Countries attending the South Asian Association for Regional Co-operation (SAARC) Summit meeting which concluded in Islamabad on January 6 signed a protocol on terrorism agreeing to adopt necessary measures to strengthen co-operative mechanisms. "The purpose of this Additional Protocol is to strengthen the Saarc Convention on Suppression of Terrorism, particularly by criminalizing the provision, collection or acquisition of funds for the purpose of committing terrorist acts," according to the Additional Protocol on Suppression of Terrorism. The Additional Protocol supplements the SAARC Regional Convention on Suppression of Terrorism, signed at Kathmandu on November 4, 1987.

India and Pakistan have agreed to commence the process of composite dialogue from February 2004 to resolve all outstanding bilateral issues, including Kashmir. The Indian External Affairs Minister Yashwant Sinha and his Pakistani counterpart Khurshid Mahmood Kasuri, at separate press conferences in Islamabad on January 6, read out to the media a joint press statement on the talks between Indian Premier Atal Behari Vajpayee and President Pervez Musharraf. The statement said, "To carry the process of normalisation forward the president of Pakistan and the prime minister of India agreed to commence the process of the composite dialogue in February 2004." It said the two leaders were confident the resumption of the composite dialogue would lead to a peaceful settlement of all bilateral issues, including Jammu and Kashmir. According to the joint statement, President Musharraf assured India that "he would not permit any territory under Pakistan’s control to be used to support terrorism in any manner."

The 12th Summit meeting of the seven-nation South Asian Association for Regional Co-operation (SAARC) concluded on January 6 with the adoption of the Islamabad Declaration. The seven-page Islamabad Declaration calls for promoting peace, stability, amity and progress in South Asia through strict adherence to the principles of the United Nations Charter and Non-Alignment, particularly respect for the principles of sovereign equality, territorial integrity, national independence, non-use of force and non-interference in the internal affairs of the states and peaceful settlement of all disputes. It also underlines the significance of enhancing political co-operation.

In this regard, a three-member Indian delegation led by Arun Singh, Joint Secretary in the Ministry of External Affairs, arrived in the capital on February 15. He is expected to hold talks with the Director-General (South Asia) of the Pakistani Ministry of Foreign Affairs, Jalil Abbas Jilani, aimed at setting the stage for the secretary-level dialogue and to formulate rules for a future composite dialogue on Jammu and Kashmir and other bilateral issues. The talks are to end on February 18 after a meeting between India’s Foreign Secretary Shashank and his counterpart Riaz Khokhar.

India and Pakistan reached an agreement on February 18 on a framework for talks on bilateral issues including Kashmir, terrorism and nuclear weapons. Indian Foreign Secretary Shashank and his Pakistani counterpart Riaz Ahmad Khokhar, according to a joint statement, endorsed the agreement worked out at the Joint Secretary-Director General level dialogue held in Islamabad on February 16 and 17. Both countries agreed to approach the composite dialogue with "sincere desire to discuss and arrive at a peaceful settlement of all bilateral issues, including Jammu and Kashmir, to the satisfaction of both sides." They also decided that their Foreign Secretaries would hold talks on peace and security, including Confidence Building Measures (CBMs) and Jammu and Kashmir, in May or June 2004. In July, talks would be held on issues such as Siachen, Wullar Barrage/Tulbul Navigation Project, Sir Creek, terrorism and drug-trafficking, economic and commercial cooperation, and promotion of friendly exchanges.

The two sides are to reinforce bilateral co-operation to check narcotics trafficking, illegal border trade, money laundering and other trans-border crimes. An understanding to this effect was reportedly reached during talks held at the Great Hall of People in Beijing, between visiting Interior Minister Faisal Saleh Hayat and the Chinese Minister for Public Security, Zhou Yongkang. President Pervez Musharraf and the visiting Indian External Affairs Minister, Natwar Singh, on July 23 reportedly held a 90-minute meeting at the Army House in Rawalpindi and stressed the need for resolving all bilateral issues, including Jammu and Kashmir. This was the highest-level contact between the new Congress-led coalition Indian Government and President Musharraf. According to a spokesperson of the Ministry of Foreign Affairs in Islamabad, "The president conveyed to the Indian external affairs minister Pakistan’s commitment to making the composite dialogue process a success." Singh later told media personnel that "India and Pakistan are committed to discuss and settle all bilateral issues, including Jammu and Kashmir to the satisfaction of both sides."

Pakistan and India exchanged lists of wanted fugitives they say are hiding in each other’s countries at the end of two-day talks on terrorism and drug trafficking in Islamabad on August 11. Interior Secretary Tariq Mahmood also announced that Pakistan would soon release 449 Indian prisoners, including 41 civilians detained for visa violations and 408 fishermen detained for entering Pakistan’s territorial waters. According to Daily Times, Pakistan has handed over a list of 53 wanted people currently hiding in India, whereas India has handed over a list of 25 people, including 20 wanted terrorists they demanded earlier.
