Three persons including two Levies personnel were killed and eight civilians were injured when a powerful car bomb exploded in Landi Kotal Bazaar of Khyber Agency in Federally Administered Tribal Aras (FATA) on January 3, reports Dawn. Officials said that explosives fitted in a car were detonated with a remote controlled device when a number of Levies and Khasadar personnel and civilians were present in Bacha Khan Chowk at around mid-day. The killed were identified as Gulzar and Roza Khan, both Levies personnel, and Mohammad Ikram a cloth merchant. Local militant outfit Abdullah Azzam Brigade claimed responsibility for the blast and said that their target was the Khasadar and Levies personnel posted at the square. The group threatened to carry out more attacks against Security Forces.

Hundreds of militants who surrendered in Federally Administered Tribal Areas (FATA) areas are facing threats from active Tehreek-e-Taliban Pakistan (TTP) militants who are pressuring them to rejoin or face reprisals, Central Asia online quoting officials and former militants reported. “At least 3,000 militants have laid down arms and expressed repentance over their association with Taliban in Bajaur Agency,” Haji Shafqat Gul, a member of the Bajaur peace committee, told Central Asia Online. “A majority of them are now receiving warnings from the Taliban leaders to join their ranks again.” Militants are trying to recruit former members because the militancy has run out of steam, Gul, who has participated in surrender ceremonies over the past three years, said. In other agencies, like Khyber, Orakzai, North and South Waziristan, individual figures are not available, but an unnamed spokesman of Inter-Services Public Relations (ISPR) said a total of 9,000 former insurgents have surrendered.

The Human Rights Commission of Pakistan (HRCP) on January 9 voiced concern at the reports of a number of journalists facing threats in recent weeks and asked the authorities to ensure that threats to journalists end, reports Daily Times. A statement issued in Lahore District by HRCP said, “The HRCP is alarmed at reports of threats received by journalists on account of their work. While it is not uncommon for journalists in Pakistan to live under a constant cloud of intimidation and violence, the perceptible increase in threats is manifested by over a dozen journalists killed in 2011, while many others have been forced to go into hiding. Many have exercised self-censorship for the sake of safety and others have suffered for airing views that are unpopular in some quarters. A number of journalists have recently gone public about the threats they have received from ‘anonymous callers’. They have also mentioned cell phone numbers of the callers but little has been done to identify or prosecute these people. A Government committed to media freedom must neither remain a spectator in the circumstances nor wait to be implored into action.” Further the report stated, “HRCP wants to remind the authorities that for two years now Pakistan has held the dubious distinction of being one of the deadliest countries for journalists. HRCP reiterates that those making threats and perpetrating violence against journalists are encouraged by the fact that out of over 70 journalists killed in Pakistan in the last decade, the perpetrators have been brought to justice in only one case.” HRCP urged all state institutions to acknowledge the dangers faced by the journalists, identify and prosecute those threatening media persons on account of their work and ensure that journalism does not remain a dangerous profession in Pakistan.

Tehreek-e-Taliban Pakistan (TTP) on January 21 released a video showing them killing 15 Frontier Constabulary (FC) personnel who were abducted in a raid on December 23 in Federally Administered Tribal Areas (FATA), reports Dawn. 15 soldiers stood blindfolded, handcuffed to each other on a barren hilltop as one of their bearded TTP captors held an AK-47 rifle and spoke with fury about revenge. TTP militants on January 5 killed 15 FC personnel in Mir Ali area of North Waziristan Agency in FATA. 15 personnel guarding the boundary between the FATA and Khyber Pakhtunkhwa had been taken hostage on December 23, 2011 in a pre-dawn attack by TTP militants on their post in Mullazai area of Tank District (Khyber Pakhtunkhwa). Now they have released a video as a warning to the Army. “Twelve of our comrades were besieged and mercilessly martyred in the Khyber Agency (area),” said the militant. “Our pious women were also targeted. To avenge those comrades, we will kill these men. We warn the government of Pakistan that if the killing of our friends is not halted, this will be the fate of you all.”

A senior professor, Shaharyar, of King Edward Medical University in Lahore District on February 1 received threats after he asked a student not to wear the 'hijab' (headscarf) in his classes, reported Indian Express. Shaharyar, the head of the Oncology Department had asked a girl attending a fourth-year MBBS class not to wear the hijab. "It's better if you wear the hijab outside the classroom," Shaharyar had said while delivering a lecture a few days ago. Following his remarks, students affiliated to the Islami Jama’at Tulba (IJT), the student wing of the Jama’at-e-Islami (JeI) boycotted Shaharyar's classes and protested against him. The IJT activists demanded that the Vice-Chancellor should take action against Shaharyar or else they would not allow him to enter the campus. Shaharyar said, "I have received threatening messages on my cell phone. I have done nothing wrong as I had just told the girl student that the hijab was unnecessary in class." Though Shaharyar apologized to the student concerned following pressure from extremist elements, the members of the IJT have not withdrawn their demand for "anti-Islam" elements to be thrown out of the campus

Mujeeb ur Rehman of the English Department and Sarfraz Khan of the area studies centre received death threats from the TTP on May 1 because of reports that controversial writer Salman Rushdie’s novels would be included in college curricula, campus police officer Abdus Salam Khalid told Central Asia Online May 16. Both professors wrote to KP Governor Masud Kausar, who is also chancellor of the university and to the home secretary requesting protection, he said. “We have issued directives to all the 12 checkpoints at the university to carry out stringent checking of the vehicles and the pedestrians and keep vigil on suspected people,” Khalid added. "We are fighting Pakistan's war in Kashmir and if it withdraws its support, the war would be fought inside Pakistan," said Salahuddin, who also heads the Muttahida Jihad Council (MJC), a grouping of terrorist organisations based in Pakistan. He said he was "desperate and agitated" with the new approach adopted by Pakistan in the peace process with India. "Kashmir has been the key issue but now it has become peripheral as all claims of supporting our struggle politically, diplomatically and morally are nothing but lip service," Salahuddin claimed. He said he believed that militancy alone is the solution to the Kashmir issues. "All those who were involved in the so-called peace talks eventually admitted that India is not serious and that it gained more and more time to implement its own design for the region," he claimed. Salahuddin said he believed the Pakistanis were silent because of the existing dichotomy on the Kashmir issue that has placed Islamabad in a dilemma on whether to support militancy or the peace process. A letter sent to Khyber Pakhtunkhwa Governor Syed Masood Kausar by Shahnaz Wazir Ali, focal person for polio at the Prime Minister’s Polio Eradication Cell Secretariat requested the Governor to start talks with the TTP through the political agent of North Waziristan. A militant outfit headed by Hafiz Gul Bahadar had announced ban on polio vaccination on June 16, 2012, in reaction to the drone attacks. The letter titled “Ban on polio campaign in North Waziristan” expressed serious concern over reports regarding TTP’s ban on polio campaign in North Waziristan and asked the Governor to hold dialogue with militant leader Hafiz Gul Bahadar to save children from becoming handicapped. “All the available means must be utilised to ensure that the polio campaigns in the area are not disrupted for the sake of the future of 161,000 children there,” a one-page letter said. In this regard a group of tribesmen addressed a joint press conference in Peshawar Press Club on September 5. Briefing media persons, Mohammad Iqbal Afridi said that that drone attacks had greatly disturbed the civilian population of Waziristan Agency and the people had already made their intentions clear to migrate to Afghanistan. The villagers said the pamphlets had been handwritten in Urdu on Tehreek-e-Taliban Pakistan (TTP) letterheads. They said this was not like other communication where they just pasted copies of their messages on walls. Residents reported seeing three separate pamphlets. In one of the letters, militants claimed responsibility for killing a resident named Ahmad and his son Niaz Wali for working against the Taliban and warned his family not to confront militants for the sake of their own safety. In the second pamphlet, Police had been warned to abandon a Police checkpoint in the market near the house of a man called Altaf Bacha, or they would bomb the post and police would be held responsible for the bloodshed. The third letter was directly addressed to the residents. “We greatly respect the people of Mattani,” it said, “We warn them to stay away from peace militias otherwise we will claim war between you and the Taliban.” The letter also said that if anyone had complaints, they should call the TTP directly on a number that was listed in the poster. This is the first time a pamphlet written on a TTP letterhead has appeared in this area. In the past, militants have distributed pamphlets and sent letters in the adjacent villages of Adezai and Darra.

A delegation of the United Nations (UN) Working Group on Enforced or Involuntary Disappearances (WGEID) on September 20 warned of the danger of Intelligence Agencies acquiring new powers to interrogate, arrest and detain people to the detriment of the law-enforcement agencies, reports Dawn. “This shift can ultimately endanger rule of law as the collection of intelligence and evidence about criminal acts becomes more and more blurred,” the group’s chairman Olivier de Frouville said, adding, “agents in charge of intelligence may be tempted to abuse the usually legitimate secrecy of intelligence operations and commit violations of human rights under the cover of this secrecy”. The group had noted that military personnel in Pakistan could not be submitted to trial before civil courts. However, accountability and full oversight of law-enforcement and Intelligence Agencies was all the more essential in a situation where the state had to face multiple threats like terrorism or political violence, he said. Further, the group urged Islamabad to take action to tackle the apparent impunity enjoyed by intelligence and law enforcement agencies in “enforced disappearance” cases. The group recommended that suspected perpetrators of human rights violations, including army personnel, be suspended from official duties during investigation and tried only by ordinary courts and not by any other special tribunal. The group made it clear that as stated in Article 6(1) of the declaration for the protection of all persons against enforced disappearances, adopted by the UN General Assembly in 1992: “No order or instruction of any public authority, civilian, military or other, may be invoked to justify an enforced disappearance. Any person receiving such an order or instruction shall have the right and duty not to obey it.”

The organisation had recommended a series of measures designed to protect journalists in Pakistan in April. “A mere six months after our recommendations, media workers face even greater danger,” said Reporters Without Borders on the eve of the review. “The number of journalists killed continues to increase, and most of the investigations opened into these murders remain inconclusive, contributing to an intolerable level of impunity.” Since January last year, eight journalists have been killed in Pakistan, namely: Abdul Haq Baloch, Abdul Qadir Hajiazi, Abdul Razzaq Gul, Tariq Kamal, Aurengzeb Tunio, Murtaaza Razvi, Syed Saleem Shahzad, Mukarram Khan Aatif. He revealed that party workers and the business community were called to the Sohrab Goth area, where they were told not to take the threat lightly. The leader said that as a result, a number of activists parted ways with the ANP to save their skin. He said that increasing Talibanisation was making leaders wary of the fact that there could be a threat to their safety. “The ANP has allowed its activists to make their own decision and there is no pressure on them.” While admitting that Sohrab Goth (Karachi, Sindh) was still a high risk area for the ANP, he said “we cannot surrender to the TTP as Sohrab Goth is one of our strongholds.” He also said that the central leadership of the party had ordered the resumption of political activities and it vowed not to be intimidated by the threats of militants. The LI men distributed threatening leaflets among people and pasted posters in the area over the past two days. Most of the areas where the pamphlets were distributed are under curfew for quite some time. The pamphlets have been distributed at a time when the local administration has announced reinstatement of 600 Khasadars who had resigned after they received similar warnings a week after the start of a military operation in the area in September 2009. In some places, the posters were hanged in trees, apparently to attract maximum attention. The pamphlets warned people of dire consequences if they were found ‘guilty’ of supporting, patronising and helping pro-Government Lashkars or peace committees. “All the so-called peace activists are on our target list and they will be attacked in due course of time,” the pamphlet warned, saying people of Bara should voluntarily sever contacts with peace committees.

Tehreek-e-Taliban Pakistan (TTP) faction leader Mullah Nazir of the Ahmedzai Wazir tribe has ordered all Mehsud tribesmen, including loyalists to the rival Tehreek-e-Taliban Pakistan (TTP) led by Hakimullah Mehsud, to leave Wana of South Waziristan in Federally Administered Tribal Areas (FATA), by December 5, reports Central Asia Online. Those who fail to leave, and any locals aiding them, will face action, he said. Officials reported that some Mehsud militants have already started vacating. Nazir was injured in a suicide bombing November 29 in Wana that killed at least eight others. The TTP is one rival faction that is suspected of being behind the attack. The TTP, though, said it had nothing to do with the attack, TTP spokesman Ehsanullah Ehsan said on December 4. He said the TTP and Mullah Nazir faction are ideologically on the same page. Shahid Ali Khan, the assistant political agent for South Waziristan, said officials will be taking care of the law-and-order situation and will protect the civilians in any emergency situation. He also said a peace jirga (tribal council) will be called upon to negotiate between the warring militant factions. Nazir’s warning went out on mosque loudspeakers after a grand jirga of the Nazir group, a 120-member peace committee formed in 2007 and representing the Ahmedzai Wazir clan and the elders of all nine Ahmedzai tribes and their sub-tribes. Federal Minister of Interior Rehman Malik said that cellular phone service was suspended in Karachi, the provincial capital of Sindh, due to terrorism threat and security concerns on December 28, reports Daily Times. The Government shut wireless service in the city of nearly 18 million people, for seven hours. Mobile companies say that they suspended the service on the instructions of the state-owned Pakistan Telecommunication Authority. The Federal Minister of Interior also claims that 90 percent of the bombs planted by militants have been detonated using cell phones.
