On October 1, Maoists burnt six dumpers and injured more than ten employees at the Phakhar bauxite mines of the Birla group owned Hindustan Aluminium Company (HINDALCO) at the Baghbana plot in Lohardaga district. According to police sources, more than 30 armed cadres of the Communist Party of India-Maoist (CPI-Maoist) attacked the mines and burnt six dumpers and damaged two trucks laden with bauxite ore and a poclain machine. The Maoists were demanding levy for the ore extraction, police added.

A statement by the outfit said that the KCP-P "has gone against the wishes and aspirations of the people and has been leaving a bad impression on revolutionary movements launched by other underground organisations". The KYKL too had subsequently imposed a similar ban. The KYKL press statement said that KCP-P cadres would be "awarded capital punishment if they continue with their activities".

Those surrendered included six naxalites from the Prathighatana outfit, three CPI-Maoist cadres, two from the Communist Party of United States of India (CPUSI) and one each from CPI-ML Janashakthi and Adivasi Liberation Tigers (ALT). Later, the senior police officials stated that, so far 137 members of various outfits had surrendered in the district and of them, 54 belonged to the CPI-Maoist.

Twenty-three year old Rubina Bano was in close contact with top Hizb commanders and was instrumental in shifting cash consignments and important messages of the outfit’s commanders to their cadre, said Prithvi Raj Manhas, Senior Superintendent of Police. Her sister was also detained by the police but her involvement in the militancy hasn’t been established.

Abdul Rashid Gujjar, ‘operational commander’ of the Hizb-ul-Mujahideen (HM), was reportedly killed by the security forces (SFs) during an encounter at village Bismai Karamulla Top in the Pulwama district on October 2. One of his associates, identified as Mushtaq Gujjar, was arrested after he was wounded in the gunfight. One AK rifle, five magazines, 122 AK ammunition rounds, one hand grenade and two electronic detonators were recovered from the incident site. Active since 1994, Gujjar was involved in more than 100 killings and car bomb explosions in the Valley, including a bomb blast on December 4, 2004 in which an Army Major and ten soldiers were killed, according to Daily Excelsior. He was also responsible for the car bomb blast on June 24, 2005 on an Army convoy near the Nishat Police Station in Srinagar in which 11 soldiers were killed besides another car bomb explosion near the Pulwama Post Office on June 13, 2005 in which five people were killed.

Assistant Cashier Mohammad Yaseen Dar died on spot while his guards, Farooq Iqbal and Farooq Ahmed (both from District Police Budgam), sustained critical injuries. Sources said that the SBI bullet-proof vehicle was en route to Dooru and Verinag areas for collection of cash and depositing the same at a main branch in Anantnag when it was targeted by the terrorists. According to central security agencies, camps of outfits like the Jaish-e-Mohammed (JeM), Lashkar-e-Toiba (LeT), Tehreek-ul-Mujahideen (TuM), Hizb-ul-Mujahideen (HM) and Al-Badr had been damaged. Some of their camps were reportedly located within a radius of 10 kilometers from the epicenter of the quake. Thirteen security personnel belonging to the state police and central paramilitary forces were killed in a bomb blast triggered by Communist Party of India-Maoist (CPI-Maoist) cadres near Baniadih village in Chatra district of Jharkhand on October 8 morning. The incident occurred when 20 to 25 security personnel on Long Range Patrolling in five vehicles, found a container with ‘Money’ written on it. When security personnel approached the container, the Maoists triggered a bomb concealed inside the container. The victims included Deputy Superintendent of Police, Binay Bharti and Assistant Commandant of CRPF, Z.D Umar.

A police spokesperson said 34-year old Gurdip Singh, a resident of Fatehgarh district in Punjab, was arrested from Sujra village of Kurukshetra district where he was living for the past three months on a fictitious identity. The second additional district and sessions judge, M. Rajamouli Sharma, held the accused, Ashiq Ali alias Shahneel Tahir Ahmed alias Raza Khan, guilty of various offences under the Indian Penal Code (IPC). Ashiq Ali was sentenced to undergo rigorous imprisonment for life and to pay a fine of Rupees 500 for the charge under section 121 of the IPC. 25-year-old Ali was arrested at Sarangapur village in the Nizamabad district on January 26, 2002, while he was passing information relating to the Indian defence forces to Pakistan from a telephone booth. Ashfaq and his Indian conspirators, Nazir Ahmed Qasid and his son Farooq Ahmad Qasid, have been found guilty of waging war against the state, which can attract a death sentence. The quantum of punishment will be pronounced on October 29. The lone woman accused and Ashfaq's Indian wife Rahamana Yousuf Farooqui was found guilty under section 216 of the Indian Penal Code (harbouring an offender) and 218 (trying to save a person from punishment) for providing shelter to the LeT cadre. However, the court acquitted her of the charges of waging war against the country and the conspiracy to attack the Red Fort. The court also convicted Babar Mohsin Baghwala, Saddaqat Ali and Matloob Alam for their complicity in the attack. On December 22, 2000, LeT terrorists had sneaked into the fort and killed two Army personnel and a civilian.

Srinivasan said. According to him, the coming summer "will be tough and we have to redraw our strategy... We have to address the problem of OGWs as they can be more dangerous than armed militants." Quoting wireless intercepts and ground sources, he said the quake had dealt a severe blow to militants with some 400 launching pads along the Line of Control (LoC), 12 training camps and dozens of buildings housing their cadres reduced to rubble. "They have already lost the top hierarchy at the hands of security forces in counter-insurgency operations," he informed but there was no indication that their commanders had perished in the quake.

At least 70 persons were killed and 155 others were injured in three powerful serial bomb explosions in the national capital Delhi on October 29-evening. While two bombs exploded at busy marketplaces, one exploded inside a Delhi Transport Corporation bus. No terrorist outfit has claimed responsibility for these explosions thus far. The first explosion occurred around 5.25 p.m. (IST) at Chheh Tuti Chowk in Paharganj, central Delhi, the bus blast at 5.40 p.m. at Govindpuri in South Delhi and the third at 5.45 p.m. at the Sarojini Nagar market in South-West Delhi. An explosive device was defused outside the State Bank of Bikaner in the Chandni Chowk area. At Sarojini Nagar, police suspect that the bombwas planted inside a van parked near the shops. Approximately 40 persons died in the blast here. The bomb at Paharganj is suspected to have been planted in a motorcycle or a rickshaw parked near a jewellery shop. According to police sources, at least 25 persons were killed and over 45 injured in this blast. The explosion in the bus near the Kalkaji Depot injured six persons, including the driver and the conductor. Unconfirmed reports said two persons from Kashmir were detained at the New Delhi railway station.

Mohammed Arif alias Asfaq, a Pakistani national and member of the Lashkar-e-Toiba (LeT), was sentenced to death by a court in Delhi on October 31 in the Red Fort attack case. Co-accused Nazir Ahmed Quasid and his son, Farooq Ahmed Quasid, both of Indian origin, were awarded rigorous life imprisonment. Arif's wife, Rehmana Yusuf Farooqui, who is of Indian origin, was sentenced to seven-year rigorous imprisonment and a fine of Rupees 10,000 for sheltering him before and after the incident. Additional sessions judge O.P. Saini reportedly said: "I sentence Mohammed Arif alias Asfaq alias Abdul Hamad to death along with a fine of Rs.1 lakh, subject to its confirmation by the Delhi High Court, under Section 121 of the Indian Penal Code (IPC) for waging war against the Government of India." Three Army personnel were killed in the attack on December 22, 2000.
