The Peshawar High Court (PHC) Chief Justice Dost Muhammad Khan said on January 18 that despite the complexity of missing person’s cases, the Government, through court orders, has ensured at least 1,270 of them reached their homes, reports The Express Tribune. Another 1,086 have been identified at notified internment centres in Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA). Some 3,033 people have been traced to various locations in the region. Justice Khan said that the Human Rights Directorate set up by him for those who cannot afford to hire a lawyer, has received more than 9,000 cases so far. Of these 7,000 were decided instantly, with the aggrieved getting justice in less than 72 hours.

The Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman has called upon the Government to stop using force against militants and hold negotiations for restoring peace in the country, reports Dawn. Addressing a public meeting in Hashtnagri on the G.T. Road in Peshawar, provincial capital of KP on January 26, the Maulana said his party set up a FATA jirga (council/assembly) which could play an effective role if all other efforts for peace in KP and the tribal region failed. “The people hiding in forests should be convinced to lay down arms and accept the writ of law,” he said, adding that the peace process should be given a chance to end the bloodshed on a permanent basis.

A Tehreek-e-Taliban Pakistan (TTP) militant, Mufti Hasaan Swati, claiming to be the Peshawar District ‘chief’ of the outfit has accepted responsibility for February 4-evening’s suicide attack at a restaurant in the Koocha Risaldar area of Qissa Khawani Bazaar in Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), reports Dawn. Mufti Hasaan Swati said that the bombing had been carried out to avenge an attack on a seminary in Rawalpindi in November 2013. “It was carried out to avenge the death of innocent students of Madrassah Taleemul Quran.” He said the attack on the hotel, mostly used by visitors from Parachinar, was part of revenge attacks that included the killing of Tehreek Nifaz Fiqah-i-Jafria Pakistan leader Ali Asghar and a bank manager from a particular sect in different parts of Peshawar District. “The attacks were carried out to fulfil the wish of our central deputy emir Shaikh Khalid Haqqani to avenge the death of innocent students in Rawalpindi,” Hasaan said. Hasaan is a member of the TTP’s supreme Shura but it is not clear when he was appointed the Peshawar ‘chief’ of the group. The TTP’s ‘central spokesman’ Shahidullah Shahid had earlier stated that his group had nothing to do with the attack. Nine people were killed and over 40, including children and women, were injured in this sectarian attack.

Secret Agencies have alerted the Police that militants opposed to the Government and Tehreek-e-Taliban Pakistan (TTP) peace talks are planning terrorist activities in Islamabad, Peshawar and Quetta, reports Dawn quoting Police and Interior Ministry Officials on April 8 (today). They did not know when the militants would strike, but the officials said that a new group Ansar-ul-Hind would claim responsibility for the attacks. “Although peace talks are in progress, we are taking necessary measures to counter terrorism in the cities,” said one official, adding, “Law enforcing agencies will be the main target of the terrorists, and in the case of their failure, any other official installation or public place.” “TTP will choose the targets and the informal groups under its umbrella will provide support to the Ansar-ul-Hind activists with weapons and other materials,” he added.

A two-member bench comprising Chief Justice Mazhar Alam Miankhel and Justice Ikramullah Khan directed the two Federal Secretaries to appear in person in the court. “We are stating with great concern that no proper assistance is being made in the missing persons cases by the Deputy Attorney General Office as the ministries and agencies since 2012 made no progress in the missing persons’ cases. We in such circumstances are compelled to put on notice the Attorney General of Pakistan and the secretaries of Defence and Interior to appear and explain non-compliance with the court orders,” the bench stated in the order.

He refuted the view that one cannot negotiate with a group that does not recognise the Constitution. He further said that formal talks between the Government and the TTP are yet to start, reported Dawn. Drone attacks have stopped since the peace negotiations with the Tehreek-e-Taliban Pakistan (TTP) started, said Jamiat Ulema-e-Islam-Samiul Haq (JUI-S) Chief Maulana Samiul Haq while addressing a tribal jirga (Assembly) in Peshawar on May 1, reports The Express Tribune. Haq, who is also heading the TTP intermediary committee, stated that US President Barack Obama supported the peace talks while on the other hand Pakistani politicians and anchors, instead of encouraging them, were showing resistance. Police on September 21 arrested key militant commander Gul Manan who is allegedly involved in a number of terrorists activities from Adezai area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, reports Dawn. Three Kalashnikov, rifles and hand grenades were recovered from his possession. Superintendent of Police Shakir Bangash said that Manan is being questioned and interrogated so that more information is extracted from him. Bangash said Manan was wanted by law enforcement agencies in a number of terrorist incidents including the 2008 attack on Dr. Muhammad Salman who was Capital City Police Officer (CCPO) Peshawar at the time, as well as attacks on Mattani police station and other law enforcement agencies.

A statement issued in Peshawar (provincial capital of Khyber Pakhtunkhwa) on November 14, the Federally Administered Tribal Area (FATA) Secretariat said that the Pakistan Government is set to launch FM radio stations in all seven Tribal Agencies with a plan of disseminating information to counter militant propaganda in the area bordering Afghanistan, reported Dawn. Meanwhile, Inter-Services Public Relations (ISPR) Major General Asim Saleem Bajwa while addressing a press conference in Peshawar on December 16 said that the aim of the terrorists was to inflict maximum damage as they did not try to take any hostages, reports The Express Tribune. He said that the terrorists entered the school from the lesser guarded rear entrance backside using a ladder. He added that the militants started to fire their weapons indiscriminately as soon as they entered the school auditorium. The children were killed in groups, he said. “This shows that they [terrorists] did not want to take any hostages.” He further said that within 15 minutes of the attack, a Quick Response Force (QRF) of the military had reached the school and started an operation against terrorists. Bajwa said that a total of 1099 students and staff were registered in the school, and that security forces managed to rescue 960 of them. Of these 132 children and nine staffers were killed in the attack and all seven militants were killed in the operation, he added.

The management of educational institutions across the Province been directed to ensure foolproof security to forestall December 16-like attacks as Khyber Pakhtunkhwa Police on December 29 launched One-Click Sensor Observation Service (SOS) service for schools in Peshawar, reports The News. “We have held meetings with the representatives of the owners and principals of schools who were given Standard Operating Procedures for security of buildings. The owners were urged to make sure that proper security guards are deployed at entrance and other points of the schools,” Capital City Police Officer (CCPO) Ijaz Ahmad said. He said the cops from the relevant police stations would also be patrolling the area and would coordinate with the management. “The management was also directed not to allow the pushcarts and strangers outside the schools,” he added. According to officials, 2,007 schools are registered alone with the Board of Intermediate and Secondary Education, Peshawar.

He said this during a presentation on concept clearance paper on the establishment of FIWA at the provincial Governor’s house, on December 31. FATA Additional Chief Secretary Muhammad Azam Khan briefed the Governor on the concept paper. The Governor said that FATA region needed to be developed, adding that FIWA should be established. He also stressed certain priority aspects to ensure sustainability and maintenance of the infrastructure in FATA.
