External Affairs Minister S.M. Krishna would visit Islamabad on July 15 to hold talks with his Pakistani counterpart Shah Mehmood Qureshi, reports The Hindu. This was agreed upon during a phone call by the latter to the former on May 11. Their talks will be preceded by a Foreign Secretary-level interaction on June 26 on the sidelines of a conference of Home Ministers of the South Asian Association for Regional Cooperation (SAARC) in Islamabad. The two Foreign Secretaries will finalise the agenda for the Krishna-Qureshi meeting. The proposal for the dates was made by India and accepted by Pakistan during a much-awaited 25-minute telephonic conversation, said sources in the Government. The talks were mandated by Prime Minister Manmohan Singh and his Pakistani counterpart Yousuf Raza Gilani during their interaction at the SAARC summit at Thimphu in Bhutan in April 27.

Indian Prime Minister Manmohan Singh said meaningful talks between Pakistan and India, which can lead to a resolution of outstanding issues, are possible only when Pakistan does not let its territory be used for terrorism. Calling for good neighbourly relations with Pakistan, Singh said he would like to “say to our neighbours across the LoC” that they should help create an environment in which people from both the sides can live in peace and harmony. He also desired opening up more routes along the Line of Control, particularly the Kargil-Skardu road. The Indian PM was addressing the fifth convocation of the Sher-e-Kashmir University of Agriculture Science and Technology in Srinagar. He said Indo-Pak ties had been marred due to the Mumbai attacks. “I met the Pakistani prime minister in Thimpu and both of us accepted that there is a trust deficit between us. We also agreed that this distance must be reduced,” he maintained.

Prime Minister Yousaf Raza Gilani on June 7 called for composite dialogue between Pakistan and India to resolve all outstanding disputes, including Kashmir and water, reports Daily Times. Addressing the Command and Staff College at the conclusion of the Staff College Course and later answering questions by military officers, he said, “Pakistan seeks negotiated and peaceful resolution of all disputes with India.” He said the Indian leadership had also agreed to initiate composite dialogue on all controversial issues between the two countries. “Pakistan wants peaceful relations with its neighbours, including Afghanistan, Iran and India. India should sit with us to initiate dialogue to resolve all important issues, including Kashmir, water and terrorism,” Gilani said.

The chiefs of intelligence agencies of India and Pakistan held a meeting in Islamabad as part of cooperation to fight terrorism and deal with security issues, reports PTI. The Director General of Intelligence Bureau Rajiv Mathur met his Pakistani counterpart Javed Noor on June 26 and are understood to have discussed cooperation in security and combating terrorism, sources said. Pakistan Interior Minister Rehman Malik had said that the agencies of the two countries would be working together to prevent any repeat of November 26, 2008 (also known as 26/11) Mumbai terrorist attacks. At a joint press briefing with Union Home Minister P. Chidambaram, he suggested that its Federal Investigating Agency (FIA) and Central Bureau of Investigation (CBI) work together on the issue of terrorism, including on the 26/11 case. Chidambaram held a meeting with Malik on June 26 and pressed that more people, other than the seven held in Pakistan, were behind the Mumbai terror attacks and should be prosecuted.

"If we focus more only on those issues which India gives importance to and ignore those considered important by Pakistan, then I don't think the talks can move forward," Foreign Minister Shah Mahmood Qureshi said. However, he said he would not call his July 15 talks with Indian External Affairs Minister S. M. Krishna a "deadlock". Describing his talks with his Pakistani counterpart Shah Mahmood Qureshi as "good and constructive," External Affairs Minister S.M Krishna said at a joint press conference that Pakistan has promised speedy trial of the 26/11 Mumbai attack accused and had given a fresh assurance not to allow this country's territory to be used for terror against India, reports Times of India. "The bottom-line is that the discussions were good and constructive," Krishna said after his wide-ranging talks with Qureshi that covered a wide array of issues of mutual concern, including terrorism, Jammu and Kashmir and humanitarian biggest Confidence-Building Measures (CBM) to ease trust deficit between the two countries. The two sides decided to continue engagement, with Krishna inviting Qureshi to visit India, saying he looked forward to welcoming him. Krishna said that during the talks, he reminded his Pakistani interlocutors to fulfil the pledge that Pakistan Prime Minister Yousuf Raza Gilani had given to Prime Minister Manmohan Singh in Bhutan over two months ago not to allow Pakistani territory to be used for terror activities directed against India. Underlining the need to remain engaged with Pakistan, Prime Minister Manmohan Singh and his British counterpart, David Cameron, on July 29 called on Islamabad to be indiscriminate in cracking down on terror groups operating from its soil, reports Times of India. "We believe that Pakistan should be as serious in paying attention to terror on its western borders as on the eastern borders. I sincerely hope the world community would use its good offices to promote this," Singh said at a joint press conference with Cameron here. "It is not acceptable, as I have said, for there to be within Pakistan existence of terror groups that cause terrorism within Pakistan, outside Pakistan, in Afghanistan, India and elsewhere in the world," added Cameron. At the same time, Pakistan should be encouraged to take steps to see that terror was reduced. "We want to work with Pakistan to make it fight the LeT [Lashkar-e-Toiba] and Afghan or Pakistan Taliban. The Pakistan Government has taken steps and it needs to take further steps to reduce terrorism in Afghanistan, India and the streets of London. I think the right thing is to have discussion with Pakistan frankly, clearly and openly. Next week, I will have discussions with the President of Pakistan,'' he said. Making the same point, Manmohan Singh hoped that Pakistan Foreign Minister Shah Mehmood Qureshi would accept the invitation to visit India later this year so that "sooner or later" the dialogue was restored to the "proper sense of purpose."

The Punjab Government on August 12 sought intelligence gadgets from Norway to counter terrorism, reports Dawn. A formal request to the effect was made by Provincial Law Minister Rana Sanaullah during his meeting with Norwegian Justice and Police Minister Terje Moland Pederson in Oslo, Norway. Pederson agreed to extend all out cooperation to the Punjab Government in this regard. Sanaullah apprised Pederson of the measures taken by the Punjab Government to combat terrorism and improve the policing system. Pederson said terrorism had become an international phenomenon rather than being a problem of any specific country and urged all nations to come forward to combat it. Also, the Norwegian Minister sought the Punjab Law Minister’s cooperation in provision of speedy justice in property and murder cases involving Norway-based Pakistanis in Pakistan.

Terrorist outfits, some banned on terrorist charges, have moved quickly to provide assistance in the wake of Pakistan’s worst flooding since independence that the United Nations (UN) says has affected 14 million people. Qureshi will visit the transatlantic alliance's headquarters in Brussels on the sidelines of a two-day Asia-Europe Meeting (ASEM). Pakistan blocked a land route for NATO convoys carrying supplies to neighbouring Afghanistan on September 30 after officials blamed a cross-border NATO helicopter attack for the deaths of three Pakistani soldiers. The Khyber Pass at Torkham is on one of the main NATO supply routes through Pakistan into Afghanistan, where more than 152,000 US and NATO forces are fighting a Taliban-led insurgency.

The three nations also vowed to continue their cooperation and engagement on multiple tracks. According to a joint statement issued after the meeting between Pakistan President Asif Ali Zardari, Afghanistan President Hamid Karzai and Turkish President Abdullah Gul, the presidents recalled that the Trilateral Summit Process had been providing an increasingly efficient and robust platform for taking forward the multi-dimensional dialogue, cooperation and partnership among the three countries.
