Pakistan Muslim League – Nawaz (PML-N) parliamentarian Lieutenant General (retd) Abdul Qadir Baloch alleged that the security agencies are behind the abduction and killing of political workers and national activists in Balochistan. Abdul Qadir Baloch, who served as the Army's corps commander in Quetta and was also Governor of Balochistan, made the allegation while speaking in Parliament. "If not the agencies then who are the people responsible for daily abduction and mutilated bodies found in streets almost every other day? And if not the agencies, why are these people not being apprehended and tried in the courts of law?" Baloch asked.

Prime Minster (PM) Yousaf Raza Gilani on February 28 alleged that there was solid evidence that foreign elements and powers were involved in aggravating the situation in Balochistan, reports Daily Times. Delivering policy statement in the National Assembly on the law and order situation in Balochistan, the PM said, “We have started the process (of compensation for Baloch people) and coming generations will complete it.” He said leaders like Haribyar and Brahmdagh had taken political asylum in Europe and one Allah Nazar was promoting extremism and giving instructions to the miscreants. He said war in Afghanistan had provided an opportunity to the Baloch youth to get military training in neighbouring countries, which was fuelling terrorism in the province. He also said that target killing of settlers in Balochistan could not be overlooked, as it had further aggravated law and order situation. He said solid proofs had been found that organisations like Balochistan Liberation Army (BLA) were involved in target killings. Acknowledging that a sense of deprivation prevails in Balochistan, the PM said that the Government had presented the Aghaz-e-Haqooq-e-Balochistan (beginning of the rights of Balochistan) package to address these concerns. Long inter-tribal feuds and mutual differences cannot be ruled out when causes to worsening security situation and discouraging developmental schemes in Balochistan were counted, he said. Gilani also said the Federal Government had recruited 6,000 Baloch youth in police and allocated PKR 5.15 billion in this regard and PKR 3.4 billion had been spent till December 2010. He said that 10,000 to 15,000 youth from Balochistan would be trained under the National Internship Programme besides giving them relaxation in education and age.

Acting Inspector General (IG) of Balochistan Police Ghalib Bandesha denied the presence of the militant organization Quetta Shura, composed of top leadership of the Afghan Taliban in Balochistan. Bandesha was responding to recent media reports which stated that the United States (US) and Pakistani intelligence agencies are on a hunt for Osama bin Laden’s ally Mullah Omar in Quetta after the successful raid on Osama bin Laden’s hideout in Abbottabad. Omar is reported to have a reward of $25million on his head and is sheltered by heavily-armed fighters in Quetta near the Afghan border. Reports also quoted a senior Inter Service Intelligence (ISI) official confirming to have planned a ‘huge military action in Quetta’.

Prime Minister Yousaf Raza Gilani said on June 5 that the Government is ready for political dialogue with the estranged leaders of Balochistan in the larger national interest, reports Daily Times. Speaking during a briefing at Quetta on security situation in Balochistan, the Prime Minister appreciated efforts of the Balochistan Government to improve law and order situation in the province. He said that sharing of information among federal and provincial departments should be further strengthened. The Federal Government and the Federal Interior Ministry will spend PKR one billion each to modernise and equip provincial law enforcement agencies with weapons and provide them transport, he said adding, “We will work together for ensuring peace and security.” He said cross-border movement of Afghan refugees should be checked. Gilani said progress on the issue of missing persons is quite satisfactory, however, more efforts should be made for finding the remaining 38 persons. The Prime Minister further said that out of a total of 144 missing persons, 41 returned to their homes while false cases against 38 were withdrawn, while many other persons have been located.

There is no evidence of Taliban presence in the provincial capital Quetta and the propaganda in this regard is baseless, Interior Minister Rehman Malik said on June 5, reports Daily Times. “The propaganda of the Taliban Quetta Shura is baseless, if anyone has concrete evidence about their claims, it must be shared with Government”, Malik said. Malik dispelled the impression about the alleged presence of Taliban in Quetta. “Over 30 raids have been conducted on the presence of Taliban across Balochistan, but they were not found,” he said.

Across Balochistan, since January 2011, at least 150 people have been abducted and killed and their bodies abandoned – acts widely referred to as “kill and dump” operations, in which Pakistani Security Forces (SFs) engaged in counterinsurgency operations may be responsible. Assailants have also carried out targeted killings of opposition leaders and activists. HRW has extensively documented enforced disappearances by Pakistan’s SFs in Balochistan, including several cases in which those “disappeared” have been found dead. “The surge in unlawful killings of suspected militants and opposition figures in Balochistan has taken the brutality in the province to an unprecedented level,” said Brad Adams, Asia Director at HRW.

Speaking at a public meeting at the Shahwani stadium in Quetta by telephone from Dubai said that announcement of packages, formation of jirgas (tribal council) and committees were aimed at deceiving the Baloch people. He said that so far 160 bullet-riddled bodies of Baloch youth had been found in different parts of the province and hundreds of political activists had been put behind bars. “In such dreadful situation how could anyone expect the restoration of normalcy in Balochistan,” Sardar Mengal added. Talking to the US Ambassador to Pakistan Cameron Munter at the Chief Minister’s Secretariat in Quetta, he said that Pakistan’s role was inevitable in maintenance of peace and stability in the region. The minister said that the purpose of the post would be to monitor and control the movement of terrorists and check inter-provincial gunrunning and curb smuggling of fuel from Iran via Balochistan. Addressing a news conference at the CM Secretariat in Quetta, the Minister said that the Government had imposed a complete ban on the movement of Afghan refugees and other foreign nationals by restricting their movement to the locality where they resided. “There will be a complete restriction on the movement of Afghan refugees in Balochistan and KP,” the Federal Minister told journalists. He said that Army, Frontier Corps, Police and Balochistan Levies had been asked to place a check on the free movement of Afghan refugees and other foreigners and bar them from entering major human settlements. “We have given the deadline of one month to illegal immigrants to obtain their refugee cards or otherwise they would be arrested and deported to Afghanistan after completing their sentences,” Malik said. Pakistan has also banned issuing Visit Visas to Afghans.” There will be no Afghan visiting Pakistan on a Visit Visa,” he added. Further, when asked if key operatives of al Qaeda and Taliban were in Quetta, he said that after the death of Osama bin Laden, al Qaeda has declared Pakistan to be its enemy. Tehreek-e-Taliban Pakistan (TTP) leaders, according to him, have moved from remote tribal areas to Quetta after their defeat by the Pakistan Army. HRCP Quetta chapter Chairman Tahir Hussain and Advocate Zahoor Shahwani, while addressing a news conference, said that situation was going from bad to worse in the province, as security personnel themselves were not secure from attacks. They said that most of the people did not come forward to record their statements out of fear. “The hoardings displayed in Hindu dominated areas of the province demanding security for members of the community reflect the state of lawlessness and prevailing sense of fear,” they told the reporters. They said the number of mutilated dead bodies of missing persons was increasing with each passing day. “Around 188 decomposed dead bodies have so far been dumped in desolate places in different parts of Balochistan since June 4, 2010,” they said, adding, “Most of the victims were political opponents, students and cream of the society.” Quoting a report, they said that those lawyers who appeared before courts in connection with the cases of missing persons were also killed.

He said the FC could launch a campaign against illegal weapons if ordered to do so. He said efforts to secure peace in Balochistan would suffer a setback if the FC was withdrawn. The Government, Khan said, would have to take effective measures to clear the city of illegal weapons and register Afghan refugees and vehicles on which no customs duty had been paid for the sake of peace. “Anti-peace elements are involved in creating a law and order situation in Balochistan to damage the interests of the country,” he said, adding that it was the FC which could maintain peace in the province.

If steps were not taken immediately to halt the extra-judicial killing of Baloch nationalists and to engage them in a dialogue, then "Balochistan will not remain with you", said Sardar Ataullah Mengal, a senior leader of the Balochistan National Party (BNP). In unusually blunt remarks, Mengal said the violence and killings by SFs had taken "Balochistan to the point of no return" and steps have to be taken to engage youths "who have been driven into the mountains by the army". The bodies of over 200 Baloch activists have been found across the province since 2010. Rights groups have alleged the activists were victims of extra-judicial killings by SFs. However, the Army and Intelligence Agencies have denied these charges.
