The Hindu reports that the Communist Party of India-Maoist (CPI-Maoist) cadres killed a tribal, identified as Wadeka Nasanna, of Dandabadi village under Narayanpatna Block in Koraput District late in the night of February 16. According to Koraput Superintendent of Police (SP) Anup Sahu, a group around 20 Maoists dragged Nasanna out of his house and slit his throat open. The Maoists left a handwritten letter at the spot claiming the victim was killed as he was opposed to the activities of the Maoists and the Chasi Mulia Adivasi Sangh (CMAS) in the area. Sahu said Wadeka might have been killed only to create terror in the area. The tribal had no links either with the Police or with the Maoist supporters. “We suspect he refused to oblige the directives of Maoists for which he was killed so that the incident may create panic in the minds of others living in remote areas,” the SP said.

Times of India reports that, on April 25 during Army and IAF commanders' conferences in New Delhi, it was assessed that the more than full-blown conventional wars with Pakistan or China, India was faced more with unconventional threats emanating from jihadi outfits getting hold of "dirty" nuclear bombs, crippling cyber-attacks and "hybrid forms of warfare". Army chief General V K Singh observed that "the major concern" at the moment was the ongoing "attempts" by "non-state actors" to acquire weapons of mass destruction (wmds). Gen Singh, also said that while conventional conflicts were not immediately on the horizon, the armed forces could not let their guard down against "hybrids forms of warfare", which basically entailed state and non-state actors joining hands to fight a common foe. Echoing similar views, Defence minister A.K. Antony said that terrorism emanating from across the border remained India's primary concern. "We are taking adequate steps to ensure any spill-over effect from any adverse development in Pakistan is successfully countered by our armed forces," he said.

The letter addressed to the Collector Balwant Singh further reads that “we released the then Collector R. The letter has asked the Collector “Are you mot aware about the killing of Comrade Gajla alias Ratnalu in Police encounter on April 24, 2011 at Tentulipadar village despite the State Governments claims that combing operation has been stopped”. The Maoist letter has also demanded the release of all the tribals who have been languished in Malkangiri and Koraput jails on the false cases. The Maoist leader has also said no to operation green hunt. The Maoist leader has further urged to fulfill all the demands of the common men and to supply rice to the cut-off region soon. Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) cadres are allegedly pushing workers of Trinamool Congress, the ruling party, to quit the party in a bid to create pressure on the Mamata Banerjee-led Government, Trinamool sources said. The PCPA wants the Government to expedite the release of political prisoners and push for withdrawal of central forces from Janglemahal, promises that Mamata had made in the run-up to the Assembly elections. Local Trinamool activists, who requested anonymity, said they had been threatened in at least 20 villages of Jhargram, Salboni, Sankrail and Kotwali areas of West Midnapore in the past three weeks. “Maoist armed squad leader Badal Mahato travels with his guerrillas at night and holds meetings. He tells villagers about Mamata Banerjee’s promises. He says if the promises are not kept, they will wipe out Trinamool from Janglemahal,” a Trinamool activist said. A Dherua-based Trinamool leader said that on June 2, a local PCPA leader had visited him at night and asked him to quit Trinamool and join the PCPA. The PCPA leader is known to have Maoist links. PCPA leader Manoj Mahato, however, denied that Trinamool workers were being threatened. He said villagers in Jungle Mahal were demanding that Trinamool deliver on its promises. District Trinamool Chairperson Mrigen Maity said: “We have received reports from our workers in Jhargram, Salboni, Sankrail and Kotwali areas that they are being threatened by Maoists and the PCPA. We will soon submit a report to the state Trinamool leadership.”

Times of India reports that Qurat-ul-Ain has become the centre of a new controversy in Kashmir. Separatist leaders are threatening an agitation if she isn't released. The Police say they have a watertight case against her; she is a Lashkar-e-Toiba (LeT) courier. "We have been watching her for a while and picked her up only after we learnt that she was part of the team that targeted the police station," said a senior security source. "Militants use young girls like Qurat-ul-Ain to reconnoiter targets, to act as couriers, because they don't draw too much attention. But the same is also true of us here: some of our best sources here are women," said an unnamed senior Police officer. Another top officer said, "Let's be honest: we have lost control of the main street here. It's the militants who control the mohallas of old city." "The basic problem is that the militant presence is strong. Surgical strikes won't help. What's needed is large-scale crackdown like we did in the early 1990s. Push in a large number of troops, surround a locality and go house-to-house. But the political leadership won't hear of it. Meanwhile, the militants are exerting their grip recruiting more people and eliminating our sources," said another security source.

APHC-M chairman Mirwaiz Umar Farooq threatened violent protests across Kashmir if the restrictions imposed on the separatist leaders continued. Mirwaiz, while addressing a press conference at his residence, said that he would be forced to ask people to come on streets and lodge protests. "There are curbs on people and protests against the human rights violations in the Valley are not allowed," he alleged, and asserted, "Our programmes have been peaceful so far and people have been following the same. But the situation is going out of control and peoples' anger has crossed all the limits. I believe there would be violence and agitation if the people are not allowed to register their protest in a peaceful manner." He also supported the strike call given by APHC-G chairman Syed Ali Shah Geelani against the killing of Nazim Rashid. "I am not in favour of strikes but protest in the form of strike is the last resort in Kashmir," he added.

Army on August 4 warned of the possibility of terrorists attempting to disrupt peace in Jammu and Kashmir especially in view of the upcoming Independence Day (August 15), reports PTI. "There is a need to be more vigilant in view of the possibility of terrorists attempting to disrupt the existing peace in the Region, especially during the coming days on account of the Independence Day," said the Security Advisor to the Jammu and Kashmir Government and General Officer Commanding (GOC, White Knight Corps) Lieutenant General J P Nehra. He said, "The downward slide in terrorism should not lull us into complacency as the intentions of terrorists and their infrastructure across the LoC is still intact." DNA reports that militants have resorted to old tricks of soft target killings to instill fear among the people of Jammu and Kashmir. According to officials, over two dozen civilians have been killed by militants in 2011 in the State. Data given by Police says at least 19 civilians have been killed by militants so far in valley alone. Sopore tops the list with five followed by Srinagar and Kupwara with four killings each. Ganderbal has witnessed two civilian killings so far. So far, Baramulla, Shopian, Awantipora and Budgam have witnessed one killing each. “We are comfortably placed in terms of militancy on all parameters except for civilian deaths. Last year the number was 22 and this year it is 23. There is marked decline in all the parameters. Like I said there is no room for complacency,” said Chief Minister Omar Abdullah. “There seems to be no logic to these killings by militants which have happened in a series. Actually they are under tremendous pressure after their leadership has been eliminated,” said an unnamed top Police officer.

Garo National Liberation Army (GNLA) on August 26 threatened to call a 72-hour bandh (general shut down) from September 10, if the Assembly session does not deliberate on the alleged secret killing of innocent youths by the Achik National Volunteer Council (ANVC) cadres. Shira also alleged that the ANVC members had resorted to secret killings as it was evident from the unmarked graves of innocent Garo youths killed by the outfit and buried behind the Tura Youth Hostel and Samanda camp in the East Garo Hills. The Government must investigate the use of hidden weapons by the ANVC since the beginning of the ceasefire, as dozens of Garo boys and adults who refused to accept the ANVC diktat, have gone missing. Some are buried in unmarked graves, the GNLA leader said. Though the ANVC was supposed to deposit arms some of the cadres were still holding on to them, the GNLA alleged.
