Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including an ‘area commander’, were arrested and arms and ammunition, including a pistol, six rounds of cartridges, were recovered by the Police following an encounter during a search operation at the house of the village head of Dhankaul in the Begusarai District in the night of January 1, PTI reported. The ‘area commander’, identified as Radhey Sah alias Shyam Sahni, was wanted in several cases, including an incident of dynamite blasting on the house of Dinesh Singh, a leader of the Communist Party of India-Marxist, murder of one Rampukar Chaurasia and forceful acquisition of land of a relative of Excise Minister Jamshed Ashraf. The two others arrested were identified as Hare Krishna Mahto and Surendra Paswan. Meanwhile, the village head man, identified as Upendra Choudhary, was also detained by the Police for harbouring the insurgents.

Two Army soldiers and a Jaish-e-Mohammed (JeM) ‘area commander’ were killed in a gun-battle at Bhati Dhar forests in the Chatral area of Mendhar sub-division in Poonch District on January 1 while a group of five militants was still trapped in the area, Daily Excelsior reported. Official sources said troops of Rashtriya Rifles and Special Operations Group personnel had cordoned off Bhati Dhar forests two days back after receiving specific information that a group of six JeM militants had taken shelter there. In the evening of January 1, the militants reportedly opened fire on Army personnel, who retaliated. In the subsequent encounter between the two sides which continued for more than two hours, two soldiers and JeM ‘area commander’ Abdul Gul were killed. Enforcement of Army and police have been rushed to Bhati Dhar forests in search of the five remaining militants.

According to the SFs, the gun-battle started when the militants – reportedly members of the Bugti tribe – attacked a patrol party in Dera Bugti District. The clash continued for the entire day in the Uch, Gandoi and Zan kho areas. At least five SF personnel were also injured in the gun-battle.

One soldier was killed and two others sustained injuries as clashes between the Security Forces (SFs) and militants continued in the Safi tehsil (revenue division) and adjoining areas of the Mohmand Agency for the second consecutive day on January 1. The SFs also claimed to have killed several militants when their hideouts were dynamited besides arresting 10 suspects and recovering explosives and suicide vests from them during the operation in different areas of the agency. Sources told The News that militants attacked the SFs’ check-posts in Darwazgai-II and Lakaro with mortar guns and rocket launchers after which a fierce clash started. Sources added that a mortar shell fired by the militants hit the Darwazgai-II checkpoint in which a soldier, Niaz Muhammad Jan, was killed and two others wounded. A spokesman for the Mohmand Rifles, a wing of the paramilitary Frontier Corps (FC) in Ghallanai, told the media that they targeted different areas of Safi, Lakaro and Utmanzai with artillery and mortar guns, killing several militants. “We have also arrested 10 suspects in Qandaro area who were transporting arms and ammunition to their associates engaged in clashes with the security forces in Darwazgai-II and Lakaro checkpoints. A vehicle laden with explosive devices, Kalashnikovs, bombs, suicide jackets and masks was captured,” the spokesman claimed while showing the seized items to journalists. He said SFs targeted several suspected hideouts with artillery and dynamited 25 houses of those helping the militants in the Qandaro, Habibzai, Haider Koroona, Malakana and Sandokhel areas.

Troops advancing towards Kilinochchi captured the key Liberation Tigers of Tamil Eelam (LTTE) garrison of Paranthan in the morning of January 1 following hours of fighting that killed over 50 militants, according to Colombo Page. Defence authorities said the battle for Paranthan began two days ago when the troop’s armour, artillery and infantry battalions launched a concerted assault on the militants holed up in the strategic town. Troops, supported by the Sri Lanka Air Force (SLAF), entered Paranthan in the morning of December 31 and reportedly encountered stiff resistance from the LTTE. Troops have also cut-off the vital access routes towards Paranthan along the Jaffna-Kandy (A-9) road from North and South, the military said. Troops are now consolidating defences and advancing further east of the Paranthan junction, security sources said. Defence sources said capture of Paranthan would open up access routes to the remaining LTTE defences at Vaddakkachchi and Puthukkudiyiruppu areas on the Paranthan-Mullaitivu (A-35) road and isolating another LTTE stronghold of Elephant Pass located between the Jaffna peninsula and Kilinochchi.

Four top militants of the Jaish-e-Mohammed (JeM) were reported to have been killed in a fierce three-day long gun-battle at Bhati Dhar forests in the Mendhar tehsil (revenue division) of Poonch District, Daily Excelsior reported. While two Army soldiers and a militant were killed on January 1, three militants were killed on January 2. A Defence spokesman in Jammu, S. N. Acharya, confirmed the killing of four militants at Bhati Dhar forests. Official sources said bodies of two soldiers, who were missing in the encounter, were recovered in the morning of January 2. They have been identified as Subedar Rakesh Kumar Singh and Naik K. P. Singh. While one of the militants was killed in the night of January 1 after he came out of the hideout firing on the Army personnel, his three associates were killed on January 2 when their hideout was blasted with a powerful bomb. A large quantity of arms, ammunition, explosives, wireless set, mobile telephones and literature was also destroyed along with the hideout.

On January 2, the Sri Lanka Army captured Kilinochchi, the Liberation Tigers of Tamil Eelam’s (LTTE) political and administrative headquarters, reports Sri Lanka Army. The troops are reported to have launched simultaneous attacks from three directions in Paranthan, Iranamadu and Adampan before capturing the town in the early hours of January 2. Kilinochchi town, which lies about 334 kilometres (255 miles) north of capital Colombo, remained the LTTE’s most strategic logistic base, from which almost all the decisions were made upon by the exclusive command of the outfit’s leader, Velupillai Prabhakaran and his top-rung leadership. The LTTE kangaroo courts, ‘Police’ Headquarters, ‘Eelam’ banks, luxurious LTTE peace secretariat complex, all operated from Kilinochchi, their de-facto capital of ‘Eelam’ lying on the Jaffna-Kandy (A-9) main supply route. The Defence Ministry in a statement said troops of 57 Division entered the highly defended stronghold from the southern and south-western boundaries while Task Force 1 troops marched in from the north and the northwest, The Hindu reported. The Army had taken the Jaffna-Kandy A-9 highway on the Omanthai-Paranthan stretch. The military had crossed into Kilinochchi District on August 4 and has since been engaged in clashes with the LTTE.

While an encounter between the Security Forces (SFs) and militants in Bein forests of Bhati Dhar in Poonch District entered the sixth day, two SF personnel sustained splinter injuries in the intermittent firing by the holed up militants in the early hours of January 5, Kashmir Times reported. The militants, who are at the position on higher peaks of the densely forested mountainous belt of Bhati Dhar, are reportedly firing intermittently mostly during the night and early hours. Official sources said the militants fired at the SFs at 9.35 PM, then at 12.45 AM, 1 PM, and 5 AM using AK Rifles and Pika guns which was effectively retaliated by the SFs. Three SF personnel and four militants have been killed so far in the encounter that began on January 1. Meanwhile, Daily Excelsior reported that the Army is contemplating an aerial operation in Bhati Dhar forests to neutralize the remaining Jaish-e-Mohammed (JeM) militants. Six soldiers were also killed and seven sustained injuries in the fighting. The Taliban fired mortars and rockets at an FC camp and subsequently used small arms to fire on a nearby checkpoint, an unnamed military official told AP. The attackers were eventually driven off, but scattered skirmishes continued, he said. Most of the attackers fled under heavy military fire, a security official told the AFP. Some of the Taliban militants surrendered, a military spokesman claimed later, without giving a specific figure. Rajendra, said a team of Special Striking Reserve and Police launched a search operation at Lallu Khetar at 3.30 pm (IST) after receiving inputs about the presence of militants in the area. In the ensuing encounter that lasted for approximately 90 minutes two militants and two Policemen, Mushtaq Ahmed and Nissar Hussain, were killed. At least two militants managed to escape taking cover of the forest area. The slain militants have been identified as Ashfaq, a HM ‘commander’, and Abu Talha, a LeT ‘commander’. Both of them were operating in different parts of Rajouri district for past several months and were involved in many subversive activities. Senior Superintendent of Police Prabhat Singh said a Police party was conducting searches in Batyas forests for the last three days after receiving specific information that top HM militants have developed hideouts there. The militants, who had taken shelter in a natural hideout, opened fire on the Police personnel, who retaliated. In the ensuing encounter, the two militants, identified as ‘tehsil commander’ Zahoor Ahmed Khandey alias Basir alias Salman and Sajjad Ahmed, were killed. Zahoor had crossed over to Pakistan in 1995 and returned the next year after arms training. Since 1996, he was operating in parts of Doda and Kishtwar Districts. Sajjad had joined militancy in May 2008 and was working as a close associate of Zahoor. Recoveries made from their possession include two AK-56 rifles, three magazines, 17 rounds, one radio set, one mobile telephone, two hand grenades and a large quantity of ration, incriminating documents etc. With this incident, a total of six commanders of the Lashkar-e-Toiba (LeT) and HM outfits have been killed in Doda District during the past couple of months.

Troops also took control of schools in Swat following Taliban militant’s threats against their reopening, the channel reported. According to the channel, the decision was made to protect educational institutions in the district, where, according to official figures, 174 schools have been destroyed by Taliban militants during the past one and a half year. The forces established their check posts near the schools to thwart further attacks by the Taliban militants, who are against female education in the district. In December 2008, the Taliban had warned the Government to close all girls’ schools in Swat, threatening to kill any female student that dared receive education.

District Superintendent of Police (SP) Manoj Verma said the encounter is continuing and eight more joint force companies (800 personnel) have been sent to the area to flush out the Maoists. The encounter occurred when the troops reached Madhupur in the morning and was fired on by the Maoists from near the banks of a nearby canal. There was no casualty among the Security Force personnel who have recovered the bodies of the two Maoists identified as squad leaders, Verma said. Three Policemen sustained injuries in the first incident of its kind in which the Police and villagers jointly countered the militants operating in Peshawar. Police and villagers said that members of the Mangal Bagh-led Lashkar-e-Islam entered the Bazidkhel village in two cars and a motorbike in a bid to kidnap Faheem, the local union council chief. In the ensuing encounter, seven attackers were killed. A source said two more militants were killed near Badaber when they were escaping on a motorcycle. Meanwhile, Lashkar-e-Islam chief Mangal Bagh threatened the Bazidkhel villagers with reprisal if found to be involved in killing nine of his men. Earlier, a spokesman for the Lashkar-e-Islam denied that the slain men wanted to attack the Badaber Police station. However, spokesman Misri Khan conceded that their men were on their way to Bazidkhel to take action against some criminals and elements opposed to their organisation. “Ours is a peaceful organisation that never attacked the security forces and the police. Had they gone there to attack the Badaber police, they would have first attacked Hayatabad and Sarband police stations,” he claimed. The spokesman alleged that their men were stopped at the Frontier Corps check-post, arrested and later killed by the Police and criminals from Bazidkhel.

The operation was launched on February 9 in the Inayat Qillay town, a suspected stronghold of the Taliban and al Qaeda-linked terrorists, after a rocket attack by the militants, military official Mustaqim Shah told AFP. Intercepted LTTE communications confirmed that senior LTTE cadres commanded the battle against troops in which several militants, including a senior Sea Tiger ground commander, were killed. However, Sunday Observer quoted military officials as saying, “More than 20 Tiger boats attempted to land in Chalai under the direct command of Sea Tiger leader Soosai. The attempt was effectively thwarted by the 55 Division troops destroying more than 10 of their boats.” A suicide boat was also destroyed by the ground troops as it came towards the troops operating in the lagoon front. The ground troops foiled more than 15 counter attacks by the LTTE killing more than 20 of their cadres during the battle. Troops also suffered injuries as LTTE launched a massive assault on the ground troops advancing towards south of Chalai. An official spokesman said that another militant, believed to be a foreigner, managed to escape from the incident site under the cover of darkness. The slain militants have been identified as Abdul Majid, a resident of Asthan, and Mohammed Altaf, a resident of Bhimdessa Gool. From the encounter site, the troops also recovered one 303 rifle with magazine, two 303 cartridges, one pouch, one Sniper gun with magazine, half kilograms of RDX and some grenades. The Taliban later ‘arrested’ 14 militants involved in the incident in a search operation. Sources said about 40 armed men in the guise of Taliban arrived at the university’s main entrance and opened fire on the guard, Khaliqdad, for offering resistance. The guard sustained serious bullet injuries. After receiving information, a Police party of Ouch Police Station rushed to the incident site but the militants fired a rocket at the Police van, killing three Policemen on the spot. The Police van driver Muhammad Nazeer and security guard Khaliqdad succumbed to their injuries at the hospital. Meanwhile, the militants escaped in two vans of the university, leaving behind their own vehicles and some arms. Sources said soon after the incident, the Swat-based Taliban launched a search operation in Shamozai area and ‘arrested’ 14 militants, besides seizing both the vans of the university from their possession.

According to Daily Excelsior, Army on March 20 foiled an infiltration bid near the Line of Control (LoC) in Kupwara District, killing three militants while four Army personnel sustained injuries in the gun-battle which was still continuing. Police sources in capital Srinagar said the Army laid an ambush in Rangwar forest area following specific information about a group of 10 to 12 militants infiltrating into Kashmir valley from Pakistan occupied Kashmir. The troops established contact with the infiltrators in the wee hours of the day following which an encounter ensued. Thus far, three militants have been shot dead while at least two others are still engaging the Security Forces in the area which has a dense forest cover. Official sources believe the militants are affiliated to the Lashkar-e-Toiba (LeT). Four Army personnel sustained injuries in the encounter. This is the first major infiltration bid by militants in Kashmir valley in 2009 as the passes across the LoC were closed due to heavy snowfall during the winter.

With this the total number of militants killed in the operation since Friday has risen to 17," Defence spokesman Lt Colonel J S Brar said. He said a huge cache of arms and ammunition has been recovered from the area in which the operation was going on for the last over 108 hours. "The recoveries include 17 assault rifles, 13 AK magazines, 207 AK ammunition rounds, four Under Barrel Grenade Launchers (UBGL) and 21 UBGL grenades," he stated. One Kenwood radio set, a Thuraya satellite phone, two Global Positioning Systems (GPS), three map sheets, three matrix sheets, two have sacks and Rupees 9200 Indian currency have also been recovered from the area, he added. The operation was still in progress, the spokesman said adding there were no casualties among the SFs during the operation on March 24. The group most likely consisted of an infiltrating column as well as the militants who had come to receive them, he said adding that the operation was based on sound intelligence inputs as well as human intelligence provided by own sources of the Army. As per the intercepts over the past 24 hours, the militants were asked by their handlers across the border to return to their base camps after the militants found it difficult to break the security cordon, official sources said. They said three of the six militants were killed close to the LoC while they were trying to cross back to Pakistan occupied Kashmir.

Giving details of the operation, he said contact was initially established at three places - two in general area Drangyari in Shamsabari ridge of Chowkibal and another in Haphruda forest. "The operation is still in progress as searches are being conducted in the area. Although majority of the terrorists have been killed, the remnants, if any, will also be eliminated," he said adding the number of infiltrating militants as per the intelligence input was close to the number killed in the operation. He said there was no exchange of fire in the area since the evening of March 25 and only combing operation was going on. The cache of arms and ammunition recovered from the site of operation included 23 AK 47 rifles, 17 grenades, three UBGLs, 10 radio sets of various makes, two GPS equipments, water bottles, maps, snow gear, ice axes, rations, jihadi literature, medicine and some Indian currency. The officer refuted claims by the LeT that 30 soldiers were killed in the gun battle that lasted over five days. He said "We have lost eight of our soldiers. The rest of the information is not true." Brigadier Singh also said infiltration at this time of the year was expected as the snow starts melting along the LoC. According to him, "We have inputs that a large number of militants are waiting across the LoC to cross over to this side. We are prepared to deal with them." He added that at present around 300 to 400 militants were active in the Valley.

The Maoists decamped with eight rifles and VHF communication sets from forest range offices. “Using explosives, they razed the range offices at Barahakamuda, Chahala and Dhuduruchampa located in the core areas of the tiger reserve in a four-hour-long attack that ended around 2.30 a.m.,” Field Director of the STP N. Nagaraj Reddy said. However, it was not clear whether the missing employees had fled or were abducted by the ultras, the Police sources said.
