The Tehreek-e-Taliban Pakistan (TTP) warned the Government against continued drone attacks in the Tribal Areas amid reports that TTP chief Hakeemullah Mehsud is “under treatment” for “serious injuries” sustained in a drone strike on January 14. The TTP warning came in a one-minute audio message, purportedly recorded in Hakeemullah’s voice, released by the group to local journalists a day after the drone strike targeted him in South Waziristan. “There are reports that Hakeemullah was wounded in the attack and is under treatment at an undisclosed location,” official sources said, but did not say what type of injury the TTP chief was being treated for. “There is a 20 percent chance that Hakeemullah will survive,” said the officials, citing sources close to top Taliban leaders. The Inter Services Public Relations (ISPR) said the military was investigating reports of Hakeemullah’s death. “So far, we do not have confirmation of him either getting killed or getting injured. It will take a little more time,” ISPR Chief Major General Athar Abbas said.

A leaflet circulated by the TTP in Lakki City and Naurang bazaar stated that the political figures including former provincial minister and Pakistan Muslim League-Nawaz (PML-N) leader Anwar Kamal Khan Marwat, former Member of National Assembly (MNA) and joint candidate for by-election Naseer Muhammad Khan Maidadkhel and Aslam Khan Issakhel had adopted various tactics to defend “khanism” (feudalism) in the District.

The Taliban issued ‘threatening pamphlets’, claiming responsibility for the suicide attack on the Khasadar (tribal Police) personnel in Jamrud tehsil of Khyber Agency on February 10, 2010. The Taliban posted the threatening pamphlets on the walls of two mosques and some shops in Jamrud, in which the militants claimed responsibility for the attack on the Khasadar Force. The letters also warned women to wear a ‘proper veil’ when visiting Government offices in Jamrud. The pamphlets further declared the money distribution method employed by the Benazir Income Support Programme (BISP) as ‘wrong’, adding that the money should be distributed among people at their homes.

The Khyber Pakhtunkhwa Government had set up the two registration centres at Hayatabad Sports Complex and at Civil Quarters, Kohat Road for Kurram IDPs in Peshawar. Sources said that a few days ago, TTP threatened the security guards of the registration centre located at Kohat Road to close all the registration centres. However, a Provincial Disaster Management Authority (PDMA) official said that the registration centres were closed temporarily and would be reopened in a few days after security had improved. The PDMA had started registration of Kurram IDPs in the two centres and official sources said that about 16,000 families had been registered so far.

An advisory circulated recently among all senior officers in the State by the intelligence department of Punjab Police has pointed out that Sikh militant leaders based in Pakistan are under "tremendous pressure" from the ISI to carry out sabotage activities in India before the Games. "Militant leaders, including Khalistan Zindabad Force (KZF) chief Ranjit Singh Neeta are planning to undertake some militant actions, including bomb blasts, before the Games scheduled in New Delhi in October," the advisory said. It also stated that around 15 kilograms RDX was smuggled into India from Pakistan by Neeta's contacts, which was divided into three parts, most of which has been seized by Police from different places in the State including Ferozepur and Rajpura. Intelligence sources of the State Police have inputs that Neeta could himself enter India if those directed to carry out the nefarious designs failed in their task. "Certain militants sitting abroad are desperate to push four Sikh extremists into India to carry out nefarious activities," the advisory said. Meanwhile, police have been sensitised and directed to take necessary preventive and detective measures to avoid any untoward incident, official sources said.

A former Inter-Services Intelligence (ISI) official, Colonel Ameer Sultan alias Colonel Imam, who is in custody of militants since four months in North Waziristan, appealed to the President, Prime Minister and Director General of the ISI to accept demands of the militant organisation, Lashkar-e-Jhangvi al-Alami, to save his life, The News reported on July 26. He said his fate would be worse than that of the former Pakistan Air Force officer Khalid Khwaja, who also served in the ISI and was put to death by the same group of militants on April 28. The militant organisation holding him and a British journalist, Asad Qureshi, released videotape on July 26 in which Col Imam was shown recording his written statement. Col Imam, Khalid Khwaja and Asad Qureshi were kidnapped on March 26 from Mir Ali town in North Waziristan where they had gone to make documentary on Taliban and victims of the US drone attacks. Initially, a little known militant organisation, Asian Tigers, had claimed responsibility for the abduction and later set their terms for the release of the three abducted persons. On April 28, the militants shot dead Khalid Khwaja and placed his body on a road near Mir Ali town, threatening to kill the remaining two hostages if their demands were not accepted. The outfit had demanded a huge amount as ransom and release of 160 militants in exchange for Asad Qureshi and Col Imam. In the new videotape, Col Imam said he was recording his statement on July 24. He complained he had become fed up with his life as he was being held in an underground cell. “I am in custody of Lashkar-e-Jhangvi al-Alami led by Abdullah Mansoor. I sent several statements and CDs to the Government but they did nothing for my release. He appealed to the President, Prime Minister, ISI director-general, Lt Gen (R) Hameed Gul and Gen (R) Mirza Aslam Beg to accept the demands of Lashkar-e-Jhangvi al-Alami. “You people know about my services for this country and nation. A pamphlet purportedly distributed by the "Mujahideen Shura of North Waziristan" in the market in Miranshah, the main town of North Waziristan Agency, said the TTP asked Afghanistan President Hamid Karzai to provide them shelter if an operation is launched in the region. "If the army starts another operation we will migrate to Afghanistan...But this will lead to an unending war in the region and jihad will continue," the pamphlet said. The pamphlet further said there was a possibility that the Pakistan Government will launch an operation in North Waziristan because it has received a fresh military aid package worth USD two billion from the US. It asked people to be prepared to "cope with the situation". "If the government launches an operation for the sake of money, the people of Waziristan will collect two billion dollars," the pamphlet added. Despite the warnings to US intelligence agencies building up over seven years, officials did not move to question David Coleman Headley or place him on any watch list, the report said, citing a review underway for the US director of national intelligence (DNI). The report was co-published by the The Washington Post and ProPublica, an investigative journalism group that reported the story. In October, ProPublica revealed that one of Headley’s wives had warned the Federal Bureau of Investigation (FBI) agents in August 2005 that her husband had undergone intensive training programmes with the Lashkar-e-Toiba (LeT) and “was an active militant” with the radical extremist group, in a report the newspaper said prompted the DNI review. Despite the warnings, Headley continued to move freely, travelling to Pakistan, India, Dubai and Europe in 2006, gathering information and material that made possible the attacks by the Pakistani militants on Mumbai, which left 166 people dead and more than 300 others injured.

The militants, in a letter distributed among employees of Begum Shahabuddin High Secondary School, Government Girls High School, Frontier Women's College and several other institutions, said the drivers would be responsible for whatever happened to them if they did not comply with the warning. The letter also warned the drivers not to allow any girl to sit on the front seat and ensure that the windows of their vehicles are not tinted. It said the two-day deadline would end on November 14. The threat caused panic among the drivers, who have sought security from the Government. The latest threat to employees of girl’s school has come after a lull of about eight months, reflecting an upsurge in activities of militants in the urban areas of Khyber Pakhtunkhwa.
