The Inter-Services Intelligence (ISI) chief Lieutenant General Rizwan Akhtar on January 11 met Afghan President Mohammad Ashraf Ghani in Kabul and discussed ways to boost anti-terror cooperation, reports The Express Tribune. It was Akhtar’s third visit to Afghanistan since he assumed office in November 2014. “The President of Afghanistan Mohammad Ashraf Ghani received Pakistan intelligence ISI chief Lt General Rizwan Akhtar in his office on Sunday,” the Presidential Palace said. “In the meeting both sides discussed ways to further strengthen joint efforts against terrorism and extremism,” the statement added. They also talked about peace and security in Afghanistan, Pakistan and the region, among other matters. Lieutenant General Rizwan Akhtar first travelled to Kabul just after taking charge as ISI chief, while in December he accompanied the Army Chief in the aftermath of the Peshawar school attack.

The visiting US Secretary of State met Prime Minister (PM) Nawaz Sharif here at the PM House and assured him that Washington would continue its support in the battle against terrorists. Asking Pakistan to target all militant groups, US Secretary of State John Kerry on January 13 said terror outfits like Lashkar-e-Taiba (LeT), Taliban and the Haqqani Network pose a threat to regional countries like India and the world, reports Daily Excelsior. Addressing a joint press conference with Pakistan Prime Minister’s adviser on Foreign Affairs Sartaj Aziz, Kerry said the terror groups like the “Pakistani and Afghan Taliban, the Haqqani network, Lashkar-e-Toiba and other groups continue to pose a threat to Pakistan, to its neighbours and to the US.” “We all have a responsibility to ensure that these extremists are no longer able to secure a foothold in this country or elsewhere. Make no mistake. The task is a difficult one and it is not done.” Referring to Peshawar School attack he stated, “The tragedy of December 16 is really a reminder of the serious risk of allowing extremists to find space, and be able to command that space and operate within it.” On his part, Aziz reassured Kerry that “action will be taken without discrimination against all groups. Their (Haqqani network) ability to operate from here across to Afghanistan has virtually disappeared. We expect our defence forces to remain engaged in counterterrorism operations for some time in the foreseeable future.”

The Foreign Office spokesperson said peace and stability in Afghanistan were of great importance. “We believe it is for the Afghan government to lead the efforts for reconciliation in Afghanistan. Any reconciliation process has to be Afghan led and Afghan owned. Pakistan, as a neighbour and as a country that has vital stakes in peace and stability in Afghanistan, is ready to provide whatever assistance we can. We are ready to facilitate the reconciliation process to the extent possible,” she said. However, the spokesperson said the mechanisms available would not be made public through the media.

As Afghanistan moved closer to holding direct peace talks with Afghan Taliban, the United States (US) State Department acknowledged that Pakistan too has a stake in the outcome, reports Dawn. “In terms of the role of Pakistan, we have long encouraged Pakistan to support (Afghan) President (Ashraf) Ghani’s reconciliation efforts,” said the Department’s spokesperson Jen Psaki, addingm “We, of course, remain in support and in contact with President Ghani on these matters as well as certainly countries like Pakistan who have a stake in the outcome.” She said the US continued to support “an Afghan-led and Afghan-owned reconciliation process” whereby the Taliban and the Afghans engaged in talks towards a settlement to resolve the conflict. Asked if the US found Pakistan’s role in these talks encouraging, she noted that the Afghan President also had acknowledged this role in his recent statements and in his inaugural address. The United States too had “long encouraged” Pakistan to support a reconciliation process, said the US official, adding that both Afghanistan and Pakistan had “shown a commitment to try to move forward”. She however, rejected the notion that the United States too was talking to the Taliban. “There are no direct or indirect talks,” she added. Afghanistan’s chief executive Abdullah Abdullah on February 23, 2015 had said that peace talks with the Taliban would begin in the “near future”.

Following the recent wave of attacks in Kabul that killed at least 56 people, Afghan President Ashraf Ghani claimed on August 10 that the “organisers of terrorist attacks and terrorist centres still exist in Pakistan”, reports The Express Tribune. “Pakistan still remains a breeding ground from where mercenaries send us messages of war,” President Ghani said at a press conference. “Prime Minister Nawaz Sharif promised me the enemies of Afghanistan would be the enemies of Pakistan. We want this commitment to be honoured”. The Afghan President said he spoke to PM Nawaz over phone on August 9, who promised to chalk out a new anti-terror strategy in the coming weeks. “I have told the Pakistani prime minister and army chief that peace in Pakistan is impossible without peace in Afghanistan,” he said, adding that an Afghan delegation would travel to Pakistan on August 13 to “seriously” discuss the peace process. “I told Pakistan to see terrorism in Afghanistan the same way it sees terrorism in Pakistan.” Referring to his visit to Islamabad in November, Ghani said he told Pakistani leader’s peace had two aspects: “peace with Pakistan and with the Taliban.”

Foreign Office spokesperson Qazi Khalilullah during his weekly press briefing in Islamabad on September 10 reiterated that there would be no talks with India unless the issue of Kashmir was on the agenda, reports Daily Times. “Any formal talks with New Delhi would have Kashmir as part of the agenda,” Khalilullah said. At the same time, the spokesperson said Pakistan will also not accept any pre-conditions for talks. He pointed out that there are United Nations (UN) resolutions on the disputed region of Kashmir. Pakistan wants peaceful resolution of this dispute in accordance with the UN resolutions and the aspirations of Kashmiri people, Khalilullah said. He further said there was no proposal under consideration for a meeting between National Security Advisers of India and Pakistan on the sidelines of the 70th Regular Session of the UN General Assembly scheduled to start on September 15, 2015.

A 16-member Pakistani delegation led by Rangers Director General (Punjab) Major General Umar Farooq Burki was received at the Attari-Wagah border by BSF Commanders of the Punjab Frontier on September 9, en route to the capital for the talks. The delegation comprised officials from the Sindh Rangers, Ministry of Interior, Survey of Pakistan, anti-narcotic force, and immigration. On the 26/11 attacks, he said India and US were "bound together" in seeking justice to the victims. "I don't think anyone would be satisfied until justice is done, no we can't be satisfied," he said. Blinken stressed that the US has told Pakistan, "publicly, privately and repeatedly", that the country should take action against both "inwardly directed and outwardly directed" terror groups who threaten India, US or Afghanistan. "We are looking to his (Chief of Army Staff General Raheel Sharif) own standard that there should be no distinction. A terrorist is a terrorist whether it is Pak Taliban, LeT or Haqqani Network. The ‘Comprehensive Bilateral Dialogue’ as it has been named will include all elements covered under the previous versions of the talks — peace and security, confidence-building measures, Jammu and Kashmir, Siachen, Sir Creek, Wullar Barrage / Tulbul Navigation Project, economic and commercial cooperation, counter-terrorism, narcotics control and humanitarian issues, people-to-people exchanges and religious tourism. The revival of the dialogue was announced by Indian External Affairs Minister Sushma Swaraj. “I have good news for you. The Foreign Secretaries (FSs) of Pakistan and India will meet next month in Delhi to work out the details of the newly-announced Comprehensive Bilateral Dialogue after the two countries decided to re-engage, reports Daily Excelsior on December 12. Pakistan Prime Minister’s Advisor on Foreign Affairs Sartaj Aziz, while making a statement in Parliament, said the Secretaries will decide on the modalities and schedule of the comprehensive dialogue the two countries have decided to engage in. Sources said the meeting will take place in Delhi. Aziz briefed the Parliament about the recently held ‘Heart of Asia’ conference and his meeting with External Affairs Minister Sushma Swaraj during which it was decided that the two countries would engage in a Comprehensive Bilateral Dialogue. The route will cover Zhob-Mughal Kot (N-50) and Qila Saifullah-Wagum (N-70). The PM said National Security Adviser Nasser Janjua had held meetings with Indian officials to discuss issues and conflicts between the two countries.
