Left-wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-Maoist) shot dead eight civilians and wounded two others at Vempenta village in the Kurnool district of Andhra Pradesh on March 1. Claiming responsibility for the killings, CPI-Maoist leader, Satyam, said it was a revenge act for the killings of nine people belonging to the lower castes in 1998. "If only the government had set up a special court to try these accused, we would not have resorted to the killings," he said. Meanwhile, the State Home Minister, K Jana Reddy, said "This is a barbaric and uncivilised act and those championing the cause of human rights should think about it''.

Quoting police sources, Deccan Herald has reported that the Communist Party of India-Maoist (CPI-Maoist) has restructured its ‘State committee’ in Karnataka. Noor Zulfikar alias Sridhar now heads the committee in place of Saket Rajan alias Prem, who was shot dead by the police in Chikmagalur district, on February 6. While Rajan led a six-member team, the new committee has seven members, sources added. According to sources, Zulfikar, an engineering dropout, is from Chitradurga district and is in his mid-thirties. The new team, which was reportedly restructured in February in Bangalore, includes a lady member, Asha, a Sikh lady who has studied in Shimoga for many years and was reportedly linked to the Mahila Jagruthi Vedike, a Naxalite frontal organisation. The other five members of the committee are Nanda Kumar alias Rangappa, Vishnu alias Devendrappa, Veeramani alias Murugan who regularly issues press statements under the nom de guerre Gangadhar, Kuppuswamy alias D Murthy and Ujani Gowda who is lodged in Bellary jail.

A ‘deputy district commander’ of the Hizb-ul-Mujahideen Pir Panjal Regiment, identified as Aijaz Ahmed, was among two terrorists killed during an encounter with the security force (SF) personnel at village Ari in the Poonch district on March 2. Sources in Poonch said the encounter ensued after troops launched a search operation at Ari after receiving information that a group of terrorists had descended to the plains from upper reaches due to heavy snowfall. While two more terrorists of the group managed to escape, two AK-56 rifles, five magazines, 20 rounds of ammunition, two pouches and one wireless set were recovered from the incident site.

According to reports, a group of 15 Naxalites had been camping on the village outskirts for three days and summoning contractors and traders demanding party funds. A huge quantity of ammunition, including three AK-56 assault rifles, hand-grenades, live cartridges, satellite phones and some documents were recovered from their hideout. According to the police, the terrorists were allegedly planning to target the Indian Military Academy in Dehra Dun. The encounter was a sequel to the arrest of Hamid and Sariq, residents of Seelampur in North-East Delhi at Mubarak Chowk on G.T. Karnal Road. The police recovered 10.5 kg of RDX from the jeep in which they were travelling. They also confessed that about half-a-dozen other militants were living in a house at Bharat Vihar in South-West Delhi. As the police laid siege to the house, a heavy exchange of fire followed for about an hour, and three terrorists were killed. The police suspect that at least two terrorists could have escaped and have launched a hunt for them.

In a written reply on March 9 in the Rajya Sabha (Upper House of Parliament), the Union Minister of State for Home, Shriprakash Jaiswal, stated that eight left-wing extremist (also known as Naxalite) affected States are to be provided 60 to 75 per cent Central funding under the revised scheme for modernisation of State Police Forces. Four States - Andhra Pradesh, Bihar, Chhattisgarh and Jharkhand - will be provided 75 per cent and Maharashtra, Madhya Pradesh, Orissa, Uttar Pradesh and West Bengal will be given 60 per cent. Jaiswal also said that the Backward Districts Initiative component of the Rashtriya Sam Vikas Yojana covers 55 Naxalite-affected districts in nine States.

Sheikh and two of his associates managed to escape from the incident site. According to official sources, Mohammad Yusuf Sheikh has been directly responsible for over 70 civilian killings in addition to dozens of attacks on security forces’ in the Budgam-Tangmarg area. He is reported to have escaped from the cordoned off locality and Army operations as many as 20 times in the last five years.
