Federal Minister for Postal Services Sardar Muhammad Umar while talking to media at the National Press Club (NPC) said that the Government has fulfilled most of Balochistan’s demands according to the aspirations of Akbar Bugti and the people of the province. He said the Pakistan People’s Party (PPP) Government had given more autonomy and financial share to Balochistan under the National Finance Commission (NFC) Award. “The province has been provided with PKR 164 billion under the new award keeping in view its area, while the share was only PKR 52 billion in the last NFC award,” he added. Umar said that Akbar Bugti presented the charter of demands of the Baloch people, but Pevez Musharraf killed the Sardar, instead of accepting the demands.

Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry, expressing concern over the worsening law and order situation in Balochistan, on January 9 observed that the number of missing persons in the province was increasing day by day, reported Daily Times. He said that uncertainty prevailed in the province as bullet-riddled bodies were found every day. The Chief Justice observed that the personnel of the Law Enforcement Agencies were also being targeted in such incidents. Justice Khilji Arif Hussain said that if the authorities had closed their eyes over the situation, then the court would be compelled to interfere in the matter. The court also inquired about the arrest of those persons, who were attacking the Hazara community. The court, adjourning the hearing of the case, sought a comprehensive report from the Balochistan Chief Secretary about worsening law and order until January 16. According to an earlier report submitted by the chief secretary, 181 bodies were recovered in three years.

As many as 14,362 people, including 150 women, have “disappeared” in Balochistan since 2001 and 370 mutilated bodies have been found in different parts of the province so far, The News reported quoting Qadeer Baloch, Vice President of Voice for Baloch Missing Persons on January 16. Sitting in a camp in front of the Karachi Press Club (KPC) in Karachi, the provincial capital of Sindh, since January 1, 2012 to protest against the “disappearances” of Baloch people, Qadeer said about 250,000 people from Marri and Dera Bugti areas had migrated to other provinces and even to Afghanistan since their lives were in danger. The Voice for Baloch Missing Persons has so far organised three protest camps outside the KPC, two in Islamabad and several in Quetta. “The precarious situation in Balochistan can be gauged from the fact that along with adults, 169 children are also missing,” Qadeer said. Speaking at a News Conference on International Human Rights Day at the KPC, Human Rights Commission of Pakistan (HRCP) Chairperson Zohra Yusuf had said the establishment saw the problem of Balochistan as a “security issue” but it would not be fair to say it wanted to get rid of Balochistan. However, she went on to say that the Government in Balochistan was ineffective. HRCP figures about “missing” people were conservative as compared to claims made by Baloch nationalists. Yusuf said Baloch nationalists claimed that 5,000-7,000 people were “missing” in Balochistan, but HRCP figures were more conservative. “It is a matter of grave alarm that 107 new cases of enforced disappearance have been reported in Balochistan in 2011, and the ‘missing persons’ are increasingly turning up dead,” she added.

Frontier Corps (FC) Inspector General (IG) Ubaidullah Khan Khattak said that incidents of abductions in Balochistan had increased at an alarming rate and had become a source of generating funds for militants, reports Daily Times. Addressing reporters at FC headquarters in Quetta, Ubaidullah Khan said that Balochistan witnessed a decline in attacks on economic installations like rocket attacks and bomb blasts particularly targeting gas pipelines, power pylons, and railway tracks. However, incidents of abductions and small arms attacks had increased. He said the militants were using kidnappings as source of generating funds. He said that they target foreigners with the intention to be paid ransom money in dollars. Responding to a query about the links between Tehreek-e-Taliban Pakistan (TTP) and Baloch militants, he said there is no link between the two. He said foreign elements were involved in destabilising Balochistan in order to advance their vested interests using local people as tools. “The foreign groups are providing financial support, equipment, training and advice to militants in Balochistan. The foreign interest is comparatively increasing in this particular region,” he said without mentioning name of any country.

Balochistan Governor Nawab Zulfiqar Ali Magsi, expressing concern over the worsening law and order situation in the province, on January 21 said that it was the responsibility of the provincial Government to improve security to the satisfaction of the people, reports Daily Times. Talking to reporters after the 10th Convocation of the Balochistan University, the Governor said, “I have been saying this from the very first day that law and order is very poor in the province. It makes no difference whether I am satisfied or not, but this question should be asked from the people.” He said: “As a governor I believe that the elected members of provincial parliament are responsible for this worsening law and order situation since they are not playing a positive role in retaining durable peace. Merely expressing helplessness or inability is not a solution,” Magsi added. He said that the sincerity and honesty of the provincial ministers could be judged by the fact that only one out of over 50 ministers turned up to attend the convocation of this premier institution of Balochistan. It would be appropriate if the Chief Minister had been asked the relevant questions about the performance of his cabinet members and interest of his cabinet colleagues on this subject, he added further.

Two Afghan officials on February 10 said that Pakistan had arrested two suspects from Quetta, the provincial capital of Balochistan, in connection with the September 20, 2011 assassination of former Afghan President and head of the Government-appointed Peace Council, Burhanuddin Rabbani, who was trying to broker a peace deal with the Afghan Taliban, reported Daily Times. However, the Police chief in Quetta and the spokesman for the Frontier Corps (FC) said they had not heard of the alleged arrests. A special commission that Afghan President Hamid Karzai appointed to investigate Rabbani’s death concluded that the attack was planned in Quetta and that the primary assailant was a Pakistani citizen. The commission gave Pakistani authorities the names, addresses and phone numbers of people in Pakistan suspected of being involved in plotting the assassination. Speaker Mohammad Aslam Bhootani asked Senior Minister Maulana Wasay to form a committee of legislators to discuss with security officials the recovery of four employees of the BRSP who were abducted on December 13, 2011. Maulana Wasay, Zamarak Piralizai and Asfandyar Kakar said five BRSP employees had been abducted and the kidnappers had threatened to kill them if a ransom of PKR 250 million was not paid by March 25, 2012. One of the abducted men, Maqbol Ahmed, was found dead on March 17, 2012. They appealed to the captors on religious grounds to wait for some time and urged the Government and security officials to use their influence to save the lives of the abducted victims.

A statement issued by the HRCP says, it is a matter of concern that forced disappearances still continue in Pakistan. The HRCP has been trying to verify and document cases of forced disappearances for years now and has no hesitation in admitting that verification of the actual number, particularly in Balochistan, has been quite difficult and sometimes impossible. The nationalists claim the figure is in thousands and the people must respect their views. The authorities have put the number from scores to several hundred, which obviously is an understatement.

He said, “Islamabad does not understand the importance of the Balochistan issue” and this attitude was encouraging the anti-Pakistan elements to misguide jobless Baloch youths. Other countries were spending money to achieve their nefarious designs, he added. The CM said the Federal Government was not providing funds for the departments devolved to his province under the 18th Amendment. There was no provision in the 18th Amendment or the NFC Award that the provinces would bear all expenditures of the departments transferred to them, he added. Raisani said all provinces, including Balochistan, had pleaded on the eve of the NFC award and the 18th Amendment that they would not bear expenditures of devolved departments. “If the federal government does not accept this principle, it should take back the Gwadar port and other devolved departments.” He said the Aghaz-i-Haqooq-i-Balochistan package, under which the Chief Minister was made chairman of the Gwadar Development Authority, was not fully implemented so far.

Balochistan Chief Minister Nawab Aslam Raisani during a meeting in Quetta on April 15 which reviewed the law and order situation in the province decided to launch a targeted operation against terrorists involved in sectarian and other killings, reports Dawn. The meeting decided that a free hand would be given to the Police and other law-enforcement personnel to deal sternly with the terrorists. The meeting approved both short- and long-term security plans prepared for Quetta by the officials concerned. It also resolved that a committee comprising members of the Provincial Assembly would monitor the implementation of the security plans. Home Secretary Nasibullah Bazai told the meeting that under a security plan Quetta was proposed to be divided into 20 zones. More check posts would be established in and around Quetta.

Former President General Pervez Musharraf on April 15 said that as long as Pakistan Army was there, Balochistan could not be separated from Pakistan, reports Daily Times. Addressing retired army officers organisation ‘Pakistan First’ over the video link on situation in Balochistan, the leader of All Pakistan Muslim League and former Army Chief said Balochistan Liberation Army is an organisation of militants supported by foreign elements and targeting non locals in the province. He regretted that some politicians were supporting the separatists for political gains. Musharraf said out of 160 tribes in the province, only Sardars of three namely Bugti, Marri and Mengal wanted separation of Balochistan for their vested interests and they had the backing of forces involved in destabilising Pakistan. He said Talal Bugti, Shahzeb Bugti and others were in contact with the foreigners for this purpose. Mastan Bugti, a spokesperson for the Bugti chief, said that besides the Frontier Constabulary (FC), oil companies continue to play a negative role in Dera Bugti as they deprive the Baloch of their legitimate political and economic rights. Aali’s main complaint is that as the head of his tribe, he has not been paid his due share in the huge income earned by oil and gas companies exploiting the rich petroleum reservoirs of the tribal region, according to Mastan. According to Mastan, these very subordinates have compromised the economic rights of the Bugti tribes for personal gain. “Such selfish people always suited the establishment and the oil companies as they happily serve their interests for a little money,” he added.

Mohammad Amin Shahidi, Deputy General Secretary of Wahdatul Muslimeen, a Shia organisation, informed the committee that more than 650 Shias in Quetta and 450 in Dera Ismail Khan were targeted and killed recently. He claimed that not a single person was arrested for the killings, adding that few people who were arrested in the aforementioned cases were released on bail. Shahidi said such incidents of lawlessness, hardships in getting justice created frustration among the Shia community, adding that the country’s law and order situation would further deteriorate if the desperate Shias took up arms. The NAHRC was also told that some ‘hidden forces’ were responsible for the killings of Shias in different parts of the country. The committee members agreed that there was no sectarian clash between the Shias and the Sunnis, observing that clerics of both sides agreed to restore peace in Gilgit-Baltistan, Dera Ismail Khan (Khyber Pakhtunkhwa) and Quetta (Balochistan). However, the committee said the law enforcement agencies, Police and intelligence agencies had completely failed to control such incidents and identify the culprits.

In an Interview with the British Broadcasting Corporation (BBC) Urdu Service, Bugti, who is currently on exile in Switzerland, said he was against all sorts of external intervention in the Balochistan issue be it from Pakistan, the United States (US) or from any other country. He said the ‘independence of Balochistan cause’ lacks international support but lobbying was being done in the US, United Kingdom (UK) and Russia. Further, the Baloch leader said that Pashtuns would not be part of “independent Balochistan” as the territory would be consisted of the Baloch majority area. He accused the Pakistan Army and Inter-Services Intelligence (ISI) for using power and money to divide Baloch leaders struggling for their “independence”. Gilani said he had directed the Balochistan Chief Secretary to identify 35,000 graduates of Balochistan to be given jobs by the Government. “Fifteen hundred jobs in Federal Levies Force have already been provided to the people of Balochistan,” he said while talking to a PPP Balochistan delegation led by its provincial president Mir Sadiq Umrani. “1,500 more jobs will be created in the Federal Levies Force in Balochistan this year,” Gilani said, adding that the Government would further recruit 10,000 youth in different departments. Out of them, 5,000 would be sent abroad to acquire required skills in their respective fields, the Prime Minister added. He said that under the 18th Amendment, provisional autonomy had been granted to provinces in order to empower them. He said that under the 7th National Finance Commission Award (NFC), the share of Balochistan had reached PKR 120 billion as compared to PKR 40 billion in the past. Justice Iqbal said that foreign intelligence agencies wanted to deteriorate the situation of Balochistan in order to de-stabilise Pakistan. About missing persons, Iqbal said that the Chief Minister of Balochistan had sent a list of 945 ‘missing’ persons to the commission, and added that the complete details of even 45 persons on the list had not been made available. “We sent the list back to the ministry for correction but it never came back,” he pointed out. The commission’s chief said that in the past week, 12 people who had been missing were recovered from Balochistan. He claimed that some of the missing persons were in Afghanistan and they could not be recovered because they were in US-controlled territory. He said that 42 bodies of missing persons were found in Balochistan. He also said that “there is a baseless propaganda about the actual figure of missing persons in the country.” He said that according to the commission, the total number of missing persons stood at 460, including 18 from Islamabad, 117 from Punjab, 174 from Sindh, 170 from Khyber Pakhtunkhwa and 57 from Balochistan while 12 each from Azad Kashmir and Federally Administered Areas (FATA).

An international conspiracy is at play in Balochistan, the CM said referring to the unabated violence in the province. The meeting also reviewed the restoration of NATO supplies through Balochistan. The Home Secretary told the participants that the Federal Government has not informed the provincial government about the restoration of NATO supplies. However, the Home Department clarified to the Federal Government that it could not provide security to NATO supplies due to its limited resources, he added. National Party Vice President Mir Hasil Khan Bizenjo said before going for negotiations, Confidence Building Measures must be taken. He said more than 400 mutilated bodies have been found after going missing and thousands of people are still missing to this day. He said that initially the Government should stop those throwing bullet-riddled bodies and missing persons must be brought into court if they are guilty. Bizenjo said cases must be registered against those involved in kidnapping people for ransom. “The Baloch are ready to sit at the negotiation table if the Prime Minister begins an investigation against all those, whether civilian or military, involved in kidnapping people and dumping their bodies after killing them,” Mir Hasil said, adding that if the Federal Government is sincere and has the courage to do so then ways for negotiations are always open.

The Chief Justice Iftikhar Mohammad Chaudhry observed on July 31 that the worsening law and order in Balochistan could be restored in a week if the Frontier Corps (FC) so desired, reports Dawn. “It’s my belief that the situation can be cooled down and they (FC) can solve the problem in seven days,” said the Chief Justice who heads a Supreme Court bench hearing a petition on the law and order situation and human rights violations in the province. Otherwise, he cautioned, the situation might get out of hand. The chief justice made the observation when Advocate Raja Mohammad Irshad, representing (FC Director General Major General Obaidullah Khattak, said that although the FC was exercising restraint, there was a feeling that the agenda of “our enemies are being promoted”. “Who is promoting the agenda, you people are,” the Chief Justice retorted and asked the FC chief to realise the situation that was developing. “We want to avoid a situation like Lahore where a case has been registered against the ISI DG and the MI (Military Intelligence); that is why we are emphasising upon the FC to avoid getting the situation going out of hand,” the Chief Justice said. “It is high time when you should come forward and take the responsibility,” the Chief Justice said while pointing to the FC DG, adding that questions were being raised about sovereignty and security of the country. “It’s time when the hearts and minds of the people living in the neglected province should be won,” the court said.

Federal Minister of Interior Rehman Malik on August 2 told the Senate that external aggression and world power game could not be ruled out in the Balochistan issue as the situation there was similar to that of East Pakistan in 1971, as he held the Balochistan Liberation Army (BLA) and Lashkar-e-Jhangvi (LeJ) responsible for all the major terrorism and kidnapping activities in the province, reports The Nation. Malik said hostile elements were exploiting the indigenous issue of the Balochistan and there was a planned external aggression linked to regional security, adding that a roadmap had been prepared to disintegrate Balochistan. “We are a nuclear power and it is threat for the world,” he added. The Minister questioned whether there were no human rights violations in Punjab and why such issues were highlighted in Balochistan and why a US Congressman took up the matter of Balochistan? But he also answered these queries in the same breath and said it was because of a broader conspiracy. “We will have to find the solution before it is too late,” he said, adding that the slogan of an independent Balochistan was not a new phenomenon as similar movements were led by Nourez Khan in 1948-1950, Sher Mohammad Bijarani in 1963-69 and Kher Bukhsh Marri in 1973-78. He, however, claimed that the people of Balochistan trusted the Federation. “Baloch Separatists and nationalists have links with banned outfit, Tehreek-e-Taliban Pakistan (TTP) and other proscribed organisations,” the Minister added. “LeJ is one of the main organisation that in support with the (BLA is involved in major terrorist activities in the province,” he added. Mentioning a number of incidents of terrorism, killings and kidnapping in the province, he said 299 IED explosions took place, 179 FC soldiers were killed and 502 incidents of abduction were reported in the area since 2010, while 89 policemen and 872 civilians were killed and 1,177 people injured. Malik said these figures were verifiable from provincial home department and intelligence agencies. He claimed that BLA was behind all these incidents. The minister alleged that the BLA was a killing machine and being controlled from Afghanistan, adding that terrorists from Afghanistan side crossed border and committed terror activities in Pakistan, while Maulvi Faqir Mohammad and Fazlullah were also hiding in Afghanistan. He told the house that Brahmdagh Bugti was involved in kidnapping of John Solecki, chief of the UN refugees’ office, and Hyrbyair Marri, while living in UK, used to make a call and people were killed in Balochistan. He, at the same time said, the BLA used to threaten the workers in Balochistan that were associated with different development projects there. Malik stressed that the problem of Balochistan was deprivation of the people of the area. “89 DMG posts and 50 PSP posts are lying vacant in the province,” he added. The Minister said there was a perception that the FC kidnapped and killed the people but the fact was the forces were there to protect the people of the area and borders. He said five per cent areas declared as ‘A’ in Balochistan were under the control of police and other areas marked as B under the control of levies.

The decision was taken in response to a request by Provincial Governments on the eve of Eidul Fitr, according to a press statement released by Federal Minister of Interior Rehman Malik. “On the request of provincial governments, it was decided that mobile phone services will be suspended in some cities/areas of the respective provinces as per available intelligence,” the statement read. Cellular company sources confirmed that they were asked by Pakistan Telecommunication Authority (PTA) to block services in Karachi, Lahore, Multan and Quetta. Services were to remain blocked from 8pm on August 19 till 11am of August 20 (today). PTA could send an additional list of cities where services are to remain blocked during this time, the sources added.

Rejecting the allegations levelled by Balochistan National Party (BNP) chief Sardar Akhtar Mengal against the Government, Interior Minister Rehman Malik on September 30 said no army operation was being conducted in the province, reports Daily Times. Talking to the media, Malik said the Government was serious in resolving the missing persons’ issue in the province. He reiterated that foreign elements were involved in the unrest in the province and that he had sufficient evidence that could be presented before the BNP chief. He lamented that some people for their vested interests were talking about military operation in Balochistan, adding that it was a wrong approach. Terming the six points presented by the former Balochistan Chief Minister, Malik said these were complaints, not points. Chief Justice Iftikhar Muhammad Chaudhry while hearing a petition of the Balochistan High Court Bar Association on the law and order situation and human rights violations in the restive province at the Quetta registry of Supreme Court on October 8 observed that the Government should take the Balochistan issue seriously and come up with a workable solution to the crisis, reports Dawn. The chief justice again ordered the Federal Government and the Frontier Corps (FC) to recover all missing persons and produce them before the court as soon as possible. The court asked the Deputy Attorney General to submit by October 13, 2012 a detailed report on situation in Dera Bugti District. The chief justice said law-enforcement agencies should strictly adhere to Article 9 of the Constitution to ensure that the life and property of citizens were protected.

Talal Bugti said that instead of providing security in the border areas and controlling other illegal activities in Balochistan the FC was protecting the criminals. “Besides being involved in smuggling of goods, vehicles and drugs,” Talal Bugti said, “they are carrying out extrajudicial killings of political workers in the province.” He, however, said that the FC personnel were not doing all such activities alone rather they had the support of Federal and Provincial political leadership. “The booty from the above-mentioned illicit business including the extortions is shared by the Interior Minister, Rehman Malik, and a percentage goes to the top,” he added without naming any person or authority but later said he was referring to the political leadership in the country which heads the ruling party too.

President Asif Ali Zardari on October 19 said that the Government accorded priority to Balochistan and was undertaking every effort for the socio-economic development of the province, reports Daily Times. Talking to a delegation of the Quetta Chamber of Commerce and Industry (QCCI) at the Presidency, President Zardari said that the Government was aware of the challenges in Balochistan, especially the law and order situation, and was striving to address those issues. President’s spokesperson Senator Farhatullah Babar, while briefing media persons about the meeting, quoted the President as saying that boosting trade and facilitating the business community was among the priorities of the Government. Zardari said that in view of the importance of exports, the Government was planning to offer targeted incentives to the businessmen. Greater exports mean greater foreign exchange earnings, greater economic activities and more job opportunities, he added. Quoting a highly placed official source requesting anonymity, The Express Tribune on October 28 reported that keeping in view the Supreme Court’s judgment that held that the Balochistan Government had failed in its fundamental responsibility of protecting the basic rights of the people, an in-house change to replace the Chief Minister Nawab Aslam Raisani with another Pakistan People’s Party (PPP) leader in the province is being discussed as one option, while the second option is to place the province under Governor’s rule. Sadiq Umrani, a Provincial Minister and the President of the Balochistan Chapter of the PPP, has confirmed that these options are being discussed to save the Provincial Government from a potential constitutional crisis. He, along with other party leaders in Islamabad, has examined the implications of the Supreme Court ruling and said that “an in-house change in Balochistan is the only solution to address the law and order situation.” Former Deputy Chairman of Senate Jan Jamali demanded the imposition of Governor’s rule in Balochistan for at least three months, with the possibility of an extension for another six months. “Constitutionally speaking, the Provincial Government has already lost its right of existence,” Jamali said, adding that, for all intents and purposes, there has been no Government in Balochistan for the past two years. Balochistan Chief Secretary Babar Yaqoob, informed a parliamentary panel that no military operation was being carried out in the province as not single personnel of Army is deputed anywhere in Balochistan on November 30, reports Daily Times. Some members of the panel pointed out that the situation in the province had become so dangerous that it resembled that of the pre-independence Bangladesh. Giving an overview of trouble in the province, the Chief Secretary told the committee that five districts of Balochistan are of utmost concern for the administration. “Dera Bugti, Khuzdar, Awaran, Panjgur and Turbat are the most troubled areas with regards to the law and order situation, whereas Quetta is facing another kind of violence that is sectarian,” Yaqoob pointed out. He opined that meetings of this committee would provide strength to the provincial administration just like the hearings of the Supreme Court on unrest in Balochistan. He also sought the federation’s help, asking it to depute more officials in the province to meet the shortage, which has badly affected the administrative structure.

He said the country, particularly Balochistan, Khyber Pakhtunkhwa and Karachi, were confronted with violence and innocent people were being killed there but the Government’s inaction had made the situation worse. The NP president asserted that approximately 500 mutilated bodies had been dumped while hundreds of Baloch youths were missing. Besides, a large number of people had moved to other areas of the country due to military operation in Kohlu and Dera Bugti Districts.
