On January 6, the State Bank of Pakistan (SBP) directed all exchange companies to follow the anti-money laundering and countering the financing of terrorism regime by submitting suspicious transactions manually or electronically directly to the Financial Monitoring Unit, reports Dawn. A United States (US) Treasury delegation will meet senior economic managers in Islamabad on January 9 to exchange views on the problem of money-laundering and terrorists funding. Finance Ministry and State Bank officials said the US delegation comprising four to five officials would hold talks with Finance Minister Dr Abdul Hafeez Shaikh, SBP Governor Yaseen Anwar and other officials. Pakistan drew a lot of attention on the issue of money-laundering and terrorists funding since 9/11, but it was never found involved in any crime. Transactions within and outside Pakistan are under harsh scrutiny. Under the Anti-Money Laundering Ordinance promulgated in 2007, money-laundering is a punishable offence, with a rigorous imprisonment term between one and 10 years, a fine of up to one million rupees and forfeiture of property.

Islamabad seeks the revival of the Pak-Afghan joint peace commission during FM Hina Rabbani Khar’s visits to Kabul on February 1, 2012. The relations between the two neighbors were severely strained following the September 20, 2011 assassination of former Afghan President, and Chairman of Afghan High Peace Council, Burhanuddin Rabbani. Afghan officials alleged that Pakistani intelligence was involved in the plot. However, Islamabad had dismissed the charges as malicious.

Pakistan and Afghanistan on February 16 agreed upon the need to resolve all issues and stressed mutual cooperation to tackle the common challenges of terrorism and extremism, reports Daily Times. The two sides also resolved to remove bottlenecks, if any, in the way of the Pak-Afghan Transit Trade Agreement, and work for stability and peace of both the countries. This was agreed during visiting Afghanistan President Hamid Karzai’s separate meetings with President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani. Karzai is on a two-day official visit to join President Asif Ali Zardari and Iranian President Mahmoud Ahmadinejad for a trilateral summit in Islamabad, aimed at promoting regional cooperation and strengthening peace and stability in the region. During his meeting with Karzai at the Presidency, President Zardari underlined the need for working together to extend the transit trade agreement to Central Asian countries, which he said was a doable project and would not only benefit the people of the region, but also generate huge economic activity in Afghanistan.

The United States (US) and Pakistan on March 28 resumed their high-level military contacts for the first time since cross-border NATO strike in Mohammad Agency of Federally Administered Tribal Areas (FATA) that killed 24 Pakistani soldiers on November 26, 2011, reports Times of India. The meeting between Pakistan Army chief General Ashfaq Parvez Kayani and the top US commander in the region, General James Mattis, and the top commander in Afghanistan, General John Allen, took place in Islamabad, a day after President Barack Obama met Prime Minister Yousaf Raza Gilani in Seoul during a nuclear summit. "The focus of the meeting was to discuss the US Pakistani military relationship," Pentagon press secretary, George Little, told reporters in Washington, adding, "We are hopeful that ground supplies routes would open in the near future, which is important to our effort in Afghanistan."

A special US envoy met Pakistani Government and Army officers on April 26 in Islamabad in an effort to get the country to reopen American and NATO supply routes to Afghanistan, reports Daily Times. Washington’s envoy for Afghanistan and Pakistan Marc Grossman said during a joint conference with Foreign Secretary Jalil Abbas Jilani that the US was ready for talks on re-opening the supply lines and clearing outstanding payments to Pakistan to meet the expenses of military operations in its tribal areas to fight Taliban and al Qaeda. “We are ready to get to the work. We want to work to reopen the ground lines of communication. We want to discuss several outstanding claims for the Coalition Support Fund,” Grossman said. He also said he did not expect to get an immediate commitment that the routes would reopen but that “the task now is to begin a conversation about how to move forward”. Grossman met Army Chief General Ashfaq Parvez Kayani and Foreign Affairs Ministry officials to discuss the supply routes.

Pakistan, United States (US) and Afghanistan agreed on April 26 to provide ‘safe passage’ to Afghan Taliban militants willing to join reconciliation talks and set up a working group to settle modalities for their unhindered movement, reports Dawn. This was announced by Afghanistan Foreign Secretary Jalil Abbas Jilani at a press conference addressed by heads of delegations at the 6th core group meeting of the three countries. The move, which comes in conjunction with the three sides agreeing to coordinate their activities at the United Nations (UN) for removing Taliban leaders from the Security Council sanctions list, is the biggest step forward for promoting reconciliation in Afghanistan since the core group was established a year ago for the sole purpose of advancing the peace process. The two steps are being seen as a confidence-building move to put the reconciliation process, which suffered a setback earlier with Taliban pulling out of the Qatar process, back on track. “All sides have agreed in principle that it would be their collective responsibility to facilitate anyone travelling to take part in peace talks,” a Pakistani diplomat explained while talking to Dawn and said modalities would now be worked out by a group of experts.

The signing of the accord for ‘Transit of cargo to and from Afghanistan through Pakistan’ paved the way for the release of USD 1.18 billion in Coalition Support Fund reimbursements held up for over two years. The only new feature of the arrangement, which in essence is reportedly similar to the existing practice, is that it is in black and white. The agreement was concluded on the eve of ISI chief Lieutenant-General Zaheerul Islam’s maiden trip to the US for renewing ties with the CIA. “This MoU is a demonstration of increased transparency and openness between our Governments in respect of Pakistan’s sovereignty as requested by the Pakistani parliament,” US Charge d’affaires Richard Hoagland said after signing the agreement with Defence Ministry’s Additional Secretary Rear Admiral Farrukh Ahmed. The meeting also ordered an investigation into the foreign visits of LeJ leader Malik Ishaq. It was observed that sectarian violence is being prompted by paid agents of elements hostile to Pakistan. The meeting was of the view that analysis of available intelligence suggested that there was a strong nexus between the LeJ and one of the factions of the Tehreek-e-Taliban Pakistan (TTP). It was also observed that the TTP was fuelling sectarian strife in and around Quetta for financial gains. The meeting also observed that two former Harkat-ul-Ansar terrorists were supervising and handling the killings of innocent Shias in the country, adding that one of its members, Asmat Muawia, was operating from upper and central Punjab. The participants believed there was no religious strife between Sunnis and Shias and hostile elements were trying to create a conflict between the two sects. The meeting was told that Mastung District of Balochistan is a haven for united members of the TTP, Baloch Liberation Army (BLA) and LeJ.

President Zardari, while highlighting the importance of durable peace and stability in Afghanistan, underscored the need for an Afghan-led and Afghan-owned peace process in Afghanistan. He said that Pakistan supports an intra-Afghan dialogue. Prime Minister Cameron reiterated the commitment of UK to support Afghanistan and Pakistan in working out solutions for peace and stability in the region and in their quest for socio-economic development of their people. United States (US) Defence Secretary Leon Panetta while speaking at a Washington think tank, Centre for a New American Security, on November 21 said despite challenges in the bilateral relationship, the US and Pakistan share an interest in defeating terrorists and that Washington would pursue defence cooperation with Islamabad on that common basis, reports Daily Times. Panetta noted that in Afghanistan and Pakistan, prolonged military and intelligence operations have significantly weakened al Qaeda but saw the need to maintain pressure on the group. That means degrading the terrorists’ senior leadership, dismantling their organisational capabilities, remaining vigilant to ensure the threat does not reconstitute, and working to build the capacity of US partners, including Pakistan, to confront these shared threats, he added. “Despite challenges in the bilateral relationship between the United States and Pakistan, one area in which our national interests continue to align is defeating the terrorists on Pakistan soil that threaten both of us,” Panetta said, adding, “We remain committed to pursuing defence cooperation based on these shared interests.” The Secretary acknowledged the fact that al Qaeda-linked militants eye north-eastern Afghan areas of Kunar and Nuristan as a viable haven. “All of this sends a very simple and a very powerful message to al Qaeda, to the Taliban, and to the violent extremist groups who want to regain a safe haven in Afghanistan: we are not going anywhere. United States (US) Secretary of State Hillary Clinton and Foreign Minister Hina Rabbani Khar will meet in Brussels on December 4, 2012 on the sidelines of a NATO meeting as the United States and Pakistan rebuild their ties on a firmer footing, says the State Department on December 2, reports Dawn. Asked if Pakistan was seeking more funds, the department’s spokesperson Victoria Nuland said at a briefing the two countries had a number of economic projects in Pakistan and the meetings in Washington had reviewed those to ensure that they were targeted properly and on track. Both sides were looking at possibilities “to encourage increased investment and to open markets,” the department’s spokesperson Victoria Nuland said when a journalist suggested that Pakistani Finance Minister Abdul Hafeez Shaikh was in Washington “essentially on a fund-raising trip.”

Talking to an 18-member Afghan Parliamentary delegation in Islamabad, Premier Raja said exchange of delegations between the two countries would enhance mutual trust, understanding and help in better relations. Referring to the recent visit of High Peace Council Chairman Salahuddin Rabbani and Afghan Foreign Minister Zalmai Rassoul, he expressed pleasures that the relations are on the right direction.
