Pakistan and Afghanistan on July 1 decided not to use public forums to blame each other or give ‘hostile’ statements against each other in order to build trust considered vital to address some of the pressing issues facing the two neighbours, reports The Express Tribune. The decision was taken during the recent visit of Afghan President Ashraf Ghani to Islamabad, where he held wide-ranging discussions with Prime Minister Imran Khan and the top military leadership of the country. This was Ghani’s first visit since 2015 and was part of latest efforts by Pakistan to improve troubled ties with Afghanistan.

Afghan Government will not compromise on the Afghan Security Forces in the peace process, President Ashraf Ghani said on July 3 as violence raged on in multiple fronts across the country with backdoor peace talks between the United States (US) and the Taliban moving on for the fourth day in the state of Qatar, reports Tolo News. "I will not allow the disintegration of the Afghan security forces," said Ghani, adding that corruption and ethnic issues in some extent have been undermining the development and progress of the Afghan forces that need to curb. “We are in support of peace, but we will not make a deal on our security forces in the peace talks,” he said. Ghani described members of the Afghan security forces as the defenders of democracy. “You (ANDSF) are the protectors of Afghanistan’s democracy. The delay of presidential elections should not be repeated,” said Ghani.

Suhail Shaheen, a ‘spokesperson’ for the Taliban's political office in Qatar, told The Associated Press earlier that a draft agreement was being rewritten to include agreed-upon clauses. The two sides apparently remain divided on the withdrawal timetable, with the US reportedly seeking more time. The agreement could be rewritten by July 7 when a group of 50 Afghan delegates will hold talks with a group of Taliban members in Doha as part of an intra-Afghan dialogue. The basic outline of a deal has been reached and the rewriting will require just working out specifics such as a timetable for the withdrawal of all foreign troops. The agreement came in the form of a resolution prepared by a committee of six members from Kabul and three members from the Taliban which resolves, consensus on all-inclusive Afghan negotiations, Afghans are committed to a united and Islamic country, putting aside all ethnic differences. Afghanistan shall not witness another war. The international community, regional and internal elements shall respect Afghans’ values accordingly. In order to facilitate effective intra-Afghan talks, the warring parties should avoid threats, revenge and conflicting words and shall use soft words. The report further adds that “This aid marks a significant departure from India’s previous policy of providing only non-lethal military assistance. Pakistani sensitivities towards Indian involvement in the country ultimately limited the assistance.” Furthermore, Pentagon said “Additionally, the Indian military provides procurement and training support to help professionalize the Afghan military and to improve its vehicle maintenance capabilities.” Pentagon said “In the event of a U.S. drawdown in Afghanistan, India likely will attempt to continue its support to Afghanistan and try to limit Taliban, Pakistani, and Chinese influence. The National Directorate of Security (NDS) in a statement on July 19 said that the Taliban attack on Kandahar Police Headquarters that killed twelve people and five militants was plotted in Pakistan, reports Tolo News. Nine of those killed in the attack were civilians, according to local officials. More than 100 others, mostly civilians, were wounded in the attack. The complex attack started at around 4:40 pm on July 18 with a car bomb explosion outside the provincial police headquarters in the city of Kandahar, followed by gunfight by five attackers, who were all gunned down by security forces after few hours of fighting. The NDS said in the statement that the attack was plotted in the city of Chaman in Baluchistan Province, Pakistan. The attackers were ordered and led by an individual named Mullah Agha during the attack, the statement said. The NDS has sent to media an audio file which apparently shows a telephonic conversation between the attackers and the plotters of the attack. The NDS says that such attempts are aimed at disrupting the ongoing efforts for peace in the country. Taliban claimed responsibility for the attack sharply after it happened. A Taliban spokesman Zabihullah Mujahid in a statement rejected the NDS remarks and said the attack was plotted within the country. Pakistan Prime Minister (PM) Imran Khan’s admission that “30,000 to 40,000” militants - trained in Afghanistan and Kashmir - are still operating in Pakistan, may become a serious issue for Islamabad with the Financial Action Task Force (FATF), Government of India sources said in New Delhi, reports The Hindu. The sources indicated that India was considering making the remarks a part of its submission ahead of the next meeting in October of the international terror financing watchdog. Earlier, speaking at a think-tank in Washington on July 23, Imran Khan said though Pakistan’s Government had launched a “National Action Plan” against terrorism after the Peshawar school attack in December 2015, implementation began only after his Government came to power last year. “Until we came into power, the governments did not have the will to [implement the National Action Plan], because if you talk of militant groups, they still have about 30,000-40,000 people who are armed and who have been trained in some sort of a theatre, who fought either in Afghanistan or maybe in Kashmir,” Imran Khan said at the United States Institute of Peace, in the first clear admission by Pakistan that thousands of terrorists and training camps which have been active in Kashmir, still operate in Pakistan. Later in the day, He also pointed to the existence of at least “40 militant groups” in the period after the 9/11 attacks in 2001. Imran Khan’s remarks contradict the Pakistan Army’s position on the existence of terror groups.

Comments from Suhail Shaheen, Taliban political office spokesman in Qatar, came days after Prime Minister (PM) Imran Khan said in Washington he will meet the Taliban leaders in Pakistan on his return to convince them to hold negotiations with the Afghan government. “We pay visits to regional and other countries for talks to explain our position on peace process and to listen to others. Pakistan is our neighbor and a Muslim country. Mr. Saleh labelled the Taliban as the enemies of the Afghan people and said the National Directorate of Security had informed him about such an attack three days before. At least four attackers were involved in the siege which started with a car bombing at around 4:40 pm Kabul time on Sunday, July 28. It targeted the Green Trend office, a political movement run by Mr. Saleh, in Shaheed Circle in Kabul’s PD4, in an area surrounded with civilian houses, a university, and a small township. According to Mr. Saleh, at least 30 people, 22 of them members of the Green Trend movement, lost their lives including two members of his family. “I was not assuming that they (insurgents) use a truck full of explosives to target me. I think there are several reasons for attacking me, and one of the reasons is that they (insurgents) want to disrupt and remove the determination of those humans who want to oppose and stand against Pakistan, Daesh and Taliban, but keeping in mind that we are not against Pakistan as a state, but oppose the interreference by it,” Mr. Saleh said.
