According to Daily Times, an Islamist “fanatic” shot dead the Social Welfare Minister of Punjab province, Zile Huma Usman, in an open court in her hometown of Gujranwala on February 20. Police said Muhammad Sarwar shot dead the minister during a brief power cut during the open court at Pakistan Muslim League House. Police arrested Sarwar immediately after the shooting and later said he was a religious fanatic opposed to women being independent, and had been implicated in four murders and two attempted murders in Gujranwala. “He considers it contrary to the teachings of Allah for a woman to become a minister or a ruler. That’s why he committed this action,” the police said in a statement. Punjab province Law Minister Raja Basharat said “He (Sarwar) is basically a fanatic.” The minister had reportedly been the target of several death threats since she had tried to organise a “mini-marathon” for men and women in Gujranwala in 2005. The race was attacked by Islamist extremists who consider it un-Islamic for men and women to run together. She was also attempting to organise another marathon in Gujranwala in late March 2006, and had again received death threats. “He killed her because she was not observing the Islamic code of dress. She was also campaigning for emancipation of women,” local police officer Nazir Ahmad told AFP.

Security agencies claimed on February 22 to have averted at least four major terrorist attacks in different parts of the country and said that 19 suspects, who were being controlled by some people in tribal areas near the Afghan border, had been arrested. An interior ministry official told Dawn that seven people had been arrested from Dera Ismail Khan on January 29. They were local Taliban and belonged to the Mehsud tribe from South Waziristan. Further, 12 Afghan nationals were arrested for suspected links with militants in Faisalabad on January 29, he added. The interior ministry official informed that a countrywide terror alert, especially in capital Islamabad, had been issued after investigations revealed presence of some suicide bombers in various parts of the country. The terror threat level had not been lowered from ‘red alert’, he added.

Security agencies warned on February 23 that a female suicide bomber in fashionable clothes and sunglasses might target Pakistan Air Force (PAF) installations in Peshawar, capital of North West Frontier Province, to avenge an air strike on a Madrassa (seminary) in Bajaur on October 31, 2006. "This suicide bomber will be different from others. This one will not have a beard... it will be a good-looking girl with the aim to avenge the air strike," official sources told Daily Times. Sources said that the would-be suicide bomber would target PAF-run schools and colleges to kill as many male and female students as possible. However, PAF spokesperson Air Commodore Sarfraz Ahmed Khan said "We got no special threat." The PAF might have been selected as a potential target after suspected militants warned earlier that they would attack its facilities in the same manner that "jets took off from Peshawar base to bomb the Madrassa in Bajaur." 82 people, including 12 teenagers, were killed during an air strike that targeted a seminary at Damadola in the Bajaur tribal region.

Sana hairdresser, a barbershop in the Par Hoti area, has received a letter from an organisation called Tanzeemul Mujahideen NWFP, warning barbers that they should stop shaving beards, otherwise their shops would be set on fire or bombed. The letter reads: "Our beloved Muslim brothers, listen and listen attentively and then think over it that shaving off beards is a great sin. This (beard) is the Sunnah of our beloved Prophet (PBUH), but regretfully we have been shaving it off and throwing these blessed hairs at dirty places, which is a shame."

The letters warn, "Do away with un-Islamic practices, otherwise you will have to face dire consequences." It was written in the notes that all video centres and Internet cafes must be closed between March 23 and April 23. Suspected militants targeted music shops with explosive devices on May 4, damaging around 20 outlets in two different places in North West Frontier Province (NWFP), according to Daily Times. However, no loss of life or injuries was reported. The first explosion occurred in Tangi and damaged nine shops. A few hours later, a second explosion occurred in Charsadda, damaging at least 11 shops. Police managed to foil a third blast in Koroona Station. No group has claimed responsibility for the two blasts but letters from suspected Taliban have warned local shopkeepers against continuing their businesses.

The Shoora (executive council) of the Taliban also ordered owners of music and video shops in Miranshah, headquarters of North Waziristan, to close their businesses immediately. Groups of activists belonging to Muttahida Quami Movement (MQM), a partner in the federal ruling coalition, and those of opposition parties supporting the suspended Chief Justice, fought pitched street battles using assault rifles in different parts of Karachi. Geo TV said that more than 150 people were injured in the clashes. Chaudhry, who arrived in Karachi to address a rally of High Court lawyers, was stranded at the airport and was asked by the local government to avoid the meeting and return home. A pamphlet issued by Mujahideen Waziristan and Aman (Peace) Committee chief Qasim Khan declared that the decision would take effect from June 20. "No tea shop or restaurant in Wana, Azam Warsak, Kaloosha and Angoor Adda will be allowed to show TV shows or play CDs and violators will be fined Rs 20,000 and their establishments will be demolished," the pamphlet pasted in Wana’s Rustam Bazaar read. The pamphlet did not state the reasons for the ban but a senior Taliban leader was quoted as saying the move was aimed at "keeping children away from watching jihadi CDs". Eyewitnesses said all tea shops and restaurants removed TV sets and CD players immediately after the Taliban announced the ban.

People of Bajaur reportedly staged a large protest demonstration at Siddiqabad on July 9 on an appeal of the local Taliban leader, Maulana Faqir Muhammad. AFP reported that around 20, 000 tribesmen took part in the protest. Addressing the demonstrators, the leaders strongly condemned the operation at Lal Masjid and Jamia Hafsa and opined that it was an attempt by President Pervez Musharraf to prolong his rule and get the US support. They also vowed to continue ‘Jihad’ against infidels, who continued their atrocities in Kashmir, Afghanistan and Iraq. Maulana Faqir Muhammad warned the government to change its policies, otherwise, it should get ready for strong retaliation. Three other shops were also reportedly damaged. However, no loss of life or injuries was reported. The three explosions occurred inside the music shops in the Landi Kotal bazaar between 10:15pm and 11pm, said Rehan Khattak, the political administrator of Landi Kotal. He said four shop owners had been arrested because the explosives had been placed inside the shops. Officials said a letter was also found near one of the targeted shops which warned of further attacks against owners of music shop if they did not terminate their business. The letter was supposedly issued by a little-known religious organisation, "Amr Bil Maroof Wa Nahi Anil Munkir." A bomb planted near a girls’ primary school in Adina, some 18km west of Swabi, exploded on November 14-morning, damaging its boundary wall and windows. No group has claimed responsibility for the blast, but about 10 days ago a letter sent by the local Tehrik-i-Taliban to non-governmental organisations and schools run by them, video centres and internet cafes in the district had asked them to wind up their activities and businesses. Police confirmed that the letter had warned teachers and students of girls’ schools to wear burqa (veil) or thick chador and asked women not to go to markets. Parents were asked to stop sending their daughters to schools. The school in Adina has been built by the Japan International Cooperation Agency.

The principal of the only higher secondary girls’ school in the Oghi revenue division of Mansehra had received a threatening letter from the Taliban last week asking him to make it compulsory for students from Class 7 to Class 12 to wear burqa. The letter said: “So far we did not carry out any activity in district Mansehra but we want to make it clear that if you do not make the burqa compulsory for students you will face serious consequences, take it is a warning.”

Talking to the media, Ali claimed that a large number of TV sets, CDs and CD players were handed over to them voluntarily while some of the gadgets were recovered during raids on CD and TV shops in Landikotal Bazaar. Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Sources said the terrorists could be guised as women, or be in military or police uniforms. “Furthermore, five suicide bombers have already entered the NWFP to move to their target areas,” the report suggested. “The emphasis needs to be on the security of foreign diplomats, foreigners living in Pakistan, and the Christian community who would attend Christmas prayers at different churches in Rawalpindi and Islamabad. It is apprehended that hardcore religious elements may try to disrupt the New Year celebrations,” the report stated.

Taliban militants from tribal areas and some districts of the NWFP on December 14 decided to set up a centralised organisation for a joint war against the US and NATO forces in Afghanistan and appointed Baitullah Mehsud as their Central Amir (chief), a spokesman for the militant commander told Dawn. The militants have named their movement as Tehrik Taliban-i-Pakistan and said the aim of the movement was to enforce Sharia (Islamic law) in their respective areas. The decision was taken at a meeting of 40 Taliban leaders, held in an undisclosed place in South Waziristan. "The sole objective of the Shura meeting was to unite the Taliban against NATO forces in Afghanistan and to wage a ‘defensive jihad’ against Pakistani forces here," Baitullah’s spokesman Maulana Omar said. He claimed that Pakistani forces were bombing seminaries and killing people and the Taliban wanted to avenge the forces’ action. The meeting asked the government to call off the military operation in Swat and North Waziristan and abolish all military checkpoints within 10 days. Otherwise, it warned, a suitable course of action would be chalked out in the next meeting of the militants. Taliban leaders from seven tribal agencies, six Frontier Regions of FATA and the NWFP districts of Swat, Kohistan, Buner, Dir, Malakand, Kulachi, Bannu, Lakki Marwat, Tank and D.I. Khan attended the meeting. They demanded release of Lal Masjid cleric Maulana Abdul Aziz and other Taliban jailed across the country. The meeting also formed a 40-member consultative committee (Shura) to be headed by Baitullah Mehsud. Maulana Umar has been chosen as spokesman for the committee.
