Daily Times reports that President Asif Ali Zardari on February 25 urged the aggrieved Baloch leaders not to resort to violence as the Government acknowledged their rights and was doing all within its means to help them. Addressing a gathering at the Governor’s House, in Quetta, Zardari said all the demands of the people of Balochistan were acceptable to the Government. The President also added that the development funds for Balochistan had not been cut despite severe financial constraints on the Government since it believed in ending their years of deprivation and that the Federal Government was working to introduce a constitutional package in March 2010, which would ensure provision of rights to the provinces.

The International Committee of the Red Cross (ICRC) has restricted the movement of its staff in Balochistan, owing to threats calls by an unidentified militant outfit. The ICRC head of sub-delegation Adrian Zimmermann denied the statement in which it was reported that all offices of the Red Cross in the provincial capital were closed down after a threat call. “The ICRC continues to work in Quetta, but (our) activities have been restricted,” Adrian said. “Law enforcement agencies are investigating the matter, thus we are not in a position to comment about the significance of the threat,” he added.

Interior Minister Rehman Malik on May 25 said that some Baloch separatists with the help of Taliban and external forces are conspiring to dismember Pakistan but the Government would ensure country’s security and safety, reports The News. He was addressing the participants of the media conference during his visit to the National Defence University in Quetta. Sources said that the interior minister gave a detailed briefing to the participants on the country’s law and order situation particularly the situation in Balochistan. According to Interior Ministry spokesman, the interior minister said that Government is serious in development and prosperity of Balochistan and for uplift of the Baloch people. 'Aghaze Huqooq-i-Balochistan' package is a proof of Government’s commitment towards the prosperity of Balochistan, he said. The Minister said the Federal Government is working along with the Provincial Government for improving the security situation in the province and all necessary measures would be taken in this regard. Malik said that evidence of India’s involvement in deteriorating the security situation in Pakistan has been found and even today there are 50 Farari camps (rebel bases) in various areas of Balochistan. He said we have given dossiers to Afghanistan as some separatists leaders sitting in Afghanistan with the patronage of outside forces are involved in deteriorating the situation in Pakistan. He also disclosed that some people have been arrested who have Afghanistan security cards. Malik said that Balochistan Liberation Army (BLA) has given training to 5,000 to 6,000 people but we would ensure the sovereignty and security of the country.

The North Atlantic Treaty Organization (NATO) forces in Afghanistan have installed a sophisticated surveillance system along the Pak-Afghan border to monitor insurgents’ movement in the area on May 25, reports Daily Times. Equipped with more than half a dozen security cameras, the “sprawling three hundred yards tall balloon type satellite tower” was installed at Spin Boldak town, and can also be easily seen from Chaman of Balochistan, which lies about a kilometre south. An Afghanistan security official said that the “tower will be instrumental in monitoring the border area, especially during the NATO operation against the Taliban in Kandahar”. The official added that if the need arises more such towers would be installed along the Pak-Afghan border.

Sardar Akhtar Mengal, president of the Balochistan National Party (BNP) and a former chief minister of the Balochistan on July 31 accused the Government and its functionaries of carrying out target killings of Baloch leaders and activists, reports Daily Times. Addressing a public rally at Manan Chowk of Quetta over the telephone from Dubai, he said Habib Jalib had been killed by those who believed that he was a hurdle in the way of their vested interests and evil designs. BNP party workers took out a rally from Liaquat Park and marched up to Manan Chowk to listen to Mengal’s speech. Addressing the rally’s participants, Mengal said bloodshed was not new for the Baloch people, but one thing was clear that the Baloch people were not scared of anything and would not be deterred by the use of force. “The state and its agents have deliberately created panic in Balochistan, but the BNP is not scared of anything, as the party has already scarified the lives of many of its leaders and workers,” he said.

Balochistan Chief Minister Nawab Aslam Raisani said on August 8 that he could bring the resistance forces in Balochistan to the table for talks if the Federal Government and other quarters concerned gave him the mandate to do this, reports Dawn. Talking to newsmen at the Chief Minister Secretariat, Nawab Raisani said he did not have the mandate of Islamabad to initiate talks for resolving the Balochistan issue. He said without such a mandate it would be useless to hold an all parties conference because Baloch nationalist parties would not attend it. The Chief Minister expressed concern over the law and order situation in the province and said a large number of teachers, doctors, engineers and other professionals were leaving Balochistan because of increasing incidents of target killings. “Even Baloch parents are sending their children to other provinces for education,” he added. Nawab Raisani said the killing of Habib Jalib Baloch and Mula Bakhsh Dashti was a big loss, adding that the people involved in the killings were enemies of Balochistan. He said he himself, his son and brother Haji Lashkari Raisani also were facing threats from militants.

The Balochistan National Party (BNP) said on August 20 that target killings, military operations, enforced disappearance of political workers and torture of detained persons would never be able to suppress the Baloch political struggle, reports Dawn. Leaders were speaking at a meeting held to mark the chehlum of Habib Jalib Baloch, secretary-general of the BNP-Mengal who died in an armed attack on July 14, 2010. BNP Information Secretary Agha Hasan Baloch and other leaders paid homage to Mr Jalib for the role he played in the political struggle for the rights of Baloch people. They said that Mr Jalib actively worked for mobilising the Baloch against what they described as plunder of Balochistan’s resources.

Balochistan Chief Minister (CM) Nawab Aslam Raisani on October 19 strongly refuted reports about military operation in any part of the province, reports Daily Times. Talking to the United States Consul for Sindh and Balochistan, William J Martin, at the CM Secretariat in Quetta, Nawab Aslam Raisani however confirmed that some action is being taken against anti-social elements. He said that no tribe was the target or was any area being combed or searched. He said that those involved in anti-social activities would not be spared and the Security Forces had launched a search operation to trace out the anti-social elements. “We are rendering valuable security service to the NATO trucks, containers and oil tankers within our limited means,” the chief minister told the visiting US diplomat during the conversations.

The Chief Minister of Balochistan Nawab Aslam Raisani on October 30 said that Government has decided to take action against a banned religious out-fit involved in target killings in the province, reports Dawn. Chief Minister Nawab Aslam Raisani, in a high-level meeting, said that those involved in target killings, terrorism and abduction for ransom would not be spared. He directed the law enforcing agencies to take action against criminal element without any discrimination and political pressure. The meeting also decided to contact the Punjab Government for action against the banned organisation.

Addressing a gathering of tribal elders during his visit to the border town of Chaman, he said that Pakistan would not allow NATO aircraft and helicopters to violate its airspace. Later, talking to journalists Major General Ubaidullah Khan denied that the missing people were in the custody of FC Balochistan. “No missing person is in custody of FC Balochistan,” he said, adding that the allegations were levelled by the people who were involved in cases of cross-border terrorism and were getting financial assistance and weapons from their “foreign masters”.
