The Tehrik-i-Taliban Pakistan (TTP) has given another two days to the government to end the military operation in the Swat district of NWFP and pull out all security force personnel from the area, and warned that it will expand its actions from Waziristan to Kohistan and settled districts if their demand is not met. Maulana Omar, a spokesman for the TTP, told Dawn by telephone on January 2 that an earlier deadline for withdrawal of troops had lapsed on December 15, but they did not resume their activities because the entire nation was in mourning following the tragic death of Benazir Bhutto. "Now we extend the deadline for two days and ask the government to withdraw troops and halt the operation in Swat. Otherwise, we will attack the government everywhere and it will be an all-out war," he warned.

The owner of a video centre in the Sufaid Dheri area said that militants identifying themselves as local Taliban had asked him to stop dealing in CDs and video cassettes business. They threatened to blow up shops selling CDs in case the instructions were not followed. The letters, he said, stated that dealing in CDs and cassettes meant spreading obscenity.

The Karachi Police arrested 10 members of a militant organisation linked to the Taliban who were planning massive terrorist attacks in the city during the elections, a senior police official said on February 15, according to Dawn. Addressing a press conference, the Inspector General of Police Azhar Ali Farooqi said the militant outfit, Tehrik-i-Islami Lashkar-i-Muhammadi, had ties with Mullah Dadullah, Taliban commander Tahir and Sirajul Haq Haqqani. A large quantity of explosives was seized from their possession. He said the group was planning attacks on political and religious leaders and philanthropists, adding that it had also obtained lists of members of the Rotary and Lions clubs and Theosophical Society. "They had plans to sabotage the election process. The city and the province as a whole have been saved from a major disaster," Farooqi said. According to a press release issued by the Sindh Police, a warning letter by the group addressed to military institutions, intelligence agencies and police read: "You people have become part of the conspiracies hatched by the infidels. You have lost the difference between friends and foes and you are fighting against your fellow countrymen and the Mujahideen. Now you have two options before you - become protectors of Islam and the country and turn against those who order you to act against the fellow countrymen." Farooqi disclosed that the arrested men were formerly members of other banned outfits, like the Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), but after the Lal Masjid operation they formed a group of their own because their former organisations had ‘deviated’ from their mission.

Elections remained peaceful throughout the North West Frontier Province (NWFP) on February 18 amid fears of suicide attacks, bomb blasts and violence from militants, Daily Times reported. NWFP Special Home Secretary Khalid Khan Umarzai said that the elections all over the province were held with a peaceful atmosphere, except for an incident in Karak district in which one person was killed and another wounded when supporters of the Awami National Party and an independent candidate clashed in the PF-40 constituency’s Ghara Khel polling station. However, minor violent incidents were reported from the province. Militants blew up Middle School Shakardara polling station in the Matta area of Swat district and set ablaze the election material. Gunship helicopters later shelled the Shakardara area but no casualties were reported. Militants also targeted a security forces convoy with remote-controlled bombs in the Shakar Dehri and Charbagh areas, while a bomb exploded in the Dheri area of PF-83 constituency. No casualty was reported in these incidents. Peshawar remained peaceful during the elections and no untoward incident was reported in any part of the city. In Charsadda, Dera Ismail Khan and Bannu, no violent incidents were reported. According to Dawn, women voters were barred from casting their votes in several parts of the NWFP. In some areas, polling was stopped over allegations of bogus voting, leading to scuffles among female supporters of a number of candidates. In the outskirts of Peshawar, some political parties had joined hands in barring women from casting their votes. Tribal elders and local leaders of ANP, PPP, PML-Q, PML-N and JUI-F struck an agreement on February 17-night to keep women out of the electoral process, some people of Shakkarpura area of Peshawar told Dawn. "The local leadership, after holding a jirga (council), decided that women will not cast their votes. They made the announcement on Sunday night from a local mosque," they said. Threatening pamphlets issued by militants and religious extremists were plastered on walls on the Kohat road close to Darra Adam Khel, warning women of suicide attacks if they came out to vote. Similar threats forced reportedly women to remain indoors in the Baddabher, Sarbund, Matanai, Sungo, Daibahadur, Achar, Ghari Ata Mohammad, Bahdur Kalay and Mathra areas. In Timergara, women were stopped from voting in the Lower Dir district, officials and witnesses said. The number of registered women voters in the district was 145,377. No woman turned up at any of the polling stations. The overall turnout was also low because of the boycott announced by Jamaat-i-Islami which has a large following in the district. Women voters in Bachkan Ahmadzai, Aezerkhel, Jhangkhel and Chandukhel were also forced to stay indoors. The situation was the same in most areas of the Karak, Swabi and Hangu districts.

They said Lashkar-e-Islam (LI) had issued notices to many factory owners warning them to close their factories or they would not held be responsible for any harm done. “The situation is serious. We (industrialists) are being harassed. The TTP also claimed responsibility for the abduction of three locals – Meherban, Momin and Mumtaz – from the Qilagai area of Lakro tehsil in the agency. Asad said that they had taken action against the three locals as they had detained another person. He said they would be dealt with according to Islamic laws. The threat from the militants came after a US unidentified aerial vehicle (UAV) hit yet another town of Bajaur Agency on July 8. “This latest US attack in Khar (Bajaur Agency) by US Predator proved that Pakistan is continuously supporting the US air strikes on its territory. We will avenge the killing of our innocent people by the Pakistani security forces and will launch suicide attacks in important cities of the country,” Maulvi Omar, a TTP spokesman, warned. He said a woman sustained injures and two cattle were killed when a US UAV reportedly fired “Hellfire” missile on a house owned by one local tribesman Subhan Khan in Khar, headquarters of the Bajaur Agency. Omar said they had already suspended the peace talks with the Government after the latter failed to stop action against the Taliban in various parts of the FATA and the settled districts of the NWFP. He said the Government, on the one hand, had been giving an impression to the people that it wanted to restore peace in the country through negotiations and peace agreements with the militants but on the other it was still supporting the American forces in Afghanistan to continue attacks in the tribal areas. “We know very well that Pakistani officials have been providing information to the US forces on the whereabouts of our important people and our centres in the tribal areas. If the US troops target us, we will target the Pakistani soldiers and hit their important installations in Islamabad, Lahore, Karachi, etc,” said Omar. He added that though the TTP did not claim responsibility for the recent suicide attack in Islamabad, but it was carried out by their like-minded people who were still angry at the military operation against the Lal Masjid and the Jamia Hafsa in which, according to him, hundreds of students were ruthlessly killed. About the Karachi bomb blasts, the TTP spokesman said the attacks were carried out by the Government only to malign the militants and Pakhtuns living in Karachi.

Bomb disposal personnel who examined the shrapnel said the rockets were of Russian 107 make, which could hit a target 10 kilometers away. The Taliban have claimed responsibility for the attacks. Taliban spokesman Abu Mohammad told journalists that the attack was in retaliation for the military operation in Badrashi. He warned of more attacks if the operation continued.

Addressing a press conference on August 5 in Anayat Kalley in the Bajaur Agency of the FATA, the TTP deputy chief Maulana Faqir Mohammad and spokesman Maulvi Omar said that a ‘Fidayeen Squad’, comprising 10- to 20-year-old boys and girls, was ready to carry out the attacks if the Government did not immediately stop the operation in Swat in the NWFP and did not reverse its decision to launch military operation in other tribal areas. Omar said the TTP chief, Baitullah Mehsud, had held consultations with key Taliban commanders and they were of the opinion that the only way to effectively counter the Government’s aggressive plans was to launch massive attacks. He said a plan had been finalised and the TTP had decided to launch suicide attacks in Peshawar, Mardan, Dir and other districts of the NWFP. The spokesman also said Taliban had set up ‘modern anti-aircraft and missile systems’ on their ‘check-posts’ along the Pakistan-Afghanistan border to avert any threat of incursion by the NATO and Afghan National Army into tribal areas. He said arrangements had been made to effectively wage a "Jihad against the infidels". Local people claimed that suspected militants belonging to the Tehrik-e-Taliban Pakistan (TTP) of Baitullah Mehsud were traveling in a vehicle when it hit a roadside landmine at Tiarza, around 25 kilometers north of Wana. Locals suspect that relations between the groups of Baitullah Mehsud and deceased militant commander Abdullah Mehsud soured during last couple of days, resulting in this incident. Earlier, a pamphlet carrying a message purportedly written by Qari Zainuddin Mehsud, the chief of Abdullah Mehsud’s Group, were distributed in Wana. The bomb had been planted near an under-construction building in the city centre near the police headquarters. However, no casualty was reported in the blast. Sources said that when policemen arrived at the scene, they found some pamphlets threatening women and shopkeepers selling CDs and DVDs and displaying women’s photographs. “We will punish women who go out… without properly concealing their faces,” the pamphlet said. The pamphlet urged CD dealers to abandon their business and remove women’s pictures from their outlets. “All shopkeepers must remove women’s pictures from their shops and markets immediately. Otherwise they would be our target,” the pamphlet said. It also warned book stall owners to stop selling magazines and newspapers carrying women’s photographs. The pamphlet also warned the pro-government Ulema (religious scholars) to stop “propaganda” against jihad.

Toofan Wazir, identifying himself as a commander and spokesman of the group, telephoned The News from somewhere in North Waziristan to claim responsibility for the two attacks. He threatened more attacks against the Security Forces and Government installations to avenge the two recent US missile strikes in North Waziristan in which several militants belonging to Punjab province were killed. According to Toofan Wazir, the US drones fired the missiles at Pakistani targets with the agreement and co-operation of the Government of Pakistan. He said revenge would be taken from both the Americans and the Pakistan Government. In Pakistan, he warned, suicide bombings would be carried out and bombs would be planted and exploded at important Government installations.

Shah Dauran, the vice chief of Swat militants and in charge of the FM radio, announced that no Government or private educational institution would enroll girls. He said all schools and colleges should stop female education by January 15. He threatened to blow up all schools violating the ban, adding the schools providing education to girls would be forced to close. The militants in Swat have so far reportedly bombed or torched around 100 girls’ schools to forcibly stop girls from going to school in the district.
