Provincial Home Minister Sarfraz Bugti on February 11 stated that India was using Afghanistan’s soil to destabilise Balochistan, reports The News. Speaking at a seminar at University of Karachi, Sarfraz Bugti said, Security Forces and the youth of Balochistan brought peace in the province, adding that rate of crime in Balochistan is much lower as compared to Karachi and Faisalabad. A handful (100-200) of miscreants are trying to sabotage China Pakistan Economic Corridor (CPEC), he added.

Investigations into the recent terrorism activities convinced the relevant authorities that their planners, handlers and perpetrators had come from the neighbouring province. “A similar thought or proposal emerged in October last year as well after it was found that the suspects involved in two terrorists attacks in Shikarpur in September 2015 had come from Balochistan,” said a senior official. “The findings pushed the Sindh authorities to take up the matter with their Balochistan counterparts and tighten security along the border and as the first step they deployed policemen at key border points,” he said, adding that the Sindh government then had deployed a total of 400 policemen on its side of the border.

Meanwhile, the Sindh security establishment has proposed to the Government that a dedicated force be raised to keep an eye on its border with Balochistan after it was found that the suspects involved in the recent terrorist attacks here had come from the neighbouring province, Dawn reported on February 20 quoting officials. This proposal was discussed at multiple meetings held between the security officials and top administrative authorities, including Chief Minister Syed Murad Ali Shah, after the suicide attack on Lal Shahbaz Qalandar’s shrine in Sehwan.

Security Forces (SFs) in Balochistan on February 23 claimed to killed 470 suspected militants, associated with various militant outfits, in the previous two years under the National Action Plan (NAP), reports Dawn. During the time period, over 100 militants were also injured in exchange of fire with SFs in Quetta and other parts of the province. "Most of miscreants were killed during IBOs belonged to sectarian outfits,” said Anwarul Haq Kakar, the spokesperson for the Provincial Government. The Frontier Corps (FC), Police, Levies and intelligence agencies conducted a total of 5,640 intelligence-based operations (IBOs) in the Province, added the spokesperson. More than 20,000 suspected militants were arrested in the Province.

Balochistan’s Minister for Home and Tribal Affairs, Sarfaraz Bugti, on February 26, said that thousands of Afghan Taliban were still studying in seminaries across the province, reports Dawn. “There are many seminaries where Afghan Taliban are studying, and many are owned by the Afghan Taliban group,” Bugti said. Amin-ul-Hasnat Shah, the Minister of State for Religious Affairs, said that funds for most of these Madrassas originate abroad, mostly in Arab countries. “The government is monitoring the money trail and how this money is spent and utilised by the Madrassas. We want to ensure that these funds are not used for any suspicious activity or to promote extremism through Islamic seminaries in Pakistan.” Shah said the Government “has pledged to reform these Madrassas through registration and change of syllabus” and it was determined to “keep an eye on any extremism-related activities or links in these Madrassas.”

The CounterTerrorism Departments (CTD) of both Sindh and Balochistan Police on February 28 decided to launch a “joint operation” in parts of the country’s largest province where the intelligence wings of the lawenforcement agency had identified “hideouts” of suspects allegedly involved in recent terrorist attacks in Sindh, reports Dawn. High officials flew from Karachi to Quetta, where a meeting of the CTD from both provinces was scheduled. After hours of deliberations and presentations, the Sindh Police authorities finally convinced their counterparts about the presence of the hideouts of some banned militant outfits in Balochistan which were used by terrorists for the recent attacks in Sindh. “It was a formal meeting after our earlier correspondence and intelligencesharing,” said Chief of the Sindh Police’s Counter Terrorism Department (CTD) Additional Inspector General (IG) Sanaullah Abbasi. “We showed them not only the findings of a JIT (joint interrogation team) report about highprofile militants but also data and reports of our intelligence units that strengthened our case. The Balochistan authorities agreed to cooperate with us and move with Sindh police in pursuit of these hideouts,” he added.

At least three people were killed and 21 others, including four FC soldiers, injured as Afghan forces fired at a census team in Chaman area of Qilla Abdullah District in Balochistan on May 4, reports The Express Tribune. The Afghan forces used heavy artillery to fire at the Pakistani side of the border, an official said. Security Forces (SFs) said Pakistani border forces retaliated to Afghan firing in Kali Luqman and Kali Jahangir areas of Chaman. The exchange of fire is still ongoing. Inter-Services Public Relations (ISPR) Director General (DG) Major General Asif Ghafoor tweeted, “Afghan border police opened fire on FC troops detailed for security of census in a village along Chaman border. One civilian killed and 18 others injured, including four FC soldiers.” "Since 30th April, Afghan Border Police had been creating hurdles in conduct of census in divided villages of Killi Luqman and Killi Jahangir in Charnan area on Pakistani side of the border," the ISPR said in a statement. "This was done despite the fact that Afghan authorities had been informed well in advance and coordination was carried out through diplomatic and military channels for conduct of census. Exchange of fire continues. Chaman crossing closed," the statement said.

The Counter Terrorism Department (CTD) on September 14 said that two “high-profile militants” of the banned Lashkar-i-Jhangvi (LeJ) who earlier escaped from Karachi’s Central Jail had crossed over to Afghanistan from the Chaman border in Balochistan, reports Dawn. In a report submitted to the Sindh Home Ministry on the orders of Chief Minister (CM) Murad Ali Shah, the CTD said that the Police party tailing Shaikh Muhammad Mumtaz alias Firaun, and Muhammad Ahmed Khan alias Munna, failed to arrest the two men. The fugitives had broken out from Karachi's Central Jail on June 13 following a shocking lapse of security at the facility. The two had been arrested in 2013 by the CTD for their alleged involvement in the killing of over 60 people, mainly members of the Shia community and law enforcers. The report also said that the two militants' facilitators were in Police custody and were being interrogated at the moment. Discussing the prisoners' escape to Afghanistan, CM Murad Ali Shah later said that: "We are investigating how the escaped militants reached Afghanistan and the people who aided them in fleeing will be punished." "Those whose irresponsibility resulted in the escape of the prisoners [from Central Jail] were punished and sent to jail, but the courts set them free by granting them bail," he added while addressing the media during a visit to Sufi saint Abdullah Shah Ghazi's shrine.

"If there will be a referendum by the United Nations, I believe 90% of Baloch will vote for freedom," said Mir Suleman Dawood Jan Dawood, who currently lives in exile in Cardiff, in the UK, was speaking on the sidelines of the 36th regular session of Human Rights Council (HRC) in Geneva. Law-enforcement agencies on October 30 arrested three women from Chaman border crossing in Killa Abdullah District of Balochistan, reports Pakistan Today. Security sources said that they belong to banned outfits. A spokesperson of Balochistan Government stated that the women had crossed from the Pak-Afghan border town of Chaman illegally and that they had been arrested by Frontier Corps (FC). The spokesperson did not identify the women but he said that they had been found to belong to banned outfits as revealed by security officials’ investigations. According to initial investigation, the three women reached Chaman on a taxi from Quetta along with their accomplice and were arrested while they were trying to enter Afghanistan’s border town of Spin Boldak via Bab-e-Dosti (Friendship Gate) at the Chaman border crossing. The arrested people were shifted to Quetta for further interrogation.However, the Baloch Human Rights Organisation (BHRO) has alleged that the arrested women were the wife and daughters of Balochistan Liberation Front (BLF) chief Dr Allah Nazar and relatives of another leader of the outfit. The BHRO held a protest outside Quetta Press Club on October 31 and demanded that the women should be released.

Deputy Inspector General Police (DIG) and Regional Police Officer (RPO) Abdul Razzaq Cheema in a media briefing on December 22 said that six suicide explosions killed 45 persons including 23 civilians, 12 Policemen and 10 Army personnel in Balochistan during 2017, reports The Nation. While 195 including 125 civilians, 39 Policemen, 25 Army personnel and 6 Frontier Corps (FC) soldiers were injured in 2017 in Balochistan (period not specified). During 2016, 155 were killed which included 78 civilians, 71 Police, five FC and one Army Personnel and 270 were injured (break down not specified), in a total of four suicide attacks on Security Forces (SFs) and civilians (period not mentioned). The DIG added that 49 personnel of the Police and FC were targeted this year in 21 targeted killing attacks in 2017 (period not specified). He went on to state that 16 cases had been sent to Military Courts by the Police in 2017 (period not specified). After Court permitted 45,000 kg explosive materials had been defused in 2017 (period not specified).
