Communist Party of India-Maoist (CPI-Maoist) in Jharkhand have been using luxury vehicles, bought with the money extorted from businessman and contractors, reports The New Indian Express on January 10. The recent arrest of cadres of the People’s Liberation Front of India (PLFI) from Ranchi has revealed that the Left Wing Extremists (LWEs) in the State are leading a luxurious life and the top Maoists are using highly expensive vehicles even up to worth INR 15 million. These vehicles are being used by the rebels for collecting ‘levy’ (extortion money) from the local businessmen and supplying arms to its cadres. According to an official communiqué issued by Ranchi Police, a tip-off was received by the Senior Superintendent of Police (SSP) that some of the people involved in supplying arms and ammunitions had been spotted near Dhurwa. A raid was conducted at a roadside Dhaba near Ring Road in Ranchi on Thursday (January 6) during which Arya Kumar Singh and Ujjwal Kumar Sahu were arrested along with Amirchand Kumar, who had come to receive the SIM cards for the PLFI cadres. Three others — Nivesh Kumar, Shubham Kumar and Dhruv Kumar — escaped in a BMW car and Thar jeep. They reportedly belong to the squad of PLFI ‘chief’ Dinesh Gope. Later, on information received from Amirchand, several high quality tents, sleeping bags and Maoist pamphlets along with cash amounting INR 325 000 was recovered. The car and jeep used by the other three for escaping was also seized by the Police. During their interrogation, the arrested persons told Police that they work for Gope. They also told Police that luxury vehicles are used to transfer the consignment from one place to another and Dhruv and Shubham belong to the same gang. “There are possibilities that many more such vehicles and several other luxury items being used by the Maoists for which probe still on. Anything could be said only after the investigations are concluded,” said Superintendent of Police (SP), City, Saurabh.

The Communist Party of India-Maoist (CPI-Maoist) has called for a bandh (general shutdown strike) on March 10 in select areas of Jharkhand and Bihar to draw the attention of the people towards the “fascist behaviour” of the governments, reports The Times of India on March 8. The outfit also asked people to take lessons from the Russian aggression of Ukraine and described it as a fallout of the growing power of the “capitalist, fascist rulers”. It also drew a parallel between the Ukraine crisis and the Police action against the Maoists in the country. The bandh was called by the outfit’s Bihar- Jharkhand-North Chhattisgarh-Uttar Pradesh Simant Regional Committee (BJNCUPSRC) in Magadh division of Bihar, north and south Chhotanagpur divisions and Palamu division of Jharkhand. In a release, BJNCUPSRC ‘spokesperson’ Manas said, “Earlier, Ukraine was part of the socialist republic founded by great communist leaders — comrade Stalin and Lenin but with the growing power of imperialist and capitalist regimes, the republic disintegrated. Today, imperialist Russia is unable to accept Ukraine’s independent status and is trying to retake it its colony.” The statement also warned the people that a similar danger lurks in the country.

In a bid to prevent youth from joining Naxal [Left Extremism Extremist, LWE] groups, Jamshedpur Police are organising street plays to show the hollowness of the Communist Party of India-Maoist (CPI-Maoist)’s way of life, “Bhatke Rahi (Misguided Traveller)” on March 25, reports The Avenue Mail. ‘Bhatke Rahi’ street plays are being staged in Police Station areas like Bodam, Patmada, MGM, Ghatshila, Galudih, Dhalbhumarh, adjoining the West Bengal border. Its response is also overwhelming. Sports events are also being organised under community policing during street plays and prizes are also distributed among the winning contestants. The people of the village are also openly participating in this. “Poverty has basically been responsible for their problems. So, we are addressing these issues. If the youths start getting employment, they probably won’t take to arms. Hopefully, even hardcore Naxalites too would see logic behind our campaign, which seeks to encourage them to give up arms and join the mainstream,” said a Police official. Involving the community and educating them may effectively address the Naxalite menace in this area. The concept of community policing has also been introduced in many States, including Tamil Nadu, Assam, Himachal Pradesh, Punjab, West Bengal, Andhra Pradesh, Maharashtra, Chhattisgarh and Madhya Pradesh. In this initiative, community support is sought to help Police in crime prevention, giving information about any antisocial or criminal activity in the area and helping Police in the arrest of proclaimed offenders.

Naxalites [Left Wing Extremists, LWEs] have announced bandh (general shut down strike) in Jharkhand, Bihar, West Bengal and Assam on April 5, reports news18.com. Eastern Regional Bureau (ERB) Communist Party of India-Maoist (CPI-Maoist) ‘spokesperson’ Sanket issued a press release on March 28 saying that this bandh has been announced in protest against the arrest of ‘Central Committee (CC)’ and ERB member comrade Arun Kumar Bhattacharya alias Kanchan. According to the release, the ‘CC’ and ERB member comrade Arun Kumar Bhattacharya is being subjected to mental torture in the name of custodial interrogation. Despite the weak physical condition, proper arrangements for treatment and negligence in providing necessary medicines have been alleged in the release. It has also been said in the release that Kanchan should be given the status of a political prisoner and she should be released without any condition. Press, hospital, medical, milk supply vehicle and milk distribution center will remain free from this bandh. Reportedly, ‘CC’ of CPI-Maoist and ERB member Kanchan was arrested on March 22 from Assam.

The Jharkhand Jan Mukti Parishad (JJMP)’s self-proclaimed leader Pappu Lohra puts one of his family members at the helm of the Tarwadeeh Panchayat (village level local-self-Government institution) affairs in the Latehar Block (administrative division) in Latehar District of Jharkhand by fielding her in the upcoming Panchayat election, reports The Times of India on April 23. Lohra, who is wanted in more than two dozen cases of extortion, arson and murder in various Police Stations of Latehar, has been instrumental in fielding Radha Devi, the wife of his brother Juleshwar, for the post of Mukhiya (village head) of the Tarwadeeh Panchayat. Latehar Police Station in-charge Amit Gupta said, “Radha Devi has filed her nomination papers for the post of Tarwadeeh panchayat mukhiya recently.” Tarwadeeh goes to polls on May 31. Locals said earlier this week, Juleshwar issued a threat in the Panchayat, saying if anyone attempted to file their nominations to contest against his wife, consequences would be dire. JJMP is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).

Senior officials of the Union Ministry of Home Affairs (UMHA) have told the Police of the four eastern Indian States -- West Bengal, Bihar, Jharkhand and Odisha to remain alert during the next 15 days over possible Communist Party of India-Maoist (CPI-Maoist) activities, reports daijiworld.com. The alert was issued by senior officials of the UMHA at a meeting of the Standing Committee of the Eastern Zonal Council that took place at the West Bengal State secretariat of Nabanna in Sarat Chatterjee Road under Shibpur Police Station limits in Howrah District of West Bengal on April 26. Highly placed sources from the West Bengal Government told media on the condition of anonymity that as the alerts of UMHA officials the next 15 days are extremely crucial for these four States as there are central intelligence inputs of resurgent Maoist activities in the region during that period.

Tirkey lives in Rampur under Namkum Police Station area. Extortion has been sought from him in the name of PLFI, through pamphlets and WhatsApp messages. Tirkey says that when his father Vijay Tirkey retired, he started building 18 shops on the side of the road in Namkum with his retirement money, and since then, the process of harassing has started.

The ‘Southern Zonal Committee’ of the Communist Party of India-Maoist (CPI-Maoist) outfits issued a press statement, on June 14, threatening to punish the ‘Police Informers’ in Chaibasa area under West Singhbhum District of Jharkhand, reports jagran.com. Through a poster, ‘Southern Zonal Committee’ also took the responsibility of the killing of Danser Surin. Earlier, Danser, a native of Jojohatu village in Mufassil Police Station limits in Chaibasa area under West Singhbhum District, was shot dead in Pasubeda village of Barkela Panchayat (village level local self-Government institution), on June 10, 2022, in suspicion of being ‘Police informer’. As many as 1,526 Naxalites [Left Wing Extremists, LWEs] have been arrested over the past three years in Jharkhand during anti-Naxal operations, Director General of Police (DGP), Neeraj Sinha said addressing Police personnel at Police headquarters in Ranchi on August 15, reports outlookindia.com. At least 51 Naxalites have been killed in various encounters, DGP, Sinha said, adding, "The Jharkhand Police is continuously running effective campaigns against Naxalites, as a result of which a total of 1,526 Naxalites have been arrested between 2019 and 2022... In addition, a total of 51 Naxalites has been killed in various encounters." The arrested Naxalites include one ‘politburo’ member, one ‘central committee (CC)’ member, three ‘special area committee (SAC)’ members, one ‘regional committee’ member, 12 ‘zonal commanders’, 30 ‘sub-zonal commanders’ and 61 ‘area commanders’, he said. A huge cache of arms and ammunition and about INR 15.9 million, collected as ‘levy’ (extortion money) by the Naxalites, were also seized, the top official stated, adding, "The arms and ammunition recovered include 136 police weapons, 40 regular weapons, 590 country-made weapons including 74 police weapons... 37,541 cartridges, 1,048 IEDs and 9,616 detonators ....". The surrender and rehabilitation policy designed to bring Naxalites into the mainstream has also yielded positive results, as 57 top Naxalites have given up arms.

Jharkhand Police’s domination over the Communist Party of India-Maoist (CPI-Maoist) stronghold of Burha Pahar, located in Garhwa and Latehar Districts, was established after continuous operations against the extremists at various levels in the past two years such as cutting off their financial flow and disrupting their supply chain, reports The Times of India on September 20. Burha Pahar was considered one of the impregnable fortresses of the Maoists with its command remaining in the hands of top Maoists, including central committee members Arvind Ji, Sudhakaran and Mithlesh Mehta over the years. Police said the Maoist think tank used to gather here to chalk out disruptive activities and also train squads to execute their plans in different States, including Jharkhand, Bihar and Chhattisgarh. Though Police aimed to end the Maoists’ domination over Burha Pahar, it faced a tough task. The difficult topography, including dense forest and steep rocks made scaling of the hill difficult. The Maoists had also planted landmines on the paths leading to the top of the hill in a bid to repel the Security Forces (SFs). A strong contingent of Maoists used to be present to take on the Police force conducting operations in this area. The Police had sustained several reverses, including loss of around half a dozen Policemen in 2018 in its efforts to capture the hill. In a long-term strategy, the Police first decided to cut off the flow of money collected as levy from Bauxite mines to the Maoists in Burha Pahar. The key Maoist responsible for mobilising funds from the mines — Budheswar — was killed in an operation in Gumla in Kurumgarh last year.
