The leaders of Afghanistan and Pakistan on February 4 said that they would work to reach a peace deal within six months, while throwing their weight behind moves for the Afghan Taliban to open an office in Doha (Qatar), reports Daily Times. Following talks hosted by British Prime Minister David Cameron, Afghan President Hamid Karzai and his Pakistani counterpart Asif Ali Zardari urged the Islamists to join the reconciliation process in Afghanistan. “All sides agreed on the urgency of this work and committed themselves to take all necessary measures to achieve the goal of a peace settlement over the next six months,” they said in a joint statement issued by Cameron’s office. “They supported the opening of an office in Doha for the purpose of negotiations between the Afghan Taliban and the High Peace Council of Afghanistan as part of an Afghan-led peace process,” the statement said. The joint statement also said that the Afghan and Pakistani leaders had agreed arrangements to “strengthen co-ordination” of the release of Taliban detainees from Pakistani custody. Afghan peace negotiators welcomed Pakistan’s release of dozens of Taliban prisoners in recent months, a move they believe could help bring militants to the negotiating table.

Islamabad may release another batch of Afghan Taliban prisoners to revive peace process in Afghanistan, an unnamed Afghan official said on August 18, reports The Express Tribune. The official confirmed that the release of more Taliban prisoners would be on the agenda of talks during the upcoming visit of President Hmid Karzai and the members of the Afghan High Peace Council to Pakistan. Foreign Ministry spokesperson Aizaz Ahmed Chaudhry said Pakistan would extend “all assistance that we deem is helpful to advance the reconciliation process”. “We look forward to the visit of the Afghan President and are ready to discuss all issues of mutual interests during the visit,” Chaudhry said. The first set of prisoners was released by Pakistan in November 2012 as part of its efforts to start the Afghan reconciliation process. As many as 26 Taliban prisoners, including some senior figures, have been released since then. However, Pakistan unofficially suspended further releases in the wake of strained ties with Afghanistan.

Prime Minister Nawaz Sharif in a meeting with US Secretary of State John Kerry on September 27, acknowledged that the issue of cross-border terrorism poses a challenge to his country as well as Afghanistan, reports The Business Standard. Sharif's acknowledgement on this issue came during his meeting with Kerry in New York on the sidelines of the UN General Assembly session, wherein the two leaders discussed bilateral relationship, the peace process in Afghanistan and Sharif's upcoming Washington trip to meet President Barack Obama. "We expressed our concern about the existence of effective safe havens on both sides of the border and stressed that this, as I said, was a mutual problem. The PM acknowledged that this was a problem, a challenge, and a threat to Pakistani security," a senior State Department official told reporters after the meeting. Responding to questions, the official said Sharif "acknowledged" the problem of cross-border militancy was a threat to both societies. "They are in a process at this point of seeking negotiations with the leading militant group that is targeting Pakistan, but they also are looking at alternatives, including more vigorous police and military action, should those negotiations fail," the official said. "And those actions wouldn't necessarily be limited exclusively to TTP (Tehreek-e-Taliban Pakistan), particularly since the TTP operates in the same areas as many of these militant groups that target externally," the official said.

The three leaders during their trilateral meeting held at the Downing Street discussed economic co-operation and the Afghan-led peace process to which they all reaffirmed their continuing commitment. They continued their dialogue about Afghanistan and Pakistan’s shared interest in advancing regional peace, stability and prosperity. The meeting took place following the World Islamic Economic Forum. The British Prime Minister earlier welcomed Afghan President Hamid Karzai and Prime Minister Muhammad Nawaz Sharif for the trilateral discussions. This was the first meeting of the three countries since Prime Minister Nawaz Sharif assumed his office.

Afghan negotiators on December 18 disputed remarks by Pakistan’s Adviser to Prime Minister on Foreign Affairs Sartaj Aziz that Afghan Taliban are unwilling to talk to the Government-backed peace council, reports The Express Tribune. Sartaj Aziz had said that despite Pakistan’s efforts to facilitate talks between the Afghan High Peace Council and the Afghan Taliban, the latter are unwilling to enter into negotiation. However, the Afghan High Peace Council claimed, “many Taliban leaders are in contact with the Council.” “His (Sartaj Aziz) remarks are contrary to the ground realities,” said spokesman for the Peace Council, Maulvi Shehzada Shahid in Kabul. The Afghan Taliban spokesman, Zabihullah Mujahid, also denied claims by the Afghan High Peace Council’s leader and insisted that there is no change in the Taliban policy of not talking to the regime in Kabul. Aziz had also stated that Pakistan has no control over the Afghan Taliban and that Islamabad has been urging them for a long time to talk to the High Peace Council but they do not accept the requests. The peace council’s spokesman, however, said Pakistan’s deep influence on the Afghan Taliban can make the peace process successful as “Taliban leaders live in Pakistan and are in contact with the Pakistani officials.”

The United Nations (UN) General Assembly (GA) on December 19 adopted a unanimous resolution against the use of armed drones in foreign territories in what Pakistan claimed to be a ‘moral victory’ for the country, reports The Express Tribune. The 193 member body urged the United States (US) to comply with international laws for its use of unmanned aerial vehicles for taking out ‘high value targets’ in countries. This was the first time that the issue of drones was raised in a UN resolution. The reference to the controversial drone programme was contained in a 28-page UNGA resolution titled ‘Protection of Human Rights and Fundamental Freedoms while Countering Terrorism.’ The resolution urged member states to ensure that any measure taken or means employed to counter terrorism, including the use of drones, comply with their obligations under international law, including the Charter of the United Nations, Human Rights law and International Humanitarian Law, in particular the principles of distinction and proportionality.

India will be raising the issue of massive increase in ceasefire violations, raids on forward Indian Army posts and facilitation of infiltrations attempts of the militants by Pakistan Army during Director General of Military Operations (DGMOs) level talks at Wagah border on Pakistan side opposite Amritsar District of Punjab, reported Daily Excelsior on December 22. This would be the first one-to-one contact between the two DGMOs after a gap of 14 years as they had last met in May 1999 in the aftermath of Kargil conflict.
