The Communist Party of India-Maoist (CPI-Maoist) allegedly threatened to kill Bharatiya Janata Party (BJP) Aurangabad Member of Parliament (MP) Sushil Kumar Singh and Bihar ruling party Janata Dal United (JDU) leader Ranvijay Kumar Singh on February 9, reports The Telegraph. According to the Police, handwritten posters were put up and several pamphlets bearing the threat were scattered in the Goh area of Aurangabad District. The posters demanded a canal in the area and prohibited Sushil from venturing out into the district. They also alleged that Ranvijay, who is a former MLA, was of feudal mentality and would be bombed in his office. While Sushil was busy attending the ongoing budget session of Parliament in Delhi and did not respond to calls made to him, Ranvijay said that he was not afraid of any such threat. “I have been fighting against the Maoists for over four decades. They have lost their strength and relevance. The operations launched by the security forces have rendered them ineffective,” Ranvijay said. In the meeting held last week (February 20-26) near Targoda village, a few kilometres away from Gatta Jambiya, Maoist leaders like Raghu and Giridhar had urged the residents of 13 villages under Pursalgondi gram panchayat (village level local self-Government institution) not to work at the mining site. Apart from working on the mining site, the Maoists have also urged the women workers to stop going to a sewing unit, which has been set up by the company as part of corporate social responsibility (CSR). Sources also informed that the Maoists had asked the villagers that at least one member of each family should join the large-scale agitation being planned by them. The agitation site has not yet been revealed. “Last few days, the villagers have stopped attending the work and many are now planning to leave the job,” said a source from Etapalli taluka.

In some posters the Maoists have named some villagers claiming they have been helping the Police by leaking information on the rebels’ movements, the others warned the villagers of turning informers. One of the posters found outside a house read, “Budhuram Goud of Garjanpani village will be given death punishment. From 2021 until now he has been working with the Police as an SPO (Special Police Officer). He has formed a network to track the activities of the Maoists with the help of his team. He is also getting a remuneration of more than Rs 3,000 every month.” The poster further read, “He (Budhuram) was frequently moving around with CRPF [Central Reserve Police Force] jawans and helped them in launching operations in the forest. He is also responsible for forming a network in every nearby village. We have been warning people to not become police informers for money. Several posters containing the warning of the Maoists surfaced in Haladi, Hatigaon, Kurabeda, Nakatisamada, Mundibeda, Gona and Kundei area of Raighar on March 5, and in the posters, the Maoists claimed that the Indian government had rehabilitated several Bengali people in Raighar area by providing them land deeds. However, the government is yet to provide land deeds to the tribal people, alleged the Maoists. “The tribals should not hand over their landed properties to Bengali people for agriculture and other purposes,” said the posters. Certain legislations have been passed in 2006 to provide land deeds to tribal people residing near the forests. However, many tribal people have not been provided the land deeds yet, alleged the Maoist posters. The Maoists have also asked the Bengali people to return landed properties of the tribals at the earliest.

CPI-Maoist ‘secretary’ for Bhadradri-Kothagudem and Alluri Sitharamaraju District, Azad, wrote a letter alleging that CPI leader Ravulapalli Ramprasad, Bogala Srinivas Reddy of Congress, Telugu Desam Party (TDP) leader Kodali Srinivas, and Bhadrachalam Mandal Revenue Officer (MRO) Srinivas encroached 4.15 acres of government land in survey No. 111/5 at ITDA Bhadrachalam. Alleging that Ravulapalli Ramprasad encroached a total of six acres of private land, of which three acres belonged to Vasireddy Duragaiah of Bhadrachalam and the rest was owned by Christian organisations, Azad said that Ramprasad registered the encroached land as a patta with the help of government officials and local Congress Member of the Legislative Assembly (MLA) Podem Veeraiah. He called upon the locals to revolt against encroachers and take back the illegally occupied lands. A press release by the office of Gadchiroli Superintendent of Police (SP) stated that in the lead-up to an ongoing planned agitation in the Todgatta region, Naxalites [Left Wing Extremism, LWE] had threatened the local population to join. They had strategically distributed pamphlets to instigate local villagers to support their cause and to oppose the road work and other developmental work on the false pretext of starting of Damkodwahi mining operation. As per the input, a large congregation of Naxalites was present near Todgatta to intimidate villagers, and they were planning a largescale ambush and attack on operating Police parties, the release said. Acting on the input, Gadchiroli Police's C60 anti-Naxal squad launched an operation in the Abujhmad Forest bordering Chhattisgarh. During the operation, they came under indiscriminate fire from a group of 60 to 70 Naxalites hiding in the Hiker Forest who used Barrel Grenade Launcher (BGL) and other weapons. The C-60 commandos retaliated and engaged Naxalites for approximately an hour. Eventually, the Naxalites managed to flee into the dense forest. A huge cache of weapons, including one .303 rifle, bharmar gun, country-made pistol, three magazines, 31 bullets, cash Rs 38,000, medicines, one branded tablet, Maoist literature and other materials were recovered from the hillock where the encounter happened for almost an hour.

In the banner by the Gaytapara area committee of the CPI-Maoist, the Maoists have alleged the Sarpanch (head of the Panchayat, village level local self-Government institution) and the Upa (deputy) Sarpanch of Besmeta village for supporting the proposed mine. The press note read: "Polling is going to be held in the area (Bijapur) on November 7, and you (poll officials and employees) are preparing for it. The West Bastar Division Committee has already issued a statement giving a call to boycott the 'false' elections. Bijapur has 245 polling booths, and you will be coming with EVMs on November 6–7. You will be accompanied by security forces that pose a threat to your lives. Therefore, we appeal to you, keeping your safety in mind, that you should not come." Inspector General of Police (IGP), Bastar Range, Sundarraj P, said all necessary security arrangements would be in place for the peaceful conduct of elections. The Maoist ‘secretary’ of western Bastar division committee, Mohan, in a statement addressed to the electoral officers and polling party personnel stated, “You all will be coming here in Bijapur to carry out polling practice in 245 polling stations. As you will be coming with security forces, there’s a palpating possibility of threat to life. As you would be visiting the Maoist affected regions, we appeal to you to not visit this place and we are appealing to you keeping your safety in mind.” Calling for a boycott of elections in villages of Sukma, Narayanpur, Kanker and other insurgency-hit regions, Maoists have painted walls of villages with similar messages in red colour. The Maoists have also painted the messages for poll boycott on the walls of a school in Arampalli village of Sukma District on October 31.

The Collector promptly handed over the threatening letter to the special branch, which, in turn, transferred it to the Nadakkavu Police Station. As of now, no case has been registered regarding this matter. The cadres of the Communist Party of India-Maoist (CPI-Maoist), which earlier used to issue banners on posters on capitalist government, corruption, and politics, breaking previous stereotypes and old records, issued a pamphlet threatening the college student leaders, accusing them of monopolizing and acting arbitrarily in the Bijapur District of Chhattisgarh, reports The Free Press Journal on November 29. The student leaders were accused of ragging and carrying out exploitation of their juniors. The ‘secretary’ of the Maoists' West Bastar Divisional Committee, Mohan, has allegedly accused in a press note that Bijapur PG College student leader Rakesh Tati and deputy student leader Arjun Aganpalli threatened the professor and students to follow their diktats. Maoists also levelled serious allegations against both the student leaders, alleging that they compelled the students to remain outside of their hostel. They were forcefully driven out. The Maoist leader stated that due to the harassment by the two student leaders, the students had to leave the school. Thus, the Maoist leader raised the demand for building separate hostels for school and college students and stopping the ragging and hike in mess fees in colleges.

The outfit held him responsible for the closure of the MCCL and urged the MLA to take responsibility for the closure of the MCCL and demanded him to resign from his position as an MLA. The HNLC further extended an offer to the MCCL employees to join the outfit. “If they are willing to join our cause, we will provide them with a monthly salary of Rs 25,000. Eligible individuals should be below 45 years of age and undergo basic military training. If they demonstrate commitment to our cause and ideology, we will consider offering them an attractive salary,” the HNLC statement read.
