A person suspected to be a key conspirator in the hijacking of Indian Airlines plane IC-814(December 24, 1999) was arrested in Chile, Times of India reported on April 11. Highly-placed sources in the Government and the Central Bureau of Investigation (CBI) said that the Chilean Police informed the CBI that they had detained a person identified as Abdul Rauf and that there was also an Interpol Red Corner notice pending against him. The sources said that the Chilean Police had also sent his finger prints for verification but the CBI expressed its inability as neither Rauf's picture nor his finger prints was available with the investigation agency. A team would be soon going to Chile to ascertain his identity as well as question him, the sources said, adding some help from western friendly intelligence agencies was likely to be taken in this connection. Abdul Rauf wanted by the CBI is the brother-in-law of Jaish-e-Mohammed (JeM) ‘Chief’ Maulana Masood Azhar and was among the main conspirators in the hijacking of Indian Airlines plane from Kathmandu. The JeM chief was among the three terrorists exchanged for the plane and over 160 passengers after eight-days of negotiations carried out at Kandhahar, a city in Southern Afghanistan.

Times of India reports that four leaders of the Communist Party of India-Maoist (CPI-Maoist) were arrested by Madhya Pradesh Police from an arms dump in the State capital Bhopal on April 10. The arrested leaders have been identified as Divakar Patil, Sunitha, Pentaiah and Ramesh. "A Police Officer from Guntur was summoned to confirm the identities of the rebel leaders," a source said. While Divakar is a native of Bapatla town, the other three were residents of Ponnur and Amruthalur towns in Guntur District in Andhra Pradesh. They had joined the Naxal [Left Wing Extremism] movement a decade ago and worked in Bollapalli, Veldurthy and Pullalacheruvu dalams (squad) for more than six years. "They shifted their base to MP following the aggressive Police hunt in the Nallamala region in the last four years," sources said. The antecedents of the arrested Maoists are yet to be known, police believe they might have been working in coordination with the armed dalams in the forests. "They initially worked as weapon carriers in Guntur District and subsequently promoted," a Police official said.

IBNLive reports that the Police arrested a self-styled ‘area commander’ of the Communist Party of India-Maoist (CPI-Maoist) near Thariamahua Bridge in Giridih District on April 11. The ‘area commander’ identified as Shiva Turi was operating at Dhanbad's Tundi area, was arrested during joint raids by Dhanbad and Giridih Police and his arrest would provide vital information on the rebel outfit, Superintendent of Police A V Homker said. "Turi was involved in the Maoist attack on Maniadih Police picket in which a Policeman was killed in 2009, besides the murder of a chowkidar (village guard) in 2008 and blowing up of two school buildings during Maoist-called shut-downs," he said. PTI reports that a Communist Party of India-Maoist (CPI-Maoist) top cadre was arrested by the Police and Special Operation Group (SOG) troopers at Temurpally under Mathili Police Station in Malkangiri District on April 11. The Maoist cadre, identified as Pitabas Singh Thakur (32), belongs to Komakolen village in Dantewada District in Chhattisgarh, was involved in extorting money from traders of the weekly local market, Mathili Police Station Inspector-in-Charge Ramakrushna Pati said. Thakur was working under Daraba Dalam (squad) of Chhattisgarh and is a close associate of Surendra, the commandant of Daraba Dalam, who had allegedly masterminded the killing of 76th Central Reserve Police Force (CRPF) personnel in Dantewada District on April 6, 2010, Pati said. Thakur was also involved in blasting of Police outposts at Mundaguda and Salimi under Mathili Police Station limits in 2009, adds The Hindu.

"Kalu Mahato was wanted for several murders and landmine explosions at Kharbandi and Murakhati areas of Jhargram. He will be produced before the Jhargram court on Tuesday [April 12]," said Jhargram Superintendent of Police Pravin Tripathi. Acting on a tip-off, the Central Reserve Police Force (CRPF) Battalion No. 184 raided Niharia forests and arrested Mahato. Mahato, according to Police, is the member of Maoist leader Goutam's squad. Times of India reports that four leaders of the Communist Party of India-Maoist (CPI-Maoist) were arrested by Madhya Pradesh Police from an arms dump in the State capital Bhopal on April 10. The arrested leaders have been identified as Divakar Patil, Sunitha, Pentaiah and Ramesh. "A Police Officer from Guntur was summoned to confirm the identities of the rebel leaders," a source said. While Divakar is a native of Bapatla town, the other three were residents of Ponnur and Amruthalur towns in Guntur District in Andhra Pradesh. They had joined the Naxal [Left Wing Extremism] movement a decade ago and worked in Bollapalli, Veldurthy and Pullalacheruvu dalams (squad) for more than six years. "They shifted their base to MP following the aggressive Police hunt in the Nallamala region in the last four years," sources said. The antecedents of the arrested Maoists are yet to be known, police believe they might have been working in coordination with the armed dalams in the forests. "They initially worked as weapon carriers in Guntur District and subsequently promoted," a Police official said.

Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. Police is also investigating the name of political leaders and police officers, who had helped Mukhtiar escape police custody during past more than two months.

Three cadres of the People's Liberation Front of India (PLFI), a break away faction of the Communist Party of India-Maoist (CPI-Maoist) were arrested from Bajra Bridge, about 15 kilometres from the District Headquarters in Itki, while two Maoist cadres identified as Basudev Hazam and Istomani alias Basanti, were arrested from near Rocky Cinema in the Bundu Police Station area in the District. The three PLFI cadres are identified as Raj Kamal Gope (30), Manjula Kumari (20) and Shahnawaz (21). Raj Kamal Gope is the ‘zonal commander’ of the PLFI, while Manjula and Shahnawaz were his trusted lieutenants. “Gope is wanted in more than 20 cases of murder and extortion,” Senior Superintendent of Police (SSP) Praveen Kumar Singh said. According to the Police, Basudev and Basanti were actively associated with Maoist ‘zonal commander’ Kundan Pahan, known as the Veerapan of Jharkhand. “The Maoist duo was associated with the Kundan Pahan squad for a year and a half. But when the rebels sexually exploited the girl, both decided to stay away. To protect themselves from the wrath of Maoists, they preferred working as suppliers,” SSP Singh said. “I joined the organisation three months ago, but had remained in the squad for only six days. Ashok Chand, Deputy Commissioner of Police (Crime) said that Alam had come in contact with a Bangladeshi national named Maqsood (who is absconding) six months ago who told him that if he would circulate counterfeit currency notes in the market, he would receive 10 per cent for each note circulated. According to Alam, Maqsood used to get the Indian counterfeit currency notes from Bangladesh and then from Kolkata by train to Delhi. “This currency, which looks exactly like real Indian currency has been produced at a high security manufacturing unit, probably at Malir in Karachi,” sources said, adds Times of India.

Kashmir Times, further adds that, the Police claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of Dukhtaran-e- Millat (DeM). Moreover, the Tehreek-ul-Mujahideen was uncomfortable with Maulana’s moderate line. They were unhappy with his comments on stone-pelting and his talking to the Government, reports The Times of India. It was an attempt to take over the organisation and radicalise it. He had won three straight three-year terms as the Ahl-e-Hadith's head since 2004 and is believed to have closed down the terror group allegedly associated with his organisation in Kashmir. Further, the Police claim has complicated the events surrounding the murder. Tehreek-ul- Mujahideen, long associated with the Ahl-e-Hadith, was formed in 1990. It is the part of 15-member Pakistan occupied Kashmir (PoK) based United Jehad Council and enjoys close links with groups like the Lashkar-e-Toiba (LeT). Police further stated that a local LeT ‘commander’ provided logistical support for the assassination. The claim also rubbishes separatist leader Syed Ali Shah Geelani and Hizbul Mujahideen (HM) allegation that "Indian agencies" had murdered the Maulana. Following the investigation, Police on April 17 carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates, according to Kashmir Times.

"The decomposed bodies of two unidentified persons were recovered from Bhandarbilla village after the arrested Maoist, Parameshwar Roy, revealed during interrogation that two persons were killed and buried at the spot by the Goutam Rana squad around four months ago," Mukesh Kumar, Additional Superintendent of Police (ASP) of Jhargram Police District, said. 14 cadres of the CPI-Maoist-backed Chasi Muliya Adivasi Sangh (CMAS) have been acquitted by the Additional District Judge Suresh Kumar Patnaik in Koraput District on April 2, reports Orissadiary.com. After abduction of the Malkangiri Collector and Junior Engineer of Kudumulu Gumma Block, the mediators placed conditions to release 617 under trial prisoners of CMAS from different jails. It was alleged that about more than 200 CMAS cadres along with the Maoists attacked on a country liquor shop and set ablaze in the night of January 4, 2009. As per the FIR of the owner of the country liquor shop, Rajendra Kumar Jadab, the Police arrested 14 cadres of CMAS. The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

Bokaro Police arrested Rameshwar Manjhi alias Mangra (39), a Maoist sub-zonal ‘commander’, from Bhavani forests in Nawadih block in Bokaro District on April 24, reports Telegraph. Mangra hails from Chandankurwa village of Nimiaghat in Giridih District and had joined the Maoists in 1990, when he was only 18 years old. He has served in various posts since then and was currently a sub-zonal commander, who had specialised in levy collection in Parasnath, Nimiaghat, Nawadih and their adjoining areas. More than half a dozen cases, including killing of Policemen, abduction, arms loot and planting explosives to blow up community halls and schools, are lodged against him. He was also jailed in 1994 for abducting a junior engineer in 1991. Bokaro Superintendent of Police (SP) Saket Singh said Mangra was named accused in a Maoist attack on a Police team at Kharki forest near Nimiaghat in 2004. Three Policemen were shot dead and six rifles were looted in that incident. In May 2003, he had also snatched away rifles from personnel of the Chandrapura Railway Protection Force (RPF) and later in 2009, Mangra blew up a community hall in Nawadih, the SP added.

Jhargram Additional Superintendent of Police (ASP) Mukesh Kumar said Rama, wanted in several cases of murder and kidnapping, was picked up following a tip off. Police said Gautam Rana, a resident of Kharbandi village, was active in Sankrail in Jhargram and Beliabera areas, adds Times of India. He was involved in several murders, including that of abducted Police constable Sarkar Hembram. He was also the key accused in the explosions at Kharbandi and Patashimul gram Panchayats (village level local self-Government institution). Rana was arrested in December 2009 but released on bail. The base in Pune ensured that these two [Angela and Sushma] organise procurement of weapons, flash cameras and other equipment needed by the group. She was involved in handling the salary, in arranging financial assistance, a safe haven for the group members, medical assistance and procurement and storage of weapons. She was also involved in sending the weapons safely when needed to locations decided," said Maria. “Sushma was working as a marketing agent in a Pune-based company under the name Shradha Gurav. The three arrested members are Varanasi Subramanyam alias Shrikant alias Sukant alias Vimal (58), Secretary of the North Regional Bureau wanted by the Andhra Pradesh Police for the last five years carrying a reward of INR 1.2 million on his head. Subramanyam, son of a lawyer and an M. Com and LLB from Andhra University is a native of Prakasam District, has been in the CPI-Maoist central committee since 2001 and helmed the outfit's international cell ever since the arrest of Kobad Gandhi, a central committee member, from Andhra in 2009. The second is Pulendu Shekhar Mukherjee alias Jhantu Mukherjee alias Saheb Da alias Joyda (69), Secretary of the Eastern Regional Bureau which includes Chhattisgarh and had been appointed in-charge of the Urban Sub-Committee (USCOM), spearheading party activities in Delhi, Kolkata and Mumbai. The two OGWs, identified as Shahnawaz and Mohammad Irshad, went to the house of one Mohammad Maqbool at Morha Mokha in Jamsalan in the night for extortion. Mangal, a resident of Edeldih village under Tamar Police Station had been to jail in 2006, for killing his wife and after coming out he joined the Maoists. The Police also recovered two loaded magazines of the gun, a carbine and 18 bullets from his possession. The arrested PLFI cadres were identified as Tulsi Pahan, Kishore Munda, Shivnarayan Mahto, Subhas Ram, Brij Mahto, Naseem Ansari and Marwari Pahan. All are in the age group of 25 to 30. Arms and ammunition recovered from them include a locally-made rifle, a 9mm pistol and 25 rounds of ammunition in five magazines. “We also found posters, uniform and letter heads,” Ranchi Senior Superintendent of Police Saket Kumar Singh said at a news conference. He added that this PLFI squad was new. It was constituted by one Kunwar two months ago. “The group’s leader is Tulsi Pahan. Based on intelligence inputs, SFs launched an operation and first apprehended a ‘commander’ of KCP (N), Joychandra alias Ingsosa alias Dilip. Based on Joychandra’s revelations, SFs raided a house near Bihutoli at Rajgarh Road and arrested Langamba alias Lenin (30) and his associate Yumnam Udai Singh (34). Three computer sets, four mobile phones with nine SIM cards, two pen drives, a driving licence and cash worth INR 45,000 were recovered from their possession. “Preliminary investigation suggests that the group members are not only using Guwahati for shelter but are also trying to invest money in business activities here. We are trying to study the documents stored in the computers seized from them, find out the quantum of money and what sectors or business activities they were investing in,” a Police source said. The police here had earlier arrested leaders and cadres of Manipur-based outfits like the UNLF, KCP, PLA and PREPAK from Guwahati.

Police were tipped off about the arrestees who were going to meet their ‘area commander’ Durjan alias Amar Singh to hand over the amount collected as levy from one Basant Sahu of Salyakona village, a Police officer said. The trio also confessed that Sahu was threatened to give INR 200,000 as levy on August 14 and gave them INR 20,000 as a part of it on August 21. The Special operation Group (SOG) Jammu and Jhajjar Kotli Police in a joint operation in the night of August 25 arrested three persons and recovered Fake Indian Currency Notes (FICNs) worth INR 500000 from their possession. While FICN worth INR 300000 worth was in the denomination of 1000, FICN worth INR 200000 were in denomination of 500. The FICN appeared to have been printed in Pakistan and smuggled to Bangladesh from where it was taken to West Bengal and transported onward to the Valley. Genuine Indian currency notes worth INR 35,000 were also seized from them. The arrestees were identified as Bengali Habibullah, a resident of Malda in West Bengal, and two walnut traders of Kashmir, Ghulam Mohammad Sofi and Abdul Rashid War, both residents of Haihama in the Soipora area of Kupwara District. Habibullah later confessed having made two trips earlier to the Kashmir valley during past two months and supplied more than INR 500000 to two traders of walnuts. Habibullah disclosed that one Ghulam Rasool used to hand over the currency to him at Bangladesh-West Bengal border. According to sources, the fake currency very nearly resembled to the Indian currency.

This was for the fourth consecutive Friday this month when stone-pelting incidents were witnessed in the Nowhatta area. Police said the stone pelters have of late been using motorcycles to throw stones at Security Forces (SFs) and fled away quickly. "The typical practice is that such bikes carry three people, one rides the bike, the man in the middle has stones in his lap and the one at the back hurls them at the security forces. And they move at a menacing speed," Police said. The Nowhatta Police Station was the main target of the stone pelters in summer agitation in 2010.

He was trained at General Head Quarter (GHQ), Dimapur with effect from November 2005 to January 2006. Since the termination of training, he had been operating in Tirap District. Interrogation also revealed that he had been managing and coordinating activities of NSCN-IM and was involved in providing logistic support, mobilizing armed groups and arranging administrative requirements of the outfit in Tirap. A Communist Party of India-Maoist (CPI-Maoist) ‘area commander’, identified as James Murmu, who was arrested on August 4 in Jharkhand, has revealed that the Maoists are planning to target Mohammad Bazar station in the bordering Birbhum District of West Bengal and Security Forces(SF) guarding coal-laden trucks in neighbouring Pakur. “Altogether 200 fresh recruits are being trained to attack the Mohammad Bazar Police Station under the supervision of CPI(Maoist) zonal commander Ravi Marandi, alias Vishvanathda,” a Police source quoted the 25-year-old as saying. He pointed out that CPI- Maoist frontal organisations such as Nari Mukti Sangathan (Association for Women’s Emancipation) and Kisan Kranti Morcha (Peasant Revolution Front) were also being strengthened to spread their ideology and strengthen base in rural areas. According to Murmu, currently nine women cadres of the CPI-Maoist armed squad in Shikaripara and adjoining block areas of Dumka Distict are adept in operating sophisticated firearms, including carbine and self-loading rifle.

At least six militants including two female militants belonging to separate militant outfits were arrested by Security Forces (SFs) at different places of the State. SFs arrested two militants of United People`s Party of Kangleipak (UPPK), identified as Ningombam Boinao alias Raju Singh (20), and Nigombam Bocha alias Boboi Singh (26), from Ningomthong Lilando Lampak in Imphal West District on August 8. The arrested cadres disclosed that they joined the outfit in the year 2001 and are presently working under the command of one Ningombam Sanjoy of UPPK and they have been involved in extortion of money from the general public.
