma area, the force has changed their strategy to deal with Maoists. "In all ten left wing affected extremism states CRPF is deployed and working in close collaboration with state police forces and other central agencies," he said. Further he stressed that in last two and half years, there has been an overall reduction in violence and increase in surrenders, apprehensions and neutralization of Maoists. It is a reflection of efficacy of our operations and capacity building measures adopted by the force. He also said that to deal with Naxals in Bastar, CRPF is raising one Bastariya battalion comprising of local tribals of south Bastar having good knowledge of local language, terrain and modus operandi of Maoists outfits. "It'll provide tactical advantage to the force in fighting Maoists and also bring the tribals to mainstream," he said. He said that in last year from July 20, 2016 to July 20, 2017, the force neutralized 51 Maoists, apprehended 1,111, facilitated 834 surrenders. The force managed to recover 562 arms and 1180 improvised explosive device. Due to the pressure mounted on the Maoists through sustained operations, 834 Maoists surrendered including the important Maoist leaders Kundan Pahan, Member of Jharkhand Regional Committee (JRC), Nakul Yadav, Member of Bihar Regional Committee (BRC), Kanhu Ram Munda, Secretary, Bihar Jharkhand Odisha Border Regional Committee (BJOBRC) and Dimba Pahan, Member of Jharkhand Regional Committee (JRC).

"The total length of roads will be 835 km and the estimated cost will be Rs 1,584 crore," Nand Kishore said, adding, "The Centre will give Rs 821 crore while the state will provide the rest." After the construction of these roads commuting would become safer in Muzaffarpur, Gaya, Aurangabad, Jamui and Banka. The Minister said six roads will be constructed in Aurangabad, 5 in Banka, 9 in Gaya, 6 in Jamui and 23 in Muzaffarpur. The department has been asked to complete tender process in two months and complete the roads within a year.

Police forces from Banka, Jamui and Munger Districts with Central Reserve Police Force (CRPF) have conducted search operations in Bhimbandh, Chhaki Pachisi, Birma, Baghshwa and Malhatar forests, after receiving information on visibility of three groups each comprising of 20-25 CPI-Maoist cadres in the border areas of Banka District. According to the report, two groups of CPI-Maoist cadres are frequently visible in forests adjacent to Birma, Baghshwa and Jhopa villages.
